“新常態(tài)”下電子商務(wù)發(fā)展戰(zhàn)略與體制保障的中期報(bào)告(英文版)(I)BackgroundandSignificanceoftheReportThedevelopmentofe-commerceinthenewnormalhasencounteredunprecedentedchallenges,butalsoprovidesnewopportunities.Howtoformulateandimplementasuitablee-commercedevelopmentstrategy,optimizethee-commerceecosystem,deepenthereformofe-commercesupervisionsystem,guideandpromotethehealthydevelopmentofe-commerce,isamajorissuethatneedstobeaddressedurgently.Therefore,thereportaimstopresentthemid-termresultsoftheimplementationofthee-commercedevelopmentstrategyinthenewnormal,andproposesuggestionsforimprovingthee-commerceecosystemandsupervisionsystem.(II)OverallSituationoftheE-commerceDevelopmentintheNewNormal1.Innovativedevelopmentandrapidgrowthofe-commerce.Inthenewnormal,e-commercehasbecomeanimportantdriverofeconomicgrowthandemployment.TheonlineretailsalesinChinareached7.2trillionyuanin2017,accountingformorethan15%oftotalretailsalesofconsumergoods.Thee-commercemarketisexpectedtomaintainagrowthrateofmorethan20%inthenextfewyears.2.Expansionofe-commerceinruralareas.Thestatehasimplementedaseriesofpoliciestopromotethedevelopmentofe-commerceinruralareas,whichhaspromotedfarmers'incomegrowthandimprovedtherurallogisticsanddistributionsystem.Atpresent,morethan20,000rurale-commerceservicecentershavebeenestablished,coveringnearly100%oftheadministrativevillagesinChina.3.E-commercehasbecomemorediversified.E-commercehasexpandedfromtraditionalretailtonewformssuchascross-bordere-commerce,live-streaminge-commerce,sociale-commerceanddigitalmarketing.Thenewformsofe-commercehaveinjectednewvitalityintothedevelopmentofe-commerce.4.E-commercefacesnewchallenges.Therapidgrowthofe-commercehasbroughtaboutnewchallenges,suchasdatasecurityandprivacy,intellectualpropertyprotection,andunfaircompetition.Therearealsochallengesinlogisticsandsupplychainmanagement,consumerrightsprotectionandenvironmentalprotection.(III)ProgressintheImplementationofE-commerceDevelopmentStrategyintheNewNormal1.E-commerceinfrastructureconstructionhasbeenstrengthened.Thestatehasinvestedintheconstructionofexpresswaynetworks,logisticsfacilities,informationandcommunicationinfrastructure,andpaymentsystems,tocreateasounde-commerceecologicalenvironment.2.Theconstructionofrurale-commerceservicecentershasbeenpromoted.Thegovernmenthasimplementedmeasuressuchasfinancialsubsidies,informationtechnologytraining,andlogisticssupporttopromotetheconstructionofrurale-commerceservicecenters.3.Thesupervisionsystemofe-commercehasbeenimproved.Thegovernmenthasissuedaseriesoflawsandregulations,suchastheE-commerceLaw,toregulatethee-commercemarketandprotectthelegitimaterightsandinterestsofconsumers.4.Theinnovationofe-commercehasbeenencouraged.Thegovernmenthasimplementedsupportivepoliciestoencouragetheinnovationofe-commerceandpromotetheintegrationofe-commerceandtraditionalindustries.(IV)SuggestionsforImprovingtheE-commerceEcosystemandSupervisionSystem1.Strengthentheconstructionofe-commerceinfrastructure.Promotetheconstructionofurbanandruralexpresswaynetworks,logisticsfacilities,informationinfrastructure,andpaymentsystems,tocreateasounde-commerceenvironment.2.Improvetherurale-commerceservicesystem.Increasefinancialsupport,informationtechnologytraining,andlogisticssupportforrurale-commerceservicecenters,andpromotetheintegrationofe-commerceandruralindustries.3.Strengthenthesupervisionofe-commerce.Regulatee-commercemarketorder,protectconsumerrightsandinterests,enhancedatasecurityandprivacyprotection,andintensifyintellectualpropertyprotection.4.Pr
