Equipment".Inadditiontoanumberofeditorialchanges,thefollowingtechnicaldeviationshavebeenmade:

1Scope
Thestandardspecifiesperiod,contentandrequirementsofvarioustestsforrelayprotectionandgrid
safetyautomatonofpowersystemanditssecondarycircuit.
Thisstandardisapplicabletotheinstallation,commissioning,operationandmaintenanceofrelay
protectionandpowergridsafetyautomaton(hereinafterreferredtoasprotectionequipment)bypowergrid
enterprises,gridconnectedpowergenerationenterprisesandusers.

Relayprotectionsystem
Itisasystemcomposedofrelayprotectionequipment,mergingunit,intelligentterminal,switch,channel,
secondarycircuit,etc.torealizetherelayprotectionfunction.

4Generalprinciples
4.1Thisstandardisthebasicprincipletobefollowedinthetestsofprotectionequipment.Thecontentofthis
standardisnotlimitedtotherelayprotectionunit,butalsoincludestheequipmentofthemergingunit,intelligent
terminal,switch,channel,secondarycircuitandothercomponentsoftherelayprotectionsystem.
4.2Annual,quarterlyandmonthlyequipmenttestingplansshouldbereasonablyarrangedbytherelay
protectionmanagementandoperationmaintenancecompaniesatalllevelsaccordingtothespecificconditions
ofthelocalpowergridandincombinationwiththemaintenanceofprimaryequipment.Relevantdispatching
organizationsshouldsupportandcooperateandmakeoverallarrangement.
4.3Standardizedoperationinstructionsandimplementationplansshouldbepreparedforthetestsofprotection
equipment,andthecontentsshouldconformtothisstandard.
4.4Theaccuracylevelandtechnicalcharacteristicsofinstrumentsandmetersusedfortestingshouldmeetthe
requirements,andshouldbecalibratedregularly.
4.5Forthetestsofmicroprocessor-basedprotectionequipment,itisnecessarytomakefulluseofits"self
testing"function,focusontheteststhatcannotbedetectedbythe"selftesting"function.
4.6Forthetestingworkwithoutpowerfailure,doubleconfigurationofrelayprotectionandcooperationof
remoteandnearbackupprotectionshouldbeconsidered,andtheprinciplethatnopowerequipmentisallowedto
operatewithoutrelayprotectionshouldbefollowed.
5TestofrelayprotectionandpowergridsafetyautomatoninConventionalsubstation
5.1Typesandperiodofroutinemaintenanceandtests
5.1.1Typesofroutinemaintenanceandtests
Routinemaintenanceandtestscanbedividedintothreetypes:
a)Acceptancetestsofnewlyinstalledprotectionequipments;
b)Periodictestsofprotectionequipmentsinoperation(referredtoasperiodictest);
c)Supplementarytestsofprotectionequipmentsinoperation(referredtoassupplementarytest).
5.1.1.1Acceptancetestsofnewlyinstalledprotectionequipment
Theacceptancetestsofthenewlyinstalledprotectionequipmentshouldbecarriedoutunderthe
followingconditions:
a)Whenthenewlyinstalledprimaryequipmentisputintooperation;
b)Whenthenewlyinstalledprotectionequipmentisputintotheexistingprimaryequipment.
5.1.1.2Periodictestsofprotectionequipmentsinoperation
Periodictestcouldbedividedintothreetypes:
a)Alltests;
b)Partialtests;
c)Thetrippingandclosingtestsofcircuitbreaker.
5.1.1.3Supplementarytestsofprotectionequipmentsinoperation
Supplementarytestscouldbedividedintofivetypes:
a)TestafterSignificantchange(includingupgradeofprotectionequipmentsoftwareversion)oradding

newcircuittotheprotectionequipmentinoperation;
b)Testaftermaintenanceorreplacementofequipment;
c)Testafterabnormalconditionsarefoundduringoperation;
d)Testafteranaccident;

