AsecondreasonforthechangeinapproachwasthattheBankhadlearnedabitterlessonfromprojectsfinancedinthe1960s.Manyofitcapitalinvestmentshadscarcelytouchedthelivesoftheurbanandruralpoor,norhadtheycreatedmuchemployment.Instead,thehugedams,steelmillsandsoonwereleftasmonumentstothemselves.

ThisredirectionofitslendinghasmeantthattheBankhastendedtosupportlabor-intensiveactivitiesratherthancapital-intensiveones.Thereisabetterchance,inthefirstcase,thatitsfundswillbenefitthebottom40%ofacountry'spopulation.TheBankisalsolookingatwaysofstimulatingthegrowthofsmallbusinessesinmanydevelopingcountries,sincethiswouldcreateemploymentopportunitiesforpeoplewithlowincomes.
