GEN3.6搜尋和援 GEN3.6SEARCHAND Responsible1.1搜尋援救區(qū)內(nèi)，陸上搜尋援救工作，由、市、人民政府和當(dāng)?shù)刎?fù)責(zé)；海上搜尋援救工作，由海上安全指揮部負(fù)責(zé)。海上安全指揮部沿海主要港口均設(shè)有分部，具體組織對(duì)器、人員進(jìn)行統(tǒng)一

ApplicableICAO Annex12–SearchandRescue;Annex13–AircraftAccidentDoc7030–RegionalSupplementary Areasof境內(nèi)及其附近的海域上空劃分十一個(gè)搜尋援救區(qū)。搜尋援救區(qū)的范圍與的飛行區(qū)和責(zé)任區(qū)的范圍相同（GEN3.6-7頁(yè)）。各搜尋援救區(qū)內(nèi)援救協(xié)調(diào)的工作，目前暫由有關(guān)的空通部門(mén)兼任。

TheairspaceovertheterritoryofthePeople'sRepublicanditsadjacentseaareasaredelineatedintoelevensearchandrescueregions,theboundariesofwhichareco withthoseofFlightInformationRegionsandAreaofResponsibilityofthePeople'sRepublicof (Ref.pageGEN3.6-7forfulldetails).Thefunctionsofeachsearchandrescuecoordinationcenterwithinthesearchandrescueregionsareperformedtemporarilybytherespectiveairtrafficcontrolunits. Typesof在搜尋援救區(qū)內(nèi)遇險(xiǎn)、失事的器，不論其屬于國(guó)籍，的搜尋援救部門(mén)均予以搜尋援救。援救單位詳見(jiàn)GEN3.6-5頁(yè)。

TheairtrafficcontrolunitsoftheCivilAviationAdministrationof ,the MaritimeSearchandRescueCenndothersearchandrescueorganizationsconcernedwillbelosecooperationinsearchandrescue搜尋援救部門(mén)可以動(dòng)用消防救護(hù)隊(duì)、中短程飛機(jī)、直升飛機(jī)、救生船艇及其它設(shè)備進(jìn)行搜尋援救工作，并提供通信、醫(yī)療等保障（詳見(jiàn)GEN3.6-5頁(yè)）。

Thesearchandrescueorganizationsmayusefirebrigades,ambulancecorps,mediumandshortrangeaircraft,helicopters,rescuevessels(boats)andotherequipmentforsearchandrescueoperationsandwillprovidecommunicationandmedicalservices,etc.(Ref.pageGEN3.6-5forfulldetails).

ofthePeople’sRepublicof tobeengagedinSARoperation,onlyafpplicationhasbeenfilledthroughdiplomaticchannelsandpermissionobtained. SAR作為國(guó)際民用公約的締約國(guó)，人民對(duì)規(guī)定區(qū)域內(nèi)的國(guó)際民用器提供24小時(shí)的搜尋和援救服務(wù)。

AsaContractingStateundertheConventiononInternationalCivil iscommittedtoprovidingsearchandrescueserviceforinternationalcivilaviationthroughoutdefinedareasona24hourbasis. Conditionsof的搜尋援救服務(wù)及有關(guān)的設(shè)備在本國(guó)沒(méi)有進(jìn)行搜尋和援救的時(shí)候，鄰國(guó)可通過(guò)

ThesearchandrescueserviceandfacilitiesinthePeople’sRepublicof areavailabletoneighbourStatesuponrequestthroughdiplomaticchannelatalltimeswhentheyarenotengagedinsearchandrescueoperationsintheirhometerritory. SARoperatingproceduresand在境內(nèi)及其附近海域飛行的外國(guó)民用器，如果發(fā)生嚴(yán)重危及器和機(jī)上人員安全，并且需要立即援救時(shí)，其機(jī)組應(yīng)當(dāng)在當(dāng)時(shí)使用的地空通信頻率上向民用局有關(guān)的空通部報(bào)用“SOS”。同時(shí)裝有應(yīng)答機(jī)的器，應(yīng)當(dāng)將其置于模式A、編碼7700。情況時(shí)，還應(yīng)報(bào)告器呼號(hào)、遇險(xiǎn)性質(zhì)、現(xiàn)在的位置、高度、航向和機(jī)長(zhǎng)的意圖，以及所需要的援救。在海上飛行時(shí)，如果有可能，500千赫或者2182千赫頻率發(fā)