5.1.2Contentsandperiodofperiodictest
5.1.2.1Periodictestshouldbecarriedoutinaccordancewiththeperiodanditemsspecifiedinthisstandard
andthecontentsofstandardizedoperationinstructionsapprovedandimplementedbycompetentdepartmentsat
alllevels.
5.1.2.2Theperiodictestcycleplanshouldbeformulatedinaccordancewiththecycleanditemsrequiredby
thisstandard,takingintoaccountthevoltagelevelandworkingconditionoftheequipmentunderitsjurisdiction.
Ingeneral,theperiodictestshouldbecarriedoutduringapoweroutageoftheequipmentasmuchaspossible.
Thecompletetestandpartialtestcycleofrelayprotectionequipmentswithvoltagelevelof220kVandabove
arelistintable1andtable2.

5.1.2.3Whenmakingapartialtestcycleplan,theoperationandmaintenancedepartmentoftheequipmentcan
properlyshortenthetestcycleandincreasethetestitemsaccordingtothevoltagelevel,manufacturingquality,
operatingconditions,operatingenvironmentandconditionsoftheequipment.
a)Thefirstcompletetestmustbecarriedoutwithinoneyearafterthenewinstallationequipmentisput
intooperation.Afterthesecondcompletetestoftheequipment,ifitisfoundthattheoperationofthe
equipmentispoororthedefectsthatneedtobesupervisedhavebeenexposed,itcanbeconsidered
toshortenthepartialtestcycleappropriately,andselectthetestitemspurposefullyandemphatically.
Thedetailsareshownasfollow:
b)For110kVvoltagelevelMicroprocessor-basedprotectionequipment,partialtestshouldbecarried
outevery2-4years,andthecompletetestshouldbecarriedoutevery6years;fornon
microprocessor-basedprotectionequipment,refertothetestcycleofsimilarequipmentof220kV
andabovevoltagelevel.
c)Thetrippingandclosingtestofthecircuitbreakerwiththeequipmentshouldbecarriedoutin
combinationwiththemaintenanceoftheprimaryequipment.Supplementarytestcanbecarriedout
ifnecessary.
5.1.2.4Inthebusdifferentialprotection,circuitbreakerfailureprotectionandthetrippingcircuitbreakertest
ofswitchingthegeneratorset,switchingofftheload,switchingoffthelineortransformerinthepowergrid
safetyautomaton,itisallowedtoverifythecorrectnessofthewiringtoeachcircuitbreakerrespectivelybythe
conductionmethod.
5.1.3Contentofsupplementarytest
5.1.3.1Forthetestofprimaryequipment(circuitbreaker,currentandvoltagetransformer,etc.)for
maintenanceorreplacement,therelayprotectiondepartmentofoperationandmaintenanceunitshould
determinethetestitemsaccordingtothenatureofprimaryequipmentmaintenance(replacement).
5.1.3.2Aftersignificantchangesorsecondarycircuitchangesoftheprotectionequipmentsinoperation,the
relayprotectiondepartmentoftheoperationandmaintenanceunitshouldcarryouttestanddeterminethetest
itemsaccordingtothenatureoftheirwork.
5.1.3.3Incaseofanyabnormalityorincorrectactionoftheprotectionequipmentandthecauseisunknown,
therelayprotectiondepartmentoftheoperationandmaintenanceunitshould,accordingtotheaccidentsituation,
formulatespecifictestitemsandtestsequencepurposefully,andconductpost-accidenttestassoonaspossible.
Afterthetest,areportshouldbesubmittedintimeandsubmittedforfuturereferenceaccordingtothe
jurisdictionofequipmentdispatching.
5.1.4Testmanagement

