Q:WehavelearnedthatyoumadeyourfirstvisittoPakistan27yearsago.Couldyoutelluswhatimpressionyougotonthatvisit?ThisisyourfirstvisittoPakistansinceyoutookofficeastheChinesePremier.Whatexpectationsdoyouhaveforit?答：提起巴基斯坦，中國人的第一印象是“鐵哥們”。在中國人民心目中，巴基斯坦始終是可以信任的“鐵桿”摯友，網(wǎng)民稱為“巴鐵”，這是中巴友情的真實寫照。1986年，我率中國青年頭表團訪問巴基斯坦，所到之處，無論是伊斯蘭堡、拉合爾還是卡拉奇，都受到熱忱隆重的歡迎，那飛灑的花瓣和絢麗的笑臉仿佛就在昨天，巴基斯坦人民真摯友好的情意令我終生難忘。

PremierLi:WhenitcomestoPakistan,thefirstwordsthatcometothemindoftheChineseare“ironbrother”.TousChinese,Pakistanisalwaysatrustworthyfriendassolidasiron.Actually,ChinesenetizensrefertoPakistanas“IronPak”.ThistestifiestothestrengthofChina-Pakistanfriendship.In1986,IledayouthdelegationtoPakistan.Everywherewewent,inIslamabad,LahoreandKarachi,weweregreetedwithrapturouswelcome.Thepetalsshoweringonusandbrightlysmilingfacesarestillfreshinmymemory,asifithappenedonlyyesterday.IwillneverforgetthegoodwillofthePakistanipeople.這次重訪巴基斯坦，倍感親切，看到了舊貌換新顏。我訪問的目的是傳承友情、深化合作、規(guī)劃將來。這些年來，巴基斯坦人民克服各種困難，在建設(shè)國家的征程中上下求索、不斷前進，在地區(qū)和國際事務(wù)中發(fā)揮著主動作用，成為本地區(qū)維護和平、促進發(fā)展的重要力氣。我對巴基斯坦人民不屈不撓的精神表示敬佩，中國對巴基斯坦將來的發(fā)展有信念。

Q:ChinaandPakistanareall-weatherpartnersofstrategiccooperation.China-Pakistanrelationshipisoftenviewedasaspecialonebytheinternationalmedia.Whatisyourviewonthisrelationship?答：中巴友情的特別性在于，超越了時代變遷和政治，是國家間友好相處的典范。中巴友情源遠流長，建交62年來，毛澤東、周恩來、佐勒菲卡爾·布托等老一輩領(lǐng)導(dǎo)人種下的中巴友情之樹，經(jīng)過兩國幾代人的細心呵護，已長成參天大樹，久歷風(fēng)雨而彌新，枝繁葉茂而勃發(fā)。

Q:Inrecentyears,China-Pakistanpoliticaltieshavebecomeincreasinglyclose.Buttheireconomicrelationshavenotgrownfastenough.TostrengthenbusinesstieswithChinahasbecomeanimportantconcernofPakistan.Willyoubringanynewinitiativestoboostourbusinesstiesduringthisvisit?答：政治關(guān)系和經(jīng)濟關(guān)系好比一輛自行車的“兩個輪子”，二者相輔相成。中巴政治紐帶顛撲不破，經(jīng)貿(mào)往來總體保持主動發(fā)展的勢頭。巴基斯坦是南亞第一個與中國簽署自貿(mào)協(xié)定、貨幣互換協(xié)議的國家，是中國在南亞地區(qū)最大的投資目的地。中國是巴基斯坦其次大貿(mào)易伙伴和第四大出口目的地。兩國在能源、基礎(chǔ)設(shè)施、電信、金融等領(lǐng)域合作也不斷推動。

PremierLi:Politicalandeconomicrelationsarelikethetwowheelsofabicycle,whicharemutuallycomplementary.ThepoliticalbondbetweenChinaandPakistanisunbreakableandourbusinesstiesasawholehavemaintainedsoundmomentum.PakistanisthefirstSouthAsiancountrytosignafreetradeagreementandcurrencyswapagreementwithChina,anditisthelargestdestinationofChineseinvestmentinSouthAsia.ChinaisPakistan’ssecondlargesttradingpartnerandfourthlargestexportmarket.Steadyprogresshasbeenmadeinourcooperationinenergy,infrastructure,telecommunicationsandfinancialsectors.誠然，兩國經(jīng)濟合作還有很大潛力，中方很重視雙邊貿(mào)易不平衡問題，正就此實行主動措施。去年巴對華出口增長近50%，這增加了我們的信念。中方愿在中巴自貿(mào)區(qū)框架下與巴方就實行其次階段降稅談判加強溝通。我已經(jīng)指示國內(nèi)派出貿(mào)易投資促進團訪巴，與巴方洽談各種合作項目。我此訪還將與巴方領(lǐng)導(dǎo)人共同探討制定兩國經(jīng)貿(mào)合作的長遠規(guī)劃，集中資源用于互聯(lián)互通、能源電力等重點合作項目，推動中巴經(jīng)濟走廊建設(shè)。

PremierLi:Inmyview,suchconcernsareuncalledfor.中國有句老話：不當(dāng)家不知柴米貴。擔(dān)當(dāng)一個13億多人口的大國總理，我每天要面對的是“開門七件事，柴米油鹽醬醋茶”。換句話說，就是解決好民生問題。中國人民期盼著有更好的教化、更穩(wěn)定的工作、更牢靠的社會保障、更舒適的居住環(huán)境，更豐富的文化生活。在我看來，即便是辦好這些“簡潔”的事，也很不簡潔。

AsanoldsayinginChinagoes,“Toraiseafamily,oneneedstoknowthepriceofriceandfirewood.”AsthePremierofabigcountryof1.3billionpeople,whatIhavetofaceeverydayarethe“sevendailynecessitiesofafamily”,namelyfirewood,rice,cookingoil,salt,soysauce,vinegarandtea.Inotherwords,Ineedtoaddressissuesthataffectpeople’slives.TheChinesepeoplewantbettereducation,morestablejobs,greatersocialsecurity,improvedhousingconditionsandricherculturallife.Tomanagewelltheseseemingly“simple”thingsisnoteasy.中國仍舊是一個發(fā)展中國家，中國的現(xiàn)代化道路任重道遠。堅持走和平發(fā)展道路不僅是對外政策，更是我們的內(nèi)在須要。即使中國發(fā)展強大起來，我們也不會稱霸，因為中國在近現(xiàn)代歷史的慘痛遭受中深刻感受到，己所不欲，勿施于人，這是中國人的信條。

Intheeraofglobalization,interdependenceisthedefiningfeatureofstate-to-staterelations.Thelawofthejungleisnotthewaytogovernhumansociety;onlymutuallybeneficialcooperationwillmaketheworldabetterplace.IwanttostressthattopursuepeacefuldevelopmentistheunshakableresolveoftheChinesegovernment.Likewise,toupholdChina’ssovereigntyandterritorialintegrityisalsotheunshakableresolveoftheChinesegovernment.Thesetwoprinciplesgohandinhandandconformtonormsformaintainingregionalstabilityandinternationalpeaceandorder.國家間分歧和摩擦在所難免，關(guān)鍵是以何種心態(tài)去面對，糾纏炒作還是相互敬重、協(xié)商妥處，是考驗一個國家心胸和氣量的標(biāo)尺。中國這些年起先過上好日子，很珍惜這些好時間，我們愿以更加開放的心態(tài)面對世界，也希望世界以平和的心態(tài)看待中國。作為發(fā)展中的大國，中國愿同世界各國一道，守住21世紀(jì)的和平與旺盛。
