深圳市金鐘有限公司人力資源管理程序HumanResourceManagementProcedure文件編號No:金鐘-SP-026版本號VersionNo:B/6Pages第18頁共18頁起草:審核:批準(zhǔn):a目的Objective建立人力資源管理體系,明確對各崗位人員錄用、培訓(xùn)和考核的控制要求,以確保給各崗位委派合適的人員。Establishthehumanresourcemanagementsystemtocleartherequirementsoftheemployeesrecruit,trainingandevaluationtoensuretherightpersonisappointed.適用范圍ApplicableScope本規(guī)范適用于深圳市金鐘實(shí)業(yè)有限公司內(nèi)部員工的培訓(xùn)管理。Beappliedtointernaltrainingmanagementinthe金鐘company.職責(zé)Responsibilities人事行政部administrationdepartment3.1.1.依據(jù)各部門編制的《部崗位說明書》,負(fù)責(zé)人員的招聘、培訓(xùn)、考核并監(jiān)督實(shí)施,并對組織培訓(xùn)效果進(jìn)行評估。Inchargeoftheemployeesrecruiting,trainingandassessingaccordingtothe<___department__positionrequirementdescription>,andevaluatedthetrainingeffectiveness.3.1.2.管理者代表批準(zhǔn)《部崗位說明書》TheManagementrepresentativewillapprovethe<___department____positionrequirementdescription>.3.1.3.辦理全公司培訓(xùn)經(jīng)費(fèi)預(yù)算之編列、控制、運(yùn)用等有關(guān)事項(xiàng)。Tohandle,controlandusethecompanytrainingbudget,etc.3.1.4.辦理全公司培訓(xùn)需求調(diào)查、檢討實(shí)施狀況、成果分析與評估。Tocompletethecompanytrainingrequirementssurvey,toevaluatethetrainingeffectiveness,tomonitorthetrainingimplementation,anddotheachievementanalysisandassessing.3.1.5.辦理有關(guān)全公司培訓(xùn)課程安排、實(shí)施、推展事項(xiàng)。Theadministrationdepartmentwillcompletethecompanytrainingarrangement,implementthetraining,andpromotethetraining.3.1.6.根據(jù)各部門的需求編制整公司年度培訓(xùn)計(jì)劃。Toestablishthecompanyannualtrainingplan.3.1.7.對員工參加各項(xiàng)培訓(xùn)課程記錄進(jìn)行建檔,并記錄于《**培訓(xùn)記錄》(新入職和在崗)Tosetupthetraininghistoryrecordsfortheemployees,andfillinthe<**trainingrecords>.各部門relateddepartments辦理部門內(nèi)培訓(xùn)經(jīng)費(fèi)預(yù)算之編列、控制、運(yùn)用等有關(guān)事項(xiàng)。Tohandle,controlandusethetrainingbudgetwithinthedepartment.辦理部門內(nèi)培訓(xùn)需求調(diào)查、檢討實(shí)施狀況。Tocompletethedepartmenttrainingrequirementssurvey,toevaluatethetrainingeffectiveness,tomonitorthetrainingimplementation.辦理部門內(nèi)培訓(xùn)課程安排、實(shí)施、推展事項(xiàng)。Therelateddepartmentswillcompletetheirowntrainingarrangement,implementthetraining,andpromotethetraining.程序內(nèi)容ProcedureContents人力資源配備humanresourcerequirements崗位說明書positionrequirementsdescription.各部門編制本部門的《部崗位說明書》,明確各崗位對從業(yè)人員的學(xué)歷、培訓(xùn)、工作經(jīng)歷、資格的具體要求。(詳見附件《崗位說明書制作審批流程圖》)Therelateddepartmentswillworkoutthe<___department__positionrequirementdescription>tocleartheworkpositionrequirements,includetheeducation,training,workexperienceandqualifications,etc(siftannex<dotheapproveflowchartofpositionrequirementsdescription>).批準(zhǔn)后的崗位說明書交于人事行政部,作為人員選擇和安排的主要依據(jù)。