transformtheperformanceofUKuniversities.EvidencesuggeststheUK'spositionismuchstronger

thanintherecentpastandisstillshowingimprovement.Butnationaldatamaskstheverylarge

variationintheperformanceofindividualuniversities.Theevidenceshowsthatalargenumberof

universitieshavefallenoffthebackofthepack,afewperformstronglyandtherestchasethe

leaders.

ThistypeofunevendistributionisnotpeculiartotheUKandismirroredacrossothereconomies.In

theUK,researchisconcentrated:lessthan25%ofuniversitiesreceive75%oftheresearchfunding.

ThesesameuniversitiesarealsotheinstitutionsproducingthegreatestshareofPhDgraduates,

sciencecitations,patentsandlicenseincome.Theeffectofpoliciesgeneratinglong-termresource
