48、全措施不準(zhǔn)作業(yè)。4）發(fā)現(xiàn)事故隱患未及時排除不準(zhǔn)作業(yè)。5）非特種作業(yè)人員不準(zhǔn)從事特種作業(yè)。7）機(jī)械電器設(shè)備安全防護(hù)裝置不齊全不準(zhǔn)確性作業(yè)。8）對機(jī)械、設(shè)備、工具的性能不熟悉不準(zhǔn)使用。9）新工人不經(jīng)培訓(xùn)，或培訓(xùn)考試不合格不準(zhǔn)上崗作業(yè)。6、施工現(xiàn)場要建立全面、系統(tǒng)的安全檢查制度，制定安全檢查表（見附表），由項(xiàng)目第一責(zé)任者為首，組織有關(guān)人員進(jìn)行全方位的安全大檢查，其檢查必須做到有計劃、有目的、有準(zhǔn)備、有整改、有總結(jié)、有處理。四、正確處理五種關(guān)系，堅持六項(xiàng)原則1、正確處理五種關(guān)系：（ 1）安全與風(fēng)險并存。安全與風(fēng)險在同一事物的運(yùn)動中是相互對立的，相互依賴而存保持生產(chǎn)的安全狀態(tài)，必在的。 隨著事物的運(yùn)動變