Theapprovedpositionrequirementsdescriptionshallbesenttoadministrationdepartmenttobeusedasthestandardsofemployeerecruitingandarrangement.年度需求人員預(yù)算annualemployeedemands每年十二月份,各部門依據(jù)公司的“經(jīng)營計(jì)劃”確定下一年度人員需求,并交由人事行政部統(tǒng)一整理,人員需求計(jì)劃需定后,人事行政部召開年度人力需求計(jì)劃會(huì)議,并將結(jié)果交由主管副總經(jīng)理審核,總經(jīng)理批準(zhǔn)后實(shí)施.TherelateddepartmentswilldeterminetheemployeedemandsbasedonthecompanybusinessplanattheDeceveryyear,andhandovertotheadministrationdepartment.Theadministrationdepartmentshallsummarizeallthedemandstocompletetheemployeedemandplanandopentheannualhumanresourcedemandplanmeeting.Theplanwillbeimplementedafterreviewedbythevicegeneralmanagerresponsible,andapprovedbythegeneralmanager.招聘與面試recruitandinterview招聘途徑:網(wǎng)絡(luò)、內(nèi)部招聘、人才市場、推薦、學(xué)校選才.Recruitmethodswillincludetheinternet,insidethecompany,humanresourcemarket,recommendandtochoosingintheschool.需求信息發(fā)布publicthedemandinformation人事行政部依據(jù)《年度人力需求計(jì)劃》,將所需職位、崗位要求、所需人數(shù)等發(fā)布網(wǎng)上.并每日收集簡歷.Theadministrationwillpublictherelatedemployeedemandrequirementsintheinternetaccordingtothe<___yearhumanresourcedemandplan>,andcollecttheresumeseveryday.人事行政部聯(lián)系人才市場,將所需招聘人員明細(xì)FAX人才市場,并確定招聘日期,同時(shí)通知用人部門的主管副總經(jīng)理。Theadministrationwillfaxtherelatedemployeedemandrequirementstotheintelligentmarket,confirmtherecruitingdate,andinformthevicegeneralmanagerresponsiblerelatedto.對于用工不急且需培養(yǎng)潛在人才時(shí),人事行政部聯(lián)系正規(guī)院校,學(xué)校必須是教育系統(tǒng)直屬,且具備一定的師資實(shí)力.Theemployeeforthehumanresourcepreparationwillchoosefromtheschoolswhichbelongtotheformaleducationsystem,andhavehighereducationpower.招聘前準(zhǔn)備recruitingpreparation確定招聘日期和途徑后,人事文員需準(zhǔn)備公司簡介、招聘人員清單、面試通知單、筆,并交與招聘人員。Aftertherecruitingdateandmethodsareconfirmed,therelatedpersonnelshallpreparethecompanyinstruction,employeedemandlist,interviewnotice,pen,andhandovertotherecruitersonsite.簡歷收集與篩選resumescollectionandchoose人事行政部依據(jù)先“德”(心態(tài))后“才”原則及《部人員崗位說明書》,對簡歷進(jìn)行初步篩選,對符合公司要求的人員,可開出《面試通知單》,通知到公司面試,不能確定的簡歷,由人事行政部暫時(shí)收集,至公司時(shí)依據(jù)面試權(quán)限交與相關(guān)部門篩選。Theadministrationdepartmentwillchoosetherelatedpersoninitiallybasedontheresumesaccordingtothe<___department____positionrequirementdescription>andtheprincipleoffirstmoralsecondskill.The<interviewnotice>willbeopenedtotherightpersonafterinitialchoosetoletthemcometocompanytotakepartininterview.Theuncertainresumeswillbecollectedandhandedovertotherelateddepartmentstochoosefurther.面試通知interviewnotice各部門挑選出符合初步條件人員,統(tǒng)一交由人事行政部人事文員通知,人事文員通知應(yīng)聘人員,將面試結(jié)果填入《通知面試登記表》中,同時(shí)將通知面試結(jié)果反饋用人部門。