1.Description

Basisoftheorganizationdesign:

Workingdrawings,designdescriptionandrelatedstandardatlasprovidedbyTECHNIPTIANCHENCHEMICALENGINEERING(TIANJIN)Co.,Ltd.;

Topographyoftheconstructionsiteandexistingbuildings(structures)ortobebuiltinthesurroundingsoftheworks;

Constructioncontractfortheworks;

Geologicalreport;

Nationalspecifications,procedures,standardsorcodesforacceptanceofworksandShanghaiMunicipalregulationsandrequirementsinrespectofbuildingconstructionbeingcurrentlyeffective.

Outlineoftheworks

TheworksislocatedwithinSCIPwithbuildingareaof3841.63m2(occupiesthelandof7329m2)andisone-storystructuralframe,referencetothescheduleofworksitemsforthedetails.

TheconstructionoftheworkswillbecommencedonJune6,2003andcompletedonNov.152003accordingtotheworksprogram,anditstotalconstructionperiodis140calendardays.It’sanisolatedfoundationofPHCpilesandcaps,withfoundationaldepthofburialof1.5~2.5m.Thepileworkshasbeencompleted.THFbuilding’slength:105.7m,width:33.7mandstoryheight:11m;Poly-THFbuilding’slength:39.7m,width:35.7m,andstoryheight:6.5m.Theworks’level100.00isequaltotheabsolutelevelof4.00.Allconcretefortheworksshallbe

commercialC30/C40concrete.

Sitecondition

Theconstructionsiteoftheworksiswide,power,watersupplyanddrainagehaveprovided,andthelevelinghasbeencompleted,ithasbeengetreadyforcommencement.Temporarypowersupplyforconstructionhasbeensolvedthroughprovidinggeneratorbythecontractoraswellastemporarywatersupplyhasbeenalsoconnectedtothesite.

3.Constructionarrangement

Constructionorganizationmanagement

ProjectmethodswillbeconductedfortheconstructionandwewillestablishaProjectDepartmentinchargeofperformingthecontractinallrespects,organizing,inductingmanaging,coordinatingandcontrollingtheconstruction.TheprojectDept.willtakescientificmanagement,crackandhighlyeffectiveteamaswellasreasonablestructureasitsprincipletoformastrongconstructionteamfortheworks’construction,meanwhile,acceptthesupervisionsofownerandsupervisorssotoensurethetimeandqualityoftheconstruction.

Aprojectresponsiblesystemwillbeconductedforallworksinrespectofproduction,technology,quality,costandsafety,withdynamicmanagementandoptimizedcombinationinsystem.Weintendstotakecorrespondingmeasuresasfollowsintheconstructionorganizationandarrangement:

3.1.1Inordertoensurethecompletionoftheworksintime,exceptpreparationofmasterprogram,sectionaloperationprogramwillbeworkedoutbasedthereontocontroltheconstructionprogressesofsectionalorsub-itemworks,organizelaborsinearnest,arrangeovertimeworkandallocatelaborsasnecessarytotheextentthattheconstructionprogressisensuredwithoutsuspensionandholdupinthework,andinitiativesofallparticipatesintheconstructionwillbefullygivenplayto,andtheconstructionassignedusbytheownerwillbecompletedonorbeforethespecifiedtime.

3.1.2Stressonplanningmanagement,properlyworkoutmonth,weekanddayworkplans,setupareliablematerialsandsupportingsystemtotheextentthatthesupplycanbeensuredandthetransportationmeetsanyrequirement.

3.1.3Fullyusecommercialconcreteforthestructureoftheworks,properlycoordinatewithconcretesuppliers,improveplanningandallocationtoensuretheconstructiondemands,conducttransactioninthecommercialconcretemanagementmarketandconcludeandsigncontractinrelationthereto.

3.1.4Organizationstructureonthesite:EstablishaProjectManagementDept.andconductProjectManager’sresponsiblesystem,setupaconstructionatechnologysection,a

safetyinspectionsection,amaterialssection,afinancial&budgetsection,asupportingsectionunderthedept.anduniformlydirectedbytheProjectmanager.Functionsofallsections(seeattachedmanagementnetworkoforganizationstructureonthesitehereinafter)asfollows:

Technologysection:Jointlyreviewworkshopdrawings,preparingconstructionmethods,detailingdrawing,formworkandreinforcement,implementingconstructionmeasurementandsortingouttechnicaldata,tellingtheoperationsectionsforsectionalorsub-itemworksofthedetailedrequirements,solvingthetechnicalissuesoccurredintheconstructionandorganizetheconstructioninaccordancewiththeworkshopdrawings,relatedNationalCodes,Proceduresandregulations.

