1、船舶防污染管理須知Instruction for ship preventing pollution1. 總則 General Rules1.1. 為了保護(hù)水域環(huán)境,防止船舶對水域及港口環(huán)境的污染,保障人體健康,減少經(jīng)濟(jì)損失,根據(jù)MARPOL 73/78防污公約和中華人民共和國海洋環(huán)境保護(hù)法以及中華人民共和國防止船舶污染海域管理?xiàng)l例等法規(guī),特制定本管理規(guī)則。 To protect water environment, prevent water and port environment from polluting of vessel, safeguard health, reduce eco
2、nomic loss, draw up this management regulation based on MARPOL 73/78 & Marine Environment Protection Law of the People's Republic of China and Preventing sea area from ship pollution control regulation of People's Republic of China1.2. 公司機(jī)務(wù)部負(fù)責(zé)船舶防污設(shè)備的備件供應(yīng)、產(chǎn)品更新;監(jiān)督指導(dǎo)協(xié)助船舶維修檢查防污設(shè)備;負(fù)責(zé)船舶排污的監(jiān)督和污
3、染事故的調(diào)查處理。 Technical department takes charge of the supply and model change of preventing pollution equipment and spare parts. Supervise, direct, assist ship maintain and checking preventing pollution equipment. Be in charge of monitoring ship pollution discharge and pollution accident investigation
4、and disposal.2. 船舶防污染的組織與職責(zé) Organization and responsibility of vessel preventing pollution2.1. 船舶防污染管理小組 Vessel preventing pollution management group2.1.1. 管理小組成員:組 長:船長 副組長:輪機(jī)長 、大副 組 員:其它技術(shù)船員Member:Headman: Captain Vice-headman: chief engineer, chief officer Member: other technology crew2.1.2. 管理小組
5、職責(zé)船舶防污染工作由船長總負(fù)責(zé)。船長應(yīng)經(jīng)常組織全體船員認(rèn)真學(xué)習(xí)、貫徹國內(nèi)防污法規(guī)及上級有關(guān)防污染文件,嚴(yán)格執(zhí)行港口防污規(guī)章,具體布置、監(jiān)督船舶各部門做好防污染工作。當(dāng)發(fā)生污染事故時,組織全體人員全力以赴控制和清除污染,減少經(jīng)濟(jì)損失,并及時向公司報告。調(diào)查了解污染事故的現(xiàn)場和事故經(jīng)過、原因及污染程度。審查污染事故報告,如實(shí)地向公司機(jī)務(wù)部報告事故情況。Responsibility -Captain is in charge of vessel preventing pollution -Captain should often organize all crew to study and impl
6、ement domestic preventing pollution laws and regulations, related document from higher authorities. Strictly comply with port preventing pollution regulations. Assign and monitor all departments to do well preventing pollution. -When pollution accident happens, organize all crew to control and elimi
7、nate pollution, reduce economic loss, report to company immediately. -Investigate scene, step, cause, degree of pollution accident -Investigate pollution accident report. Report faithfully the accident to technical department.3. 船舶防污染文書管理油類記錄簿垃圾記錄簿船上油污應(yīng)急計劃“未經(jīng)處理的生活污水排放率”由船旗國主管機(jī)關(guān)或其認(rèn)可的機(jī)構(gòu)批準(zhǔn)Document mana
8、gement of vessel preventing pollution- Oil Record Book- Garbage Record Book- Shipboard Oil Pollution Emergency Plan-Untreated sewage release rate approved by flag state authorities or organization accepted by it.3.1. 關(guān)于油類記錄簿的管理 Management for Oil Record Book3.1.1. 船用油類記錄簿適用船舶所有機(jī)器處所的作業(yè)記錄。 Oil record
9、book on board applies for work record for all machinery space on board.3.1.2. 所有船舶機(jī)器處所作業(yè)記錄的油類記錄簿由輪機(jī)長負(fù)責(zé)保管,嚴(yán)格按油類記錄所填寫的要求,由值班輪機(jī)員將每項(xiàng)作業(yè)如實(shí)詳細(xì)地填入油類記錄簿中要注意記載程序。 Oil record book is kept by chief engineer. As demand, duty engineer fill in oil record book faithfully and detailed, heed the procedure.3.1.3. 每記錄完一
