2、 response process in accordance of the companys hazards identified, and reduces the damage or impact to alarp. 1. 范圍 為有效預(yù)防和掌握事故發(fā)生，保證公司員工人身平安和設(shè)備財(cái)產(chǎn)不受損害，對(duì)于公司可能發(fā)生緊急狀況的危急源點(diǎn)能夠通過(guò)預(yù)先掌握、應(yīng)急反應(yīng)、事后處理等三個(gè)階段有效地開(kāi)展各項(xiàng)應(yīng)急救援工作，把所發(fā)生的事故（大事）的損害與影響降低到最小程度，制訂本規(guī)定。 2. scope of application this procedure applies to emergency prep

3、aredness and response for all accident/ incident and emergency in all wison operating locations and sites, including those where work is being undertaken on behalf of wison. it includes the following items but not limited to: a. workshop and construction area of the company; b. office building, offi

4、ce in the workshop and rest areas; c. warehouse and site work area; d. working over water (work area the company has management authority for) e. self rescue activity when significant accident or emergency occurred nearby endangers safety of our company. all department and project team as well as in

5、terested parties within the scope of the company shall follow the requirements of general principle of the emergency response plan, and act in accordance with the emergency response plan in the event of any emergency. if there is any conflict between this procedure and national laws, regulations, th

6、is emergency response plan will amend to meet requirements of the above laws and regulations. 2.適用范圍 本程序適用于公司管轄區(qū)域和負(fù)有管理權(quán)限的活動(dòng)范圍內(nèi)所發(fā)生的危急源點(diǎn)的健康平安環(huán)境事故（大事）、險(xiǎn)情的應(yīng)急預(yù)備和響應(yīng)。包括但不限于下列描述： a. 公司各單位的工作車間、設(shè)備制造場(chǎng)所； b. 辦公樓宇、車間內(nèi)部人員辦公及休息場(chǎng)所； c. 施工場(chǎng)地各單位的庫(kù)房、現(xiàn)場(chǎng)作業(yè)區(qū)； d. 水上作業(yè)區(qū)（負(fù)有管理權(quán)限的作業(yè)區(qū)域）； e. 周邊單位發(fā)生重大事故或險(xiǎn)情，危及我公司平安時(shí)的自我搶救活動(dòng)。 各部門(mén)和項(xiàng)目

7、組及在公司管轄內(nèi)的相關(guān)方均應(yīng)遵守公司應(yīng)急救援預(yù)案的總體原則要求，當(dāng)緊急狀況發(fā)生時(shí)，必需根據(jù)公司應(yīng)急預(yù)案的統(tǒng)一要求開(kāi)展應(yīng)急救援活動(dòng)；若本規(guī)定同上級(jí)主管機(jī)關(guān)、國(guó)家法律條款發(fā)生沖突時(shí)，本公司應(yīng)急預(yù)案應(yīng)自動(dòng)修改并符合其要求，其他規(guī)定則按要求執(zhí)行。 3. organization a. emergency response command center is the highest command organization of for the emergency work of wison (nantong) heavy industry co., ltd. the emergency respons

10、the first emergency response organization in case of emergency. it ensures the contact and communication with higher-up emergency command department, implements emergency response work in time, and can be divided into emergency squad team, rescue team, communication and information team, guard team,

12、主任：平安環(huán)保部部長(zhǎng)。成員：平安環(huán)保部全體成員 c.應(yīng)急小組：應(yīng)急小組是在緊急狀況下的第一應(yīng)急響應(yīng)機(jī)構(gòu)，保證與上級(jí)應(yīng)急指揮部門(mén)聯(lián)系溝通，準(zhǔn)時(shí)落實(shí)應(yīng)急狀況下的各種應(yīng)急響應(yīng)工作，可根據(jù)響應(yīng)時(shí)的不同職能分為搶險(xiǎn)組、搶救組、通訊聯(lián)絡(luò)和情報(bào)組、警戒組等，組員對(duì)小組長(zhǎng)負(fù)責(zé)。應(yīng)急小組成員組成如附件一所示。 4. roles and responsibilities 4.1 roles and responsibilities of emergency command center a. responsible for organizing and preparing emergency response p

15、deciding time, content and method of external report or application for support. g. responsible for organizing aftermath treatment of emergency incident and investigation work of accident, and preparing countermeasures. 4.2 roles and responsibilities of emergency response office a. responsible for o

16、rganizing and implementing contents of emergency response plan. b. responsible for issuing forecast according to available information duly, organizing to establish emergency duty room, and taking proper emergency preventive measures. c. responsible for assisting emergency command center under emerg

