1、吉林大學(xué)來(lái)華留學(xué)本科生管理規(guī)定第一章總 則第一條為維護(hù)學(xué)校正常的教育教學(xué)秩序和生活秩序,保障學(xué)生身心健康,促進(jìn)學(xué)生德、智、體、美全面發(fā)展,依據(jù)中國(guó)教育法、高等教育法、普通高等學(xué)校學(xué)生管 理規(guī)定、高等學(xué)校接受外國(guó)留學(xué)生管理規(guī)定以及其他有關(guān)中國(guó)法律、法規(guī),制定 本規(guī)定。第二條本規(guī)定適用于本校來(lái)華留學(xué)本科學(xué)生。(以下簡(jiǎn)稱學(xué)生)第三條 學(xué)校以培養(yǎng)人才為中心,按照中國(guó)教育方針,遵循教育規(guī)律,不斷提高教育質(zhì) 量;堅(jiān)持依法治校,從嚴(yán)管理,健全和完善管理制度,規(guī)范管理行為;堅(jiān)持將管理與加 強(qiáng)教育相結(jié)合,不斷提高管理水平。第四條 學(xué)生應(yīng)當(dāng)遵守中國(guó)法律、法規(guī),遵守公民道德規(guī)范,遵守學(xué)校管理制度,具有 良好的道德品

2、質(zhì)和行為習(xí)慣;應(yīng)當(dāng)刻苦學(xué)習(xí),勇于探索,積極實(shí)踐,努力掌握現(xiàn)代科學(xué) 文化知識(shí)和專業(yè)技能;應(yīng)當(dāng)積極鍛煉身體,具有健康體魄。第二章學(xué)生的權(quán)利與義務(wù)第五條學(xué)生在校期間依法享有下列權(quán)利:(一)參加學(xué)校教育教學(xué)計(jì)劃安排的相關(guān)活動(dòng),使用學(xué)校提供的教育教學(xué)資源;(二)參加學(xué)生團(tuán)體及文娛體育等活動(dòng);(三)申請(qǐng)中國(guó)政府獎(jiǎng)學(xué)金及學(xué)校獎(jiǎng)學(xué)金;(四)在思想品德、學(xué)業(yè)成績(jī)等方面獲得公正評(píng)價(jià),完成學(xué)校規(guī)定學(xué)業(yè)后獲得相應(yīng)的學(xué)歷證書、學(xué)位證書;(五)對(duì)學(xué)校給予的處分或者處理有異議,向?qū)W校有關(guān)部門、學(xué)生申訴處理委員會(huì)或 者吉林省教育廳提出申訴;對(duì)學(xué)校、教職員工侵犯其人身權(quán)、財(cái)產(chǎn)權(quán)等合法權(quán)益,提 出申訴或者依法提起訴訟;(六)中國(guó)

3、法律、法規(guī)規(guī)定的其他權(quán)利。第六條學(xué)生在校期間依法履行下列義務(wù):(一)遵守中國(guó)法律、法規(guī);(二)遵守學(xué)校管理制度;(三)努力學(xué)習(xí),完成規(guī)定學(xué)業(yè);(四)按規(guī)定繳納學(xué)費(fèi)及有關(guān)費(fèi)用。(五)遵守學(xué)生行為規(guī)范,尊敬師長(zhǎng),養(yǎng)成良好的思想品德和行為習(xí)慣;第三章學(xué)籍管理第一節(jié)入學(xué)與注冊(cè)第七條 按學(xué)校規(guī)定錄取的新生,持錄取通知書、外國(guó)留學(xué)人員來(lái)華簽證申請(qǐng)表等 相關(guān)材料,按學(xué)校有關(guān)要求到校留學(xué)生辦公室辦理入學(xué)手續(xù)。因故不能按期入 學(xué)者,延期入學(xué)時(shí)間最長(zhǎng)為二周。未請(qǐng)假或者請(qǐng)假逾期者,除因不可抗力等正 當(dāng)事由以外,視為放棄入學(xué)資格。第八條 新生入學(xué)后,學(xué)校按中國(guó)政府相關(guān)規(guī)定對(duì)學(xué)生健康狀況進(jìn)行檢查,對(duì)健康者予 以注冊(cè),取

