1、一、安全策劃管理制度1、目的為明確公司項目工程施工安全策劃的范圍、內(nèi)容、程序和要求，確保安全管理方針和安全管理目標的實現(xiàn)，特制定本管理制度。2、適用范圍本制度適用于本公司及本公司項目工程施工范圍內(nèi)的安全策劃管理。3、引用文件安全危害因素識別與風(fēng)險評價管理制度；法律和其他要求管理制度；安全目標和指示管理制度；文件控制管理制度；安全管理評審管理制度。4、安全策劃的范圍和內(nèi)容(1)安全策劃的范圍本公司的安全總體策劃；本公司的項目工程施工安全策劃(2)安全策劃的內(nèi)容 )本公司的安全總體策劃內(nèi)容 本公司的年度安全管理評審時間和安排； 本公司安全管理法律法規(guī)和其他要求的適用性確認及更新管理要求； 本公司安

3、況。（2）安全策劃的時間 本公司在每年的年初，根據(jù)本公司的安全管理方針、安全管理承諾和全年的項目工程任務(wù)情況， 進行本公司的安全總體策劃； 本公司在項目工程施工開工前，依據(jù)本公司安全管理承諾和安全管理方針、目標的要求，并針對本項目工程施工特點及要求，實施項目工程的安全策劃。（3）安全策劃的原則和策劃輸出形式1）安全策劃的原則 安全策劃應(yīng)與本公司或本項目工程的安全管理方針和安全管理承諾想一致，切應(yīng)滿足業(yè)主及相關(guān)方的安全管理要求； 安全策劃應(yīng)全面、具體，并具有可操作性。2）安全策劃的輸出形式 本公司安全總體策劃結(jié)果的輸出形式，是本公司的安全管理體系文件或公司年度安全管理計劃書（管理方案）及其相應(yīng)的

4、修改清單； 本公司項目工程安全策劃結(jié)果的輸出形式，是項目工程安全管理計劃書（管理方案）。項目工程安全管理計劃書（管理方案）可單獨編制，也可在項目工程施工技術(shù)方案中單列章節(jié)進行編輯。（4）安全策劃的程序1）本公司的安全總體策劃程序本公司的安全總體計劃，應(yīng)在每年的年初按以下策劃程序進行：在實施安全總體策劃前，本公司經(jīng)理應(yīng)依據(jù)管理評審管理制度的規(guī)定要求，負責(zé)主持安全管理評審會，對上一年度的安全管理工作組織管理評審，并分析確定或確認本公司的安全管理方針和安全管理目標；由公司質(zhì)量安全科長負責(zé)依據(jù)JAB/安全02.03 2003法律和其他要求管理程序的規(guī)定并結(jié)yuan,a n increaseof17.5

41、工程安全管理內(nèi)容A. 在編制項目工程安全管理計劃書（管理方案）時，應(yīng)根據(jù)本公司安全管理體系文件規(guī)定，并結(jié)合本項目工程的實際情況，明確項目工程安全管理的內(nèi)容和要求；B. 如項目工程管理直接采用本公司的安全管理體系文件規(guī)定時，可直接引用本公司安全管理體系文件的名稱與條款；如本公司安全管理體系規(guī)定不能滿足項目工程安全管理的特殊需要時，應(yīng)補充編制相應(yīng)的項目工程安全管理文件。本項目工程施工范圍內(nèi)的重要安全危害因素清單和適用的安全管理法律法規(guī)及其它要求清單。（ 2） 安全管理計劃書（管理方案）的更改1 ）當(dāng)發(fā)生以下條件變化時，安全管理計劃書（管理方案）應(yīng)進行相應(yīng)變更；施工活動內(nèi)容或施工措施（手段）發(fā)生變更

42、時；安全管理目標、指標發(fā)生變更時；安全危害因素發(fā)生變更時。2）安全管理計劃書（管理方案）的修訂和審批，執(zhí)行原安全管理計劃書（管理方案）的編制、審批規(guī)定。（ 3）安全管理計劃書（管理方案）的發(fā)放與實施管理1 ）安全管理計劃書（管理方案）的發(fā)放管理項目工程的安全管理計劃書（管理方案） ，由項目部安全負責(zé)人員負責(zé)依據(jù)文件控制管理制度的規(guī)定，組織受控發(fā)放, 并建立“安全管理文件發(fā)放記錄”；項目工程安全管理計劃書（管理方案） ，僅在其標明的項目工程范圍內(nèi)有效，超出其規(guī)定范圍時自動失效。2 ） 安全管理計劃書（管理方案）的實施管理各項目部的項目工程安全管理計劃書 （管理方案）， 由本公司經(jīng)理授權(quán)項目經(jīng)理負
