Ⅲ本標(biāo)準(zhǔn)按照GB/T1.1—2009給出的規(guī)則起草。本標(biāo)準(zhǔn)代替GB17566—2010《海洋運(yùn)輸船舶應(yīng)變部署表》,與GB17566—2010相比，除編輯性修改外主要技術(shù)變化如下：——修改了駕駛臺(tái)與機(jī)艙動(dòng)作(見4.1,2010年版的4.1.4);——修改了救生部署動(dòng)作(見4.3.1、,2010年版的4.3.1、);——增加了貨船自由降落式救生艇動(dòng)作與任務(wù)(見);——增加了吊放式救生筏動(dòng)作與任務(wù)(見);——修改了消防部署動(dòng)作(見4.4.1、4.4.4,2010年版的4.4.1、4.4.2);——?jiǎng)h除了救生、消防設(shè)備位置(見2010年版的4.5、4.6);——增加了封閉處所救助動(dòng)作與任務(wù)(見4.5和5.5);——修改了備注欄(見4.6、5.7,2010年版的4.7和5.7);——增加了客船破損控制動(dòng)作(見);——修改了船員用應(yīng)變部署卡任務(wù)(見6.1.1,2010年版的6.1.1)本標(biāo)準(zhǔn)對(duì)應(yīng)于《1974年國際海上人命安全公約》及其2017之前修正案，參照《1974年國際海上人命安全公約》及其修正案編制。本標(biāo)準(zhǔn)由中華人民共和國交通運(yùn)輸部提出并歸口。本標(biāo)準(zhǔn)所代替標(biāo)準(zhǔn)的歷次版本發(fā)布情況為：——GB17566—1998、GB17566—2010。1海洋運(yùn)輸船舶應(yīng)變部署表本標(biāo)準(zhǔn)規(guī)定了海洋運(yùn)輸船舶應(yīng)變部署表和應(yīng)變部署卡的基本要求，貨船和客船在發(fā)生棄船救生、消防滅火、封閉處所進(jìn)入與救助、客船破損控制等緊急情況時(shí)，船上所有人員的分工部署、職責(zé)和技術(shù)動(dòng)作，以及應(yīng)變部署表和應(yīng)變部署卡在船上的配備和填寫要求。本標(biāo)準(zhǔn)適用于航行于海上的從事商業(yè)運(yùn)輸為目的，500總噸及以上的貨船、載客12人及以上的客船。2術(shù)語和定義下列術(shù)語和定義適用于本文件。應(yīng)變部署表musterlist在船舶上用表格形式表達(dá)的符合《1974年國際海上人命安全公約》要求的船舶消防、棄船救生等緊急情況時(shí)的緊急報(bào)警信號(hào)及其全員的應(yīng)變部署。歷時(shí)約1s的笛聲或鈴聲。歷時(shí)約4s～6s的笛聲或鈴聲。3應(yīng)變部署表基本要求3.1海洋運(yùn)輸船舶應(yīng)變部署表分為貨船應(yīng)變部署表和客船應(yīng)變部署表。3.2應(yīng)變部署表的基本尺寸為：a)紙張外尺寸(長(zhǎng)×寬)為：670mm×490mm;b)表格尺寸(長(zhǎng)×寬)為：640mm×460mm。3.3應(yīng)變部署表樣表見附錄A。3.4應(yīng)變部署表以船長(zhǎng)為中心，全體船員分工配合：a)貨船應(yīng)變部署表分成救生部署、消防部署和封閉處所進(jìn)入與救助三部分，包括緊急報(bào)警信號(hào)、駕駛臺(tái)和機(jī)艙、棄船、放救生艇筏、消防、封閉處所進(jìn)入與救助、人員編號(hào)表格和備注等8個(gè)欄目；b)客船應(yīng)變部署表分成救生部署、消防部署、封閉處所進(jìn)入與救助、客艙乘客搜救四部分，包括緊平臺(tái)、消防、封閉處所進(jìn)入與救助、人員編號(hào)表格和備注等11個(gè)欄目。3.5船舶應(yīng)根據(jù)實(shí)際情況如實(shí)填寫應(yīng)變部署表，并保持字跡清晰可見。24貨船應(yīng)變部署表MusterlistforcargoshipMaster:Generalcommanderfortheshipincaseofemergency.4.1.2值班駕駛員：協(xié)助船長(zhǎng)，瞭望，操作車鐘，管理駕駛臺(tái)儀器、設(shè)備及控制系統(tǒng)，包括火警探測(cè)系Dutyofficer:assistmaster,lookout,manipulateenginetelegraph,managethebridgeinstru-ments,equipmentandcontrolsystems,includingfiredetectionsystems,etc.Dutyseaman:transmission,displaysignals,controlline-throwingappliance,releaselifebuoywithself-activatingsmokesignal,helm,assistlookout,etc.4.1.4無線電操作人員(或指定的負(fù)責(zé)通信的駕駛員):管理GMDSS設(shè)備。協(xié)助船長(zhǎng)負(fù)責(zé)船內(nèi)外通信聯(lián)系，根據(jù)船長(zhǎng)指示通知棄船集合地點(diǎn)。GMDSSoperator(ordesignatedofficerresponsibleforcommunication):operateGMDSSequip-ment.Assistmasterwithcommunication,indicatemusterstationaccordingtomaster'sorder.Dutyengineer:Controlthemainengine,auxiliaryengine,eemergencyfirepump,etc.4.2.1根據(jù)船長(zhǎng)命令，用汽笛或報(bào)警器發(fā)出緊急報(bào)警信號(hào)，并通過有線廣播，用船員工作語言反復(fù)發(fā)布。