Designedby:NorthwestElectricPowerDesignInstitute供方：江蘇省黑馬高科技開展有限責(zé)任公司Supplier:JiangsuHimarkTechDevelopmentCo.,Ltd.2021年5月西安May2021Xi總目錄Content附件1技術(shù)協(xié)議ANNEX1TechnicalAgreement附件2技術(shù)文件交付要求ANNEX2TECHNCIALDOCUMENTSDELIVERYREQUIREMENTS附件3供貨范圍ANNEX3SUPPLYSCOPE附件4供貨狀態(tài)ANNEX4SUPPLYSTATUS附件5交貨進(jìn)度ANNEX5DELIVERYPROGRESS附件6分包與外購Annex6SUBCONTRACTANDOUTSOURCE附件7現(xiàn)場技術(shù)效勞ANNEX7SITETECHNICALSERVICE附件8設(shè)備監(jiān)造,檢驗(yàn)和工廠試驗(yàn)ANNEX8EQUIPMENTSMANUFACTURESUPERVISION,INSPECTIONANDPLANTTEST附件9EPC合同相關(guān)技術(shù)要求ANNEX9RELEVANTTECHNICALREQUIREMENTSRELATEDWITHEPCCONTRACT附件1技術(shù)協(xié)議ANNEX1TechnicalAgreement總那么General1.1本技術(shù)協(xié)議適用阿曼SALALAH電廠和水廠工程數(shù)字程控交換機(jī),播送呼叫及通信電源設(shè)備的訂貨。它對設(shè)備的功能設(shè)計(jì),結(jié)構(gòu),性能,安裝和試驗(yàn)等方面的技術(shù)進(jìn)行了說明。供方提供相關(guān)的技術(shù)圖紙,計(jì)算書和資料等，以備業(yè)主確認(rèn)。1.1Thisspecificationappliestothepurchaseofdigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplyforSalalahgas-firedunitprojectThespecificationdefinesthetechnicalrequirementsoffunction,structure,performance,installationandtestingoftheequipments.Thesupplierprovideandfurnishtherelevanttechnicaldrawings,calculationsheetanddocumentsfortheowner’sconfirmation.1.2本技術(shù)協(xié)議書是產(chǎn)品訂貨合同的附件，與合同具有同等法律效力，在協(xié)議簽訂后，各方應(yīng)按時(shí)交換資料，滿足各方設(shè)計(jì)和制造進(jìn)度的要求。資料交付進(jìn)度是付款考核條件，具體見附件2.Thetechnicalagreementistheannexattachedwiththepurchasecontract,equallylegallyeffectivewiththecontract.Oncesigningtheagreement,eachpartyshallexchangethedocumentsontimetomeetthedesignandmanufactureprogressrequirements.Thedocumentsdeliveryprogressisthepaymentevaluationtermsandconditions,seeANNEX2fordetails.1.3本技術(shù)協(xié)議所提及的要求和供貨范圍都是最低限度的要求，并未對一切技術(shù)細(xì)節(jié)作出規(guī)定，也未充分地詳述有關(guān)標(biāo)準(zhǔn)和標(biāo)準(zhǔn)的條文，供方保證提供符合本技術(shù)協(xié)議和工業(yè)標(biāo)準(zhǔn)的功能齊全的優(yōu)質(zhì)產(chǎn)品及其相應(yīng)效勞。Thetechnicalagreementdefinestheminimumrequirementsonmentionedrequirementsandsupplyscope,andneitherfullyspecifiesallthetechnicaldetailsnorrelevantstandardsandspecificationtext.Thesuppliershallprovidetopqualityproductsandcorrespondingservicewithcompletefunctioncomplyingwiththetechnicalagreementandtheindustrystardard.1.4本技術(shù)協(xié)議附件9為阿曼SALALAH電廠和水廠工程主合同對數(shù)字程控交換機(jī),播送呼叫及通信電源設(shè)備設(shè)備的技術(shù)要求，供方提供的數(shù)字程控交換機(jī),播送呼叫及通信電源設(shè)備設(shè)備不但要滿足本技術(shù)協(xié)議書的要求，同時(shí)也要滿足附件9英文局部的要求，本技術(shù)協(xié)議書〔包括英文局部〕與合同正文具有同等的法律效力。Theannex9ofthetechnicalagreementisthetechnicalrequirementsfordigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplyforSalalahgas-firedunitproject.Thedigitalprogram-controlexchange,broadcastcallandcommunicationpowersupplysuppliedbythesuppliershallnotonlymeettherequirementsofthetechnicalagreement,butmeettheannex9requirementsinenglish.Thetechnicalagreementincludingtheenglishpartshallhavesamelegaleffectivenessasthecontracttext.1.5在簽訂合同之后，需方有權(quán)提出因標(biāo)準(zhǔn),標(biāo)準(zhǔn)和規(guī)程發(fā)生變化而產(chǎn)生的一些補(bǔ)充要求，具體工程由供,需雙方共同商定。