10、頁,由船長審核簽字。 Captain signatures are required for each page.3.1.4. 填寫油類記錄簿時,應(yīng)將日期、作業(yè)代號和細(xì)目的數(shù)碼記入相應(yīng)的表格內(nèi),所要求的細(xì)節(jié),應(yīng)按年月日順序記入空欄。 Fill date, work number, number of detailed catalogue into corresponding column. Details fill in blank column as time sequence.3.1.5. 油類記錄簿每記完一本,應(yīng)在船保留三年,在三年后上繳公司機(jī)務(wù)部。 After Oil Record B
11、ook being finished, should be kept on board for three years and then submitted to the company technical department3.1.6. 如需換新的油類記錄簿時,應(yīng)通過船籍港的主管機(jī)關(guān)認(rèn)購(須加蓋核發(fā)機(jī)關(guān)的印章),或向公司機(jī)務(wù)部申領(lǐng)。 If need to change new Oil Record Book, should buy from flag state authorities (stamped by authorities) or apply to company technic
12、al department.3.2. 關(guān)于垃圾記錄簿的管理 Management for Garbage Record Book3.2.1. 適用于所有垃圾處理作業(yè)記錄。 Apply for work record for garbage3.2.2. 由大副負(fù)責(zé)記錄和保管。 Chief officer is in charge of recording and keep it.3.2.3. 每記錄完一頁由船長審核簽字。 Captain signatures are required for each page.3.2.4. 填寫垃圾記錄簿時,應(yīng)將日期,作業(yè)代號和細(xì)目的數(shù)碼記入相應(yīng)的表格內(nèi),所要
13、求的細(xì)節(jié)應(yīng)按年月日順序記入空欄。 Fill date, work number, number of detailed catalogue into corresponding table. Details fill in blank column as time sequence.3.2.5. 垃圾記錄簿每記錄完一本,應(yīng)在船保留在三年,三年后上繳公司機(jī)務(wù)部。 After Garbage Record Book being finished, should be kept on board for three years and then submitted to the company te
14、chnical department3.2.6. 如須換新的垃圾記錄簿時,應(yīng)通過船籍港的主管機(jī)關(guān)認(rèn)購(須加蓋核發(fā)機(jī)關(guān)的印章)或向公司機(jī)務(wù)部申領(lǐng)。 If need to change new Garbage Record Book, should buy from flag state authorities (stamped by authorities) or apply to company technical department.3.3. 關(guān)于船上油污應(yīng)急計劃的管理 Management for Shipboard Oil Pollution Emergency Plan3.3.1.
15、船上油污應(yīng)急計劃是所有船舶必須配備的重要文件,是防止油污證書法定檢驗(yàn)的內(nèi)容之一。 Shipboard Oil Pollution Emergency Plan is necessary document on board. It is one of statutory inspection as International Oil Pollution Prevention Certificates.3.3.2. 船長應(yīng)按照船舶證書的管理規(guī)定,妥善保管船上油污應(yīng)急計劃。 Captain should keep Shipboard Oil Pollution Emergency Plan as s
16、hips certificate management regulations.3.3.3. 船長應(yīng)按照船上油污應(yīng)急計劃附錄中的有關(guān)要求,各項(xiàng)必須填寫的記錄內(nèi)容要認(rèn)真及時填寫,不得遺漏。 Captain should fill in earnestly and in timely without omission as the demand of appendix of Shipboard Oil Pollution Emergency Plan.3.4. 關(guān)于“未經(jīng)處理的生活污水排放率”的管理,應(yīng)遵守船旗國主管機(jī)關(guān)的規(guī)定。 Management for Untreated sewage re
17、lease rate should comply with the regulation of flag state authorities.4. 防污染管理 Pollution prevention management4.1. 甲板日常防污染管理 Daily pollution prevention management on deck4.1.1. 保持甲板清潔,無垃圾、油跡。 Keep deck clean, no garbage and oil stains.4.1.2. 檢查并保持甲板動力液壓管系及設(shè)備無泄漏、積油。發(fā)現(xiàn)液壓管系及設(shè)備泄漏時應(yīng)及時處理并通知輪機(jī)部修理。 Check d