4、得學(xué)籍。對(duì)不健康者,學(xué)校將區(qū)別情況,予以處理,直至取消入學(xué) 資格。凡屬弄虛作假、徇私舞弊取得學(xué)籍者,一經(jīng)查實(shí),即取消其學(xué)籍。第九條 對(duì)患有疾病的新生,經(jīng)國(guó)家指定的衛(wèi)生檢疫部門診斷不宜在校學(xué)習(xí)的,可以保 留入學(xué)資格一年。在保留入學(xué)資格期內(nèi)經(jīng)治療康復(fù),可以向?qū)W校申請(qǐng)入學(xué),由 指定的衛(wèi)生檢疫部門復(fù)查或確認(rèn),符合體檢要求,可重新辦理入學(xué)手續(xù)。復(fù)查 不合格或者無(wú)故逾期不辦理入學(xué)手續(xù)者,取消入學(xué)資格。第十條每學(xué)期開(kāi)學(xué)時(shí),學(xué)生應(yīng)當(dāng)本人在開(kāi)學(xué)二周內(nèi)到留學(xué)生辦公室辦理注冊(cè)手續(xù)。不 能如期注冊(cè)者,應(yīng)當(dāng)以適當(dāng)?shù)姆绞较蛄魧W(xué)生辦公室說(shuō)明情況。未繳納學(xué)費(fèi)或者 其他不符合注冊(cè)條件的不予注冊(cè)。第二節(jié)考核與成績(jī)記載第十一條學(xué)生

5、應(yīng)當(dāng)參加學(xué)校教育教學(xué)計(jì)劃規(guī)定的課程和相關(guān)教育教學(xué)環(huán)節(jié)(以下統(tǒng)稱課程)的考核,考核成績(jī)記入成績(jī)冊(cè),并歸入本人檔案。第十二條考核分為考試和考查兩種。考核合格獲得該門課程的學(xué)分。第十三條 課程考核合格已經(jīng)獲得該門課程的學(xué)分,若學(xué)生希望獲得更好的成績(jī),可以申請(qǐng)重修,成績(jī)按最高分?jǐn)?shù)記入成績(jī)冊(cè),不另外計(jì)算學(xué)分,評(píng)獎(jiǎng)、評(píng)優(yōu)按第 一次成績(jī)計(jì)算。第十四條學(xué)生因病住院治療或有其它特殊原因不能參加課程考試的,應(yīng)當(dāng)在考前以適當(dāng)?shù)姆绞缴暾?qǐng)緩考,經(jīng)所在學(xué)院同意,報(bào)教務(wù)管理部門審批后,緩考該課程。緩考不單獨(dú)安排,緩考學(xué)生須參加下一次同一課程的期末考試,如與所修課程 期末考試沖突則順延。緩考成績(jī)按正常期末考試成績(jī)記載,平時(shí)成

6、績(jī)由該課程 的原任課教師提供,記入總成績(jī)。學(xué)生無(wú)故曠考,該門課程成績(jī)按零分記載。第十五條學(xué)生可以申請(qǐng)輔修其他專業(yè)或者選修其他專業(yè)課程。按照有關(guān)規(guī)定,另行付 費(fèi)。學(xué)生可以根據(jù)校際協(xié)議,經(jīng)學(xué)校同意跨校修讀課程。在他校修讀的課程成 績(jī)(學(xué)分)由學(xué)校審核后予以承認(rèn)。第十六條 學(xué)生違反考試紀(jì)律或者作弊的,該門課程成績(jī)按零分記載,視其違紀(jì)或者作 弊情節(jié),給予批評(píng)教育和相應(yīng)的紀(jì)律處分。給予警告、嚴(yán)重警告、記過(guò)及留校 察看處分的,經(jīng)教育表現(xiàn)較好,在畢業(yè)前對(duì)該課程給予重修機(jī)會(huì)。第十七條 學(xué)校對(duì)學(xué)生實(shí)行考勤制度,學(xué)生不能按時(shí)參加教育教學(xué)計(jì)劃規(guī)定的活動(dòng),應(yīng) 當(dāng)事先請(qǐng)假并獲得批準(zhǔn),未履行請(qǐng)假手續(xù)的按曠課處理。未履行請(qǐng)