Qualityinspectionsection:Befamiliartoconstructionspecifications,proceduresandstandardsforqualityinspection,performingqualityacceptanceworkintaking-handing-overofallworkingoperations,inspectandsupervisethequalityofthematerialsdeliveredtothesiteandconstructionqualityonthesite.Definethequalitytargetoftheworksandconductaqualityassessmentamongallsections.

Safetyinspectionsection:Befamiliartosafetyoperationproceduresandlaborprotectionordinance,taketheresponsibilityforsafetyandcivilizationinspectionintheconstructionprocessandputforwardopinionsforrectification.

Materialssection:Shallbefamiliartotheperformanceandqualityrequirementsofthematerials,preparematerialsprocurementandsupplyplans,buycorrespondingconstructionmaterialsintimeperrequiredbytheworks,takegoodcareofthematerialssuchasstorage,positionedstackingetc,timelyprovidedocumentationinformationinrespectofthequalityofthematerialstotechnologySection.

Financial&budgetsection:properlytaketheresponsibilityforexaminingandcalculatingthecostfortheworks,statisticsofthequantityoftheworks,paymentcollection,alternationoftheconstructionbudgetetc.

Supportingsection:Shallberesponsibleforlivingandlogisticswork,sitesecurity,sitecleaningandmaintainingwork.

Variousoperationalgroupswillbesetupfororganizinglaborspertradefortheworkssuchascarpentergroup,steelbendergroup,scaffoldingworkgroup,concretegroup,masonrygroup,installationgroupetc.tooperateundercoordinationandunifieddirection.

Earthworks:Adoptheavyexcavationwithlopeformostoftheexcavationoffoundationpit,adoptsteelplatepileenclosureprotectionforpartialdeepfoundation,lowerwaterlevelwithwell-point.Excavatedmainlywithmachinesandassociatedwithhumanpowertotrimthebottom,andprovidetrucksfortransportingandstackingthesoilwithinthesite.

Rebarworks:Fabricateandprocessrebarworksothesite,adoptbothflashingbuttweldandarcweldforthehorizontaljointsofrebar,mainlyhandlingthemwithmanpowerwithinthesite.Useelectroslagpressingweldforverticalrebarjoints.

Formwork:Splicedwithplywood(thickness:18)andsupporteditwith48steelpipeforformwork.

Concreteworks:Usecommercialconcreteandpouritthroughpumpwithpumpingtruckforthewholeworks.

Scaffoldingworks:Weusesteelpipescaffoldingofgroundtypeandwithcouplers.

Verticaltransportation:Wemainlyusederrickforthetransportationandprovideitwitha16tmobilecranewheninstallingroofrebar.

3.3.2ConcreteoffootingbeamofthefoundationofTHF/Poly-THFisplannedtobepouredfirsttothebottomofthebeddingslab,backfillafterformworkremoved,laybottomformworkoffillingslabandpourconcrete.

3.3.3HorizontalconstructionsectionofTHFequipmentwillbedividedinto2flowsectionsaspost-pouringbeltandoperatedcrossly.ItshallnotrequiredividingintoflowsectionsbecausetheareaforPoly-THFequipmentissmall.

Technicalmanagement

Afterreceivedthedrawings,organizerelatedstaffsandallprofessionalstoproperlyjoint-reviewthedrawings,timelysolvetheproblemsfoundinthedrawingsandspeciallyassignpersonstoresponsibleforthemanagementandnegotiationwork.

Speciallyassignpersonstotakeresponsibilityforpreparingconstructionorganizationdesign,organizationdesignforsingleitemworksandnewtechnologicalcards,strictlycarryouttherulesinrespectofreview,approval.Alternationandinspectionbasedonthepracticeofconstructiontotheextentthattheworkscanbeexecutedonlyafterrelatedmethodsorplansmade.

Inadditiontopreparingconstructionorganizationandtechnologyscheme,organizestaffsandlaborstostudythemandproperlyconducttellingthetechnicaldetailsaswellastheworkingposttraining.

Organizetheworkofprocessing,orderinganddetailingdrawings,uniformlymanageprocessingandorderingmaterialsathomeandabroad,performthedoublecheckinrelationthereto.

StrictlycarryouttheChiefengineer’ssignatureofinstructionsforconcretepouringetc.Periodicallyortemporarilyinviterelatedspecialisttodirectonthesite.

Afterthecompletion,wewillassignaspecialgroupconductarevisittheownerandgeneralcontractorandserviceandprovideserviceoncalls.

4.3.2Qualityensuringsystem

(1)Placetheworksinourcompany’slistofmajorandkeyworks.

(2)Placethequalityoftheworksintheplanofcreationofgoodquality.

(3)EstablishaqualitycontrolandgoodqualitycreationgroupsleadedbyCompany’sChiefEngineer,ManagerofEngineeringDept.,ProjectManager,ProjectEngineerandTechnicalofficer.

