Whileinstitutionalarrangementsandmechanismsforgenderequalityhaveprovidedtheframeworkinprogressivelyrealizinggenderbalanceinpoliticalreforms,changescouldnothavetakenplacewithouttheactionsbywomen'srightsadvocatesandmovementsthatpushedgenderequalityissuestotherealmofpublicdeliberationsandresistances.
“Incelebratingwomenwhoareinpositionsofpower,wemustrememberthatfirstly,thesituationforwomenleadersacrossandwithincountriesconsiderablyvary,”Franciscosaid.
Secondly,thatgains,eventhecelebratedones,maybetransientandseriouslythreatenedbyahostofneo-conservativereactionsthatemergefromsimultaneousupheavalsanduncertainties,andthirdly,powerfulwomenwillneedtobeassessednotintermsofhowlongtheyremainaspostergirlsforgenderequalitybutintermsoftheirconcretecontributionstoensuringthattherightsandwell-beingofordinarywomenaresecuredandpromoted.
