ThisstandardwascompiledinaccordancewiththetaskarrangedbyNoticeoftheNationalEnergy

AdministrationonIssuingtheFirstBatchofIndustryStandardFormulation(Revision)PlansintheEnergy

Sectorin2010(No.320oftheDepartmentofScienceandTechnologyoftheNationalEnergy

Administration).

ThisstandardwasproposedbytheChinaElectricityCouncil.

ThisstandardwaspreparedbytheNationalTechnicalCommitteeofStandardizationforLiveWorking.

TechnicalGuideforLiveWorkingon±660kVDCTransmissionLine

1Scope

Thisstandardspecifiesthetechnicalrequirementsandmattersneedingattentionforliveworkingon±660kVDC

transmissionlines,aswellasthetest,transportationandstorageoftheworkingtools.

Thisstandardisapplicabletoliveworkingon±660kVDCtransmissionlinesinareaswithanaltitudeof2000m

andbelow.

Forthepurposesofthisstandard,thetermsanddefinitionsgiveninGB/T2900.55andGB/T14286aswellasthe

followingapply.

4Generalrequirements

4.1Personnelrequirements

4.1.1Liveworkingworkersshallbeingoodhealthandfreefromphysicalandpsychologicalobstaclesthathinder

work.Theyshallhaveabasicknowledgeofelectricalprinciplesandpowerlines,masterthebasicprinciplesand

operatingmethodsofliveworking,andbefamiliarwiththescopeofapplicationandusingmethodsoftheworking

tools.TheyshallbefamiliarwithGB26859,DL/T966andthisstandard.Theyshallmasteremergencyrescue

methods,especiallytheelectricshockrescue.Theyshallreceivetheoreticalandoperationaltrainingfrom

specializedtraininginstitutions,passrelevantexaminationsandholdrelevantcertificates.

4.1.2Thepersoninchargeofthework(orthesafetyguardian)shallhaveatleast3yearsofactualworking

experienceinliveworkingonpowertransmissionlines,befamiliarwithequipmentconditions,havecertain

organizationalcapabilityandaccidenthandlingability,andpasstheexaminationafterspecialtraining.

4.2Institutionalrequirements

AccordingtoGB26859andthisstandard.

4.3Meteorologicalrequirements

4.3.1Liveworkingshallbecarriedoutingoodweather.Incaseofthunder,rain,snowandfog,liveworkingshall

notbecarriedout.Whenthewindforceisgreaterthanlevel5(10m/s),liveworkingshouldnotbecarriedout.

4.3.2Ifliveworkingisrequiredinweatherwithrelativehumiditygreaterthan80%,insulatingtoolswith

moisture-proofperformanceshallbeadopted,andthepossibilityofinsulationdegradationoftheinsulatingtools

underhighhumidityshallbeconsidered.

4.3.3Underspecialoremergentconditions,whenemergentlive-linerepairmustbecarriedoutinharshclimate,

relevantengineeringandtechnicalpersonnelandallworkingpersonnelshallbeorganizedtofullydiscussand

formulatereliablesafetymeasuresaccordingtothesiteclimateandworkingconditions,andtheemergentlive-line

repaircanbecarriedoutonlyaftertheapprovalofthechiefengineeroftheunitortheleaderinchargeof

productionoftheunit.Sufficientlightingfacilitiesshallbeprovidedfornightwork.

4.3.4Incaseofasuddenchangeofweatherduringliveworking,whichcanendangerpersonalorequipmentsafety,

theworkshallbestoppedimmediately.Undertheconditionofensuringpersonalsafety,thenormalworking

conditionsoftheequipmentshallberestoredassoonaspossibleorotherprotectivemeasuresshallbetaken.

4.4Otherrequirements

4.4.1Fornewliveworkingprojectsthataremorecomplicatedandmoredifficultandnewdevelopedtools,

scientifictestsshallbeconductedtoconfirmsafetyandreliability,andsafetymeasuresandoperationprocessplans

shallbeestablished,andthetoolscanbeoperatedonequipmentonlyaftertheapprovalofthechiefengineerofthe

unitortheleaderinchargeofproductionoftheunit.

4.4.2Thepersoninchargeofliveworkingshallcontactthedispatcherbeforetheworkstarts,andtheworkcanbe

startedonlyaftercontacting.WhenitisnecessarytodisableDCrestartprotectiondevices,thelicenseformalities

shallbeperformed.Aftertheworkisfinished,reportingtothedispatchershallbedoneintime.Itisstrictly

prohibitedtostoporresumetherestartprotectiondevicesatanappointedtime.