17、ency, circulating each decision and arrangement, coordinating and arranging rescue force of its area, and carrying out rescue work quickly and effectively. d. responsible for reporting implementation of emergency response plan and emergency response under emergency to emergency command center. e. re

18、sponsible for drafting emergency drill plan, preparing drill program and organizing training and implementation. 4.3 roles and responsibilities of each emergency response team a. responsible for emergency response as per team functions when emergency occurs. b. responsible for reporting information

19、to emergency response office or emergency duty room at any moment. c. responsible for participating in trainings and drills as per relevant requirements. 4.3.1 emergency squad team: a. responsible for using each kind of emergency materials to develop emergency rescue and disaster relief works. b. re

20、sponsible for eliminating, controlling of emergency, and preventing influence from being increased and extent from being deepened. c. responsible for removing hazardous materials or other materials around the accident scene to prevent and minimize leakage. d. responsible for organizing external rele

21、vant parties in the site to provide cooperation in their power. e. responsible for rescue injured person out of the accident area, so as to provide conditions for rescue. f. responsible for cooperating with external support (fire brigade, etc.) to carry out emergency rescue and disaster relief. 4.3.

22、2 rescue team: a. responsible for carrying out first aid for injured persons who were saved out from the dangerous area. b. responsible for providing assistance to external support (hospital). 4.3.3communication and information team: a. responsible for keeping communication and information circulati

23、on among emergency response team, emergency response office (duty room) and emergency command center in any case (including the case that it could not use communication equipment). b. responsible for counting of emergency evacuation personnel and verifying the number of personnel, so as to ensure al

24、l personnel have evacuated to safe place. c. responsible for collecting and providing each kind of information required for emergency response, including plot plan, list of emergency materials, all required contact information (including contact method of relevant persons families), etc. 4.3.4 guard

25、 team: a. responsible for closing the area where accident and emergency occurred to prevent irrelevant personnel from entering into the hazardous area. b. responsible for controlling spread of relevant information to prevent losing control of the information. 4. 職責(zé) 4.1 應(yīng)急指揮中心職責(zé) a. 組織編制應(yīng)急預(yù)案。 b. 領(lǐng)導(dǎo)應(yīng)急搶

26、險(xiǎn)工作。 c. 組織、監(jiān)督、檢查應(yīng)急預(yù)案的貫徹實(shí)施。 d. 負(fù)責(zé)對(duì)公司潛在危急的預(yù)先掌握，包括對(duì)應(yīng)急物資的審查、組織潛在危急的定期檢查、應(yīng)急通訊資源的審查等。 e. 在應(yīng)急響應(yīng)中，下達(dá)調(diào)動(dòng)各種力氣參與搶險(xiǎn)、救援的命令；決策重大事故的處理方案。 f. 打算對(duì)外匯報(bào)或懇求支援的時(shí)間、內(nèi)容、方式。 g. 負(fù)責(zé)組織應(yīng)急大事的善后處理及事故的調(diào)查工作，制定防范措施。 4.2應(yīng)急辦公室職責(zé) a. 負(fù)責(zé)應(yīng)急預(yù)案內(nèi)容的組織實(shí)施。 b. 依據(jù)把握的信息，適時(shí)下達(dá)預(yù)報(bào)，組織成立應(yīng)急值班室，實(shí)行適當(dāng)?shù)膽?yīng)急預(yù)防措施。 c. 緊急狀況時(shí)幫助應(yīng)急指揮中心，傳達(dá)各項(xiàng)打算和部署，協(xié)調(diào)支配本區(qū)域的救助力氣，快速、高效實(shí)施救助工

27、作。 d. 負(fù)責(zé)向應(yīng)急指揮中心報(bào)告應(yīng)急預(yù)案落實(shí)狀況和緊急狀況下應(yīng)急響應(yīng)狀況。 e. 負(fù)責(zé)擬定應(yīng)急演習(xí)方案，編制演習(xí)方案并組織培訓(xùn)和實(shí)施。 4.3各應(yīng)急小組職責(zé) a. 在緊急狀況發(fā)生時(shí)根據(jù)分組職能進(jìn)行應(yīng)急響應(yīng)。 b. 隨時(shí)將消息向應(yīng)急辦公室或應(yīng)急值班室報(bào)告。 c. 根據(jù)要求參與訓(xùn)練和演習(xí)。 4.3.1搶險(xiǎn)組： a.利用各種應(yīng)急資源開(kāi)展搶險(xiǎn)救災(zāi)工作。 b.消退事故狀態(tài)，掌握事態(tài)進(jìn)展，防止影響擴(kuò)大和程度加重。 c.準(zhǔn)時(shí)轉(zhuǎn)移事故發(fā)生地點(diǎn)四周的危急物資和其他物資，防止和削減泄漏。 d.組織在場(chǎng)地的外部相關(guān)方進(jìn)行力所能及的協(xié)作。 e.準(zhǔn)時(shí)將受傷人員搶救出事故現(xiàn)場(chǎng)，為搶救供應(yīng)條件。 f.協(xié)作外部支援（消防隊(duì)

