1、Concentrated Inspection CampaignMARPOL 73/78, Annex IMARPOL73/78公約附則I檢查指南The purpose of the inspection campaign is to verify that the Oil Filtering Equipment (OFE) systems are installed on board ships in accordance with MARPOL 73/78, Annex I, regulations 16 and 17. The purpose is also to investigate

2、 the operability of OFE systems,and to find out whether sludge has been discharged into port reception facilities, burnt in anincinerator or in an auxiliary boiler suitable for burning oil residues, mixed with fuel or other alternative arrangements.該項大檢查的目的是為了核實裝在船上的濾油設(shè)備符合MARPOL 73/78公約附則I第16條和17條的規(guī)

3、定。同時為了查明濾油設(shè)備的可操性,確認船上產(chǎn)生的油渣是否排放到岸上接收設(shè)施、或經(jīng)過焚燒爐焚燒、或在可以燃燒油渣和燃油混合物的副鍋爐燃燒、或經(jīng)過其它替代設(shè)備處理。Each ship should be subject to this CIC only once during the campaign period.每一船舶在檢查期間(2006年2月1日至4月30日)僅需接受一次有關(guān)此CIC的檢查。The following documents are needed to perform the inspection:檢查需下列文件- The IOPP certificate of the ves

4、sel船舶的IOPP證書- The Oil Record Book, Part I - Machinery Space Operations油類記錄簿The questions are dealing with three categories:該項大檢查的題目分為3類:1. IOPP certificate: questions 1, 2, 3, 7 and 8;IOPP證書:問題1,2,3,7和8;2. inspection on board: questions 4, 5, 6, 9 and 10; and船上檢查:問題4,5,6,9和10;和3. Oil Record Book que

5、stions 11, 12 and 13. 油類記錄簿:問題11,12和13。NOTE: If any of the items 1, 2, 3, 4, 5, 6, 9, 10 and 13 are answered with NO the ship should be considered for detention in accordance with the guidance in Appendix 1 of Resolution A.787(19) as amended (MARPOL Annex I detainable deficiencies) as following:注意:如

8、)(b) of the MARPOL Convention.檢驗報告丟失或不符合MARPOL公約第13G條第(3)(b)款的規(guī)定。1、 Does the vessel have an Oil Filtering Equipment (OFE) on board?船上是否有濾油設(shè)備?This information can be found in paragraph 2.2.1 or 2.2.2 of FORM A or FORM B of the IOPP Certificate of the vessel (FORM A is for ships other than oil tankers

9、, FORM B is for oil tankers.).在IOPP證書表A或表B上的2.2.1 or 2.2.2段內(nèi)可找到有關(guān)的資料(表A是供非油船使用;表B是供油船使用)From 6 July 1998, all ships of 400 gross tonnage and above, regardless of age, must be fitted with 15 ppm oil filtering equipment. Originally some ships were able to use 100 ppm oil filtering equipment, but this

10、is no longer acceptable.從1998年7月6日起,所有400總噸或以上的船舶,不論船齡大小,都必須安裝15ppm濾油設(shè)備。起初,一些船舶是可以使用100ppm濾油設(shè)備,但現(xiàn)在已不再允許使用。If the answer to this question is NO, the ship should be considered for detention and action should be taken to rectify the deficiency.如果回答該問題是“不是”,須考慮滯留該船舶,并采取行動糾正缺陷。2、 Does the vessels OFE sys

11、tem have an alarm and an automatic stopping device?船上的濾油設(shè)備是否安裝有報警裝置和自動停止裝置?This information can be found in paragraph 2.2.2 of FORM A or FORM B of the IOPP Certificate of the vessel.在船上的IOPP證書表A或表B 中的2.2.2段可找到有關(guān)的資料。According to regulation 16(2) all ships of 10,000 GT and above must be fitted with an

12、 alarm and automatic stopping device. According to regulation 10(3)(b) of Annex I processed bilge water from machinery spaces is only allowed to be discharged into the sea through any vessels OFE system in a Special Area ofAnnex I to the MARPOL 73/78 Convention, if the system has an alarm and automa

