MemberStatesshallwithineighteenmonthsofnotificationofthisDirectiveputintoforceprovisionscontainingtherequirementsneededinordertocomplytherewithandshallinformtheCommissionforth-with.2. MemberStatesshallensurethattheycommunicatetotheCommissionthetextofthemainprovisionsofnationallawwhichtheyadoptinthefieldcoveredbythisDirective.Article5ThisDirectiveisaddressedtotheMemberStates.共8頁第5頁1970L0222——1973年11月1日—014.001B第二條如果機動車及其掛車后牌照板的固定和安裝空間滿足本指令附件中規(guī)定的要求，則各成員國均不得拒絕批準上述車輛的EEC型式認證或國家型式認證。第二a條如果機動車及其掛車后牌照板的固定和安裝空間滿足本指令附件中規(guī)定的要求，則各成員國均不得拒絕受理任何上述車輛的注冊，不得禁止其銷售、交付使用或使用。B第三條考慮到技術的發(fā)展，有必要對附件中的要求進行調(diào)整，修訂案的采納應按照1970年2月6日委員會指令關于機動車及其掛車型式認證的第十三條中規(guī)定的程序。第四條1．各成員國應在本指令通告后十八個月內(nèi)實施包含滿足本法規(guī)全部要求的相關規(guī)定，并即時將實施情況通知委員會。2．各成員國應保證將本指令所涉及領域內(nèi)其所采用的本國法律之主要條款原文傳達給委員會。第五條本指令下發(fā)給各成員國。共8頁第6頁1970L0222—N—01.011.1973—014.001BANNEX1．SHAPEANDDIMENSIONSOFTHESPACEFORMOUNTINGREARREGISTRATIONPLATESThespaceformountingshallcompriseanevenorvirtuallyevenrectangularsurfacewiththefollowingminimumdimensions:2．LOCATIONOFTHESPACEFORMOUNTINGANDTHEFIXINGOFPLATESThespaceformountingshallbesuchthataftercorrectfixing,theplatesshallhavethefollowingcharacteristics:2.1PositionoftheplateinrelationtothelongitudinalaxisofthevehicleThecentrepointoftheplatemaynotbesituatedtotherightofthelongitudinalplaneofsymmetryofthevehicle.Theleft-handedgeoftheplatemaynotbesituatedtotheleftoftheverticalplanewhichisparalleltothelongitudinalplaneofsymmetryandtouchestheextremeouteredgeofthevehicle.2.2PositionoftheplateinrelationtothelongitudinalplaneofsymmetryofthevehicleTheplateshallbeperpendicular,orpracticallyperpendicular,tothelongitudinalplaneofsymmetryofthevehicle.2.3PositionoftheplateinrelationtotheverticalplaneTheplateshallbeverticalsubjecttoatoleranceof5o.Wheretheshapeofthevehiclesorequires,however,itmaybeinclinedtothevertical:2.3.1atnotmorethan30owhenthesurfacebearingtheregistrationnumberfacesupwards,providedthattheheightoftheupperedgeoftheplateisnotmorethan1·20metresfromtheground;2.3.2.atnotmorethan15owhenthesurfacebearingtheregistrationnumberfacesdownwards,providedthattheheightoftheupperedgeoftheplateismorethan1·20metresfromtheground.2.4HeightoftheplatefromthegroundTheheightoftheloweredgeoftheplatefromthegroundshallnotbelessthan0·30metres;theheightoftheupperedgeoftheplatefromthegroundshallnotbemorethan1·20metres.However,whereitisimpossibleinpracticetocomplywiththislatterprovision,theheightmayexceed1·20metresbutitmustthenbeasclosetothatlimitastheconstructionalcharacteristicsofthevehicleallowandmustinnocaseexceed2metres.2.5GeometricalrequirementsregardingvisibilityTheplateshallbevisibleinthewholespaceincludedwithinthefollowingfourplanes,viz:thetwoverticalplanestouchingthetwolateraledgesoftheplateandformingananglemeasuredoutwardsof30owiththelongitudinalmedianofthevehicle;theplanetouchingtheupperedgeoftheplateandformingananglemeasuredupwardsof15owiththehorizontal;thehorizontalplanethroughtheloweredgeoftheplate(however,iftheheightoftheupperedgeoftheplatefromthegroundisgreaterthan1·20metres,thislatterplaneshallformananglemeasureddown-wardsof15owiththehorizontal).2.6DeterminationoftheheightoftheplatefromthegroundTheheightsgivenin2.3,2.4and2.5shallbemeasuredwiththevehicleunladen.共8頁第7頁1970L0222——1973年11月1日—014.001B附件1．或或2．2.1
