China'swaterresourcesarealsodistributedgeographicallyunevenly,inconsistentwiththedistributionofland,mineralresourcesandproductivity.Generally,waterresourcesareconcentratedinthesouthernandeasternpartsofthecountry,andinmountainousareas.Annualprecipitationamountsvaryfrommorethan3,000millimetersinthesoutheasttolessthan50millimetersinthenorthwest.

Chinaispronetofloodsanddroughts,such-astheseveredroughtthathitChongqingandSichuaninsouthwestChinathissummer,thecountry'sworstin50years.Whilepercapitawaterresourcesinsomeareasofthenorthapproachthelevelofthedriestcountriesintheworld,thewater-richsouthoftensuffersfromseasonaldroughts,whichadverselyaffectsrice,themajorcropreliantonwatering,aswellasothercashcrops.Thelasttwodecadeshaveseenanominalchangeinthecountry'ssurfacewaterresourcesandtotalwaterresources.Yetcluetofactorssuchasglobalclimatechangeandriverdrainage,andtotalwaterresourcesinsouthChinaarerisingwhilewaterresourcesinthenortharefallingsignificantly.

Economicgrowthandmodernizationhavehistoricallybeenpursuedaggressivelybynation-states,asameansnotonlyofsatisfyingbasicmaterialneeds,butalsoofprovidingtheresourcesnecessarytoimprovequalityoflifemoregenerally(forexamplewithrespecttoaccesstohealth-careandeducation).However,mostformsofeconomicgrowthmakedemandsontheenvironment,bothbyusing(sometimesfinite)naturalresourcesandbygeneratingwasteorpollution.Thisjeopardizesgrowthforfuturegenerations.Thephilosophyofsustainabledevelopmentattemptstoresolvethisdilemmabyinsistingthatdecisionstakenateverylevelthroughoutsocietyshouldhavedueregardtotheirpossibleenvironmentalconsequence.Inthisway,therightkindofeconomicgrowth—basedonbiodiversity,thecontrolofenvironmentallydamagingactivity,andreplenishmentofrenewableresourcessuchasforests—isgenerated,andthiscanprotectorevenenhancethenaturalenvironment.Present-dayeconomicdevelopmentisthereforerenderedcompatiblewithinvestmentinenvironmentalresourcesforthefuture.

Althoughitisunderstandablyhardtofindauthoritieswhoarepreparedtoargueagainsttheideaofsustainabledevelopment(itisinfactwidelyapplaudedbyalmostallgovernmentsandtheiragencies),itisoftendifficultforgovernments(whichtendtobeaccountabletoelectoratesovershort-termperiodssuchasfiveyearsorso)toacceptthepoliticalconsequencesofpromotingsustainabledevelopment,forexamplebyimposingtollsorfinesfortheuseofcarsincities(ontheprinciplethatthe"pollutershouldpay").Moreover,theenvironmentissharedandislargelyapublicgood,sothattoaconsiderableextentitsprotectionrequirescollectiveaction.Inpractice,therefore,thishasprovedhardtoorganizebecauseoftheusualfree-riderproblems.
