13、06年9月1日起實(shí)施）； 2.中國(guó)教育改革和發(fā)展綱要；3.國(guó)務(wù)院關(guān)于基礎(chǔ)教育改革與發(fā)展的決定（國(guó)發(fā)200121號(hào)）； 4.投資項(xiàng)目可行性研究指南； 5.關(guān)于加快教育改革和發(fā)展意見(jiàn)（遼寧省委、省政府） 6.中華人民共和國(guó)消防法； 7.中華人民共和國(guó)環(huán)境保護(hù)法； 8.建筑設(shè)計(jì)防火規(guī)范GB50016-2006；9.城市普通中小學(xué)校校舍建設(shè)標(biāo)準(zhǔn)第三章 項(xiàng)目方案3.1 項(xiàng)目維護(hù)總體構(gòu)想 項(xiàng)目的建設(shè)堅(jiān)持以人為本的原則，在滿足各項(xiàng)功能需要的同時(shí)，以滿足小學(xué)日常學(xué)習(xí)生活為目的，做到功能合理、流程科學(xué)、安全衛(wèi)生、經(jīng)濟(jì)適用。項(xiàng)目的建設(shè)既要符合XX城市總體規(guī)劃、又要符合國(guó)家關(guān)于幼兒園建設(shè)的相關(guān)要求，充分利用現(xiàn)有教學(xué)

14、資源，在維護(hù)裝修過(guò)程既要節(jié)約能源，又要保護(hù)好環(huán)境，既要節(jié)省投資，又要滿足教學(xué)功能需要。同時(shí)又要遵從河流流域、地質(zhì)構(gòu)造、氣候、氣溫等自然規(guī)律進(jìn)行維護(hù)建設(shè)，做好消防、安全、防震、抗震安全設(shè)計(jì)，提高項(xiàng)目建設(shè)質(zhì)量，實(shí)現(xiàn)可持續(xù)發(fā)展，造福子孫后代。3.2擴(kuò)建、維護(hù)裝修原則 （1）項(xiàng)目的擴(kuò)建、維護(hù)裝修應(yīng)嚴(yán)格執(zhí)行國(guó)家相關(guān)文件及有關(guān)標(biāo)準(zhǔn)，既要體現(xiàn)學(xué)校的建筑特征，又要符合城市建筑的發(fā)展規(guī)劃要求。 （2）嚴(yán)格按照I類(lèi)民用建筑、民用建筑工程室內(nèi)環(huán)境污染控制規(guī)范選用裝修材料，并嚴(yán)格對(duì)項(xiàng)目指標(biāo)進(jìn)行檢測(cè)。施工過(guò)程中盡量減少對(duì)現(xiàn)有自然環(huán)境的破壞利用，根據(jù)學(xué)校建設(shè)規(guī)范要求，借鑒其它城市同等學(xué)校的建設(shè)，綜合的、有機(jī)的、整體地進(jìn)行

15、發(fā)展建設(shè)。 （3）按建筑內(nèi)部裝修設(shè)計(jì)防火規(guī)范選用A級(jí)裝修材料。 （4）建立就地取材、綜合利用、環(huán)保節(jié)能、保護(hù)水土、經(jīng)濟(jì)美觀的設(shè)計(jì)理念，進(jìn)行合理規(guī)劃建設(shè)。3.3新建、維護(hù)裝修方案 項(xiàng)目根據(jù)教學(xué)樓現(xiàn)有狀況及教學(xué)需要，擬對(duì)教學(xué)樓門(mén)、窗、地面、外墻、內(nèi)墻、樓梯等各部位進(jìn)行維護(hù)裝修。同時(shí)，進(jìn)行樓層加蓋。3.3.1外墻及門(mén)窗裝飾裝修方案 外部裝飾裝修是學(xué)校的顯著標(biāo)志，可以彰顯學(xué)校積極、奮進(jìn)向上的求學(xué)精神，也是學(xué)校的主體環(huán)境。項(xiàng)目擬對(duì)教學(xué)樓外墻采用粘貼花崗石進(jìn)行飾面裝修，門(mén)窗采用塑鋼窗、木門(mén)進(jìn)行維護(hù)裝修。并按照國(guó)家規(guī)定的節(jié)能指標(biāo)要求采用密封和保溫、隔熱性能好的產(chǎn)品。3.3.2內(nèi)部裝飾裝修方案內(nèi)部主要為教室、

16、衛(wèi)生間、走廊、一樓主入口及樓梯等部位。主要包括地面、內(nèi)墻、吊頂?shù)裙こ獭５孛娌捎?00mmx600mm地面磚進(jìn)行整體鋪裝。內(nèi)墻及天棚刮大白進(jìn)行涂裝走廊天棚采用輕鋼龍骨石膏板吊頂一樓主入口設(shè)置背景墻樓梯扶手更換成硬木扶手鐵藝欄桿，樓梯貼理石地面更換衛(wèi)生門(mén)用具并進(jìn)行配套管線改造。3.3.3色彩選用 采用多色彩的空間環(huán)境，給學(xué)生營(yíng)造朝氣、富有活力及想像力的空間。室內(nèi)裝修應(yīng)簡(jiǎn)潔；地面、墻面、頂棚相接處無(wú)陰陽(yáng)角，宜做成小圓角；飾面材料應(yīng)采用難沾污、易清洗的無(wú)污染材料；明亮雅致。3.4公用工程3.4.1 電氣工程 1.項(xiàng)目供電電源可由學(xué)?，F(xiàn)有供電系統(tǒng)接入。 2.配線全部采用BV型銅芯導(dǎo)線。電纜線路采用暗敷，

