4、體分兩階段工作.Incombinationwiththeurbandesignoptimization,thisinternationalconsultationontransportationplanningshallcarryoutthewhole-processconsultingservicefromtransportationplanninganddesigntotrafficmanagement,whichwillconsistoftwophases.第一階段:由入圍設(shè)計機(jī)構(gòu)結(jié)合既有城市與地下空間規(guī)劃,明確片區(qū)綜合交通運(yùn)輸體系開展目標(biāo)和策略,梳理并提出規(guī)劃路網(wǎng)及地下道路網(wǎng)絡(luò)、軌道、
5、樞紐、常規(guī)公交、慢行、停車、交通治理及交通智慧化等系統(tǒng)的初步方案,落實初步可行性,并提出片區(qū)整體的交通規(guī)劃一交通設(shè)計一交通建設(shè)運(yùn)營全過程初步解決方案.Phase1:Incombinationwithitscurrenturbandesignandundergroundspaceplanning,theshortlisteddesignfirmsshalldefinethedevelopmentgoalandstrategyofthearea'scomprehensivetransportationsystem,sortoutandproposeapreliminaryplannings

7、nt.第二階段:第一名方案設(shè)計機(jī)構(gòu)與技術(shù)咨詢效勞單位共同深化完善第一階段成果,開展軌道、樞紐及重要道路含地下道路網(wǎng)絡(luò)交通詳細(xì)規(guī)劃,并與城市設(shè)計優(yōu)化、智慧城市研究、片區(qū)統(tǒng)籌開發(fā)建設(shè)與運(yùn)營專題及濱海大道總部基地段綜合交通改造規(guī)劃做好協(xié)同對接工作,形成深圳灣超級總部基地片區(qū)綜合交通提升規(guī)劃與交通詳細(xì)規(guī)劃最終成果.Phase2:The1stplaceshallworkwiththetechnicalsupportteamtodeepenandrefinethedeliverablesofPhase1,carryoutdetailedtransportationplanningforurbanrailw

9、rojectLocation深圳灣填海區(qū)位于華僑城地區(qū)南部的濱海地區(qū),是塘朗山-華僑城-深圳灣城市功能空間軸的核心城市功能區(qū)段之一.該片區(qū)南接深圳灣,與香港隔海相望,北倚華僑城內(nèi)湖濕地,西鄰沙河高爾夫球場,東至華僑城歡樂海岸;城市軌道2號線、9號線、11號線(機(jī)場快線)等在該片區(qū)交匯,使該片區(qū)成為環(huán)深圳灣地區(qū)自然景觀條件得天獨(dú)厚、城市門戶形象突出、未來城市綜合開發(fā)價值極高的區(qū)域.LocatedinthesoutherncoastalareaofShenzhenOCT,ShenzhenBaySuperHeadquartersBaseisacoresegmentoftheTanglangMount
10、ain-OCT-ShenzhenBayurbanfunctionalspaceaxis.ItadjoinsShenzhenBayonthesouth,overlookingHongKongacrossthesea,theinnerlakewetlandofOCTonthenorth,SandRiverGolfCourseonthewest,andOCTHarborontheeast.UrbanrailwayLine2,9and11(airportexpressline)intersecthere,makingitanareawithuniquenaturallandscape,prominen
11、turbangatewayimageandhighvalueofintegratedurbandevelopmentinthefuture.1.2 規(guī)劃范圍PlanningScope本次交通規(guī)劃核心研究范圍為濱海大道、深灣一路、深灣五路、白石三道、白石路所圍合的區(qū)域,用地面積117公頃,規(guī)劃研究范圍擴(kuò)展至北環(huán)大道,濱海大道,沙河西路,僑城東路圍合的區(qū)域.ThecoreresearchscopeofthistransportationplanningistheareaenclosedbyBinhaiBoulevard,Shenwan1stRoad,Shenwan5thRoad,Baishi3rd

15、parking,trafficmanagement,smarttrafficandothersystemstoestablishacompletecomprehensivetrafficsysteminthearea.(3)配合片區(qū)綜合交通規(guī)劃開展軌道、樞紐及重要道路(含地下道路)交通詳細(xì)規(guī)劃,穩(wěn)定其空間布局、組織方式、落實方案可行性,協(xié)同各類交通設(shè)施與片區(qū)城市設(shè)計、地下空間的相互關(guān)系,并指導(dǎo)下階段工程設(shè)計.Incoordinationwiththecomprehensivetransportationplanningofthearea,carryoutdetailedtrafficplann