7、假手續(xù)或者 請(qǐng)假未經(jīng)批準(zhǔn)而缺席者,根據(jù)吉林大學(xué)學(xué)生違紀(jì)處分規(guī)定給予批評(píng)教育, 情節(jié)嚴(yán)重的給予紀(jì)律處分。學(xué)生請(qǐng)假時(shí)間不超過(guò)兩周的,由學(xué)院直接審批;請(qǐng) 假時(shí)間超過(guò)兩周的,由學(xué)院審批后,報(bào)留學(xué)生辦公室審批、備案。第三節(jié)轉(zhuǎn)專業(yè)與轉(zhuǎn)學(xué)第十八條 學(xué)生符合以下情況之一可以申請(qǐng)轉(zhuǎn)專業(yè):(一)經(jīng)學(xué)院認(rèn)定確有某些突出專長(zhǎng),轉(zhuǎn)專業(yè)更能發(fā)揮其特長(zhǎng)的;(二)經(jīng)學(xué)院認(rèn)定確有某種特殊困難,不適宜在原專業(yè)繼續(xù)學(xué)習(xí),但尚能在學(xué)校其他專業(yè)學(xué)習(xí)的;(三)參加轉(zhuǎn)專業(yè)考試,符合相關(guān)條件的。第十九條 有下列情況之一的,不允許轉(zhuǎn)專業(yè):(一)不符合擬轉(zhuǎn)入專業(yè)的有關(guān)條件或者擬轉(zhuǎn)入專業(yè)不同意接收的。第二十條 轉(zhuǎn)專業(yè)由學(xué)生本人提出申請(qǐng),轉(zhuǎn)出、轉(zhuǎn)入

8、學(xué)院同意,報(bào)留學(xué)生辦公室批準(zhǔn), 辦理相關(guān)手續(xù)。第二一條 學(xué)生確有特殊困難, 無(wú)法繼續(xù)在學(xué)校學(xué)習(xí)的, 可以申請(qǐng)轉(zhuǎn)學(xué)。學(xué)生申請(qǐng)轉(zhuǎn) 出我校,經(jīng)學(xué)院審核,報(bào)留學(xué)生辦公室審批并履行相應(yīng)手續(xù)。第二十二條學(xué)生有下列情形之一,不得轉(zhuǎn)出:(一)入學(xué)未滿一學(xué)期的;(二)應(yīng)予退學(xué)的;(三)其他無(wú)正當(dāng)理由的。第四節(jié)休學(xué)與復(fù)學(xué)第二十三條 學(xué)生可以分階段完成學(xué)業(yè)。學(xué)生在校最長(zhǎng)年限(含休學(xué))為規(guī)定學(xué)制基礎(chǔ) 上延長(zhǎng)二年。第二十四條 學(xué)生申請(qǐng)休學(xué)或者按要求應(yīng)當(dāng)休學(xué)者,由學(xué)院和留學(xué)生辦公室批準(zhǔn),可以 休學(xué)。學(xué)生休學(xué)一般以一學(xué)期為期限,特殊情況經(jīng)批準(zhǔn)可以續(xù)休,學(xué)生累計(jì)休學(xué)年限不 得超過(guò)二年。第二十五條 學(xué)校不提倡學(xué)生學(xué)習(xí)期間結(jié)婚。

