(2023年10月)(一)政策溝通廣泛深入(二)設(shè)施聯(lián)通初具規(guī)模(三)貿(mào)易暢通便捷高效(四)資金融通日益多元(五)民心相通基礎(chǔ)穩(wěn)固(六)新領(lǐng)域合作穩(wěn)步推進(jìn)80年代以來，聯(lián)合國和一些國家先后提出歐亞大陸橋設(shè)想、絲綢之路2013年3月，習(xí)近平主席提出構(gòu)建人類命運(yùn)共同體理念；9月和的問題和挑戰(zhàn)。中國著眼人類前途命運(yùn)和整體利益，因應(yīng)全球發(fā)展及各國期待，繼承和弘揚(yáng)絲路精神這一人類文明的寶貴遺產(chǎn)，提出共建向世界、惠及全人類。(一)根植歷史，弘揚(yáng)絲路精神公元前140年左右的中國漢代，張騫從長安出發(fā)，打通了東方通之路共同發(fā)展，成為連接?xùn)|西方的重要商道。15世紀(jì)初的明代，鄭和河流域、印度河和恒河流域、黃河和長江流(二)因應(yīng)現(xiàn)實，破解發(fā)展難題了強(qiáng)大動力。500多年前，在古絲綢之路中斷半個多世紀(jì)后，大航海命和生產(chǎn)力的發(fā)展，經(jīng)濟(jì)全球化成為歷史潮流。特別是20世紀(jì)90年代后，經(jīng)濟(jì)全球化快速發(fā)展，促進(jìn)了貿(mào)易大(一)原則：共商、共建、共享(二)理念：開放、綠色、廉潔構(gòu)制定和完善境外管理制度1.5萬余項。2020年11月，60余家深度(三)目標(biāo)：高標(biāo)準(zhǔn)、可持續(xù)、惠民生觀，弘揚(yáng)和平、發(fā)展、公平、正義、民主、越文明優(yōu)越，推動文明間和而不同、求同存建立多層次人文合作機(jī)制，搭建更多合作平密切各領(lǐng)域往來，推動不同國家間相互理解(一)政策溝通廣泛深入戰(zhàn)略對接和政策協(xié)調(diào)持續(xù)深化。在全球?qū)用妫?016年11月，在聯(lián)大決議；2017年3月，聯(lián)合國安理會通過第2344號決議，呼吁通動完成《投資便利化協(xié)定》文本談判，將在超過110個國家和地區(qū)建互通總體規(guī)劃2025》、東盟印太展望、非盟《2063年議程》、歐盟月底，中國與五大洲的150多個國家、30多個國際組織簽署了200多美”項目。和國際組織深化交往、增進(jìn)互信、密切來往提供了重要平臺。2017年出席，140多個國家和80多個國際組織的1600多名代表參會，形成峰論壇，38個國家的元首和政府首腦及聯(lián)合國秘書長、國際貨幣基金組織總裁等40位領(lǐng)導(dǎo)人出席圓桌峰會，超過150個國家、92個國際組織的6000余名代表參會，形成了6大類、283項務(wù)實成果。成立了20余個專業(yè)領(lǐng)域多邊對話合作機(jī)制，涵蓋鐵路、港口、能源、升。共建國家還依托中國一東盟(10+1)合作、中非合作論壇、中阿(二)設(shè)施聯(lián)通初具規(guī)模(蘇庫爾至木爾坦段)、喀喇昆侖公路二期(赫韋利揚(yáng)一塔科特段)、拉合爾軌道交通橙線項目竣工通車，薩希瓦爾、卡西姆港、塔維薩德段于2022年3月開通運(yùn)營，匈牙利布達(dá)佩斯一克萊比奧段啟動軌道鋪設(shè)工作；克羅地亞佩列沙茨跨海大橋迎來通車一周年；雙西公路全線貫通；黑山南北高速公路順利建成并投入運(yùn)營。中國一中南半島經(jīng)濟(jì)走廊方向，中老鐵路全線建成通車且運(yùn)營成效良好，黃金運(yùn)350公里的雅萬高鐵開通運(yùn)行；中泰鐵路一期(曼谷一呵叨)簽署線上工程合同，土建工程已開工11個標(biāo)段(其中1個標(biāo)段已完工)。中蒙俄經(jīng)濟(jì)走廊方向，中俄黑河公路橋、同江鐵路橋通車運(yùn)營，中俄東線天然氣管道正式通氣，中蒙俄中線鐵路升級改造和發(fā)展可行性研究正式啟動。