5Technicalrequirements

5.1Groundpotentialworking

5.1.1Whentheworkerworksatgroundpotential,theminimumworkingdistancebetweentheworkeratground

potentialonthetowerandtheliveconductorsshallmeettheprovisionsofTable1.

5.2.3Whentheequipotentialworkerentersorleavesequipotentialalongtensioninsulatorstrings,thenumberof

insulatorsshort-circuitedbythehumanbodyshouldnotbemorethan4.Theminimumnumberofgoodinsulators

shallmeettheprovisionsofTable5afterthenumberofinsulatorsshort-circuitedbythehumanbodyandbad

insulatorsisdeductedfromthetensioninsulatorstrings.

5.3Safetyprotection

5.3.1TheequipotentialworkershallwearTypeIIconductiveclothingandflameresistantunderwearaccordingto

GB/T6568.

5.3.2Theworkeratgroundpotentialonthetowershallwearafullsetofelectrostaticprotectiveclothingor

conductiveclothing.

5.3.3Theinsulatedoverheadgroundwireshallberegardedasaliveconductor,andtheworkersshallkeepa

distanceof0.6mfromit.Ifitisnecessarytoworkontheoverheadgroundwire,itshallbegroundedwellthrougha

dedicatedearthingcable.Themethodsandstepsforhangingordismantlingthededicatedearthingcableonthe

overheadgroundwirearethesameasthoseforhangingordismantlingtheearthingcableonapower-offline.After

hangingupthededicatedearthingcableandwearingafullsetofelectrostaticprotectiveclothingorconductive

clothing,theworkersmaycarryoutmaintenance.

5.3.4Foranopticalfibercompositeoverheadgroundwire(OPGW)groundedbyeachtowerfoundationorother

directlygroundedoverheadgroundwires,theworkersmaydirectlycarryoutmaintenanceworkbywearingafull

setofelectrostaticprotectiveclothingorconductiveclothing.Ifitisnecessarytodisconnectthedirectlygrounded

overheadgroundwiresfromtheground,theoverheadgroundwiresshallbehungwithearthingcablesbefore

maintenance.

5.3.5Beforeoverhaulinginthemiddleoftheoverheadgroundwirespan,inordertoensurehis/hersafety,the

workershallcheckwhethertheverticaldistancebetweenhim/herandtheliveconductorsbelowmeetsthe

minimumworkingdistancerequirementsaftertheoverheadgroundwireintheworklocationisloadedbyhim/her,

andwhetherthemechanicalstrengthoftheoverheadgroundwiremeetsrelevantrequirements.

5.3.6Whenworkingontheuni-polarpower-offside(theotherpoleisrunning),theworkershallwearafullsetof

electrostaticprotectiveclothingorconductiveclothing.

5.3.7Whenusinginsulatingropestotransferlargemetalobjects,theworkeratgroundpotentialoronthetower

shallgroundthemetalobjectsbeforetouchingthem.

5.3.8Withregardtolargemetalobjects(e.g.automobiles,etc.)insulatedfromthegroundandplacednearstrong

electricfields,attentionshallbepaidtoprotectingpeoplefrominducedelectricalinjury.Themetalobjectsmustbe

groundedbeforetheycanbetouched.

5.4Potentialtransfer

5.4.1Theequipotentialworkershallobtainpermissionfromthepersoninchargeoftheworkbeforepotential

transferandshallnotlosetheprotectionofthesafetybelt.

5.4.2ForpotentialtransferofDCtransmissionlines,thepotentialrodshouldbeused,whichshallbeinreliable

contactwithliveconductors.Beforeenteringequipotential,theworkershallcontactthepotentialrodquicklywith

theliveconductorsatadistanceofabout0.4mfromthem.Whenleavingequipotential,theworkershallcontactthe

potentialrodwiththeliveconductorsfirst,andthenwithdrawthepotentialrodquicklyafterleavingthelive

conductors0.4maway.

5.4.3Duringpotentialtransfer,theactionshallbesmooth,accurateandfast.

6Enterorleaveequipotential

6.1Enterorleaveequipotentialonasuspensiontower

6.1.1Whenenteringorleavingequipotentialonasuspensiontower,theworkershallnotenterorleave

equipotentialverticallyfromthecrossarmsoralongtheinsulatorstrings.Thehangingbasket(hangingchairand

hangingladder)method,theinsulatingflexibleladdermethodandothermethodsmaybeusedtoenterandleave

equipotential.

6.1.2Whentheworkerentersorleavesequipotential,alltheelectricalgapdistances(includingtheworking

distancesandthecombinedgaps)betweentheworkerandtheearthingconductorsandtheliveconductorsshall

meettherequirementsofTables3andTable4.

