回顧質(zhì)量管理的發(fā)展歷史,在世界范圍內(nèi)大致可分為三個(gè)階段:以“事后檢驗(yàn)”為主的傳統(tǒng)質(zhì)量管理階段、以“預(yù)防為主”統(tǒng)計(jì)質(zhì)量管理階段和以“全面質(zhì)量控制”的全面質(zhì)量管理階段。三個(gè)階段的質(zhì)量管理理論與模式不同,各階段的優(yōu)劣勢(shì)也不盡相同。由全面質(zhì)量管理理論延伸出的“六西格瑪質(zhì)量管理”、“計(jì)算機(jī)輔助質(zhì)量信息系統(tǒng)”和“質(zhì)量工程中統(tǒng)計(jì)方法”在不同程度上滿足了現(xiàn)代企業(yè)質(zhì)量管理的需求,不過(guò)這些方法都是以質(zhì)量信息和數(shù)據(jù)的有效管理為根本前提。也就是說(shuō)“用數(shù)據(jù)說(shuō)話”是這些方法的一個(gè)共同特點(diǎn)。 但是在企業(yè)實(shí)際質(zhì)量管理運(yùn)作過(guò)程中,質(zhì)量信息大多被獨(dú)立地分散在企業(yè)各職能部門中,通常被看作歷史質(zhì)量活動(dòng)及事務(wù)的記錄,以質(zhì)量檢驗(yàn)記錄卡片的方式堆砌在一起,導(dǎo)致了質(zhì)量信息的無(wú)序性和不連續(xù)性,甚至出現(xiàn)同一質(zhì)量信息在不同部門間的不一致性。因此,解決以上問(wèn)題的根本途徑就是通過(guò)完整的、系統(tǒng)的、有效的組織形式來(lái)管理各種質(zhì)量數(shù)據(jù),進(jìn)而深入研究完整適用的質(zhì)量信息模型,優(yōu)化企業(yè)質(zhì)量信息管理的流程,將分散在全企業(yè)各相關(guān)部門中的質(zhì)量職能協(xié)調(diào)起來(lái),使得企業(yè)的所有研制、維持和改進(jìn)質(zhì)量的活動(dòng)構(gòu)成為一個(gè)有效的整體,便于質(zhì)量統(tǒng)計(jì)方法和工具的采用,最終才能有利于全面質(zhì)量管理的實(shí)際實(shí)施。因此構(gòu)建質(zhì)量數(shù)據(jù)的有效組織形式和載體是解決上述問(wèn)題的根本途徑。 由于質(zhì)量信息具有分散性、隨機(jī)性、復(fù)雜多樣性等特征 ,有必要建立一種可行的質(zhì)量信息管理和控制體系。該體系應(yīng)以產(chǎn)品 bom 中產(chǎn)品結(jié)構(gòu)和配置關(guān)系為數(shù)據(jù)源頭,在繼承產(chǎn)品 bom 的屬性和方法的同時(shí),依據(jù)質(zhì)量管理規(guī)則,對(duì)一些過(guò)程和方法進(jìn)行重載,并增加新的有關(guān)質(zhì)量的屬性和方法,衍生為用于質(zhì)量管理的 bom體系,即質(zhì)量 bom 體系。該體系的質(zhì)量管理模式具有下列特點(diǎn):質(zhì)量信息收集的完整性、質(zhì)量信息分類的準(zhǔn)確性、質(zhì)量信息的高度集成性和質(zhì)量信息的客戶引導(dǎo)性五大特點(diǎn)。與傳統(tǒng)的質(zhì)量信息管理相比,質(zhì)量 bom 以產(chǎn)品 bom 為數(shù)據(jù)源頭,不再獨(dú)立地看待質(zhì)量,而是把質(zhì)量作為產(chǎn)品的一種屬性,把質(zhì)量信息作為產(chǎn)品信息的一部分,以質(zhì)量控制為根本目的,實(shí)現(xiàn)產(chǎn)品生命周期每一環(huán)節(jié)內(nèi)質(zhì)量信息與產(chǎn)品信息的無(wú)縫集成,使得產(chǎn)品形成過(guò)程中的各種質(zhì)量特性數(shù)據(jù)得以完整、有效、準(zhǔn)確地收集和組織。 根據(jù)現(xiàn)代質(zhì)量管理理論可知,質(zhì)量信息是反映產(chǎn)品質(zhì)量和企業(yè)生產(chǎn)經(jīng)營(yíng)活動(dòng)各個(gè)環(huán)節(jié)工作質(zhì)量的情報(bào)、資料和原始記錄等。它包含產(chǎn)品從市場(chǎng)需求調(diào)查開始一直到退出市場(chǎng)整個(gè)生命周期中與質(zhì)量有關(guān)的信息。
