YouhavearighttorideyourbicycleonOregon'sroads,streetsandhighways.InOregon,abicycleislegallyconsideredtobeavehicle.Whenridingyourbicycleonaroad,youhavethesamerights
anddutiesaspeoplewhoaredrivingcars.Withafewexceptions,therulesoftheroadforpeopledrivingapplytoyou.ConsulttheOregonDriverManualtobecomefamiliarwiththeserules.
Whetheryouarejustlearningtorideabicycle,celebrating
hundredsofroadmiles,orwantaquickreviewontherulesoftheroad,thismanualisforyou.HavinginformationaboutyourrightsandresponsibilitieswhilebicyclinginOregonisanessentialtool.
HowOregonLawDefinesa
“Bicycle”
Oregonlawdefinesa"bicycle"as
avehiclewhichisdesignedtobe
operatedonthegroundonnomore
thanthreewheels.Thewheelsmust
measureatleast14”indiameter.The
vehiclemusthaveaseatfortherider
andbepropelledexclusivelybyhumanpower.
E-BikesandE-Scooters
“Electricassistbicycles”-alsocalled
Abicycleisabuman-poweredvebicle.
“e-bikes”-arebicyclesthatareoperatedbypedaling,butgetan
extraboostfromanelectricmotor.Electricassistbicyclesare
consideredabicycleintheOregonVehicleCode,buttherearea
fewdifferentrulesthatapplytoelectricassistande-bikes.The
minimumagetooperateane-bikeis16.Peopleridinge-bikesmayrideinbicyclelanesandonpaths,butnotonsidewalks.Ifthereis

notabicyclelane,youcanrideane-bikeore-scooterinthelane
withtraffic.Cities,counties,andlandownersoftenhavetheirownrulesaboutwheree-bikesareallowed(especiallyinparksandon
trails).Checktherulesforyourareabeforepurchasingorusingane-bike.
Electricscooters,or“e-scooters”,aresubjecttothesamerulesas
e-bikes,exceptpeopleofallagesmustwearahelmetwhileriding
ane-scooterandtravelatamaxspeedof15milesperhour.
Informationonpocketbikes,mini-motorbikes,motor-assisted
scooters,mopeds,segwaysandsimilarmotorizedvehiclesthatdo
notqualifyase-bikesisavailableat:

Skateboards,Non-MotorizedScooters,andSkates
Skateboards,non-motorizedscootersandskatesareallowedin
bicyclelanesinOregon.Skateboards,non-motorizedscootersandskatescanbeusedonsidewalksinOregonunlessprohibitedby
localrules.Whenridingonthesidewalk,beconsiderateofpeoplewhoarewalkingandletpeopleknowwhenyouareapproachingtopassthem.
MobilityDevices
Peoplewhousemobilitydevicessuchaswheelchairsormotor
assistedscootersarealsoallowedtousebicyclelanesandpaths
underOregonlaw.Thesedevicesmaymoveslowerthanbicycles,sobeconsideratewhensharingthebicyclelaneandpassing.

Startwithabicycleingoodworkingconditionthatistherightsizeforyou.Adjustthebikeseatandhandlebarsforgreatestcomfort.Yourlocalbicycleshop,friendwhorides,oronlinevideotutorialscanhelpguideyouthroughtheprocesstoselectabicyclethat
worksforyouandthetypeofridingyouwanttodo.
PlanAccordingly
Planyourrouteaheadoftime.Ifyouaretryinganewwayof
travelingto/fromworkorschool,considertryingitoutonthe
weekendwhenthereisnopressure.Thiswayyoucanseehow
longittakesandwhatsuppliesyouneed.Ifyouarecommutingtowork,considerleavingsomebasicsupplies(shoes,etc.)atworksothatyoudon'thavetocarryasmuchwithyou.Remembertobringwaterandflatchangingsuppliesjustincaseyouneedthem.
Secureluggageracks,panniers,saddlebagsandotheraccessories
beforeyouride.Makesurethatyourpantlegsand/orshoelaceswillnotgetcaughtinyourchain.Fenderswillkeepyoudryandclean
andmakeridinginwetweathermoreenjoyable.

you'recarrying.Carryingcargoimpactsyourbalanceandabilitytostart,stop,andsteer;sotaketimetopracticeandadjusttotheload.Keeptheloadbalanced,secureandoutofthewayofyoursteering,pedaling,andanymovingpartsofyourbicycle.Thereareavarietyofbags,racks,trailers,strapsandbasketsavailableforsaleorrentatbicycleshopsandotherretailersthatcanhelpyoucarrygroceries

Youandacompanionmayridesidebysideontheroadifyoudon'timpedetheflowofothertraffic.Ifothertrafficdoesn'thaveenoughroomtopassyousafely,transitiontoridingsinglefile.Onrural
roads,breakingintosmallergroupscanmakeiteasierforvehiclestopass.Itcanbehelpfultoplanaheadanddecidewithyourfriendwhowillrideaheadandwhowillridebehindwhenyoutransitiontosinglefleriding.Whenridingasagroup,everyoneisconsideredtobeaseparate“vehicle.”Thismeansthatifyoucometoastop
signoranintersectionwitha4-waystop,eachpersonriding
muststoporyieldseparately.Thismightmeanthatthegrouphas
topauseorslowdowntomeetbackup.Thepersoninthefront
shouldcommunicatetotheotherridersifthereareobstaclesto
avoidinfrontofthem.