17、濱海大道下穿方案、地下軌道現(xiàn)狀與未來規(guī)劃,統(tǒng)籌地下與地面空間交通規(guī)劃,以現(xiàn)有創(chuàng)新科技手段,打造立體交通模式.IncombinationwiththeBinhaiBoulevardunderpassprojectaswellasthecurrentstatusandfutureplanningofundergroundrailway,coordinatethetrafficplanningofundergroundandgroundspace,andbuildathree-dimensionaltrafficmodewithexistinginnovativetechnologicalmeans
18、.(5)結(jié)合片區(qū)綜合交通規(guī)劃方案,協(xié)同城市設(shè)計與地下空間,對片區(qū)整體地下道路的網(wǎng)絡(luò)規(guī)劃、詳細(xì)設(shè)計及交通建設(shè)運(yùn)營開展全過程咨詢,提出整體解決ZutKoIncombinationwiththecomprehensivetransportationplanofthearea,coordinatewiththeurbandesignandundergroundspace,carryoutwhole-processconsultingonnetworkplanning,detaileddesign,trafficconstructionandoperationofthewholeundergroundr

20、地開發(fā)與交通基建進(jìn)行定量評估分析和交通需求預(yù)測,制定綜合交通體系開展目標(biāo)、交通方式結(jié)構(gòu),提出交通開展政策和策略.Collectrelevantdata,carryoutinvestigationandresearchonitscurrentstatus,analyzeandevaluatethecurrenttrafficstatus,carryoutquantitativeevaluationandanalysisonlanddevelopmentandtrafficinfrastructureconstructionaswellasthetrafficdemandforecasting,d

24、portationplanningincludesthreeparts,namely,thedetailedtrafficplanningofgroundroads,detailedtrafficplanningofundergroundroads,anddetailedplanningofurbanrailwayandbuses.(1)地面道路交通詳細(xì)規(guī)劃DetailedTransportationPlanningofGroundRoads針對超總片區(qū)內(nèi)部所有地面道路,提出平面、縱斷面、橫斷面及交叉口渠化方案等,到達(dá)修建性詳細(xì)規(guī)劃深度.Asforallinteriorgroundroadso
25、fShenzhenBaySuperHeadquartersBase,proposetheplane,longitudinalandtransversesectiondesignaswellasthecanalizationofintersections,etc.,whichshallreachtheconstructionaldetailedplanningdepth.(2)地下道路交通詳細(xì)規(guī)劃DetailedTransportationPlanningofUndergroundRoads在片區(qū)內(nèi)部地下道路網(wǎng)絡(luò)布局方案根底上,提出地下道路平面、縱斷面、橫斷面、豎向限制標(biāo)高及地庫出入口銜接方案,

27、gofUrbanRailwayandBuses開展軌道線站位詳細(xì)規(guī)劃,提出詳細(xì)的軌道線路選線方案、站點(diǎn)設(shè)置詳細(xì)方案及換乘概念性人流組織方案;開展中運(yùn)量公交線站位詳細(xì)規(guī)劃,對采用的系統(tǒng)模式進(jìn)行論證分析,提出詳細(xì)的中運(yùn)量線路選線方案和站點(diǎn)設(shè)置詳細(xì)方案;開展公交場站詳細(xì)規(guī)劃,提出公交場站詳細(xì)選址方案.Carryoutdetailedrailwaystationlocationplanning,proposeadetailedrailwaylineselectionscheme,adetailedstationsettingschemeandaconceptualfloworganizationsch

29、s.3.4地下道路運(yùn)營治理模式研究ResearchontheOperationandManagementModeofUndergroundRoads調(diào)研國內(nèi)外地下道路、地下環(huán)路及類似工程的運(yùn)維模式、建設(shè)模式,分析比較各類模式的優(yōu)缺點(diǎn)、適應(yīng)性和針對性.研究劃定地下道路各階段(權(quán)責(zé))界面,并對界面兩側(cè)相關(guān)問題進(jìn)行分析協(xié)調(diào),提出合理的運(yùn)營維護(hù)方案和資金籌措(即投資界面劃分)方案,并細(xì)化日常運(yùn)行及養(yǎng)護(hù)維修的作業(yè)模式、作業(yè)要求、作業(yè)流程及作業(yè)臺帳.在聯(lián)動管控機(jī)制的根底上,制定地下道路的智慧化管控方案并提出協(xié)同治理方案,對多主體的跨界治理體系進(jìn)行整合.Investigatethemaintenancean