Therelateddepartmentswillchoosetherightpersonandhandoverthenamelisttoadministrationdepartment.Thepersonnelintheadministrationdepartmentwillinformtherelatedpersontointerview,filltheinterviewresultsinthe<interviewnoticeregisterlist>,andfeedtherelatedresultstorelateddepartments.面試interview面試種類包括三種:筆試、口試、情景模擬,面試人員根據(jù)崗位要求選擇。Theinterviewwillbeclassifiedthreetypes,writtenexam,oralexamandcasestudy.Therecruiterwillchoosetherightinterviewmethodaccordingtothepositionrequirements.面試權(quán)限interviewauthorization面試職位Interviewer應(yīng)聘崗位RecruitPosition主管/部長Leader/Chief副總助理AssistantViceGeneralManager副總經(jīng)理ViceGeneralManager總經(jīng)理GeneralManager批準(zhǔn)Approval員工worker副總經(jīng)理維修員/物料員副總經(jīng)理文員staff副總經(jīng)理保安guardman副總經(jīng)理PE技術(shù)員PEtechnician副總經(jīng)理技工technicianworker副總經(jīng)理工程部工程師engineeringengineer總經(jīng)理倉管warehousekeeper副總經(jīng)理QC副總經(jīng)理品質(zhì)工程師qualityengineer總經(jīng)理助理工程師assistantengineer副總經(jīng)理研發(fā)工程師R&Dengineer總經(jīng)理高級工程師seniorengineer總經(jīng)理銷售工程師Saleengineer總經(jīng)理財(cái)務(wù)finance總經(jīng)理拉長/組長lineleader副總經(jīng)理主管/部長leader/chief總經(jīng)理/評審團(tuán)經(jīng)理manager總經(jīng)理/評審團(tuán)筆試writtenexam除員工以外所有人員必須先填寫“面試試題”(心態(tài)篇),技術(shù)類崗位需填寫技能類試卷,面試試題必須完成80%,技能題完成60%才能進(jìn)入口試。Allthepersonsexceptworkersshalltakepartintheinterviewexamfirstly.Thepersoninthetechnicalpositionshalltakepartintheskillexam.Onlywhentheinterviewexamscorearemorethan80%,andtheskillexamscorearemorethan60%,thepersonwilltakepartintheoralexam.口試oralexam面試崗位及人員權(quán)限參照上表,所有口試須填寫《面試評價(jià)表》。并填寫面試結(jié)果,多人面試時(shí)必須有2/3人員同意方可正試錄用。薪資皆由副總經(jīng)理以上人員確認(rèn)方可生效Therecruitpositionandrelatedauthorizationshallfollowtheabovetable.Alltheoralexamwillfillthe<interviewassessreport>toshowtheinterviewresults.Thepersonwillbehiredaftertwotothreerecruitersapprove.Thesalarywillbeconfirmedbythevicegeneralmanager.體檢medicalexamination人事文員依據(jù)面試結(jié)果通知已錄用人員體檢,體檢必須到“區(qū)級以上人民醫(yī)院”進(jìn)行體檢(體檢項(xiàng)目為:肝功能、兩對半、胸透),體檢合格后由人事文員通知錄用人上班。Thehiredpersonwillbeinformedtodothemedicalexaminationbytheadministrationpersonnel.Allthemedicalexaminationwillbeimplementedbythehospitalsatandabovethedistrictlevelincludeliverfunctions,X-ray,HBsAg,HBsAb,HBeAg,HBeAb,HBcAb.Thepersonwillinformtocometoworkafterthemedicalexaminationispassed.上班前手續(xù)procedurebeforework4.4.1人事文員通知新同事上班前,須填寫《入職登記表》,并由新同事提供近期一寸彩色照片兩張,一張貼于廠牌上,一張貼于《入職登記表》中,同時(shí)提供證件復(fù)印件,人事文員須為每位員工建立個(gè)人檔案。行政文員辦理宿舍、鞋柜等,手續(xù)辦妥后由人事文員將新同事介紹給用人部門。