9、學(xué)生結(jié)婚后妊娠、生育不宜在校學(xué)習(xí)、生活的可予休學(xué)。第二十六條 學(xué)生應(yīng)征入伍,按照相關(guān)管理規(guī)定,學(xué)校保留其學(xué)籍最長(zhǎng)年限為三年。第二十七條 休學(xué)學(xué)生應(yīng)當(dāng)辦理休學(xué)手續(xù)離校,學(xué)校保留其學(xué)籍。學(xué)生休學(xué)期間,不享受在校學(xué)習(xí)學(xué)生待遇。第二十八條 學(xué)生休學(xué)期滿,應(yīng)當(dāng)于學(xué)期開(kāi)學(xué)一周內(nèi)向?qū)W校提出復(fù)學(xué)申請(qǐng),經(jīng)學(xué)校審查合格,方可復(fù)學(xué)。第五節(jié) 退 學(xué)第二十九條 學(xué)生有下列情形之一,應(yīng)予退學(xué):(一)未按學(xué)分制要求完成學(xué)年最低學(xué)分的;(二)在校最長(zhǎng)年限內(nèi)(含休學(xué))未完成學(xué)業(yè)的;(三)休學(xué)期滿二周內(nèi)未提出復(fù)學(xué)申請(qǐng)或者申請(qǐng)復(fù)學(xué)經(jīng)審查不合格的;(四)經(jīng)學(xué)校指定醫(yī)院診斷, 患有精神病、癲癇等疾病或者意外傷殘無(wú)法繼續(xù)在校學(xué) 習(xí)的;(

10、五)未請(qǐng)假或請(qǐng)假未獲批準(zhǔn)離校連續(xù)二周或一學(xué)期內(nèi)累計(jì)三周未參加學(xué)校規(guī)定的教 學(xué)活動(dòng)的;(六)每學(xué)期開(kāi)學(xué)二周內(nèi)未注冊(cè)而又無(wú)正當(dāng)事由的;(七)本人申請(qǐng)退學(xué)的。已退學(xué)的學(xué)生,應(yīng)當(dāng)在公安局出入境管理處規(guī)定的期限內(nèi)離境。第六節(jié)畢業(yè)、結(jié)業(yè)與肄業(yè)第三十條 學(xué)生修完教育教學(xué)計(jì)劃規(guī)定內(nèi)容,達(dá)到畢業(yè)要求,準(zhǔn)予畢業(yè),發(fā)給畢業(yè)證書。第三十一條 學(xué)生修完教育教學(xué)計(jì)劃規(guī)定內(nèi)容,未達(dá)到畢業(yè)要求,準(zhǔn)予結(jié)業(yè),發(fā)給結(jié)業(yè) 證書。結(jié)業(yè)后在最長(zhǎng)年限內(nèi)可以重修有關(guān)課程或者補(bǔ)作畢業(yè)論文(設(shè)計(jì)),達(dá) 到畢業(yè)要求,可以用結(jié)業(yè)證書換發(fā)畢業(yè)證書,畢業(yè)時(shí)間按發(fā)證日期填寫。第三十二條 經(jīng)學(xué)校學(xué)位委員會(huì)審查符合學(xué)位授予條件者,頒發(fā)學(xué)位證書。第三十三條 學(xué)

11、滿一學(xué)年以上退學(xué)的學(xué)生,學(xué)校頒發(fā)肄業(yè)證書。發(fā)給輔修第三十四條 對(duì)完成本專業(yè)學(xué)業(yè)同時(shí)輔修其他專業(yè)并達(dá)到該專業(yè)輔修要求者, 證書。第三十五條 對(duì)完成本專業(yè)學(xué)業(yè)同時(shí)輔修其他專業(yè)并達(dá)到該專業(yè)學(xué)士學(xué)位授予要求者,頒發(fā)第二學(xué)科學(xué)士學(xué)位證書。第三十六條 畢業(yè)、結(jié)業(yè)、肄業(yè)證書和學(xué)位證書遺失或者損壞不予補(bǔ)發(fā),經(jīng)本人申請(qǐng), 學(xué)校核實(shí)后出具相應(yīng)的證明書。第四章 校園秩序與課外活動(dòng)第三十七條 學(xué)校維護(hù)校園正常秩序,保障學(xué)生的正常學(xué)習(xí)和生活。第三十八條 學(xué)校建立和完善學(xué)生參與民主管理的組織形式,鼓勵(lì)和支持學(xué)生對(duì)學(xué)校的工作提出意見(jiàn)和建議,支持和保障學(xué)生依法參與學(xué)校民主管理。第三十九條 學(xué)生應(yīng)當(dāng)自覺(jué)遵守中國(guó)的法律法規(guī),自覺(jué)