WhenaforeigncivilaircraftflyingwithintheterritoryofthePeople'sRepublicof anditsadjacentseaareasfindsitselfinemergencywherethesafetyofaircrewandpassengersareendangeredandimmediateassistanceisrequired,theaircrewshouldreportontheair/groundfrequencyinuseatthetime,totherelevantATCunitoftheCivilAviationAdministrationof ortransmitadistresscall“MAYDAY”ifradioephony,or“SOS”ifradioegraphy.InthemeanwhiletheyshalloperatetheSSRtransponderonmodeA,code7700.Ifconditionspermit,theyshallalsoreportaircraftidentification,natureofthedistress,presentposition,level,heading,pilot'sintentionsandkindofassistancerequired.Whenflyin ermaritimeareassuchtransmissionsshallalsobemadeon500KHZor2182KHZ,wheneverpracticable.其它器的機(jī)組，在飛行中聽(tīng)到航空器遇險(xiǎn)信號(hào)應(yīng)當(dāng)暫時(shí)停止使用無(wú)線(xiàn)電發(fā)信，必要時(shí)協(xié)助遇險(xiǎn)器發(fā)出遇險(xiǎn)報(bào)告。

WhentherelevantATCunitoftheCivilAviationAdministrationofreceivesadistresscallfromanaircraft,theATCcontrollerwillpromptlyascertainthepositionoftheaircraftindistressandnatureofthedistressandimmediayinformtherelevantSARunittoorganizerescueoperation.Meanwhilehewilltakethefollowingmeasures:

Turnonallavailablecommunication,navigationandradarfacilitiesforsearchactivities;指揮空中有關(guān)器避讓?zhuān)煌ㄖ鲭U(xiǎn)器改用緊急頻道或通知其它器暫時(shí)減少通話(huà)或者改用備用頻率，以保證遇險(xiǎn)航

Directallaircraftconcernedtoclearthearea,notifytheaircraftindistresstochangeovertoemergencyfrequency,ornotifyotheraircrafttoreduceradioephonytransmissionsorchangeovertothealternatefrequencytemporarily,soastoassuresafetyoftheaircraftindistressandtomaintaincommunicationswithoutinterference;根據(jù)器遇險(xiǎn)的性質(zhì)和處境，及時(shí)發(fā)給該器有關(guān)保障安全的指令，協(xié)助機(jī)

Accordingtothenatureandsituationoftheaircraftindistress,issuetotheaircrafttimelyinstructionrelatingtothesafeconductoftheflightandassisttheaircrewingettingawayfromthedistresssituationassoonaspossible.如果遇險(xiǎn)器在預(yù)計(jì)到達(dá)時(shí)間后三十分鐘內(nèi)尚未到達(dá)降落機(jī)場(chǎng)，又無(wú)消息時(shí)，或者已經(jīng)取得著陸，但在預(yù)計(jì)降落時(shí)間內(nèi)尚未著陸，也未取得聯(lián)絡(luò)時(shí)，空中交通員將立即通知搜尋援救單位采取搜

Whenanaircraftindistressfailstoarriveattheaerodromeofintendedlandingwithin30minutesaftertheestimatedtimeofarrivalandnonewmessagehasbeenheardfromitor,whenanaircraftindistresshasbeenclearedtolandbutfailstodosowithin5minutesafterestimatedtimeoflandingandnocontacthasbeenre-established,theATCcontrollerwillimmediayinformSARunittotakenecessarySARmeasures.如果器在場(chǎng)外迫降時(shí)，器接地前，空通員將與器保持通信聯(lián)絡(luò)；接地后迅速查明迫降地點(diǎn)和有關(guān)情