13、tic stopping device. 14、er, since this is not a requirement of regulation 16, ships less than 10,000 gross tonnage need not be equipped with such an alarm and stopping device, if no effluent from machinery space bilges is discharged within special areas. Conversely, the discharge of effluent within special areas from ships

15、 without an automatic stopping device is a contravention of the Convention, even if the oil content of the effluent is below 15 ppm (see Unified Interpretation 3.4.1 of Annex I).但是,由于這并不是公約第16條的要求,10000總噸以下的船舶如不在特殊區(qū)域從機器處所艙底排放排出物,則不需要安裝該報警和停止裝置。反之,未安裝自動停止裝置的船舶,在特殊區(qū)域里進行排放,即使排出物含油量低于15ppm,也構(gòu)成違反公約(參考附則I

16、中的統(tǒng)一解釋3.4.1)。According to regulation 16(1) individual vessel carrying large quantities of oil must comply with regulation 16(2). That is the same as for vessels above 10,000 gross tonnage.根據(jù)公約第16條(1)中的規(guī)定,凡載有大量燃油的船舶,應符合第16條(2)中的規(guī)定,這和對10000總噸以上船舶的要求是相同的。If the gross tonnage of the vessel is 10,000 or

17、above, and the answer to this question is NO, the ship should be considered for detention and action should be taken to rectify the deficiency.如果船舶是10000總噸及以上,并回答該問題是“不是”,須考慮滯留該船舶,并采取措施糾正缺陷。If the gross tonnage of the vessel is less than 10,000, and the vessel does not have an alarm and automatic st

18、opping device, the answer to this question is N/A. In this case a holding tank must have been identified in the IOPP Certificate for the retention of oily bilge water on board. However, if the vessel has used its OFE system in a Special Area of Annex I, action should be taken to rectify the deficien

20、pment type approved according to the IOPP certificate?濾油設(shè)備的批準型號是否和IOPP證書相符?The separating/filtering equipment and the oil content meter installed on ships, the keels of which were laid or which were at a similar stage of construction before 1 January 2005, shall be approved either in accordance with

21、 resolution A.393(X) or MEPC.60(33), see paragraphs2.4.1and 2.4.3 of FORM A. Resolution MEPC.60(33) includes a specification of the pollution prevention equipment. It has superseded Resolution A.393(X) and applies to all equipment installed on or after 30 April 1994. It should be noted that type app

22、roval issued in accordance with resolution A.393(X) is still valid for equipment installed on the vessel before 30 April 1994.安裝在2005年1月1日之前安放龍骨或處于相應建造階段的船舶的分/濾油設(shè)備,必須按照A.393(X) 決議或 MEPC.60(33) 決議認可,見IOPP證書表A中的2.4.1和2.4.3段。MEPC.60(33) 決議包含有防油污設(shè)備的規(guī)格,它取代了A.393(X) 決議并適用于安裝日期在1994年4月30日及以后的設(shè)備。須注意的是,根據(jù)A.3

23、93(X) 決議認可型號的、并于1994年4月30日之前安裝在船上的設(shè)備仍然是有效的。The separating/filtering equipment and the oil content meter installed on ships, the keels of which were laid or which were at a similar stage of construction after 1 January 2005, shall be approved in accordance with resolution MEPC.107(49). This also appl

24、ies to new installations fitted on or after 1 January 2005 to ships, the keels of which were laid or which were at a similar stage of construction before 1 January 2005 in so far as is reasonable and practicable.安裝在2005年1月1日及之后安放龍骨或處于相應建造階段的船舶的分/濾油設(shè)備,必須按MEPC.107(49) 決議認可。只要合理和可行,這同時適用于2005年1月1日之后安裝在

26、to demonstrate the operability of the 15 ppm alarm according to the instruction manual of the equipment.要求船員根據(jù)設(shè)備的操作手冊,演示15ppm報警的操作性能。If the answer to this question is NO, the ship should be considered for detention and action should be taken to rectify the deficiency.如果回答該問題是“不是”,須考慮滯留該船舶,并采取措施糾正缺陷。