28、等）進(jìn)行搶險(xiǎn)救災(zāi)。 4.3.2搶救組： a.對(duì)搶救出危急區(qū)域的受傷人員進(jìn)行急救。 b.對(duì)外部支援（醫(yī)院）賜予幫助。 4.3.3通訊聯(lián)絡(luò)和情報(bào)組： a.負(fù)責(zé)在任何狀況下（包括通訊器材無(wú)法使用）保持應(yīng)急小組、應(yīng)急辦公室（值班室）、應(yīng)急指揮中心間的通訊聯(lián)系和信息傳達(dá)。 b.負(fù)責(zé)應(yīng)急疏散人員的清點(diǎn)匯總和人數(shù)核對(duì)，確保全部人員平安撤離。 c.負(fù)責(zé)收集和供應(yīng)各種應(yīng)急響應(yīng)所需要的情報(bào)，包括平面布置圖，應(yīng)急物資清單，全部需要的聯(lián)絡(luò)方法（包括傷亡人員的家屬的聯(lián)絡(luò)方式）等。 4.3.4警戒組 a.負(fù)責(zé)對(duì)發(fā)生事故和緊急狀況的區(qū)域進(jìn)行封閉，防止無(wú)關(guān)人員進(jìn)入危急區(qū)域。 b.掌握有關(guān)信息的傳播，防止信息失控。 5. em

31、el involved in emergency response plan. b. see attachment iv for channels of the companys radios. 6. 通訊聯(lián)系 a. 全部應(yīng)急預(yù)案所涉及到的人員的聯(lián)系方法，詳見(jiàn)附件三應(yīng)急通訊聯(lián)絡(luò)表。 b. 公司對(duì)講機(jī)的呼叫頻道見(jiàn)附件四。 7. emergency response procedure 7.1 emergency response office will collect relevant forecast information of disaster and dangerous situatio

32、ns, circulate them in time, and organize relevant department to take preventive measures. 7.2 when accident or emergency occurred, site responsible person of the department shall immediately organize personnel to carry out self rescue, and estimate the loss level and impact range, if there is possib

33、ility that the loss is increasing or the impact is enlarging, or there is significant loss (accident above disability work injury or significant property loss accident), it shall be delivered to site emergency response team and emergency response office or emergency duty room. self rescue includes:

34、a. putting out onset of sporadic fire (except those situation may affect the safety of rescue personnel, e.g. with possibility of explosion and deflagration). b. break water, electricity power and gas. c. rescue of injured person. d. removing or isolating hazardous materials. e. taking other emergen

35、cy measures if self safety can be ensured. 7.2 site emergency response team shall immediately contact emergency response office or emergency duty room after receiving rescue information from workers, and take emergency response as per division of work and instructions of emergency response office. d

36、uring that process, it also shall keep in contact with emergency response office or emergency duty room and report information in time. 7.3emergency response office or emergency duty room shall judge the seriousness of the case, and decide whether it needs to report to emergency command center to co

37、mpany level emergency response. 7.4 emergency command center should immediately inform all departments to perform emergency response after receiving report, and command each emergency response team to rush to deal with the emergency with assistance of emergency response office, and confirm whether i

38、t needs to implement personnel emergency evacuation. when implementing emergency evacuation, all personnel in site shall go to each emergency muster point, responsible person of each department shall make nose count and report the result of nose count to emergency response office or emergency duty r

39、oom, so as to ensure all personnel have evacuated to safe places. it will depend on development of emergency to decide whether it needs to appeal for support from external. 7.5 when the emergency is under control, remaining hazardous factors shall be eliminated completely to avoid reoccurrence of se