(4)Conductmonthlyandtemporaryinspectionbycompany,weeklyinspectionorganizedbytheprojectdept.,qualitycontroller’smonthlyinspection,group’sself-inspection,mutualinspectionandtaking-handing-overinspections.

(5)ConductQCgroup’sactivitiesforsettlingtechnicalproblemsinrespectofqualitytoimproveworksqualityandeliminatecommonqualitydefects.FullyapplyISO9002QualitySystemtoconductprocesscontrolandacceptancecertificationwork.

(6)Obeyownerandsupervisor’sinstructionsonthesite.

(7)Breakdownthedutiestoeachperson,clearlydefinethedivisionofworkandestablishrewardandfineregulationslevelbylevel,adoptamplerewardsandgrievouspenaltysystem.

(2)Allconstructionsequencesmustimplementacceptancespecificationsforbuildingworksandrelatedregulationsonworks’qualitycurrentlyinforce.

(3)Thequalityofallrawmaterials,finishedandsemi-finishedproductsshallbeinaccordancewiththeacceptancespecificationsofrelatednationalauthoritiesandthestipulationsinrelationtheretoreferredtointhetenderdocuments,andstressontheprotectionofthesameproducts.

(4)Perfectlyconductconstructiondiarywork,timelydealwithconformationsheetforallalternatedworksandwellcollectandmanagethetechnicalinformationofallkinds.

(5)Strictlyconduct‘Three-inspectionSystem”forsub-itemworks,fixpersonandpostandconstructwithtagsandsignboard,timelyandproperlyconductacceptanceandassessmentworkofquality-class,keysequenceswillconductTQCactivities.

(6)Concealedworksmustbeacceptedasqualifiedinaccordancewiththeregulationsandthenextsequencecanbestartedthereafter.

(7)Activelyconductqualitycontrolinallaspects,establishaqualityensuringsystemandadoptstandardizedworkingproceduresintheconstruction.

(8)Promptself-inspectionbygroups,mutualinspectionandhanding-taking-overinspection.

(9)Asfordecorationworks,itwilladoptasampleleadedrule,cantheworksoflargeareabeconstructedonlyafterthesamplebeingconfirmed.

(10)Activelyprompttousenewtechnologyandtechniques.

Qualitycontrolofprocurement

(1)Preparematerialsprocurementplanasrequiredbytheproject,thematerialsprocuredshallbenotedwiththeirnames,quantities,sizes,deliverydatetothesite,deliveryways,nameofsuppliers,standardsfortestandverificationmode.

(2)Conductassessmentofqualifiedsub-contractorsandsuppliers,assesstheirensuringcapabilityforequalquality,socialcredit.Qualifiedsubcontractorsandsuppliersforthisprojectwillbeselectedfromournamelistofthe

qualified,andconductperiodandunscheduledadjustoftheassessmentofthem.

(3)Whentheclientrequirestoverifythesuppliedmaterialsorequipment,procurementdept.mustproviderelatedcertificateofqualityandtestreport,owner’sverificationshallnotreleaseusfromtheliabilitiesforprovidingqualifiedgoodsandnoreliminateowner’srejectionofthegoods.

Controlofidentificationofproducts

(1)Identificationsofproductsdeliveredtothesiteshallinclude:nameofdealer,manufacturer,name,quantityandsizeandtypeoftheproducts,testreport,defectsliabilitysheet,dateofproductionandcertificateofqualityetc.

(2)Productsidentificationsshallberecordedinstoringregisterandcardafterqualifiedgoodsreceivedintostore.

(3)Identificationsofconstructionprocess(storage,sectionalandsub-itemworks).

(4)Eachproductorproductsofeachlotshallhaveexclusiveidentificationsotoensureitstrace-ability.

Controloftestandinspection

(1)Conductinspectionandtestwhengoodsdeliveredtothesite,inspectitsqualityassurance,qualitycertificate,testreport,asforspecialmaterials,speciallynominateapersonorpersonstoinspectthemthroughsamplingandthemethodasrequired.

Materialsnotbeinspectedandtestedshallnotbeprocessedorincorporatedintotheworks.

(3)Finalinspectionandtest

1)Priortoconductfinalinspectionofunitworks,ProjectDept.willorganizerelateddepartmentstoconducttest-runofventilation,powerandwatersupplysystem,testonsystemcommissioningandrecords.

2)Ourcompanywillassesstheinspectionandconfirmthequalityclassofthefinalinspection,andtestinaccordancewithinspectionassessmentcriteriaofbuildingandinstallationworks,reportthemtoqualitysupervisoryauthoritiesafterthesamereviewed,confirmedbyGeneralManagerandChiefEngineerwithcompany’sseal,productsfailedtopassthereviewandconformationshallnotbedeliveredforuse.