5.1.4.1Forthenewprotectionequipmentsintrialoperation,comprehensivetestmustbecarriedoutand
reviewedbytherelayprotectionoperationmanagementdepartmentofthegrid(provincial)company.
5.1.4.2Fortheprotectionequipmentsthatcannotmeettheoperationrequirementsduetopoormanufacturing
quality,itshouldbesolvedbythemanufacturerandreporttothesuperiorcompetentdepartment.
5.1.4.3Incaseofanygeneralproblemoftheprotectionequipment,themanufacturerisobligedtoinformthe
competentoperationDepartmentintimeandputforwardpreventivemeasures.
5.2Conditionsforroutinesubstationtest
5.2.1Basicrequirementsandconfigurationofinstruments
5.2.1.1Theinstrumentsusedintheprotectionequipmenttestshouldbequalifiedandmeettherequirementsof
GB/T7261-2000.Theaccuracyleveloftheinstrumentsusedintheconstantvaluetestshouldnotbelowerthan
0.5.
5.2.1.2Ifthe220kVandabovesubstationsneedtodebugthecarrierchannel,thehighfrequencyoscillatorand
frequencyselectionmetershouldbeequipped.The220kVandabovesubstationorcentralizedcontrolstation
shouldbeequippedwithasetofmicroprocessordeviceandtestwireswhichcanoutputatleastthree-phase
currentandfourphasevoltageatthesametime.
5.2.1.3Therelayprotectionteamshouldatleastbeequippedwithpointertypevoltageandammeter,digital
voltageandammeter,clamptypeammeter,phasemeter,millisecondmeter,bridge,etc.;500V,1000Vand
2500Vinsulationresistancemeter;memoryoscilloscope;highfrequencyoscillatorandfrequencyselection
meterrequiredforcarrierchanneltest,noninductiveresistance,variableattenuator,etc.;microprocessor
completesetoftester.
Itisrecommendedtoconfigureportablerecorder(WaveformRecorder)andanalogcircuitbreaker.
Whentheopticalfiberlongitudinalchannelneedstobedebugged,itshouldbeequippedwithlightsource,
opticalpowermeter,errorcodemeter,variableopticalattenuatorandotherinstruments.
5.2.2Preparationbeforetest
5.2.2.1Beforeon-sitetest,itisnecessarytocarefullyunderstandtheprimaryequipmentoftheinspected
equipmentanditsadjacentprimaryandsecondaryequipment,aswellasthedetailsofthepartsrelatedtothe
operatingequipment,andthenformulatetechnicalmeasurestoensurethesafeoperationofthesysteminthe
wholeprocessoftest.
5.2.2.2Thedrawingsconsistentwiththeactualsituation,recordsofthelasttest,thelatestfixedvaluenotice,
standardizedoperationinstructions,qualifiedinstruments,spareparts,tools,connectingwires,etcshouldbe
prepared.
5.2.2.3Whentestinstrumentswithspecifiedgroundingterminalareinspectedonsite,theyarenotallowedto
bedirectlyconnectedtoDCpowercircuittopreventDCpowergrounding.
5.2.2.4Thepreparationsbeforetheacceptanceandtestofthenewlyinstalledprotectionequipmentinclude:
a)Understandtheprimarywiringoftheequipment,thepossibleoperationmodeafterputtinginto
operationandtheschemeofputtingtheequipmentintooperation,whichshouldincludethe
temporaryrelayprotectionmodeattheinitialstageofputtingintooperation.
b)Checktheschematicwiringdiagram(designdrawing)oftheprotectionequipmentandthe
correspondingsecondarycircuitinstallationdiagram,cablelayingdiagram,cablenumberdiagram,
circuitbreakeroperationmechanismdiagram,currentandvoltagetransformerterminalboxdiagram,

