urancecontributionsandbenefitpayoutsislow,leadingtoinformationasymmetryandinconvenienceinoperations.Inaddition,thespecialsituationsandneedsofruralareasarenotfullyconsidered,resultinginrelativelypoortreatmentforruralresidents.3.Optimizationsuggestions1.OptimizationofpolicydesignOptimizingthedesignofthefinancialsubsidypolicyforbasicpensioninsuranceforurbanandruralresidentsisanimportantwaytoimprovetheeffectivenessandfairnessofthepolicy.Firstly,thepensionpaymentstandardshouldbereasonablydeterminedaccordingtotheactualneedsandlivingstandardsoftheelderly.Secondly,theburdenofpaymentperiodandamountshouldbereducedtoalleviatethedifficultyofpaymentforlow-incomegroups.Lastly,theeligibilitycriteriaforreceivingpensionsshouldberelaxedsothatmoreelderlypeoplecanenjoypensionbenefits.2.StabilizationofcapitalsourcesTosolvetheissueoffundsforthefinancialsubsidyofbasicpensioninsuranceforurbanandruralresidents,diversifiedcapitalsourcesshouldbeexplored.Ontheonehand,fiscalrevenuecanbeincreasedbyexpandingthetaxbase,adjustingthetaxsystem,etc.,toensurethesustainabledevelopmentofpensionfunds.Ontheotherhand,third-partyinstitutionscanbeinvitedtoparticipateintheinvestmentandoperationofpensionfunds,increasingtherateofreturnonfundsandreducingthefiscalburden.3.ImprovementofimplementationmechanismWiththeassistanceofinformationtechnology,asoundinformationmanagementsystemforsocialinsurancecontributionsandbenefitpayoutsshouldbeestablishedandimprovedtofacilitatetheflowandsharingofinformationandimprovetheefficiencyofsocialinsurancemanagement.Atthesametime,thespecialsituationsandneedsofruralareasshouldbefullyconsidered,andcorrespondingpoliciesandmeasuresshouldbeformulatedtoensurethebasicpensionrightsofruralresidents.4.ConclusionTheoptimizationofthefinancialsubsidypolicyforbasicpensioninsuranceofurbanandruralresidentsisacomplexandlong-termprocessthatrequiresjointeffortsfromthegovernment,society,andindividuals.Thegovernmentshouldincreasetheadjustmentandimprovementofpoliciestoimprovethelevelofpensionsecurityfortheelderly.Societyshouldstrengthenthepublicityandsupervisionofthefinancialsubsidypolicyforbasicp