12、遵守學(xué)校管理制度,創(chuàng)造和維護(hù) 文明、整潔、優(yōu)美、安全的學(xué)習(xí)和生活環(huán)境。學(xué)生不得有酗酒、打架斗毆、賭 博、吸毒,傳播、復(fù)制、販賣非法書刊和音像制品等違反治安管理規(guī)定的行為; 不得參與非法傳銷和傳教活動(dòng);不得從事或者參與有損大學(xué)生形象、有損社會(huì) 公德的活動(dòng)。第四十條學(xué)校應(yīng)當(dāng)尊重學(xué)生的民族習(xí)俗和宗教信仰,但不提供舉行宗教儀式的場(chǎng)所。 校內(nèi)嚴(yán)禁進(jìn)行傳教及宗教集會(huì)等活動(dòng)。第四十一條 學(xué)生可以在校內(nèi)組織、參加學(xué)生團(tuán)體。學(xué)生成立團(tuán)體,應(yīng)當(dāng)按學(xué)校有關(guān)規(guī) 定提出書面申請(qǐng),報(bào)學(xué)校批準(zhǔn)。學(xué)生團(tuán)體應(yīng)當(dāng)在中國(guó)法律、法規(guī)和學(xué)校管理制 度范圍內(nèi)活動(dòng),接受學(xué)校的領(lǐng)導(dǎo)和管理。第四十二條學(xué)校提倡并支持學(xué)生及學(xué)生團(tuán)體開(kāi)展有益于身心

13、健康的學(xué)術(shù)、科技、藝術(shù)、文娛、體育等活動(dòng)。學(xué)生進(jìn)行課外活動(dòng)不得影響學(xué)校正常的教育教學(xué)秩序和生 活秩序。第四十三條學(xué)校鼓勵(lì)、支持和指導(dǎo)學(xué)生參加社會(huì)實(shí)踐、社會(huì)服務(wù)和開(kāi)展勤工助學(xué)活動(dòng), 并根據(jù)實(shí)際情況給予必要幫助。學(xué)生參加勤工助學(xué)活動(dòng)應(yīng)當(dāng)遵守中國(guó)法律、法 規(guī)以及學(xué)校、用工單位的管理制度,履行勤工助學(xué)活動(dòng)的有關(guān)協(xié)議。第四十四條 學(xué)生舉行集會(huì)、游行、示威等活動(dòng),應(yīng)當(dāng)按中國(guó)法律程序和有關(guān)規(guī)定獲得 批準(zhǔn)。對(duì)未獲批準(zhǔn)的,學(xué)校將依法勸阻或者制止。第四十五條 學(xué)生使用計(jì)算機(jī)網(wǎng)絡(luò),應(yīng)當(dāng)遵循中國(guó)和學(xué)校關(guān)于網(wǎng)絡(luò)使用的有關(guān)規(guī)定,不 得登錄非法網(wǎng)站、傳播有害信息。第四十六條學(xué)生應(yīng)當(dāng)嚴(yán)格遵守學(xué)校學(xué)生宿舍管理制度和安全防火的有

14、關(guān)規(guī)定,自覺(jué)維護(hù)校園安全。第五章獎(jiǎng)勵(lì)與處分第四十七條 對(duì)在德、智、體、美等方面全面發(fā)展,在各項(xiàng)活動(dòng)中表現(xiàn)突出的學(xué)生,學(xué) 校給予表彰和獎(jiǎng)勵(lì);對(duì)表現(xiàn)特別突出的學(xué)生,學(xué)校將負(fù)責(zé)向省、市和國(guó)家有關(guān) 部門推薦給予表彰和獎(jiǎng)勵(lì)。第四十八條 對(duì)學(xué)生的表彰和獎(jiǎng)勵(lì)采取授予榮譽(yù)稱號(hào)、頒發(fā)獎(jiǎng)學(xué)金等多種形式,給予相應(yīng)的精神鼓勵(lì)或者物質(zhì)獎(jiǎng)勵(lì)。第四十九條 對(duì)有違法的學(xué)生,交由司法機(jī)關(guān)處理,學(xué)校同時(shí)給予相應(yīng)的紀(jì)律處分。對(duì) 有違紀(jì)的學(xué)生,根據(jù)吉林大學(xué)學(xué)生違紀(jì)處分規(guī)定按其行為的性質(zhì)和過(guò)錯(cuò)的 嚴(yán)重程度給予相應(yīng)的紀(jì)律處分。第五十條 紀(jì)律處分的種類分為:(一)警告;(二)嚴(yán)重警告;(三)記過(guò);(四)留校察看;(五)開(kāi)除學(xué)籍。第五十一條