中國一中亞一西亞經(jīng)濟(jì)走廊方向，中吉烏公路運(yùn)輸線路實現(xiàn)常態(tài)化運(yùn)行，中國一中亞天然氣管道運(yùn)行穩(wěn)定，哈薩克斯坦北哈州糧油專線與中歐班列并網(wǎng)運(yùn)行。孟中印緬經(jīng)濟(jì)走廊方向，中緬原油和斯巴扎爾鐵路等項目建設(shè)取得積極進(jìn)展。在非洲，蒙內(nèi)鐵路、亞吉鐵路等先后通車運(yùn)營，成為拉動?xùn)|非乃至整個非洲國家縱深發(fā)展的重要通道。海上互聯(lián)互通水平不斷提升。共建國家港口航運(yùn)合作不斷深化，貨物運(yùn)輸效率大幅提升：希臘比雷埃夫斯港年貨物吞吐量增至500萬標(biāo)箱以上，躍升為歐洲第四大集裝箱港口、地中海領(lǐng)先集裝箱大港；巴基斯坦瓜達(dá)爾港共建取得重大進(jìn)展，正朝著物流樞紐和產(chǎn)業(yè)基地的目標(biāo)穩(wěn)步邁進(jìn)；緬甸皎漂深水港項目正在開展地勘、環(huán)社評等前期工作；斯里蘭卡漢班托塔港散雜貨年吞吐量增至120.5萬噸；意大利瓦多集裝箱碼頭開港運(yùn)營，成為意大利第一個半自動化碼頭；尼日利亞已通達(dá)全球43個國家的117個港口，300多家國內(nèi)外知名航運(yùn)公司、臺于2020年8月正式成立，共建國家民航交流合作機(jī)制和平臺更加陸；截至2023年6月底，中歐班列累計開行7.4萬列，運(yùn)輸近7002022年全通道運(yùn)輸總箱量超過18萬標(biāo)箱，火車開行2600余列。西部陸海新通道鐵海聯(lián)運(yùn)班列覆蓋中國中西部18個省(區(qū)、市),貨物流向通達(dá)100多個國家的300多個港口。2011年2012年2013年2014年2015年2016年2017年2018年2019年2020年2021年2022年2011年2012年2013年2014年2015年2016年2017年2018年2019年2020年2021年2022年開行量(列)+貨運(yùn)量(萬標(biāo)箱)00(三)貿(mào)易暢通便捷高效02013年2014年2015年2016年2017年2018年2019年2020年2021年2022年2022年1月1日正式生效，是世界上人口規(guī)模和經(jīng)貿(mào)規(guī)模最大的自貿(mào)(四)資金融通日益多元制。截至2023年6月底，共有13家中資銀行在50個共建國家設(shè)立設(shè)，截至2023年6月底，絲路基金累計簽約投資項目75個，承諾投資金額約220.4億美元；亞洲基礎(chǔ)設(shè)施投資銀行已有106個成員，批至2023年6月底，交易所債券市場已累計發(fā)行“熊貓債”99只，模527.2億元。綠色金融穩(wěn)步發(fā)展。2019年5月，中國工商銀行發(fā)行間常態(tài)化合作機(jī)制(BRBR)綠色債券；截至2022年底，已有40多債務(wù)可持續(xù)性不斷增強(qiáng)。按照平等參與、利益共享、風(fēng)險共擔(dān)的共建國家政府、金融機(jī)構(gòu)和企業(yè)重視債務(wù)可持續(xù)性，提力。中國借鑒國際貨幣基金組織和世界銀行分析框架，結(jié)合共建國家實際情況制定債務(wù)可中國堅持以經(jīng)濟(jì)和社會效益為導(dǎo)向，根據(jù)項目所在國需求及實際情況為項目建設(shè)提供貸款，避免給所在國造成債務(wù)風(fēng)險和財政負(fù)擔(dān)；投資重點(diǎn)領(lǐng)域是互聯(lián)互通基礎(chǔ)設(shè)施項目以及共建國家急共建國家?guī)砹擞行顿Y，增加了優(yōu)質(zhì)資產(chǎn)，增強(qiáng)了發(fā)展動力。