If any, should inform engine department for repair.4.1.3. 加強(qiáng)涉及油污作業(yè)的管理。港內(nèi)需對船殼進(jìn)行油漆作業(yè)時,應(yīng)事先向港口主管機(jī)關(guān)申報,待批準(zhǔn)后方可施工,同時作業(yè)中應(yīng)避免油漆污染港口水域。 Strengthen management related to oil pollution. If need to paint hull in port, should app
19、ly to port authorities in advance, work after getting approval, meantime avoid polluting port water when work.4.1.4. 任何人員均不得將船上棄置物和垃圾隨意投入港口水域。 Discard and garbage on board can not be at will threw into port water.4.1.5. 港內(nèi)不準(zhǔn)隨意使用消油劑,如需使用,應(yīng)事先取得港口主管機(jī)關(guān)的同意。 In port oil remover can not be at will used. If
20、 use, should get the approval of port authorities in advance.4.1.6. 壓載水的排放,按有關(guān)規(guī)定執(zhí)行。 Ballast water operation should comply in accordance with the relevant regulations of the convention.4.2. 機(jī)艙污水排放 Bilge water discharge in engine room4.2.1. 停泊在錨地、港池內(nèi)的船舶,禁止向舷外排放污水。 Bilge water discharge forbidden when
21、mooring at anchorage or in harbour basin.航行在特殊區(qū)域以外的船舶排放污水應(yīng)遵照73/78MARPOL公約和中華人民共和國防止船舶污染海域條例的有關(guān)規(guī)定進(jìn)行排放。 According to 73/78 MARPOL international convention and Preventing sea area from ship pollution control regulation of People's Republic of China, ship in navigation should discharge bilge water o
22、ut of special area.4.2.2. 船舶不在特殊區(qū)域內(nèi); Vessel is not in special areas4.2.2.1. 船舶距最近陸地五十海里以上; More than 50 nautical miles from nearest lands4.2.2.2. 船舶正在途中航行,航速不小于7節(jié);Speed not less than 7 knots in navigation.4.2.2.3. 排出物的含油量小于15PPM; Oil content in discharge water should be no more than 15ppm in navigat
23、ion4.2.2.4. 船上所設(shè)油水分離設(shè)備或過濾設(shè)備正在運(yùn)轉(zhuǎn)。 In the operation of oily water separation equipment, filter equipment on board4.2.3. 航行在特殊區(qū)域以內(nèi)的船舶不準(zhǔn)排放污水。 No discharge in special area 4.2.4. 船舶航行排放機(jī)艙污水,應(yīng)加強(qiáng)與駕駛臺的聯(lián)系,做好油類記錄簿的記錄,注意排放時間和排量的填寫。 Ship in navigation discharging bilge water in machinery space should contact wi
24、th bridge and fill in oil record book paying attention to discharge time and quantity.4.3. 防污設(shè)備管理 Management of pollution prevention equipment4.3.1. 加強(qiáng)船舶油水分離器、生活污水處理裝置等防污設(shè)備的運(yùn)行管理,做好維護(hù)、保養(yǎng),確保設(shè)備處于良好使用狀態(tài)。 Strengthen running management for oily water separator, sewage treatment equipment and other polluti
25、on prevention equipment. Do well maintenance and ensure equipment in good order.4.3.2. 船舶防污設(shè)備有故障影響正常排放,船上又無能力排除故障時,應(yīng)盡快報公司主管部門聯(lián)系修理。 Failure of pollution prevention equipment influences normal discharge, meantime crew can not solve problem by themselves, should report to company department in charge f
26、or repair.4.3.3. 油水分離器處在正常狀態(tài)時,禁止亂設(shè)接頭或軟管,繞開油水分離器強(qiáng)行排放。 OWS (oily water separator) unauthorized connection or hose for bypass discharge is prohibited.4.3.4. 除在非常情況下,禁止使用通用泵及消防泵排放機(jī)艙污水。 Except in emergency, use of the general pump or fire fighting pump to discharge bilge water in engine room over board i
