ExecutiveSummary

Mobilenetworkoperators(MNOs)areundergoinganunavoidabletransitionfromcircuit-switchedvoiceto4GVoLTEand5GVoNR.Whileover-the-top(OTT)voicecompetitionandregulatoryrequirementshavemadeitveryhardforMNOstogrowvoicerevenues,thisnetworkrefreshcoincideswith5GNewCalling,whichusesbondeddataandvideochannelstocreateservicesthatrivalOTTapplicationsinfeaturesandcanbeattheminqualityofexperience.

NewCallingisbasedonIPMultimediaSystem(IMS)andtherecentlyintroducedIMSdatachannel.IMSisthelongstandingmultimediaframeworkthatunderliesVoLTEandVoNR,soitistechnologythatisalreadyineveryMNO’snetwork.

TheIMSdatachannelcanbeinvokedwhenavoice/videocallconnectionismadebetweentwoormoreparties.Thedatachannelisdesignedtosupportbondingofchannels;thisfeatureopensthedoortoawiderangeofrichcommunicationsservices.Voicecallparticipantscanusethedatachanneltosharedocumentsandscreencontent,executeavatarsandprovideaugmentedreality(AR)content.ThebandwidthoftheIMSdatachannelscaleswiththespectrumthatismadeavailabletothe5Gdataflow,whichcancreatesignificantadvantagesforhigh-bandwidthapplicationslikeaugmentedreality(AR)andvirtualreality(VR).

TheUnavoidableTransitiontoVoLTE/VoNR

Mobilenetworkoperators(MNOs)aregoingthroughaninescapablevoicenetworktransition:Allhaveeithermovedfromcircuit-switched(CS)voicetoVoLTE/VoNRorwillsoon.ThisisinevitableduetoCSnetworksgoingEndofLife(EoL),theneedtorefarmCSspectrumtoserve4Gand5Gbandwidthdemands,andthegreaterefficiencyofmodernnetworks.Fortunately,thisunavoidablecapexcoincideswithnewopportunitiesforvoicemonetization.

Sinceover-the-topvoice,video,andmessagingbecamepopular,voicenetworkshavenotrepresentedarevenueopportunity:currentdataplansoffermorethanenoughdatatocovertheaveragevolumeofOTTvoicecalling.Duetotheregulatednatureofthemobilecellularbusiness,however,MNOsmustcomplywithemergencyvoicecallingandgeographicand/orpopulationcoveragerequirementsthataremandatedintheirlicenses.ThissituationleavesthemwithhighercoststhanOTTvoice,yetnoappreciablygreaterrevenue.

Voiceoncellularmobilenetworkshasevolvedthroughtwogenerationsfrom2G/3Gcircuit-switchedcallingto4GVoiceoverLTE(VoLTE),andisnowembarkingonthethirdgeneration,VoiceoverNewRadio(VoNR).TheGSMAIntelligenceforecaststhat70%ofmobilevoiceconnectionswilluseeitherVoLTEand/orVoNR(VoiceoverNewRadio)by2030.Asmoreandmore2Gand/or3Gnetworksareshutdownacrosstheglobe,andas5Grolloutscontinueatasteadypace,VoLTE/VoNRcoverageandadoptionandcoveragewillalsocontinuetoexpandaccordingly.

MobileNetworkOperators(MNOs)areatdifferentstagesoftheirnetworkrefreshwithmosthavingbuiltoutsignificantgeographicandpopulationcoveragewiththeir4GLTEnetwork.MostMNOshavenowimplementedVoiceoverLTE(VoLTE).ForthoseMNOsthathaveimplemented5GStandalone(SA)theycanmovetoVoiceoverNewRadio(VoNR)andmarketthebenefitsofnewaddedfunctionality,improvedreliability,andbettercallquality,thelattermadepossiblebynewaudiocodecsthatprovidebetterclarityandfidelity.

2.1IMSwillcontinueastheFoundationforVoiceandVideoServices

BothVoLTEandVoNRrelyontheIPMultimediaSystem(IMS)platform,whichunderpins4G’sEvolvedPacketCoreaswellasthe5GCore.ThiscommonfoundationmeansthatmoneyspentonVoLTE-basedservicesisalsopartiallyaninvestmentin5GVoNRservices.

IMSisa3rdGenerationPartnershipProject(3GPP)referencearchitecturethatwasdevelopedwiththefirst4GLTEspecificationsin2009withthegoalofensuringglobalinteroperabilityandscalabilityofvoiceandvideocommunicationservicesbuiltontheInternetProtocol(IP).

