一般管控單元2個(gè),面積3803.79平方公里,占全縣海域面積的52.25%。ZH33090020033詳見圖2.7-3?!?020〕10號(hào))劃定的生態(tài)保護(hù)紅線和一般生態(tài)空間內(nèi),滿足生態(tài)保護(hù)紅線及百分點(diǎn),三類海水比例同比下降8.8個(gè)百分點(diǎn),四類和劣四類海水比例同比下圖2.7-3舟山市區(qū)環(huán)境管控單元圖(局部)根據(jù)《浙江省海洋功能區(qū)劃(2011-2表2.7-1海洋功能區(qū)劃符合性分析表海洋功是海區(qū)海方式為透水構(gòu)筑物,基本不改變海域自然屬性,且告已通過審查;項(xiàng)目光伏電站建設(shè)不涉及圍填?;顒?dòng)沈家灣和薄刀咀之間灘涂區(qū)域現(xiàn)狀,利用沈家灣防波之間半封閉海域進(jìn)行布置,基本不會(huì)影響防波堤外側(cè)于維持區(qū)域水動(dòng)力條件,不會(huì)對(duì)周邊功能區(qū)產(chǎn)生影響裝過程中,不存在破堤、爆破等威脅海堤穩(wěn)定性的活封閉海域,根據(jù)數(shù)模結(jié)果,項(xiàng)目實(shí)施對(duì)周邊水動(dòng)力和中于兩條防波堤形成的半封閉區(qū)域范圍內(nèi),對(duì)防波堤響較小,對(duì)岸灘及海底地形地貌影響很小,不會(huì)造成件及鋼棧橋采用樁基形式,施工期對(duì)海域水質(zhì)、沉積造成局部的、短時(shí)性的影響,施工結(jié)束后,影響逐漸恢復(fù)。項(xiàng)目實(shí)施期間,采取本報(bào)告提出的環(huán)境影響減地降低對(duì)海域環(huán)境影響,項(xiàng)目實(shí)施不會(huì)改變海域水質(zhì)是海域自然屬性,且本項(xiàng)目海域論證報(bào)告已通過審查;區(qū)結(jié)合沈家灣和薄刀咀之間灘涂區(qū)域現(xiàn)狀,充分利用刀咀防波堤之間半封閉海域進(jìn)行布置,平面布局合理區(qū)域?yàn)┩抠Y源;從水動(dòng)力及沖淤環(huán)境影響分析結(jié)果統(tǒng)實(shí)施后,工程區(qū)外水動(dòng)力條件和泥沙沖淤環(huán)境變化很程半封閉區(qū)域外的洋山港區(qū)沒有產(chǎn)生明顯的不利影響加強(qiáng)對(duì)工程區(qū)附近港口航運(yùn)區(qū)的水深地形監(jiān)測(cè),若因工程區(qū)附近港口航道淤積以致影響其正常通航等,建是僅限于沈家灣防波堤和薄刀咀防波堤之間半封閉海域內(nèi)力條件和泥沙沖淤環(huán)境變化很??;本項(xiàng)目光伏組件及鋼樁基施工對(duì)周邊海島的岸灘影響較小,樁基施工作業(yè)完貌形態(tài)基本恢復(fù);樁基施工將引起周邊海域懸浮泥沙濃工程結(jié)束,懸浮物對(duì)水環(huán)境的影響也將消失,不會(huì)對(duì)毗區(qū)的環(huán)境質(zhì)量產(chǎn)生影響。本項(xiàng)目的水質(zhì)、沉積物、生物遵循周邊功能區(qū)環(huán)境質(zhì)量標(biāo)準(zhǔn),符合洋山港口航運(yùn)區(qū)的是圖2.7-4浙江省海洋功能區(qū)劃工程區(qū)局部 圖2.7-8浙江省海洋主體功能區(qū)分區(qū)成果圖舟山市國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃和二〇三五年遠(yuǎn)景目標(biāo)角洲地區(qū),是我國(guó)經(jīng)濟(jì)發(fā)展水平最高、最具活力和發(fā)展?jié)摿Φ牡貐^(qū)之一。寧波-錨地眾多。項(xiàng)目位于舟山市嵊泗縣小洋山島西北側(cè)海域,依據(jù)《寧波-舟山總體光伏電站項(xiàng)目所涉及的港區(qū)為洋山港區(qū)中的沈家灣作業(yè)區(qū)。根據(jù)《寧波-舟山港咀高端度假區(qū)工程使用海岸線的初步評(píng)價(jià)意見。2018年該項(xiàng)目取得海域使用權(quán)地理位置及現(xiàn)狀已因沈家灣薄刀咀防波堤和沈家灣客運(yùn)碼頭防波堤建設(shè)而形成頭區(qū)建設(shè)的沈家灣薄刀咀防波堤和沈家灣客運(yùn)碼頭防波堤形成的半封閉圍區(qū)內(nèi)實(shí)施,為寧波舟山港提供源源不斷的清潔能源,其建設(shè)與《寧波-舟山港總體規(guī)