Oncesigningthecontract,Buyerreserveshisrighttosupplementthecontractarisenfromthechangeofcode,standardsandregulations,inwhichtheSuppliershallcooperateonnegotiation.1.6本技術(shù)協(xié)議書采用IEC標(biāo)準(zhǔn)，假設(shè)本技術(shù)協(xié)議書〔包括英文局部〕采用的標(biāo)準(zhǔn)與供方執(zhí)行的標(biāo)準(zhǔn)發(fā)生矛盾，按較高標(biāo)準(zhǔn)執(zhí)行。IECstandardappliestothetechnicalspecification,incasetheappliedstandardandimplementedstandardofthetechnicalspecificationincludingthetechnicalagreementinenglishdiffers,thehigherstandardshallbeappliedandimplemented.供方所供設(shè)備按照阿曼有關(guān)法規(guī),標(biāo)準(zhǔn),標(biāo)準(zhǔn)等的要求，負(fù)責(zé)取得阿曼有關(guān)部門對其產(chǎn)品,文件,圖紙的審查和批準(zhǔn)。TheequipmentssuppliedbythesuppliershouldbeorganizedbytheowneraccordingtotheSalalahrelatedlaws,codesandstandards;thesupplieralsoassisttoachievethereviewandapprovalfortheproducts,filesanddrawingswithrelateddepartmentsinOman.為使設(shè)計(jì),制造,安裝程序符合阿曼標(biāo)準(zhǔn)以確保供方提供的產(chǎn)品滿足需方要求而能夠順利進(jìn)入阿曼市場，供方準(zhǔn)備好所需資料并提交相關(guān)檢驗(yàn)機(jī)關(guān)取得批準(zhǔn)，山東電力建設(shè)第三工程公司負(fù)責(zé)與阿曼有關(guān)方面的聯(lián)系工作，為供方的認(rèn)證工作提供必要的協(xié)調(diào)及幫助，并派相關(guān)技術(shù)人員積極配合，直至供方獲得阿曼檢驗(yàn)機(jī)關(guān)的批準(zhǔn)。必要時(shí)山東電力建設(shè)第三工程公司聯(lián)系阿曼相關(guān)檢驗(yàn)機(jī)關(guān)或相關(guān)專家前往供方對設(shè)計(jì)工作進(jìn)行指導(dǎo)，費(fèi)用由供方負(fù)責(zé)。Tomakethedesign,manufactureandinstallationproceduresmeetthecompulsorySalalahcodesandstandardstofurtherensuretheproductsprovidedbysuppliermetthebuyer’srequirementsandsmoothlyenterintoSalalahmarket,SEPCOIIIisresponsibleforthecoordinationwiththeSalalahend.TheSuppliershallpreparetherequireddocumentsandsubmittotheinspectionauthoritiesfortheapprovalandsenttechnicalpersonnelforpositivecoordinationtilltheapprovalisgrantedbySalalahinspectionauthority.Ifnecessary,SEPCOIIIwillinvitetheSalalahauthoritiesandexpertstogototheSupplierforinstructionwherethesuppliershalltakecareofthecost.供方在進(jìn)行認(rèn)證過程中，為使認(rèn)證工作進(jìn)度滿足交貨進(jìn)度，需方有權(quán)進(jìn)行監(jiān)督并提出合理的整改意見。供方安排足夠有經(jīng)驗(yàn)的人員來進(jìn)行認(rèn)證工作，確保能在資料正常審查所需時(shí)間內(nèi)通過阿曼官方批準(zhǔn)，因資料準(zhǔn)備不充分,認(rèn)證人員經(jīng)驗(yàn)缺乏等供方的原因而造成影響交貨進(jìn)度及工期，由供方承當(dāng)；山東電力建設(shè)第三工程公司以EPC總承包身份全力負(fù)責(zé)為供方的認(rèn)證工作協(xié)調(diào)好與阿曼相關(guān)人員的工作，并安排認(rèn)證專員積極配合供方進(jìn)行認(rèn)證資料提交工作，直至通過批準(zhǔn)。Duringtheauthentication,Buyerisentitledtosupervisetheprocessandpresentreasonableadvicesoncorrections/modificationstoensuretheworkingschedulewillmeetthedeliveryschedule.TheSuppliershallsendexperiencedengineersfortheauthenticationworktoensurethedocumentcanpasstheSaudiArabiaofficialapprovaltimely.Ifthedocumentisnotpreparedsufficientlyortheengineersforauthenticationareshortofexperience,theSuppliershallberesponsibleforthedeliveryscheduleandprojectschedule.AsEPCgeneralcontractor,SEPCOIIIwillcoordinatetheauthenticationworkbetweentheSupplierandSalalahrelevantindividuals,andsenddedicatedauthenticationofficerstocooperatewiththeSupplieractivelyforthesubmissionoftheauthenticationdatatillobtainingtheapproval.1.8除非得到需方的認(rèn)可，供方提供的設(shè)備,材料及零部件不包含對人體有害的物質(zhì)。