15、 對(duì)違紀(jì)學(xué)生做出處分決定的權(quán)限和審批程序?yàn)椋海ㄒ唬?對(duì)違紀(jì)學(xué)生給予警告、嚴(yán)重警告和記過(guò)處分的,經(jīng)違紀(jì)學(xué)生所在學(xué)院院長(zhǎng)會(huì)議 討論,主管院領(lǐng)導(dǎo)批準(zhǔn),報(bào)留學(xué)生辦公室備案。(二)對(duì)違紀(jì)學(xué)生給予留校察看處分的,由違紀(jì)學(xué)生所在學(xué)院及學(xué)校相關(guān)職能部門查 證,學(xué)院提出初步意見(jiàn),留學(xué)生辦公室核準(zhǔn),主管領(lǐng)導(dǎo)批準(zhǔn)。(三)對(duì)違紀(jì)學(xué)生給予開(kāi)除學(xué)籍處分的,由違紀(jì)學(xué)生所在學(xué)院及學(xué)校相關(guān)職能部門查 證,學(xué)院提出處理建議,留學(xué)生辦公室核準(zhǔn),主管領(lǐng)導(dǎo)批準(zhǔn)。(四)對(duì)考試違紀(jì)學(xué)生的處分,由學(xué)校按規(guī)定程序統(tǒng)一處理。第五十二條 學(xué)校對(duì)學(xué)生的處分,按照程序正當(dāng)、證據(jù)充分、依據(jù)明確、定性準(zhǔn)確、處 分適當(dāng)?shù)脑瓌t進(jìn)行。第五十三條 學(xué)校在對(duì)學(xué)生作

16、出處分決定之前, 將聽(tīng)取學(xué)生或者其授權(quán)代理人的陳述和 申辯。第五十四條 學(xué)校對(duì)學(xué)生作出處分,出具處分決定書,送交本人。第五十五條 學(xué)校對(duì)學(xué)生作出的處分決定書包括處分和處分事實(shí)、理由及依據(jù),并告知 學(xué)生可以提出申訴、申訴的部門和申訴的期限。第五十六條 學(xué)校學(xué)生申訴處理委員會(huì)受理學(xué)生對(duì)取消入學(xué)資格、退學(xué)處理或者違規(guī)、 違紀(jì)處分的申訴事宜。學(xué)生申訴處理委員會(huì)由學(xué)校主管校領(lǐng)導(dǎo)、相關(guān)學(xué)院和職 能部門負(fù)責(zé)人、法律專家、教師和學(xué)生代表組成。第五十七條 學(xué)生對(duì)處分決定有異議的,在接到學(xué)校處分決定書之日起 5 個(gè)工作日內(nèi), 可以向?qū)W校學(xué)生申訴處理委員會(huì)提出書面申訴。第五十八條 學(xué)生申訴處理委員會(huì)對(duì)學(xué)生提出的申訴

19、round moral, intellectual, physical and aesthetic education, the Jilin University (referred as the University hereafter) has drawn up these regulations on the basis of the Education Law, Higher Education Law, Regulations for the Administration of the Students of General Higher Institutions, Regulati

20、ons for the Admission of Foreign Students in Higher Institutions, and other related laws and regulations of China.Article 2: These regulations apply to all international undergraduate students (referred simply as students hereafter) enrolled in this university.Article 3: The University focuses on th

21、e education of professional personnel following the guiding principles and rules of education in China and keeps improving its quality; it administers all affairs abiding by law, maintaining a high demand to and constantly improving its management system and normalizing its managerial behavior; it u

22、nswervingly combines the enhancement of education with management and betters its art of administration incessantly.Article 4: All students must abide by the laws and regulations of China, as well as the regulations of the University; students should have good moral standard and conduct, study hard,

