1.1TheKuwaitOilCompany(K.S.C.)(theCompany)isaStateownedcompany,engaged

inexploration,developmentandproductioncrudeoilandnaturalgasresourcesfrom

Kuwait'soilfieldsincludingtheexportofcrudeoilthroughitsmarineterminals.

1.2TheCompanyisseekingqualifiedContractorsforprovisionofCementingand

AssociatedServicesfordevelopmentdrillingandworkoverofoil&gaswellsand

herebyinvitessubmissionsforpre-qualificationfromservicecompanies(hereinreferred

toas“Applicants“asdescribedinthefollowinginstructionno.7;representingalocal

KuwaitiCompanyseekingprequalificationeitherbasedonitsowncredentialsorhas

jointventurewithareputedinternationalserviceproviderhavingadequate

MemorandumofUnderstanding(MOU)tosupporttheApplicantinordertofulfil

obligationsincaseofAwardofContractforthefollowingservices:

?DownholeToolsServicesandFiltrationservices;

?Conductingaboveoperationsshallinclude:

oDesignandlabtestcementandspacerslurriestomeettheobjectivesofthejob;

oPlanning,followupandevaluationofcementingprogramsandoperationsaided

byadequateJob-simulationandjobmonitoringsoftware;

oSupplyofnecessaryadditives,materialsandequipmentforcementingand

pumpingoperation;

oOperationandmaintenanceofthecementandassociatedserviceequipment.

1.3Accordingly,theCompanyinvitesinterestedApplicantstosubmitfulldetailsoftheir

experienceinaccordancewiththeattachedquestionnaireandthepre-qualification

documents.

1.4TheobjectiveofthisexerciseistoidentifyandenlistsuitablyqualifiedlocalContractors

fortheaforementionedservices,whichwillbeinvitedforthetenderfortheseservices.

1.5TheCompanyisneithercommittednorobliged,impliedorotherwise,toincludeany

bidderonthetenderlistorawardanyformofcontracttoanycontractorand/or

associatedcompanies,subcontractororagents.

2.PURPOSEOFTHEDOCUMENTS

2.1AllApplicantswillberequiredtosubmitadetailedandcomprehensivepre-qualification

submission("theSubmission,,),forreviewbytheCompany.ThisSubmissionshallbe

preparedinaccordancewiththeguidelinesandinstructionssetoutinthispre-

qualificationdocumentandshallsetforthinaclearandprecisemannertheircompetence

andsuitabilityforcarryingouttheServices.

2.2Pre-qualificationofApplicantsforfutureparticipationintheCompany'sTenderfor

similarServicesshallbemadesolelyonthebasisoftheinformationsuppliedinthe

Applicant'sSubmissionsincludingsafety/technicalauditoffacilities/equipmentto

confirmsuitabilityofServices.AllApplicantsareadvisedthattheCompany,atitsown

option,maychoosetovisittheApplicant'spremises.TheApplicantsshallallow/give

suchaccesstheCompanytosatisfyitselfmorefullyabouttheApplicant'sSubmission,

oranypartthereof.

7.2"Applicant“meansalocalKuwaitiCompanyseekingprequalificationeitherbasedonits

owncapabilities,experienceandresourcesorhasjointventurewithareputed

internationalserviceproviderhavingcapabilities,experienceandresourcestosupport

theApplicantinordertofulfilobligationsincaseofAwardofContract.

7.3IftheApplicantisapplyingonitsbehalf,theinformationprovidedinthequestionnaire

mustbetrueandpertaintotheApplicantitselfinordertoassessapplicant'scapability.

Informationwhichincorporatesdetailsregardingparent,associate,orsubsidiary

companies,orsubcontractors,orcompaniestowhomtheApplicantwassubcontracted,

shallbeignored/rejectedforthepurposeofevaluation.

7.4Iftheapplicantisapplyingbasedonajointventurewithareputedinternationalcompany

8.0EVALUATIONPROCESS

8.1ThePQApplicationshallbeevaluatedasfollows:

8.2TheApplicantshallbeapprovedunderallaboveareasinordertobeconsideredas

8.3Duringevaluation,clarificationprocessmaybeconducted,inordertoclarify/requesting

foranymissingdocumentsorinformation,theApplicantisrequestedtoresponseonany

clarificationwithintheperiodspecifiedthroughtheclarificationfacsimile/e-mail,failure

ofresponseshallleadtorejectionofthePQApplication.