許多(五)民心相通基礎(chǔ)穩(wěn)固動》,推進(jìn)教育領(lǐng)域國際交流與合作。截至2023年6月底，中國已已資助24個青年學(xué)者研究項目。中國政府原子能獎學(xué)金項目已為26個共建國家培養(yǎng)了近200名和平利用核能相關(guān)專業(yè)的碩博士研究生?？椔?lián)盟等示范帶動作用，深化人才培養(yǎng)和科學(xué)研究國媒體和智庫合作成果豐碩。媒體國際交流合作穩(wěn)步推進(jìn)，共建國壇、中國一柬埔寨廣播電視定期合作會議、中國一東盟媒體合作論阿拉伯國家廣播聯(lián)盟等國際組織活動有聲有色，成為凝聚共建國家共民間交往不斷深入。民間組織以惠民眾、利民生、通民心通分論壇上，中國民間組織國際交流促進(jìn)會等中外民間組織共同發(fā)起(六)新領(lǐng)域合作穩(wěn)步推進(jìn)等周邊國家開展跨境醫(yī)療合作。新冠疫情暴發(fā)以后，中國向120多個共建國家提供抗疫援助，向34個國家派出38批抗疫專家組，同31億劑疫苗，與20余個國家開展疫苗生產(chǎn)合作，提高了疫苗在發(fā)展中國家的可及性和可負(fù)擔(dān)性。中國與14個共建國家簽訂傳統(tǒng)醫(yī)藥合作文件，8個共建國家在本國法律法規(guī)體系內(nèi)對中醫(yī)藥發(fā)展予以支持，30色發(fā)展格局基本形成的宏偉目標(biāo)。中國與聯(lián)合國環(huán)境規(guī)劃署簽署《關(guān)色發(fā)展伙伴關(guān)系倡議，與超過40個國家的150多個合作伙伴建立“一關(guān)系。中國承諾不再新建境外煤電項目，積極構(gòu)建綠色金融發(fā)展平臺和國際合作機(jī)制，與共建國家開展生物多樣性保護(hù)合作研究，共同維的創(chuàng)新能力。截至2023年6月底，中國與80多個共建國家簽署《政國空間科技教育亞太區(qū)域中心(中國)為共建國家培養(yǎng)大量航天人才，積極共建中海聯(lián)合月球和深空探測中心、中阿空間碎片聯(lián)合觀測中心、瀾湄對地觀測數(shù)據(jù)合作中心、中國東盟衛(wèi)星應(yīng)用信息中心、中非衛(wèi)星遙感應(yīng)用合作中心，利用高分衛(wèi)星16米數(shù)據(jù)共享服務(wù)平臺、“一帶一路”典型氣象災(zāi)害分析及預(yù)警平臺、自然資源衛(wèi)星遙感云服務(wù)平臺等服務(wù)于更多共建國家。四、為世界和平與發(fā)展注入正能量10年來，共建“一帶一路”取得顯著成效，開辟了世界經(jīng)濟(jì)增長的新空間，搭建了國際貿(mào)易和投資的新平臺，提升了有關(guān)國家的發(fā)展能力和民生福祉，為完善全球治理體系拓展了新實踐，為變亂交織的世作的愿景與行動》,與近90個共建國家和國際組織簽專欄3菌草扶貧得到世界普遍贊譽(yù)專欄3菌草扶貧得到世界普遍贊譽(yù)民生項目成效顯著。維修維護(hù)橋梁，解決居民出行難題；打出水井，滿足村民飲水需求；安裝路燈，照亮行人夜歸急、改善了生活條件，增進(jìn)了共建國家的民生福祉，為各國人民帶來實實在在的獲得感、幸福感、安全感。10年來，中國企業(yè)先后在共建疾病預(yù)防控制中心總部、巴基斯坦瓜達(dá)爾博愛醫(yī)療急救中心，幫助喀麥隆、埃塞俄比亞、吉布提等國解決民眾飲水難問題，等等?！敖z路一家親”行動民生合作項目涵蓋扶貧救災(zāi)、人道救援、環(huán)境保護(hù)、婦女交流合作等20多個領(lǐng)域，產(chǎn)生了廣泛影響。(二)為經(jīng)濟(jì)全球化增添活力鐵路網(wǎng)直接聯(lián)通的跨國鐵路，全長1035公里，于2021年12月3日正式間動車直達(dá)。大通道，對維護(hù)全球供應(yī