41、損失事故）時(shí)，馬上向現(xiàn)場(chǎng)的應(yīng)急小組和應(yīng)急辦公室或應(yīng)急值班室發(fā)出救援消息。 自救的內(nèi)容包括： a.初起零星火情的撲救（可能危及到搶救人員平安的狀況除外，如有爆炸、爆燃可能的）。 b.斷水、斷電、斷氣。 c.受傷人員的緊急救助。 d.危急物資的搬移或隔離。 e.其他在確保自身平安的前提下能夠進(jìn)行的應(yīng)急措施。 7.2現(xiàn)場(chǎng)的應(yīng)急小組在得到作業(yè)人員的救援消息后，馬上與應(yīng)急辦公室或應(yīng)急值班室聯(lián)系，并根據(jù)分工和應(yīng)急辦公室的指示進(jìn)行應(yīng)急響應(yīng)。過(guò)程中保持和應(yīng)急辦公室或應(yīng)急值班室的聯(lián)系，準(zhǔn)時(shí)將消息進(jìn)行報(bào)告。 7.3應(yīng)急辦公室或應(yīng)急值班室應(yīng)推斷事態(tài)的嚴(yán)峻性，打算是否向應(yīng)急指揮中心報(bào)告，啟動(dòng)公司級(jí)應(yīng)急響應(yīng)。 7.4應(yīng)

42、急指揮中心接到報(bào)告后，馬上通知各部門(mén)進(jìn)入緊急狀態(tài)，并在應(yīng)急辦公室?guī)椭轮笓]各應(yīng)急小組開(kāi)展搶險(xiǎn)工作，確定是否實(shí)施人員緊急疏散。實(shí)施緊急疏散時(shí)，場(chǎng)地全部人員至各緊急集合點(diǎn)集合，由各單位負(fù)責(zé)人清點(diǎn)人數(shù)，將結(jié)果報(bào)告應(yīng)急辦公室或應(yīng)急值班室，確保人員全部平安撤離。 依據(jù)災(zāi)情進(jìn)展?fàn)顩r打算是否向外界求助。 7.5當(dāng)事故得到掌握后，應(yīng)徹底消退殘余的因素，防止繼發(fā)性事故再度發(fā)生。 7.6只有應(yīng)急指揮中心有權(quán)限解除公司的緊急狀態(tài)。 7.7應(yīng)急響應(yīng)級(jí)別如下圖： emergency response levels應(yīng)急響應(yīng)級(jí)別 發(fā)生事故或險(xiǎn)情 accident or emergency 自救 self rescue 否n

45、n according to the principles in the procedure or detailed situations. 1.1 emergency response program for fire /explosion when major fire/ explosion occurs in work site and could not be put out by self but needs rescue from emergency response team: a. emergency response office or duty room shall imm

46、ediately organize members of each emergency response team to take response after receiving report, and shall report to emergency command center at the same time. b. emergency command center is to decide whether external support is required, if required, communication and information team shall infor

47、m police, fire fighting, hospital the company signed agreement with, work safety administrative department and relevant companies to come for support. c. keep contact with relevant parties and supplement materials in time. d. evacuate and count the personnel to ensure whether all the personnel have

48、evacuated to safe places. e. take effective measures in time to prevent or reduce pollution of disaster to environment. f. the gm office shall timely inform insurance company to do site survey and transact settlement of claims. 8.2 emergency response program for storm and flood storm and flood are t

49、he nature disasters. when storm and flood is forecasted occurred: a. emergency response office should circulate the information to relevant departments in time. b. emergency command center or emergency response office shall immediately hold flood control and disaster relief meeting as per requiremen

50、ts of higher-up, study and arrange detail works of follow control and disaster relief. c. emergency response office or duty room shall keep close contact with higher-up and meteorological department, get information of storm and flood dynamic in time, and circulate the information at any moment. d.

51、emergency command center or emergency response office should command emergency flood fighting team of each department to do flood fighting work. e. emergency response office should immediately contact operation coordinator and warehouse management person asking them to prepare materials and vehicles

52、 required for storm and flood protection. f. emergency response office or duty room should keep contact with relevant higher department, check the major hazardous equipment and the dikes within its responsible areas in time, understand movement of storm and flood, and make preparation for dealing wi

53、th the emergency. g. if meet storm and spring tide during marine transportation, it shall strengthen fixing of materials and equipment, prevent them from being dipped, and select nearest wharf to avoid dangers. 8.3emergency response program for leakage of toxic and hazardous materials due to demand

54、of production operation, it is possible to use and store certain quantity of toxic and hazardous materials. it needs to develop relevant emergency measures for the cases that toxic and hazardous materials enter into human body or endanger work place due to contingency, or violation to relevant natio

55、nal clauses, regulations, and safety operating instructions. once a great lot of toxic and hazardous materials are leaked, responsible company shall report the occurred accident in time. a. emergency response office or duty room shall response immediately after receiving the report as follows: a) de

56、pend on criticality of the accident to decide whether it needs to inform the hospital the company signed agreement with to send medical team to accident scene for rescue. b) organize guard team to do site guard work to avoid unnecessary loss. c) inform driver duty room to send required cars and other transportation vehicles. b. the department who had accident occurred shall make preparation as follows before arrival of emergency rescue personnel to site: a) immed