23、 be innovative, dare to face all challenges, and strive hard to master modern scientific knowledge and skills; students should pay attention to physical training to keep them healthy.Chapter 2 S tudent Rights and DutiesArticle 5: Students, once enrolled, have the following legal rights:1. to partici

24、pate all activities as arranged in the curriculum and make use of the education resources provided by the university;2. to join student groups, as well as recreation and sports activities;3. to apply for the Chinese government or University scholarships;4. to have the right of expecting fair evaluat

25、ion of their ideological/moral characters and academic achievements; to obtain relevant Certificates of Study, Degree Certificates and Diploma;5. to appeal against any decisions or penalties taken for their misconduct to the relevant offices of the university, the Student Appeal Board, or the Jilin

26、Provincial Education Department;6. to appeal for justice or file law suit against any violation of their legal rights such as right of person or property, infringed by the university, faculty or staff member;7. to enjoy any other relevant rights as defined by the laws and regulations of China.Articl

27、e 6: All students, once enrolled, must fulfill the following duties:1. to abide by the laws and regulations of China;2. to abide by the regulations of the university;3. to study hard and complete the required academic works;4. to pay the tuition and fees as required;5. to abide by the student conduc

28、t regulations, respect the faculty members, and to acquire good ideological, moral characters and behavior.Chapter 3 Management of Student RecordsSection 1: Enrollment and RegistrationArticle 7: New student admitted by the university should bring the Admission Notice, the completed Visa Application

29、for study in China as well as other relevant documents and come to the university Office of International Student (OIS) to register before the deadline as specified in the Admission Notice. If, for certain reason, the student cannot register on time, the student must ask leave for an extension perio

30、d of not more than 2 weeks. Those who have not asked for the leave and those who fail to register before the end of the extension period without proper reason such as force majeure will be lose their qualification as an admitted student.Article 8: The University will check the health condition of st

31、udents, as required by the regulations of the Chinese government; only healthy students can register and enroll. Students who fail the health check will be dealt with according to their different status, and may even lose their qualification. Students who are found to present fraudulent documents or

32、 use illegal ways to be admitted will be dismissed immediately.Article 9: Students with disease unfit to continue their study as diagnosed by government-appointed health and quarantine departments will have a suspension of schooling for a period of one year. Students who have rehabilitated during th

33、is period may resume schooling by application for readmission, but they will need a health re-exam by officially appointed health and quarantine departments. Students who cannot pass the re-exam or do not complete the registration and enrollment procedure on time will be disqualified.Article 10: At

34、the beginning of each semester, student should register in person at OIS within 2 weeks. Students who cannot register on time should give their explanations to the OIS. Students who have not paid their tuition and fees or cannot meet any other requirements of registration will not be registered.Sect

35、ion 2: Assessment and Academic RecordArticle 11: Students should take assessment of the courses and other curricular activities as required by the curriculum (hereafter all referred as courses). The result of assessment will be kept in the transcript and filed in the student personal record.Article

36、12: There are two ways of assessment: examination and pass/fail assessment. Only those who pass the assessment can earn the credits of the course.Article 13: For course that has already passed the assessment, if the student wishes to have a higher grading, the student may take the course again. The

37、final grading in the transcript will be the higher one, but the credit conferred will be counted only once, and the first earnedgrade willbe used in such activities as award or outstanding achievement competition.Article 14: If the student for some reason such as illness, hospitalization, etc. canno

38、t take the examination, an application for delaying the examination must be sent, agreed by the college and approved by the teaching affairs department. No separate examination will be given and the student has to take the next available final examination of the same course; if this conflicts with o

39、ther examination, it will be delayed till the next chance comes. A delayed examination is equally effective in the student's academic record as the normal one, grading points earned from daily achievement should be given by the original instructor and counted in the final grade. Missing the exam

40、ination for no reason will result a zero grade for the course.Article 15: Student may elect another specialty as minor, or elect courses from other major, paying appropriate fees as required. Approved by the university, student may elect courses from other university according to inter-university ag