27、5、Is the 3-way-valve or stopping device functioning?三通閥和自動停止裝置是否動作?The crew is invited to demonstrate the operability of the 3-way-valve or stopping device according to the instruction manual of the equipment.要求船員根據(jù)設(shè)備的操作手冊,演示三通閥或自動停止裝置的工作性能。If the answer to this question is NO, the ship should be co

28、nsidered for detention and action should be taken to rectify the deficiency.如果回答該問題是“不是”,須考慮滯留該船舶,并采取措施糾正缺陷。6、Is the OFE-system free of illegal by-passes?濾油設(shè)備是否不存在非法的旁通管?This can be done by visual inspection of the connections and pipelines in the machinery room of the vessel. No connections are per

29、mitted to pass the separator,the 15 ppm alarm, the 3-way-valve or the automatic stopping device, allowing bilges to be discharged directly overboard.可通過目測檢查船舶機器處所的管系和各連接。旁通油水分離器、15ppm報警、三通閥或自動停止裝置而直接將污水排放出舷外是不允許的。Bilge line from engine room spaces is permitted directly overboard in case of an emerge

30、ncy e.g. flooding of engine room.在應急情況下,如機艙進水等,機艙的污水是允許直接排放出舷外的。If suspecting illegal discharge check flanges/bolts/connections, on line connecters, to OFE (if bearing sign of being opened/bypassed)如果懷疑非法排放 檢查通往濾油設(shè)備的管系連接器處的法蘭/螺栓/接頭(是否有打開/旁通的明顯跡象)。If strong suspicion of illegal discharge, disconnect

31、overboard line from OFE for inspection of inner oil film/sediments.如果有非法排放的明顯懷疑,拆下濾油設(shè)備排往舷外的管系,檢查內(nèi)部的油膜、沉淀物。If the answer to this question is NO, the ship should be considered for detention and action should be taken to rectify the deficiency; and MARPOL investigation according to Appendix 2 of Resolu

32、tion A.787(19) as amended should be carried out.如果回答該問題是“不是”,須考慮滯留該船舶,并采取糾正缺陷的行動;同時,根據(jù)經(jīng)修改的決議A.787(19)附錄2開展MARPOL調(diào)查。7、 Has the incinerator suitable for burning oil residues been marked in the IOPP certificate? 適合焚燒油渣的焚燒爐是否在IOPP證書中標注?See paragraph 3.2.1 of FORM A or B.參考IOPP證書表A或表B 3.2.1段。8、 Has the a

34、m sludge tanks shall have no direct connection overboard, other than the standard discharge connection referred to in regulation 19. This can be verified by inspecting the drawings of the sludge piping systems, or by visual inspection in the machinery room of the vessel, if such drawings are not ava

36、 sludge pipeline a standard discharge connection to enable pipes of reception facilities?油渣管上是否安裝能夠連接接收設(shè)施管系的標準排放接頭?The standard discharge connection shall be in accordance with Reg. 19 of Annex I to the MARPOL 73/78 Convention.標準排放接頭必須符合MARPOL 73/78公約附則I第19條的規(guī)定。If the answer to this question is NO,

37、the ship should be considered for detention and action should be taken to rectify the deficiency.如果回答該問題是“不是”,須考慮滯留該船舶,并采取措施糾正缺陷。11 、Is there evidence that sludge and/or bilge water has been discharged into port reception facilities?有沒有證據(jù)表明油渣和/或油污水被排放至港口接收設(shè)施?Disposal of sludge in port reception faci

38、lities can be verified by inspecting the Oil Record Book (Code letter C, Item number 12.1). The Master of the vessel may also have obtained receipts or certificates of sludge disposal from the operators of the port reception facilities, but this is not compulsory according to the MARPOL 73/78 Conven

40、 by inspecting the Oil Record Book (Code letter C, Item number 12.3.).可以通過檢查油類記錄簿(代號C,項目12.3)來查證。If the answer to this question is NO, the reason for this should be investigated. If the vessel uses HFO, sludge should have been generated on board the vessel, and if sludge has neither been discharged

41、into port reception facilities nor burnt in the vessels incinerator or in the auxiliary boiler for a long period of time, there are sufficient reasons to believe that illegal discharges into the sea may have taken place.