6.1.3Thehangingbaskets(hangingchairsandhangingladders)shallbestablysuspendedbyinsulatingslings,and

themovingspeedshallbestrictlycontrolledbyinsulatingpulleysetstoachieveauniformandslowspeed.The

lengthoftheinsulatingslingsforfixingshallbeaccuratelycalculatedoractuallymeasuredtoensurethatthe

highestpartofthehumanbodyshallnotexceedtheupperedgeofthegradingringontheconductorsidewhenthe

workerentersorleavesequipotential.

6.2Enterorleaveequipotentialonatensiontower

6.2.1Whenenteringorleavingequipotentialonatensiontower,theworkermayenterorleaveequipotentialalong

horizontaltensioninsulatorstringsorviaothermethods.

6.2.2Whentheworkermovesalongthehorizontaltensioninsulatorstrings,thepositionsofhis/herhandsandfeet

mustbekeptconsistent,andthenumberofgoodinsulatorsshort-circuitedbythehumanbodyandtoolsshallmeet

therequirementsofTable5.

6.2.3Theworker’ssafetyprotectionropeshallbetiedtotheinsulatorstringheldbyhis/herhandsandshallmove

synchronouslywithhim/her.

6.2.4Whenenteringorleavingequipotential,theworkershalltransferpotentialwhenmovingtoadistanceof

about0.4m(2~3insulators)fromtheliveconductorsbeforecarryingoutsubsequentoperations.

6.2.5Alltheelectricalgapdistances(includingtheworkingdistancesandthecombinedgaps)betweentheworker

andtheearthingconductorsandtheliveconductors,andthenumberofgoodinsulatorsshort-circuitedbythe

humanbodyortoolsshallmeettherequirementsofTable5.

7Mattersneedingattentionatwork

7.1Theworkersshallavoidexcessivebodymovementsduringliveworking.

7.2Insulatingtoolsshallbeusedtotransferarticlesbetweentheequipotentialworkerandthegroundpotential

worker.TheeffectivelengthoftheinsulatingtoolsshallmeettherequirementsofTable2.

7.3Theconductiveclothingshallbefreefromdamageandholes,andallpartsofitshallbeconnectedwelland

reliably.Whendamageandburrsarefound,itshallberepairedintime,anditcanbeusedonlyafterpassingthe

test.

7.4Beforetheinsulatingtoolsareused,aninsulationresistancetestershallbeusedtoconductsegmented

insulationtests.Thewidthofthemeasuringelectrodesis2cm,anditisrequiredthattheinsulationresistance

betweenevery2cmofmeasuringelectrodesshallnotbelessthan700MΩ.

7.5Theinsulatingtoolsshallbeprotectedfrommoistureandsurfacedamageanddirtwhenused.Theinsulating

toolstobeusedshallbeplacedonclean,dryandmoisture-proofpads.Whenfounddampenedorsurface-damaged

orsurface-dirty,theyshallbehandledintimeandcanbeusedonlyafterpassingthetest.

7.6Duringthework,bearingtoolsshallbefixedandreliableandhavebackupprotection.

7.7Ifdeterioratedorlowresistanceinsulatorsarefoundduringlivetestingofinsulators,theyshallberetested2-3

timestoavoidmisjudgment.

7.8Whenthefirstinsulatornearthecrossarmisdismantledorinstalled,itmustbeshort-circuitedbeforeoperation.

8Testoftools,devicesandequipment

8.1Thedesignofliveworkingtools,devicesandequipmentshallconformtotherequirementsofGB/T18037.

Conductiveclothing,insulatingropes,insulatingrods,insulatorholders,etc.,shallpasstypetestsandleaving

factorytestsinaccordancewiththerequirementsofGB/T6568,GB/T13035,GB13398,DL/T463,DL/T878.

8.2Thetools,devicesandequipmentshallbesubjectedtoelectricaltestsandmechanicaltestsonaregularbasis

accordingtothetestmethodsofDL/T976.Thetestcyclesareasfollows:

a)electricaltests.Preventivetestsshallbeconductedonceayear,andinspectiontestsshallbeconductedoncea

year,andtheintervalbetweentwotestsshallbehalfayear.

b)mechanicaltests.Preventivetestsshallbeconductedonceeverytwoyearsforinsulatingtoolsandonceevery

yearformetaltools.

8.3Preventivetests

8.3.1DCwithstandvoltagetest:theinsulationlengthofthetestsamplebetweenthetestelectrodesshallbe4.8m;

thewithstandvoltageshallbe755kV;thetimesh
