"Withoutexcessivelyexploitingundergroundwater,Chinahasawatergapofnearly40billioncubicmeters.Thecountry's320millionruralpeoplearen'tabletodrinksafewaterandover400citiesdon'thavesufficientwatersupply,110ofwhichfaceaseriousshortage,"WangShucheng,MinisterofWaterResources,saidrecently.