Youcanlinkbicycletripswithtransittogoevenfurther.Many
transitprovidersinOregonhavebikeracksonthefrontoftheir
busessoyoucantakeyourbicyclewithyou,butkeepinmindthattheseracksusuallyonlyfittwoorthreebicycles.YoucanalsobringmostbicyclesonAmtrakCascadestrains.Checkforpriceand
availabilitywhenyoubookyourticket.Somebusstopsandtransitcentersalsooffersecurebicycleparkingsoyoucanleaveyour
bicyclesafelysecuredatthestation.Manytransitproviderscannotaccommodatecargobikes,adulttricycles,tandems,orbicycleswithtrailersonbusesandtrains.Checkwithyourlocaltransitprovider.
Peopledrivingbusesoftenhavetopullacrossorintobicyclelanesatbusstops.Thebusdrivershouldyieldtopeopleinthebicycle
lanebeforepullingovertothestop.Ifabusisstoppedinthe
bicyclelane,youcanmoveintothetrafficlanetothelefttopassthebuswhenthereisagapintraffic.Ifthereisabuspullout,youcanridepastthebusinthebicyclelane.Whenthebusisleavingastopandturnsonitsblinker,vehicles(includingbicycles)shouldyieldtothebus.
MostbusesinOregonhaveracksthatcanfittwoorthreebicydes.

Helmets
Oregonlawrequiresallbicycleridersundertheageofsixteen
towearanapprovedhelmetwhileridingonapublicpathor
roadway.However,itisrecommendedthatallpeopleweara
helmetwhenridingbicyclestohelppreventorlessentheseverityofapotentialheadorbraininjury.Evenverycarefulriderscanfallorbeinvolvedinacrash.
Whenyoubuyanewhelmetlookforthelabelorstickerindicating
itmeetsthefederalConsumerProductSafetyCommission
(CPSC)safetystandard.BicyclehelmetsthatmeettheCPSC
standardwillprovideprotectionagainstheadinjuryfortheir
usefullife(usually3-5years)whenusedproperly.Helmetsshouldbehandledandstoredwithcare.Besurenottodropitwhen
notinuse.Ifyoucrashorfall,inspectyourhelmet;ifthereare
signsofdamage,replaceit,becauseitmaynolongerprotectyou.

musthaveheadlightsandtaillights,youoryourbicyclemust
haveawhitelightonthefrontthatisvisibleatleast500feet
away,andaredlightorreflectorvisibleatleast600feettothe
rear.Frontwhitereflectorsarenotvisibletomotoristsentering
fromasidestreetanddonotmeetlegallightingrequirements.Aredlightonthebackofyourbicycleismorevisiblethanreflectors.
Usingtheseitemsinnightanddaylighthours,especiallyin
overcast,rainyorfoggyweathercanhelpyoubemorevisible.Morepowerfullightswillmakeyouevenmorevisibletoothersandhelp

Nowthatyouandyourbicycleareproperlyequippedandyouhavelearnedsomedefensiveridingskills,learningandfollowingthe
rulesoftheroadwillhelpmakeyourrideevenmoresafe,funand
lessstressful.YouhavetherighttorideontheroadinOregon.
Herearethemostimportantthingstokeepinmindwhenyou
decidetoridewithtraffic.
RidewithTraffic
Rideinastraightlineinthesamedirectionasthetrafficnextto
you.Peopledrivinglookforpossibleconfictswithtraficwhen
theyenteraroad,turn,orchangelanes.Ifyouareridinginthe
samedirectionastraffic,peopledrivingwillmorelikelyseeand
yieldtoyou.
Whenridinginabicyclelane,youshouldrideinthesame
directionasthearrowpaintedonthepavementinthebicyclelane.Mostbicyclelanesaremarkedasone-wayinthesamedirectionastheclosesttrafficlane.Therareexceptionsare:
·someone-waystreetswherea“contraflow”bicyclelaneis
specificallydesignedandmarkedtoallowpeopleonbicyclestorideintheoppositedirectionfromcars,and
·whereaspeciallydesignedandmarkedtwo-waybicyclelaneis
providedononesideofthestreet.
Ridingintheroadagainsttrafficisagainstthelaw.Somepeople
rideagainsttrafficbecausetheythinkthatlookingaton-coming
trafficwillhelppreventcrashesorbeinghitfrombehind.However,peoplebicyclingarerarelyhitfrombehindandwrong-wayriding
actuallyputsyouathigherriskforacrash.Ridingagainsttraffic
makesitdifficulttoseesignsandtrafficsignalsthatcouldbecriticalformakingdecisionsoravoidingconficts.Youalsoriskahead-on
collisionwithpeopleridingordrivingintherightdirectionwho
maynothavetimeorspacetosafelymovearoundyou.

Whenthereisnobicyclelane,itisgenerallybesttorideonthe

thecurboredgeoftheroadcanbedangerousifyouhitthecurborhittheroadwayedgeandloseyourbalance,causingyoutofall.