Thenewemployeeshallfillthe<recruitregisterlist>,providetwophotosusedforcompanypassportandregisterlist,andprovidetherelatedcertificatecopies.Everyemployeeprivaterecordsarchivesshallbeestablishedbythehumanresourcepersonnel.Theadministrationpersonnelshallarrangethedormitoryandshoescabinet,etc.onlytherelatedprocedureforthenewemployeearefinished,thenewemployeeshallbeintroducedtotherelateddepartments.4.4.2培訓(xùn)專員在人員報(bào)到當(dāng)天應(yīng)提供相關(guān)資料給員工進(jìn)行閱讀。職員方面:提供《員工手冊》、《宿舍管理規(guī)范》給報(bào)到人員閱讀。閱讀完《員工手冊》后,需在《員工手冊》后面的空白頁簽名確認(rèn)已閱讀。員工方面:報(bào)到當(dāng)天,安排入職培訓(xùn),參照本程序4.5的相關(guān)規(guī)定進(jìn)行處理。Therelateddocumentsshallbeprovidedtothenewemployeestoreadbythetrainingpersonnel.Thestafftrainingwillincludethe<employeemanual>,<dormregulations>toreadandsignintoconfirmthetraining.Theworkertrainingwillfollowthe4.5requirements.培訓(xùn)內(nèi)容trainingcontents實(shí)施要?jiǎng)t:mainrequirements各部門在擬定《部門年度培訓(xùn)計(jì)劃表》時(shí),應(yīng)參考部門內(nèi)《職級與培訓(xùn)需求矩陣表》及部門實(shí)際需要進(jìn)行擬定,呈分管副總經(jīng)理核定,作為培訓(xùn)實(shí)施依據(jù)。Therelateddepartmentsshallcompletethe<___department___yeartrainingplan>accordingtothe<positionlevelandtrainingrequirementsmatrix>anddepartment金鐘ualneeds.Theplanwillbeapprovedbythevicegeneralmanagerresponsible,andusedasthetrainingcontents.人事行政部在收到各部門的《部門年度培訓(xùn)計(jì)劃表》后,將各部門建議由公司擴(kuò)大辦理之培訓(xùn)課程,匯總于公司《年度培訓(xùn)計(jì)劃表》上,呈總經(jīng)理核定。Theadministrationdepartmentwillsummarizeandcompletethe<___yeartrainingplan>basedonthe<___department___yeartrainingplan>,andapprovedbythegeneralmanager.實(shí)施內(nèi)容trainingcontents培訓(xùn)分為新進(jìn)人員培訓(xùn)、在職培訓(xùn)。Thetrainingwillbeclassifiednewemployeetrainingandon-the-jobtraining.新進(jìn)人員培訓(xùn)(入職培訓(xùn))newemployeetraining本訓(xùn)練之目的在使新進(jìn)人員了解本公司組織、文化、管理制度、品質(zhì)觀念、工業(yè)安全生產(chǎn)等。Thetrainingistoletthenewemployeeknowtheorganizationstructure,culture,regulations,qualityobjective,safetyproduction,etc.新進(jìn)人員先由人事行政部門進(jìn)行入職培訓(xùn),再分派各部門任職,由相關(guān)部門進(jìn)行職前培訓(xùn)。Thenewemployeesshallbetrainedbytheadministrationdepartment,andtrainedbytherelateddepartmentsforthebasicoperationtrainingbeforestarttowork.在職培訓(xùn)on-the-jobtraining本培訓(xùn)之目的使各級人員,具備執(zhí)行職務(wù)及發(fā)展所需之知識與技能所實(shí)施之培訓(xùn)。Thistrainingistolettheemployeeshavetherequiredknowledgeandskilltocompletethedesignatedwork.在職培訓(xùn)包含從業(yè)人員專業(yè)技能培訓(xùn)、崗位培訓(xùn)、各職級主管人員培訓(xùn)及特別之培訓(xùn)。Theon-the-jobtrainingwillincludethepositiontraining,skilltraining,departmentchiefandleadertraining,andotherspecialtraining.崗位培訓(xùn)包括學(xué)習(xí)相關(guān)作業(yè)規(guī)范、程序及崗位技能等內(nèi)容?;镜膷徫慌嘤?xùn)包括但不限于以下項(xiàng)目:Theon-
