W:NowRichard,theconceptofhealthhasbeenchangingallthetime.Anddifferentpeopleandgroupsholddifferentopinionstowardsit.Wouldyoumindtellingustheoriginalconceptofhealth?

M:Ofcoursenot.Healthhaslongbeenviewedinthephysicalsenseonly.Thatis,goodhealthhasbeenconnectedtothesmoothmechanicaloperationofbody,whileillhealthhasbeenattributedtoabreakdowninthismachine.Inthissense,healthhasbeendefinedastheabsenceofdiseaseorillnessandisseeninmedicalterms.Therefore,creatinghealthforpeoplemeansprovidingmedicalcaretotreatorpreventdiseaseandillness.

W:ThenwhatwastheemphasisoftheworkoftheWHOduringthatperiod?

M:Inthelate1940s,theWHOchallengedthisphysicallyandmedicallyorientedviewofhealth.Theystatedthathealthwasacompletestateofphysical,mentalandsocialwell-beingandnotmerelytheabsenceofdisease.Themind,bodyandspiritofapersonwereseenholistically.

W:Howlongdidthisconceptlast?

M:Itlasteduntilthe1970s.Atthattime,peoplefocusedtheirattentiononthepreventionofdiseaseandillnessbyemphasizingtheimportanceofthelifestyleandbehavioroftheinpidual.Specificbehaviorswhichwereseentoincreaseriskofdisease,suchassmoking,lackoffitnessandunhealthyeatinghabits,weretargeted.Creatinghealthmeantprovidingnotonlymedicalhealthcare,buthealthpromotionprogramsandpolicieswhichwouldhelppeoplemaintainhealthybehaviorandlifestyles.

W:Itsoundsreasonable.Itmusthavebeenbeneficialtopeople.

M:Unfortunately,not.

W:Butwhy?

M:Yousee,thisinpidualistichealthylifestylesapproachdidhelpthewealthymembersofthesociety.Butthemajoritywerepeopleexperiencingpoverty,unemploymentorlittlecontrolovertheconditionsoftheirdailylives.Howcouldpeopleaffordtheprogramiftheylivedunderunfavorablesocialandenvironmentalfactors?

W:I'mbeginningtoseeyourpoint.Asinglelifestyledecidesnothingifnotintegratedwithagoodenvironment.

M:That'sright.Soduringthe1980sand1990s,therehasbeenagrowingswingawayfromseeinglifestylerisksastherootcauseofpoorhealth.Whilelifestylefactorsstillremainimportant,healthisbeingviewedalsointermsofthesocial,economicandenvironmentalcontextsinwhichpeoplelive.

W:Thisisanewconceptofhealth.AndIheardit'scalledthesocio-ecologicalview,isn'tit?

M:Yes.In1986,representativesfrom38countriesgatheredinOttawa,Canada,toholdthefirstinternationalConferenceofHealthPromotion.Itwasatthatconferencethatthebroadsocio-ecologicalviewofhealthwasendorsed.

W:Whatwerethedetailsoftheendorsement?

M:Well,therepresentativesdeclaredthatthefundamentalconditionsandresourcesforhealtharepeace,shelter,education,food,aviableincome,astableeco-system,sustainableresources,socialjusticeandequity.Moreover,improvementinhealthrequiresasecurefoundationinthesebasicrequirements.Fromthisstatement,wecanfindthatthecreationofhealthisaboutmuchmorethanencouraginghealthyinpidualbehaviorsandlifestylesandprovidingappropriatemedicalcare.Itmustincludeaddressingsuchissuesaspoverty,pollution,urbanization,naturalresourcedepletion,socialalienationandpoorworkingconditions.

W:Oh,Isee.Buthowaretheyaffectinghealth?

M:Theydonotoperateseparately.Rather,theyareinteractingandinterdependent.Thecomplexinterrelationshipsbetweenthemdeterminetheconditionsthatpromotehealth.Abroadsocio-ecologicalviewofhealthsuggeststhatthepromotionofhealthmustincludeastrongsocial,economicandenvironmentalfocus.

M:Asweallknow,goodhealthisamajorsourceforsocial,economicandpersonaldevelopmentandanimportantdimensionofqualityoflife.Political,economic,social,cultural,environmental,behavioralandbiologicalfactorscanallfavorhealthorbeharmfultoit.TheOttawaConferencenotonlyredefinesthenotionofhealth.Moreimportantly,itbringspracticalmeaningandactiontothisbroadnotionofhealthpromotion.Itpresentsfundamentalstrategiesandapproachesinachievinghealthforall.

M:Thisisthelessonthatlotsofinvestorshavetolearnfromthisinitialinvestmentintoonlineeducationprogram.Initially,theythoughtitmightbepossibletohaveaquickreturnofcashaftertheinvestmentforoneortwoyears.Itisamisconceptionofonlineeducation.Sometimes,Iusedametaphorofbuildingasupermarket.Ifyouwanttobuildasupermarket,firstofall,youhavetohavetheseinfrastructures.Ontopofthebuilding,youhavetodevelopvariousgoodsthatpeoplelike.It'sthesamewitheducation.Youmustrealizeyouhavetodevelopcoursewarethatpeoplereallylove.Andittakesquitealongtimetodevelopreallygoodcourseware.

W:Then,howdoyoulookattheso-calleddigitalgapbetweentherichandthepoor,betweentheurbanareasandtheruralareasinChina?

M:Actually,theInternettechnologycanbridgethegapbetweenthepoorandtherich.TakethedevelopmentofthenorthwestChinaforexample.IusedtothinkitwouldbeverydifficultfortheInternettobewidelyaccessibleinthoseareas.ButactuallythegovernmentinvestedmoneyandmadethebroadbandInternetaccesspossibleinGuizhouandGansubecausethegovernmentrealizeditisimpossibletohavesomanyteachersinthoseareas.

W:PerhapsthelocalofficialsinthoseareasarejustattractedbytheideaofE-education,butnothinghasbeenseriouslytranslatedintoaction.

M:Youareright.Theproblemoflocalauthorityisthattheyhavethetechnologies,buttheydon'tmakegooduseofthesetechnologies.SoIthinkthebiggestproblemofonlineeducationinChinaisnottheelectricmind.Itisthehumanmind.

W:ThebiggestproblemthatE-educationisconfrontedwithisprobablythedevelopmentofgoodcourseware.Whatarethedifficultiesinvolved?

M:Tome,themostdifficultpartofcoursewaredevelopmentisthatitishardtodevelopcoursewaresimplybyputtingintheconceptsoflearningprocess.Wehavetohumanizetechnology.Thisisthegreatestchallengeincoursewaredevelopment.

W:Ihaveaquestionaboutconductingexaminationsonline.Howdoyoumakesuretheresultsoftheexaminationsarereliableonline?