27、s prohibited.4.3.5. 確認(rèn)使用專用泵浦排放壓載水和供消防水,并保證所使用的管系清潔無油污。通至壓載艙的總閥用后應(yīng)及時關(guān)閉。 Ensure use specific pump to discharge ballast and supply firefighting water and ensure no oil stains in using pipe system. Close the ballast main valve to ballast tanks after use.4.4. 防止污油、污水漏入艙底。 Prevent dirty oil, bilge water f
28、rom leaking to the bottom.4.4.1. 燃油、滑油轉(zhuǎn)駁艙(柜)時應(yīng)慎重操作,杜絕駁運(yùn)時漏入艙底。 Transfer fuel oil and lube oil prudently against leakage to bottom.4.4.2. 曲軸箱、齒輪箱、油底殼等更換下來的廢油,應(yīng)收集入污油艙柜,不得放置艙底。 Waste oil changed from crankcase, gear box, oil sump should be collected to dirty oil tank, no placing on bilge.4.4.3. 保持機(jī)械設(shè)備的油
29、管、閥門、道門等不滴漏油。 Keep oil pipe, valve, door of machinery no spillage and leakage of oil4.4.4. 燃油、滑油分油機(jī)排渣柜中的油渣,應(yīng)及時排入污油艙(柜),不得到入艙底。 Oil sludge in FO & LO sludge tanks should be transferred to dirty oil tank in time. No draining to bottom.4.4.5. 清洗零部件使用過的污油,應(yīng)集中到入污油艙(柜),不得到入艙底。 Dirty oil used for clean
30、ing parts should be collected into dirty oil tank. No discharging to bilge.4.4.6. 燃油、潤滑油等集油柜出現(xiàn)高液位時,應(yīng)及時駁空,以防溢入艙底。 When being high level in collecting tanks, should transfer empty of the collecting tank to avoid spilling oil to bilge.4.4.7. 油柜及其它設(shè)備的集油盤(槽)通至各集油柜的管路要保持暢通,有缺損部位要及時修復(fù)。 Keep the pipes to th
31、e accumulator trays of tanks and other equipment unlocked. Damaged parts should be repaired in time.4.4.8. 值班人員應(yīng)經(jīng)常檢查各海、淡水泵的填料盤根及管系有無漏泄現(xiàn)象,采取相應(yīng)措施,以減少艙底水量。 Duty crew should often check if stuffing tray and pipe system of sea/fresh water pump for leakage. Take appropriate measure to reduce water quantit
32、y in bilge.4.4.9. 嚴(yán)禁將洗滌劑倒入艙底,以免造成油水分離器監(jiān)控裝置失靈。 Detergent is prohibited to pour into bilge. It can avoid monitor device of oily separator malfunction.4.5. 污油、污水艙(柜)管理 Dirty oil, bilge water tank management4.5.1. 機(jī)艙人員應(yīng)詳細(xì)了解污油艙(柜)、污水艙(柜)的容量及測量孔、透氣孔、標(biāo)準(zhǔn)排放接頭的位置。 Engine room crew should be familiar with the
33、capacity of the dirty oil and bilge water tanks, and the positions of sounding pipe, vent cap and standard connector.4.5.2. 污油艙(柜)、污水艙(柜)的液位警報系統(tǒng),要經(jīng)常檢查試驗(yàn),使其處于正常狀態(tài)。 Should often check level alarm system of dirty oil tank, bilge water tank, keep them in normal condition.4.5.3. 駁運(yùn)污油艙(柜)、污水艙(柜)的污油水時,應(yīng)堅守崗
34、位,勤測量,以防發(fā)生溢漏。 When transfer dirty oil, bilge water in dirty oil tank and bilge water tank, should stick to positions, often sound to avoid spillage and leakage.4.5.4. 污油艙(柜)、污水艙(柜)高液位報警時,要及時處理,以防溢入艙底。 When being high level of dirty oil tank and bilge water tank alarms, dispose in time to avoid spill
35、ing into bilge.4.6. 申請接收處理污油、污水程序 Procedure for applying for discharging the dirty oil or bilge water to shore reception facilities4.6.1. 輪機(jī)長應(yīng)通過船長向機(jī)務(wù)主管書面或口頭申請,由與公司簽訂接收協(xié)議的單位負(fù)責(zé)到船接收。 Chief engineer should apply to Technical Superintendent in written or in oral through captain, the receiving company whi