Inlate2020,aspartof5GRelease16,the3GPPaddedapowerfulnewfeaturecalledtheIMSdatachannel.Thisdatachannelcanbebondedwiththevoicechannelandavideochannel,deliveringavarietyofdataand/orvideoservicesinsyncwiththevoicechannel.Thisenablesintegrationwiththenativedialler,theabilitytoinitiatemultimediaservicesviaavoicecall,andtoprovidereal-timeserviceslikeautomatictranslationandtransactions.

TheadditionalcapacitythatthedatachanneloffersmeansthatARandvideowillbeabletobedeliveredwithhigherqualityandfidelityin5Gimplementations,butitwillalsobeavailablein4Gimplementations,albeitwithhigherlatencyandlowerbandwidth.Thus,forMNOsthatarestillin

theearlystagesoftheir5Groll-out,thedatachannelcanbemadeavailableto4Genduserstodothingslikesharescreencontentandwatchvideoclips.

ThedatachannelcanbeusedinparallelwithothermediatypessuchasaudioandvideointheMultimediaTelephone(MMTel)service(SeeAppendixformoredetailsonthearchitectureofIMS).Itdoesnotrequirecontenttobeformattedinaspecificway,sinceitusestheWebRTCdatachannelprotocolstackasspecifiedbytheWorldWideWeb(W3C)andintheInternetEngineeringTaskForce(IETF).TheIMSdatachannelenablescallerstoshareapplicationsduringvoicecalls,afeaturethatispotentiallymorepowerfulandadvancedthanOTTvoice/videocalling.WhentwousersconnectusingastandardphonecallunderIMS,theIMSdatachannelcanbeinvokedtoshareapplicationsevenifonepartyhasnotdownloadedtheapplication.ThisisapowerfulfeaturethatopensupthepossibilitiestounlimitednumberofB2BandB2Cuse;atthesametime,thedatachannelcreatesopportunitiesforbrandingandmarketinginitiatives.

5GNewCallingWasDesignedtoMonetizeThisRefresh

3.1Whatis5GNewCalling?

5GNewCallingprovidesunprecedentedcapabilitiesformultimediacommunicationsbasedontheIMSdatachannelinRel-16combinedwithenhancedvideocommunications.MNOsthatdonothavethe5GCoreorRANdeployedcanstarttoofferNewCallingviaVoLTEusingLTE’sspectrumandbandwidth.

SincetheIMSdatachannelfirstappearedinthe3GPPstandardsprocess,operatorshavebeenexperimentingwithusingittoenablenewservices.TheearliestactivitywasinChina,whereMNOsimplementedthe5GcoreandVoNRearlyon.Asmomentumincreased,theGSMAandMNOsfromaroundtheworldfoundedaNewCallingtrackoftheGSMAfoundryinMarch2023.TheFoundryhelpsMNOssharebestpracticesandnewNewCallingservicestoencouragequicker,morewidespreadadoption.

DataChannelValueChain

TheIMSdatachanneloffersanewcontentdistributionmechanismwhichMNOscanleveragetosellwholesaletocontentproviders.Figure2showstheIMSdatachannelvaluechainforbusinesses,whileFigure3showsthevaluechainforMNOs.Thekeypointhereisthatinthepast,priortothedatachannel,theprovidervaluechainwasbasedontheownershipofallthecontentaswellastheprocessesusedtodelivervoiceservices.Withthedatachannel,thevaluechainisextendedtoincludeappsandcontentthataredeliveredon-demandinrealtime.

.Implementedproperly,NewCallingcanprovidebetterperformancethanOTTapplicationsthatrelyonabest-effortwebmodel.Shortersetuptimescangettheusertotheservicemorequickly,andthededicated,bondeddatachannelcanprovidelowerlatency.

TheIMSdatachannelenablescallerstoshareapplicationsduringvoicecalls,afeaturethatispotentiallymorepowerfulandadvancedthanOTTvoice/videocalling.WhentwousersconnectusingastandardphonecallunderIMS,theIMSdatachannelcanbeinvokedtoshareapplicationsevenifonepartyhasnotdownloadedtheapplication.Thebeautyofthedatachannelisthatthemorespectrumthatisavailable,themorebandwidthcanbeallocatedtotheIMSdatachannel.Forexample,asoperatorsaddmmWavetotheirnetwork,theIMSdatachannelbandwidthcanincreaseproportionally.