secondarycircuitdistributionboxdiagramandallotherdrawingsaswellastheprincipleand
technicalspecificationsofthecompletesetofprotectionandautomatonandcircuitbreaker
operationmechanismspecification,Thefactorytestreportofthecurrentandvoltagetransformer.,
etc.Theabovetechnicaldatashouldbecompleteandcorrect.Ifthenewequipmentiscommissioned
bytheinfrastructuredepartment,therelayprotectionacceptancepersonneloftheproduction
departmentshouldacceptthetechnicalreportaftertheacceptanceofthecompletesetoftechnical
data.
c)Accordingtothedesigndrawings,checktheinstallationpositionofallequipments.
5.2.2.5Thesettingtestoftheprotectionequipmentshouldbecarriedoutaccordingtothesettingnotice
providedbytherelevantrelayprotectiondepartment.Thepersoninchargeoftheworkshouldbefamiliarwith
thecontentsofthesettingvaluenotice,checkthecompletenessofthesettingvaluesandwhetherthe
transformationratioofthecurrentandvoltagetransformersusedisconsistentwiththeactualsituationonsite
(notlimitedtotheverificationofthesetfunctionsinthesettingvaluenotice).
5.2.2.6Whenconductingtestworkontheoperatingequipment,therelayprotectioninspectorshouldobtain
theconsentoftheoperatingpersonnelofthepowerplantorsubstationinadvance,performtheworkpermit
proceduresinaccordancewiththerelevantprovisionsoftheelectricalindustrysecuritywork,andcarryoutthe
testworkaftertheoperatingpersonneldisconnectalltheoutletreturncircuitsoftheprotectionequipmentby
usingthespecialconnectingpiece.
5.2.2.7Thesafeandreliablemaintenancetestpowersupplyshouldbeprovidedbythetestsite,anditis
forbiddentoconnectthetestpowersupplyfromtheoperatingequipment.
5.2.2.8Checkthatallmetalstructuresandequipmentcasingsintheroomequippedwithprotectionand
communicationequipmentshouldbeconnectedtotheequipotentialgroundinggrid.
5.2.2.9Checkthatthegroundingcopperbaratthelowerpartofthepanelwithstaticprotectionandcontrol
equipmenthasbeenreliablyconnectedtotheequipotentialgroundinggrid.
5.2.2.10Checkthattheequipotentialgroundinggridiscloselyconnectedwiththemaingroundinggridofthe
plantandstation.
5.3On-sitetestsofconventionalsubstation
5.3.1Testsofcurrentandvoltagetransformers
5.3.1.1Acceptanceinspectionofnewlyinstalledcurrentandvoltagetransformersandtheircircuits:
Checkwhetherthenameplateparametersofcurrentandvoltagetransformersarecomplete,andwhether
thecertificateofqualificationandtestdataarecomplete.Incaseoflackoftheabovedata,thefollowingtest
datashouldbeprovidedbythetestdepartmentoftherelevantmanufacturersorcapitalconstructionsand
productioncompanies:polarityofallwindings;transformationratioofallwindingsandtheirtaps;accuracy
levelofvoltagetransformersundereachcapacity;eachcurrenttransformerAccuracylevel(level),capacity
andinternalinstallationpositionofwinding;DCresistanceofsecondarywinding(eachtap);voltampere
characteristicsofeachwindingofcurrenttransformer.
5.3.1.2Aftertheinstallationofcurrentandvoltagetransformersiscompleted,therelayprotectioninspectors
shouldcarryoutthefollowingtests:
a)Thetransformationratio,capacityandaccuracylevelofcurrentandvoltagetransformersmustmeet
thedesignrequirements.
b)Testthepolarityrelationshipbetweenthewindingsofthetransformerandcheckwhetherthepolarity

markonthenameplateiscorrect.Checkwhethertheconnectionmodeandpolarityrelationshipof
eachsecondarywindingofthetransformerconformtothedesignandwhetherthephase
identificationiscorrect.
c)Whenconditionspermit,theworkingtaptransformerratioandcircuitshouldbecheckedbyinputing
currenttoeachphaseofthecurrenttransformer.(thepolarityandtransformationratiooftheexternal
transformerandbushingtransformerusedinthegeneratortransformerunitprotectioncanbe
checkedduringtheshort-circuittestofthegenerator).
d)Fromthesecondaryterminalboxofthecurrenttransformer,theACcurrentisintroducedtotheload
end,thevoltagedropofthecircuitismeasured,andtheimpedancebetweeneachphaseofthe
currentcircuitandtheneutrallineandbetweenp
