Preface

2000多年前，亞歐大陸上勤勞勇敢的人民，探索出多條連接亞歐非幾大文明的貿(mào)易和人文交流通路，后人將其統(tǒng)稱(chēng)為“絲綢之路”。千百年來(lái)，“和平合作、開(kāi)放包容、互學(xué)互鑒、互利共贏”的絲綢之路精神薪火相傳，推進(jìn)了人類(lèi)文明進(jìn)步，是促進(jìn)沿線(xiàn)各國(guó)繁榮發(fā)展的重要紐帶，是東西方交流合作的象征，是世界各國(guó)共有的歷史文化遺產(chǎn)。

2013年9月和10月，中國(guó)國(guó)家主席習(xí)近平在出訪(fǎng)中亞和東南亞國(guó)家期間，先后提出共建“絲綢之路經(jīng)濟(jì)帶”和“21世紀(jì)海上絲綢之路”（以下簡(jiǎn)稱(chēng)“一帶一路”）的重大倡議，得到國(guó)際社formultilateraltradeandinvestmentareundergoingmajoradjustments;andcountriesstillfacebigchallengestotheirdevelopment.The

恪守聯(lián)合國(guó)憲章的宗旨和原則。遵守和平共處五項(xiàng)原則，即尊重各國(guó)主權(quán)和領(lǐng)土完整、互不侵犯、互不干涉內(nèi)政、和平共處、平等互利。

“一帶一路”是促進(jìn)共同發(fā)展、實(shí)現(xiàn)共同繁榮的合作共贏之路，是增進(jìn)理解信任、加強(qiáng)全方位交流的和平友誼之路。中國(guó)政府倡議，秉持和平合作、開(kāi)放包容、互學(xué)互鑒、互利共贏的理念，全方位推進(jìn)務(wù)實(shí)合作，打造政治互信、經(jīng)濟(jì)融合、文化包容的利益共同體、命運(yùn)共同體和責(zé)任共同體。

“一帶一路”貫穿亞歐非大陸，一頭是活躍的東亞經(jīng)濟(jì)圈，一頭是發(fā)達(dá)的歐洲經(jīng)濟(jì)圈，中間廣大腹地國(guó)家經(jīng)濟(jì)發(fā)展?jié)摿薮?。絲綢之路經(jīng)濟(jì)帶重點(diǎn)暢通中國(guó)經(jīng)中亞、俄羅斯至歐洲（波羅的海）；中國(guó)經(jīng)中亞、西亞至波斯灣、地中海；中國(guó)至東南亞、南亞、印度洋。21世紀(jì)海上絲綢之路重點(diǎn)方向是從中國(guó)沿海港口過(guò)南海到印度洋，延伸至歐洲；從中國(guó)沿海港口過(guò)南海到南太平洋。
