樹木砍伐安全專項方案知識城北起步區(qū)KN1-2號路道路市政工程是廣州市蘿崗區(qū)東北部九龍鎮(zhèn)內(nèi)的一項工程，總用地面積約123平方公里。本工程的東、北、西部邊界為蘿崗區(qū)行政轄區(qū)邊界，南部邊界為廣河高速公路（建設(shè)中）。本次砍伐樹木為九龍大道S378線K4+770~K4+923此里程段人行道兩側(cè)樹木。本市政工程由廣州開發(fā)區(qū)政府投資建設(shè)項目管理投資中心建設(shè)，東進新區(qū)開發(fā)有限公司為代業(yè)主，監(jiān)督單位為廣州市開發(fā)區(qū)建設(shè)工程質(zhì)量監(jiān)督站、廣州市開發(fā)區(qū)建設(shè)工程安全監(jiān)督站，設(shè)計單位為中國恩菲工程技術(shù)有限公司，監(jiān)理單位為廣東建設(shè)工程監(jiān)理有限公司，由廣東敦慶建筑工程有限公司中標承建。施工前的準備工作包括施工測量放線和準備施工機械機具。測量工程師根據(jù)施工設(shè)計圖紙放出征地紅線標示界樁，再根據(jù)紅線界樁用石灰粉標示出紅線范圍。施工機械機具包括截據(jù)木機、鐮刀、鐵鏟、鏟車、繩索、運輸車和吊車。在樹木砍伐的過程中，采用標準密扣式鋼圍欄（鐵馬）圍蔽。為了保證交通疏解，我司將在施工范圍外多標立路標、警示牌、設(shè)置警告區(qū)、緩沖區(qū)等。圍擋安裝時，必須戴安全帽，穿反光衣服；反光衣服上有“KN1-2號路建設(shè)”字樣。圍擋安裝人員一律不準上高速公路進行施工作業(yè)，施工中各種建筑垃圾、施工棄渣均需及時清理并按指定的地點堆棄，嚴禁將廢棄物隨意堆棄，嚴禁將廢棄物放在高速公路上。服從路政工作人員的安排，并及時跟路政工作人員溝通。在圍擋現(xiàn)場設(shè)置臨時的交通限速標志牌及錐形桶。砍伐施工方法需要注意安全，確保施工人員的人身安全和周圍環(huán)境的安全。Beforefellingtrees,clearthesurroundinggrassandvinesthatmayhindertheoperation.Beforeclimbingthetree,checkforwaspnestsandtakereliablesafetymeasuresifnecessary.Duringtreeclimbingoperations,handsandfeetshouldbeplacedinappropriatepositionstopreventbeinginjuredbyaxesorsaws.Topreventtreesorbranchesfromfallingontopowerlines,useropestopullthemintheoppositedirectionofthepowerlines.Theropesshouldbelongenoughtopreventpersonnelfrombeinginjuredbyfallingtrees.Inthedirectionofthefallingtree,tietwocontrolropeswithsufficientlengthtopreventpersonnelpullingtheropesfrombeinghitbythefallingtree.Sawthetreeononesideuntilthedepthreachesone-thirdofthetreediameter,thensawtheotherside,makingthesawcutabout20mmhigherthantheoppositeside.Tightentheropesandcontinuesawingthetree.Whenthedepthapproachestwo-thirdsofthetreediameter,thesawoperatorshouldmoveawayandpulltheropestightlytomakethetreefallinthedesireddirection.Donotfelltreeswithmultiplepeopleinoppositeoradjacentlocationswherethesafedistanceisnotsufficient.Thesafedistanceforfallingtreesis1.2timesitsheight.Whencuttingtrees,thesawcutshouldbemade100-200mmabovetheground.Adedicatedpersonshouldbeassignedtowatchovertheareawheretreesarebeingcutorfelledtopreventpedestriansfrombeinghit.Safetybarriersshouldbeinstalledwhencuttingtreesindenselypopulatedareas.Allon-sitepersonnelmustwearsafetyhelmets.Beforeloading,largetreesshouldbecutintosections,withlargersectionsplacedatthebottomandsmallersectionsatthetop.Whensawing,thetripodandtrunksupportmustbestable.Transportthecuttreesbycarandfollowthespecifictransportationroute.Whenfellingtrees,payattentiontothefollowing:1.Fallingfromaheight:(1)Useasafetybeltwhenclimbingtreestopreventbeingcut,sawn,orchoppedoff.(2)Standfirmanddonotclimbonfragileordeadbranchesorclimbthinandtalltrees.(3)Whenusingaladder,itshouldhaveacertainslopeandbesupportedortiedbyadedicatedperson.2.Electricshock:(1)Whenfellingtreesnearpowerlines,thepersoninchargemustinformallpersonnelbeforeworkbeginsthatthepowerlinesarelive,andpersonnel,trees,andropesshouldmaintainasafedistancefromthelivewires:10kVsafedistanceis1.0m,35kVsafedistanceis2.5m,110kVsafedistanceis3.0m,and220kVsafedistanceis4.0m.(2)Whenatreebranchtouchesorapproachesahigh-voltagelivewire,thehigh-voltagelineshouldbepoweredofforinsulatedtoolsshouldbeusedtokeepthebranchawayfromthelivewiretoasafedistance.Beforethis,personnelshouldnottouchthetree.(3)Highornear-linetreesshouldnotbecutduringhighwinds.3.Fallingobjectsfromaheight:1.砍伐樹木時，需要有專人監(jiān)護下，避免行人逗留在樹木下或倒樹范圍內(nèi)，以防止砸傷行人。2.上樹砍鋸樹枝時，要防止掉落物品，同時在砍斷樹枝之前通知地面人員注意，利用繩索控制樹枝倒落方向。3.在路邊或行人較多的地方砍樹時，應(yīng)設(shè)立遮攔。4.砍伐樹木時，需注意避免馬蜂等昆蟲或動物傷人，同時在沿公路砍伐時要注意來往車輛。5.架空電力線路導(dǎo)線與樹木之間的最小凈空距離應(yīng)根據(jù)電力線路的電壓等級來確定。上樹砍鋸樹枝時，需注意防止樹枝掉落在導(dǎo)線上，并使用繩索將其拉向與導(dǎo)線相反的方向，以避免砸傷拉繩人員。6.在伐樹范圍內(nèi)應(yīng)設(shè)立警戒，非工作人員不得逗留或接近