17、4孔以下可選擇PVC聚氯乙烯硬管或鋼管，孔以上的可選擇混凝土水泥管。要留有適當(dāng)?shù)膫溆每?。引上管用鋼管，孔徑?0毫米-76毫米之間選。 3.電器裝置的外殼均采用接零保護(hù)。3.4.2弱電工程 本項(xiàng)目的弱電系統(tǒng)由電話、電纜、電視、電腦網(wǎng)絡(luò)系統(tǒng)、消防監(jiān)控系統(tǒng)和監(jiān)視監(jiān)控系統(tǒng)組成，統(tǒng)一規(guī)劃布局。3.4.3 照明工程 實(shí)施綠色照明工程，本項(xiàng)目建議采用節(jié)能效果顯著、無(wú)光污染的綠色照明產(chǎn)品。3.4.4 供暖工程 采用我市集中供暖管網(wǎng)供暖。3.4.5 給排水工程 1、給水系統(tǒng) 項(xiàng)目日常用水由學(xué)校內(nèi)現(xiàn)有管線接引，消防用水與日常用水使用同一管線，能夠滿足需要。 2、排水系統(tǒng) 排水系統(tǒng)采用雨污分流制。 （1）污水管線

18、布置 日常污水經(jīng)化烘池初級(jí)處理后，就近排入市政排水管，進(jìn)入市污水處理站。 （2）雨水管線布置 校園內(nèi)地勢(shì)平坦，雨水經(jīng)雨水管收集后，就近排入市政排水管網(wǎng)。3.4.6建筑消防 （1）室外消火栓，根據(jù)建筑設(shè)計(jì)防火規(guī)范GB16-87規(guī)定，室外消防一次滅火用水量為10L/S，同一時(shí)間火災(zāi)次數(shù)為一次。室外消火栓采用地上式，消火栓間距不大于120米，消防用水由該區(qū)供水管網(wǎng)供給。 （2）室內(nèi)消防設(shè)施室內(nèi)消火栓系統(tǒng)用水量15L/S，工程底層設(shè)置加壓泵兩臺(tái)（一備一用）Q=15L/S，H=48米，加壓泵直接自場(chǎng)區(qū)DN250給水管網(wǎng)上吸加至室內(nèi)消火栓管網(wǎng)，管網(wǎng)管徑DN100，消火栓加壓泵由樓內(nèi)消火栓箱內(nèi)按鈕控制啟動(dòng)。

19、摟內(nèi)設(shè)置DN65單出水消火栓箱，布置間距不大于30米，保證兩股水柱同時(shí)到達(dá)，各消火栓箱內(nèi)均配置手提式干粉滅火器兩具，另根據(jù)規(guī)范要求再行配置一定數(shù)量的特種滅火器。消火栓系統(tǒng)管道采用鍍鋅鋼管，絲扣連接，管網(wǎng)壓力0.6MPA。第四章 結(jié)論“百年大計(jì)，教育為本”，發(fā)展教育事業(yè)是我國(guó)基本國(guó)策，改革開(kāi)放的二十多年來(lái)，我國(guó)的教育事業(yè)蓬勃發(fā)展，為了進(jìn)一步推動(dòng)我國(guó)中小學(xué)生基礎(chǔ)教育事業(yè)的發(fā)展。21世紀(jì)是知識(shí)經(jīng)濟(jì)時(shí)代，其顯著特點(diǎn)是人才的競(jìng)爭(zhēng)，黨中央、國(guó)務(wù)院上個(gè)世紀(jì)末就提出“科教興國(guó)”的戰(zhàn)略，是教育的先導(dǎo)性、全局性、基礎(chǔ)性地位和作用日趨顯著。XX小學(xué)原教學(xué)樓加蓋，維護(hù)，有利于改善學(xué)生的就讀條件，是XX市新城區(qū)化分實(shí)現(xiàn)

20、合理配置教學(xué)資源的重要舉措，也可緩解優(yōu)質(zhì)學(xué)生生源過(guò)多的壓力，有利于從整體上使用學(xué)校生源均衡發(fā)展，促進(jìn)地區(qū)教育的協(xié)調(diào)發(fā)展。項(xiàng)目建設(shè)是完全必要的。1、 XX小學(xué)所處地點(diǎn)具有良好的優(yōu)勢(shì)，地質(zhì)穩(wěn)定，環(huán)境清新，供水、供電基礎(chǔ)設(shè)施條件良好，學(xué)生生源充足，有良好的發(fā)展前景。2、 學(xué)校維護(hù)裝修后，根據(jù)中小學(xué)的合理布局，有利于促進(jìn)我市城區(qū)小學(xué)發(fā)展均衡，滿足就近入學(xué)需要，緩解城市中心小學(xué)就學(xué)壓力，切實(shí)解決城市義務(wù)教育階段學(xué)生入學(xué)難的問(wèn)題。為確保工程節(jié)能保溫，該工程窗選用了未增塑聚氯乙烯（PVC-U）塑料窗，有效的降低了通過(guò)窗造成能量損失，為了使能量損失達(dá)到最小，外門(mén)、窗框與墻體之間的縫隙采用硬泡聚氨酯發(fā)泡劑，聚氯