船員聽到報(bào)警信號(hào)后，應(yīng)立即著裝就位。Thefollowingalarmsaresoundedonwhistleorsirenaccordingtomaster'sorder,followedbycablebroadcastwithworkinglanguagerepeatedly.Whenthealarmissounded,crewmembersshallbedonnedandmusteredatstationsimmediately.Firealarm:shortblastscontinuedforoneminute.b)船前部失火：短聲連放一分鐘后一長(zhǎng)聲。Fireatforepart:continuedshortblastsforoneminuteandfollowedbyoneprolongedblast.c)船腫部失火：短聲連放一分鐘后二長(zhǎng)聲。Fireatmiddlepart:continuedshortblastsforoneminuteandfollowedbytwoprolongedblasts.d)船后部失火：短聲連放一分鐘后三長(zhǎng)聲。Fireataftpart:continuedshortblastsforoneminuteandfollowedbythreeprolongedblasts.e)機(jī)艙失火：短聲連放一分鐘后四長(zhǎng)blasts.f)生活區(qū)失火：短聲連放一分鐘后五長(zhǎng)聲。3prolongedblasts.4.2.3棄船報(bào)警：七短聲一長(zhǎng)聲，重復(fù)連放一分鐘。Abandoningshipalarm:Sevenshortblastswithoneprolongedblas4.2.4人員落水報(bào)警信號(hào)應(yīng)包括：a)人員落水報(bào)警：三長(zhǎng)聲。Manoverboardalarm:threeprolongedblasts.b)人員右舷落水：三長(zhǎng)聲后一短聲。c)人員左舷落水：三長(zhǎng)聲后二短聲。Manoverboardatportside:threepr棄船救生動(dòng)作應(yīng)包括：a)通過MF/HF、VHF、Inmarsat船站等發(fā)出遇險(xiǎn)報(bào)警。b)關(guān)閉有關(guān)機(jī)器，操縱遙控閥門和開關(guān)。Shutoffrelevantengines,d)攜帶、管理應(yīng)急無線電示位標(biāo)。CarryandmanageEPIRB.e)攜帶雙向無線電話機(jī)及應(yīng)急備用電池。f)攜帶雷達(dá)應(yīng)答器。g)攜帶船舶證書及重要文件。Carryship'scertificatesandimportantpapers.h)攜帶有關(guān)海圖、國旗、航海日志、輪機(jī)日志、無線電記錄簿、車鐘記錄簿、VDR數(shù)據(jù)存儲(chǔ)器或相關(guān)自動(dòng)記錄。Carryrelevantcharts,flag,decklogbook,enginelogbook,radiologbookandenginetele-i)盡可能攜帶食品、藥品和毛毯等生活必需品。Carryfood,medicineandblanketsasmuchaspossible.4.3.2釋放救生艇筏動(dòng)作Actionsforlaunchinglifeboatandliferaft開敞或部分開敞式救生艇Unclosedorpartiallyclosedlifeboat釋放開敞或部分開敞式救生艇的動(dòng)作與任務(wù)應(yīng)包括：4Carryalistofboatcrew,checkboatcrewmembers,commandboatlaunching.b)攜帶艇員名單，檢查登船人員著裝和救生服救生衣穿著，操作放艇機(jī)。Carryalistofboatcrew,checkthedonningofimmersionsuitsandlifejacket,operatedavitmotor.c)管理集合地點(diǎn)應(yīng)急照明、救生艇電氣設(shè)備及舷邊護(hù)欄。d)解除救生艇前系固索及保險(xiǎn)插銷。Releaseforegripe,removeharborpins.e)解除救生艇后系固索及保險(xiǎn)插銷。Releaseaftgripe,removeharborpins.Controlboataftfall,rigtheaftpainterandswashlhooks.i)操縱救生艇艇機(jī)。Layoutembarkationladder,mak釋放全封閉救生艇的動(dòng)作與任務(wù)應(yīng)包括：Carryalistofboatcrew,checkboatcrewmembers,commandboatlaunching,operateboatb)攜帶艇員名單，檢查登船人員救生服和救生衣。c)管理集合地點(diǎn)應(yīng)急照明、救生艇電氣設(shè)備及舷邊護(hù)欄。d)解除救生艇前后系固索。Releaseallgripes.e)解除救生艇保險(xiǎn)插銷。Removeharborpins.f)放妥登乘梯。g)檢查艇底塞和應(yīng)急舵。Checkifdrainageplugisin,andemergencyrigtillerreadyforuse.h)操縱救生艇艇鉤脫開裝置。i)關(guān)閉好所有水密艙口和其他出口
