1、衛(wèi)生院關(guān)于加強(qiáng)醫(yī)療糾紛排查調(diào)處工作實(shí)施方案為了認(rèn)真貫徹上級(jí)關(guān)于醫(yī)療糾紛排查調(diào)處工作精神,進(jìn)一步統(tǒng)一思想,提高認(rèn)識(shí)、加強(qiáng)領(lǐng)導(dǎo),確保我院醫(yī)療糾紛排查調(diào)處工作取得實(shí)效,根據(jù)長(zhǎng)治縣衛(wèi)生局關(guān)于進(jìn)一步加強(qiáng)醫(yī)療糾紛排查調(diào)處工作的通知(長(zhǎng)縣衛(wèi)醫(yī)字【2013】201號(hào))文件精神,現(xiàn)結(jié)合我院實(shí)際,特制定本工作實(shí)施方案,采取有效措施,認(rèn)真處理解決好群眾反映強(qiáng)烈的熱點(diǎn)、難點(diǎn)問題,及時(shí)排除化解醫(yī)療糾紛的問題隱患,預(yù)防和減少、排除新的醫(yī)療糾紛。一、組織領(lǐng)導(dǎo)成立醫(yī)療糾紛排查調(diào)處工作領(lǐng)導(dǎo)小組組 長(zhǎng):景保柱成 員:馮科峰 潛書平 邢建斌領(lǐng)導(dǎo)小組下設(shè)辦公室(院辦):邢建斌任辦公室主任。組長(zhǎng)主要負(fù)責(zé)醫(yī)院醫(yī)療糾紛排查調(diào)處工作的指導(dǎo)、
2、協(xié)調(diào)。小組成員負(fù)責(zé)收集和反饋各類信息,組織相關(guān)人員落實(shí)排查化解工作,負(fù)責(zé)做好領(lǐng)導(dǎo)小組的其他各項(xiàng)工作。二、排查重點(diǎn)重點(diǎn)排查診療違規(guī)問題,醫(yī)療服務(wù)亂收費(fèi)問題,醫(yī)德醫(yī)風(fēng)問題,醫(yī)院安全管理工作中的問題,職工待遇問題,醫(yī)院環(huán)境問題等群眾最關(guān)心的熱點(diǎn)、難點(diǎn)問題引起的矛盾糾紛以及群眾投訴反映的其他問題,預(yù)防和減少新的矛盾糾紛。三、工作內(nèi)容和步驟矛盾糾紛集中排查調(diào)處活動(dòng)的內(nèi)容和步驟如下:(一)組織發(fā)動(dòng)1、由醫(yī)院醫(yī)療糾紛集中排查調(diào)處工作辦公室負(fù)責(zé)建立、收集整理資料。各科室要積極配合。2、召開專題會(huì)議進(jìn)行研究、部署,確保做好醫(yī)療糾紛集中排查調(diào)處工作。(二)集中排查堅(jiān)持全面排查與重點(diǎn)排查相結(jié)合,邊排查與邊調(diào)處相結(jié)合
3、。院辦對(duì)排查出來的各類醫(yī)療糾紛情況,要認(rèn)真登記,及時(shí)分類梳理,對(duì)排查出來的重點(diǎn)對(duì)象、重點(diǎn)案件和重大緊急情況,要做到隨排隨報(bào)。著重排查下列四類情況:1、信訪案件。主要是今年以來的集體上訪和越級(jí)訪、重復(fù)訪、無理訪、纏訪案件;2、可能引發(fā)醫(yī)療糾紛事件的隱患。重點(diǎn)是因診療、收費(fèi)糾紛等可能引發(fā)醫(yī)療糾紛事件的苗頭。3、特殊群體活動(dòng)情況。著重掌握退休職工的動(dòng)態(tài)。(三)集中調(diào)處1、分解任務(wù)。要按照“誰主管、誰負(fù)責(zé)”的原則,對(duì)排查出來的醫(yī)療糾紛,逐一進(jìn)行分解落實(shí),涉及到各科室的要全力以赴做好配合工作。2、明確責(zé)任。要按照“一個(gè)問題、一名領(lǐng)導(dǎo)、一個(gè)班子、一套方案、一抓到底”的要求,明確責(zé)任領(lǐng)導(dǎo)、責(zé)任科室和責(zé)任人,
4、制定具體的解決方案,認(rèn)真落實(shí)化解措施。對(duì)可能引發(fā)醫(yī)療的重大醫(yī)療糾紛,實(shí)行領(lǐng)導(dǎo)包案,限期解決,切實(shí)把問題解決在基層,穩(wěn)定在當(dāng)?shù)兀_保不因工作不到位而引發(fā)群體性事件和越級(jí)異常上訪事件的發(fā)生。3、注重效果。健全醫(yī)療糾紛的多元處理機(jī)制,做到“問題不查清不放過、問題不解決不放過”,確保調(diào)處實(shí)效。4、落實(shí)穩(wěn)控。要加強(qiáng)對(duì)重點(diǎn)對(duì)象的防范,落實(shí)穩(wěn)控措施,切實(shí)做到盯死看牢,防止漏管失控。對(duì)一時(shí)解決不了的醫(yī)療糾紛,對(duì)相關(guān)當(dāng)事人要做好思想教育工作,落實(shí)穩(wěn)控措施,防止矛盾激化。四、工作要求1、加強(qiáng)領(lǐng)導(dǎo)責(zé)任制。醫(yī)院要高度重視排查調(diào)處矛盾糾紛工作,要把排查化解矛盾糾紛工作擺上重要議事日程,主要領(lǐng)導(dǎo)對(duì)醫(yī)院的排查調(diào)處工作負(fù)責(zé),
5、直接抓好各項(xiàng)具體工作的落實(shí),分解工作任務(wù),細(xì)化工作措施,扎實(shí)推進(jìn)排查調(diào)處工作的開展。2、加強(qiáng)基層調(diào)處工作。按照“誰主管,誰負(fù)責(zé)”的原則,認(rèn)真切實(shí)按照相關(guān)法律法規(guī)及政策做好排查化解糾紛工作,牢牢把握工作主動(dòng)權(quán)。3、加強(qiáng)檢查監(jiān)督力度。落實(shí)領(lǐng)導(dǎo)責(zé)任制,督辦督查相應(yīng)的組織機(jī)構(gòu)和人員,履行好醫(yī)院盾糾紛排查化解工作的檢查,及時(shí)反饋,定期總結(jié)匯報(bào)。建立定期征求群眾意見制度,發(fā)揮群眾的監(jiān)督作用,努力使排查化解工作取得實(shí)效。韓店鎮(zhèn)中心衛(wèi)生院關(guān)于加強(qiáng)醫(yī)療糾紛排查調(diào)處工作領(lǐng) 導(dǎo) 組為了認(rèn)真貫徹上級(jí)關(guān)于醫(yī)療糾紛排查調(diào)處工作精神,進(jìn)一步統(tǒng)一思想,提高認(rèn)識(shí)、加強(qiáng)領(lǐng)導(dǎo),確保我院醫(yī)療糾紛排查調(diào)處工作取得實(shí)效,根據(jù)長(zhǎng)治縣衛(wèi)生局