Theequipment,rawmaterialandthecomponentssuppliedbysuppliershallnotbeharmfultohumanbeingunlessitisotherwiseapprovedbythebuyer.1.9供方提供的資料數(shù)據(jù)單位全部采用國際單位制，并在所提供的資料中注明所使用單位的說明。AlldataprovidedbytheSuppliershallfollowtheSI,andgivecleardescriptionontheunitsusedintheprovideddata.1.10本工程供電電壓132kV,11kVAC,415VAC，240VAC，220VDC。Thesuppliedvoltagegradeforthisprojectis132kV,11kVAC,415VAC，240VAC，220VDC.1.11供方提供的設(shè)備及附件的銘牌,標(biāo)識,指示,警示牌等均采用英文，所有軟件均為正版或有自主版權(quán)。設(shè)備,軟件等顯示界面均為英文或英漢對照，所有提示音均為英語。Allthenameplates,marks,instructionandcautionplateofequipmentandauxilariessuppliedthesuppliershallapplymarksinenglish.Allthesoftwareshallbelegalcopyorpossessselfcopyright.Thedisplayinterfaceoftheequipmentsandsoftwareshallbeenglishorenglish-chinesewithalltheprompttoneinenglish.1.12本工程采用KKS編碼系統(tǒng)，編碼為不易脫掉的不銹鋼標(biāo)記牌。供方提供技術(shù)文件〔包括資料,圖紙〕和設(shè)備銘牌上標(biāo)識到元件級。供方對KKS標(biāo)識代碼的唯一性,規(guī)律性,準(zhǔn)確性,完整性和可擴(kuò)展性負(fù)全責(zé)。標(biāo)識原那么,方法由需方提供。需方提供的KKS編碼僅編制至設(shè)備級，元件級編碼應(yīng)為4位，2位字母，2位數(shù)字，后綴于需方提供的KKS編碼之后，元件級編碼由廠家自行編制。KKSCodeSystemisappliedtothisproject.Thecodeshallbestainlesssteelnoticeplatedifficulttoshed.Thetechnicaldocumentsincludingthedataprovidedbythesupplierandequipmentsnameplatedshallbemarkedtotheextentofcomponentclass,thesuppliershallbefullyliabletotheuniqueness,regularity,correctness,completenessandexpandability.Theencodingprinciple,methodshallbeprovidedbythebuyer.TheKKScodesuppliedbythebuyeriscompiledtotheequipmentslevelonly,thecomponentlevelcodeshallbe4-digitwith2lettersand2digits,whichshallbepostfixedbebindthesuppliedKKScodesuppliedbythebiddingparty,whilethecomonent-levelcodeshallbecompiledbythemanufactureritself.1.13本工程所供設(shè)備滿足濕熱,高鹽霧環(huán)境要求。TheEquipmentprovidedfortheprojectshallmeettherequirementformoistheatandhighsalt-fogenvironment.1.14供方需無償提供配合業(yè)主及設(shè)計(jì)院獲得阿曼方確認(rèn)圖紙所需要的所有技術(shù)資料及文件。供方提供的設(shè)計(jì),設(shè)備資料及隨機(jī)資料等均應(yīng)采用中英文進(jìn)行表述(英文在上，中文在下或中英文分開)，如兩種語言存在歧義，在滿足本技術(shù)協(xié)議的根底上以英文版為準(zhǔn)。供方承當(dāng)由歧義產(chǎn)生的后果。ThesuppliershallcoordinatewiththeowneranddesigninstitutefreeofchargeonobtainingallthetechnicaldocumentsanddatarequiredfortheOmansidetoconfirmthedrawings.Thedesign,equipmentdocumentsandrandomdatasuppliedbythesuppliermustbeinenglishandchinesewithenglishabove,chinesebeloworenglishandchineseseparate.Theenglishversionshallprevailbasedonmeetingthetechnicalagreementwhilethesuppliershallbearalltheconsequencesarisingfromambiguity.1.15本工程電源波動及頻率波動范圍：Rangeofpowerfluctuationsandfrequencyfluctuations:?