36、ch sign agreement with our company is responsible to receive from ship.4.6.2. 接受作業(yè)完畢,應(yīng)向接受單位索取具有接受時間、地點(diǎn)、數(shù)量的單據(jù),輪機(jī)長依此向海事部門申請簽發(fā)船舶殘油接受處理證明,并將此證明附于油類記錄簿上存檔。 After receive, should ask for document showed receiving time, place, quantity from receiving party. Chief officer should apply maritime department to
37、 issue receiving testimony for receiving ship residual oil” and attached this testimony to Oil Record Book4.7. 污油、污水接收注意事項(xiàng) Notes of discharging dirty oil or bilge water to shore reception facilities.4.7.1. 機(jī)艙污水超過船上的儲存能力時,應(yīng)及時向船舶所在地港口主管機(jī)關(guān)申請接收。 When bilge water quantity in engine room is over the store
38、 capacity, should in time apply to local port authority to receive.4.7.2. 當(dāng)接收車、船的輸油管連接好本船標(biāo)準(zhǔn)排放接頭時,應(yīng)檢查、緊牢另一舷的接頭盲板。 When pipelines of receiving boat, truck connect with standard connector of vessel, should check and fasten another side blind board.4.7.3. 堵好甲板出水孔,備好漏油的應(yīng)急工具、用品。Plug the scuppers on deck,
39、prepare for emergency tools and materials for leakage. 4.7.4. 指派專人進(jìn)行操作排放。 Assign specific person to operate discharge.4.7.5. 加強(qiáng)與接收方的密切聯(lián)系,確認(rèn)泵的起動、停止信號壓力、排量等。 Strengthen communication with receiving party, confirm the signal for start of pump, stop, pressure and pump rate etc.4.7.6. 加強(qiáng)輸送管路的檢查,嚴(yán)守當(dāng)值崗位,防止
40、發(fā)生冒油。 Strengthen checking transport pipe, stick to positions, avoid spillage and leakage.4.7.7. 接收作業(yè)結(jié)束時,在確認(rèn)輸送管內(nèi)無殘油后方可將其拆除。 When operation finish, dismantle the pipe only after ensuring no residual oil in pipelines.4.8. 燃油油渣的處理 Treatment of FO residue4.8.1. 燃油產(chǎn)生的油渣禁止排放入海,應(yīng)抵港申請接收處理。 FO residue is proh
41、ibited to discharge into sea. Should apply for receiving when arriving port.4.8.2. 應(yīng)將作業(yè)情況記入油類記錄簿。 Fill work operations in Oil Record Book.4.9. 機(jī)艙油污垃圾的處理 Treatment of oil stains and garbage in engine room4.9.1. 機(jī)艙產(chǎn)生的油污垃圾應(yīng)集中裝入專用塑料袋或垃圾桶。 Oil stains and garbage in engine room should be collected into pl
42、astic bag or garbage barrel.4.9.2. 禁止將油污垃圾傾倒入海 Discharging oil stains and garbage into sea is prohibited.4.9.3. 油污垃圾的處理,抵港時申請港口主管機(jī)關(guān)接收處理。 When ship arrive port, should apply port authorities to receive oil stains and garbage.4.9.4. 油污垃圾處理的方法、地點(diǎn)、時間等情況,應(yīng)及時記入油類記錄簿1項(xiàng)。 Way, position, time of treatment sho
43、uld be filled in Oil Record Book.4.10. 污水處理裝置的使用管理 Management for sewage treatment unit4.10.1. 停航期間(對有要求的港口)During suspending shipping service (only for port needed)4.10.1.1. 將船上的生活污水處理裝置投入運(yùn)行。 Put the sewage treatment unit into operation on board.4.10.1.2. 或?qū)⑸钗鬯图S便柜入糞便柜內(nèi),待港口接收。 Or Keep the grey wat
44、er and black water in holding tanks and wait for port receiving.4.10.2. 航行中不得將糞便內(nèi)污水和糞便傾刻排光,應(yīng)以不小于4節(jié)的船速,以中等速率進(jìn)行排放。 In navigation, grey water and black water can not be discharged within a short time. Should discharge them at a moderate speed with vessels speed not less than 4 knots.4.10.3. 生活污水的排放率應(yīng)符合