41、reement. The grade/credit earned from the other university must be examined and verified by Jilin University for recognition.Article 16: Misconduct, such as cheating during the examination will lead to a zero grade of the course. The offender will be criticized and subject to disciplinary action whi

42、ch includes warning, serious warning, demerit, or probation on campus. The offender who behaves well afterwards will be given a chance to re-take the course before graduation.Article 17: Attendance of curricular activities is mandatory. Leave of absence must be asked and approved in advance; otherwi

43、se, the offender will be criticized or even subject to disciplinary action according to the University Regulations on Student Disciplinary Procedures. Leave of absence within 2 weeks can be approved directly by the corresponding college. Application for leave of absence longer than 2 weeks should be

44、 approved by the college first, and then sent to the OIS to be examined for a final approval, and kept in the student 's record.Section 3: Change of Major and Transfer to Other Higher InstitutionsArticle 18: Student who meets the following criteria may apply for a change of major:1. Being recogn

45、ized by the college as to have outstanding skills more suitable to take another major;2. Being recognized by the college as to have certain difficulty not suitable to stick to the original major but still suitable to take other appropriate majors of the university;3. Being qualified for certain crit

46、eria and having passed the examination for change of major.Article 19: The following criteria will exclude the student from change of major:1. Not meeting the criteria of the selected major or not accepted by the selected major.Article 20: Steps for the change of major include: application by the st

47、udent; consent by both of the related colleges; approval by OIS and completing the necessary procedures.Article 21: Students, who do have certain difficulties and thus cannot continue their study at Jilin University, may apply for a transfer to another higher institution. To transfer out of the Univ

48、ersity the student must be approved by the original college and OIS and go through the necessary procedures.Article 22: The following conditions exclude the transfer of institutions:1. Having studied in the University for less than one semester;2. Ordered to drop out of school;3. Without any proper

49、reason.Section 4: Suspension and Resuming of SchoolingArticle 23: Students may complete their study in separate stages, but the longest overall extension of the period of attendance (including the suspension of schooling) shall not exceed 2 years.Article 24: Students who apply for a suspension of sc

50、hooling or are demanded to suspend schooling should be approved by the corresponding college and OIS. In general, suspension of schooling is limited to one semester. Under special circumstances and approved by the University, the suspension period may be extended, but the overall period of extension

51、 must not exceed 2 years.Article 25: The University does not encourage marriage during the schooling years. If the student gets pregnant or has given birth to child, and is therefore inappropriate to study and live at the university, may have a suspension of schooling.Article 26: According to releva

52、nt regulations students serving military duty may keep their status of student not longer than 3 years.Article 27: Student who has suspended schooling shall leave the university campus after going through necessary procedure. During the suspension period, the person will no longer enjoy the status o

53、f an enrolled student.Article 28: When the suspension period ends, the student should send application to resume schooling within a week since the beginning of the new semester. It must be approved by the University before the student can resume schooling.Section 5: Drop Out of SchoolArticle 29: Und

54、er the following circumstances, student should drop out or be demanded to drop out of school:1. Not being able to earn the minimum number of credits required for the academic year;2. Not being able to complete the curriculum within the longest permissible time (including the suspension period) as re

55、quired;3. Not sending in application to resume schooling within 2 weeks after the suspension period has ended, or not being able to pass the re-examination and therefore not approved to resume schooling;4. Diagnosed by the hospitals appointed by the University to have mental disorder, epilepsy, etc.

56、 or unexpected injury that prevents the student to continue to study;5. Being absent from the school without asking for leave, or, though asked, but not approved, thus not being able to participate the required curricular activities for 2 continuous weeks or cumulatively for 3 weeks in one semester;

57、6. Not being able to register within 2 weeks after the beginning of the semester without any proper excuse;7. Asked to drop out of school by the student in person.Student who has dropped out of school must exit from China within the time limitallotted by thePublic Security Bureau.Section 6: Graduati

58、on, Completion of the Curriculum and Completion of the CoursesArticle 30: Student who has completed the courses required by the curriculum, and reached the standard established for graduation, can graduate and be conferred the diploma.Article 31: Student who has completed the courses required by the curriculum, but has not reached the standard established for graduation, may finish the study and will be issued a Certificate of Completion of Study.