45、“未經(jīng)處理的生活污水排放率”批準(zhǔn)書的要求 Sewage release rate should comply with Untreated sewage release rate.5. 加裝燃、潤油防污染管理 Management for bunkering fuel oil and lube oil5.1. 總則 General Rule5.1.1. 船舶加裝燃潤油工作的總負(fù)責(zé)人是輪機(jī)長,任何加油的文件、單據(jù)、油樣等應(yīng)交輪機(jī)長本人簽署,并予以確認(rèn)。 Chief engineer is in charge of bunkering. All document, bill, oil sample
46、s related to oil loading should be signed and confirmed by himself.5.1.2. 船長應(yīng)將加油港口的有關(guān)防污染規(guī)定及加油要求,及時通知輪機(jī)長。 Captain should inform in time chief engineer about relevant pollution prevention regulations and demand of bunkering port.5.1.3. 做好加裝燃潤油全過程的管理,全過程是指:油船(駁)到達(dá)至離開本船或本船靠上至離開加油碼頭。在此期間各部門應(yīng)加裝燃油、潤滑油作為作全船
47、工作,通力合作,加強(qiáng)值班責(zé)任心。防止發(fā)生油污染事故。 Manage all process of bunkering. All progress means that from oil supply boat (barge) arrival to leave or from ship getting alongside bunker berth to leave. During loading, it is looked on as work for all crew. All crew should cooperate and strengthen responsibility to pre
48、vent pollution accident.5.1.4. 原則上加油工作須在白天完成,若必須在夜晚加油時,必須增加值班人員和準(zhǔn)備充足的照明設(shè)備。 In principle bunkering should be implemented at day time. If oil loading should be done at night, should increase duty crew and prepare for enough lighting equipment.5.1.5. 靠碼頭裝油時,應(yīng)牢固系泊船只,所用纜繩應(yīng)良好,有足夠的拉力。值班水手應(yīng)經(jīng)常巡視及調(diào)整系泊纜繩,在潮水漲落
49、幅度大港口更要加強(qiáng)上述工作。 If bunkering at berth, should fasten ship with good mooring lines which have enough pull force. Duty crew should often patrol and adjust mooring lines. If tide rise and fall has a big range, above mentioned work should be strengthened. 5.1.6. 加油場所應(yīng)懸掛禁止煙火警告牌。 No smoking warning board s
50、hould be hung in work site.5.2. 受油前的準(zhǔn)備 Preparation before bunkering5.2.1. 主管加油的二管輪在制定裝油計劃時,應(yīng)預(yù)先計算好所加油艙的存油量,安排好加油艙柜的加油數(shù)量及加裝的先后順序,并留合適的空檔,先受油的油艙空檔一般為總艙容的10%為宜,而最后受油艙的空檔應(yīng)在20%左右。 When third engineer makes the bunkering plan, should calculate remain oil quantity in tank, arrange loading quantity for diffe
51、rent oil tank and loading sequence, reserve appropriate margin. Earlier receiving oil tank should reserve 10% capacity as margin, margin for the last receiving oil tank should be about 20% capacity.5.2.2. 主管二管輪應(yīng)同大副商定裝油艙序及加裝量,調(diào)整好船舶吃水,保持船舶平衡。 Third engineer should discuss with chief officer the bunker
52、ing sequence and loading quantity, adjust draft to keep ship stability.5.2.3. 寒冷天氣受油,應(yīng)注意油溫,防止已進(jìn)艙燃油因流動性差影響測量,發(fā)生冒油。 When it is cold, should heed oil temperature. Prevent to influence measurement and to spill due to bad fluid of incoming oil.5.2.4. 制定溢油應(yīng)急計劃,并確認(rèn)發(fā)生意外時,供、受雙方各采取的應(yīng)急措施。為預(yù)防意外,應(yīng)備好應(yīng)急工具和應(yīng)急物品;如空桶
53、及吸油材料、化學(xué)消油劑、鋸末、棉紗、破布等。 Draft oil pollution emergency plan, and confirm emergency measure taken by supply party and receive party when accident happens. To prevent accident, should prepare for emergency tools and emergency materials such as empty barrels, oil absorber, oil remover, sawdust, cotton ya
