Introduction
Therealityofclimatechangeandenvironmentaldegradationisuponus–withimpactsdeepeningexistinginequalitiesandtransformativeresponsemeasuresurgentlyneededtoensurenooneisleftbehind.Deeplyentrenchedgendersocialnormsandintersectingbiasanddiscriminationimpacthowwomen,girls,IndigenousPeoplesandlocalcommunitiesexperienceclimatechange.Often,thesegroupsarehithardestbytheimpactsbuthavethefewestresourcesorinfluencetocope.Existingprejudicesandstructuresthatdiscountdifferentiatedknowledgeandexcludevoicesfromdecision-makingisalossformoreinclusive,effectiveandsustainablenaturalresourcegovernance,biodiversityconservationandnature-positiveclimateaction1.
Advancinggenderequalityandsocialinclusionisvitaltoaddressingclimatechangeandhaltingbiodiversityloss.Itmustbecentraltopriorityissuesandsectorsaswellasinthestructuresandprocessessurroundingpolicymaking,planning,investmentandpartnerships.Becausegenderedrolesandpowerdynamicslargelyshapenaturalresourcemanagement,wecannotstrengthenresourcemanagementwithoutaddressinggenderdynamics.Forexample,womenaremostlyresponsiblefordoingthecarework—foodpreparation,water,fuelwood,andmedicinalplantcollection—andareinvolvedinsubsistencefarming,tasksthatrelyonnaturalresources.Despitehavingdistinctknowledgeandprioritiesaroundnaturalresources,womenareseverelyunderrepresentedinenvironmentaldecision-making2–butoverrepresentedininformalandprecariouswork.Forinstance,almostonethirdofwomen’semploymentgloballyisinagriculture,forestryandfishing3,oftenininsecureandlow-payingjobs.
Targetinggendergapsthatarechronicbarrierstohumanandsustainabledevelopmentcanhaveapowerfulmultiplyingeffect.Forexample,levelingtheplayingfieldforwomenfarmersthroughequallandrightscouldbothdecreasethenumberofundernourishedpeopleintheworldby12to17percent4andcreatepathwaysforrestoringdegradedlandandincreasingresiliencetodrought5.Suchbenefitscomplementcriticalgenderequalityandhumanwell-beingoutcomesthatarelinkedtowomen’sequitablelandrights,suchaswomen’sincreaseddignity,influenceandstatus;improvedaccesstocreditandeconomicopportunities;andreducedriskofgender-basedviolence.6
Therefore,puttinggenderequalityandsocialinclusionsquarelyattheheartofclimateandbiodiversityactionsiskeytomeetingcountries’nationalpriorityobjectivesandglobalsustainabledevelopmentgoals.Rights-based,gender-responsiveandsociallyinclusiveapproaches(seeAnnex1)helpidentifychronicroadblocks;respectandvaluewomen’s,IndigenousPeoples’andlocalcommunities’knowledge,prioritiesandsolutions;cultivatemoreinclusiveandresilience-orienteddecision-making;andwardoffrisksofsiloedinvestments–alltowardmoreinnovative,effectiveandsustainableoutcomes.

IntegratedactionsacrossNBSAPsandNDCscanaccelerateprogressandboostsustainabledevelopmentoutcomes.UsheredundertheConventiononBiologicalDiversity(CBD)andtheUnitedNationsFrameworkConventiononClimateChange(UNFCCC)respectively,NationalBiodiversityStrategiesandActionPlans(NBSAPs)andNationallyDeterminedContributions(NDCs)aretwokeypolicyinstrumentsthroughwhichcountriesareconsideringtheireconomic,environmentalandsocialpriorities.Thisincludesfoodandwatersecurity,landandforestrestoration,climate-smartagriculture,cleanenergy,greeninfrastructure,financethatdeliversonmultiplegoals,andmuchmore.Puttinggenderequalityandsocialinclusionattheheartoftheseprocesses–withintegratedactionsacrossthem–offersthepotentialtoaccelerateprogresstowardpositivebiodiversityandclimateoutcomes,togetherwithbroaderhumanandsustainabledevelopmentimpacts.
Drawingonspecificexamplesfromcountriesalreadyexploringandemployingintegratedactions,thispolicyandprogrammingbriefprovidesentrypointsforcountriestoconsiderinNBSAPandNDCprocesses.Itfocusesonjointactionsthatcanstrengthengender-responsiveandsociallyinclusivegovernance,programmedesignandimplementation,financeandpolicyreformandcoherence.Policymakers,programteams,donorsandotherrelevantstakeholderscanconsidertheseintegratedactionsforstrengtheningrespectivepolicies;fosteringshared,south-southandcross-sectorallearning;andensuring–amongotherthings–morecoordinatedandcoherentdesign,implementation,andmonitoringandreportingonoutcomesforgenderequalityandsocialinclusion,acrossenvironmentalandclimate-relatedprocesses.
Box1:
Puttingwordsintointegratedaction–Implementingexistingpolicy
mandates
Theconnectionsbetweenwomen’sempowerment,genderequalityandsocialinclusionandbiodiversityconservationandclimatechangeresponsearewellestablishedinmajorpolicyframeworks.PartiestotwomainRioConventions—theCBDandtheUNFCCC—havecommonguidingprinciples(seeFigure1)andhaveincreasinglyincorporatedtheimportanceofadvancinggenderequalityandsocialinclusionandequityintheirdecisionsoverthelastseveraldecades.Mostrecently,undertheCBD,theKunming-MontrealGlobalBiodiversityFrameworkincludestwospecificTargets(22and23)focusedongenderequalityandsocialinclusion,aswellasarenewedGenderPlanofActionthataimstocomplementandenhancegender-responsiveimplementationthroughout.WithrespecttotheUNFCCC,theParisAgreementandlatestLimaworkprogrammeongender(LWPG)anditsGenderActionPlanprovideclearmandatesforaddressinggenderinequalityandotherformsofchronicdiscriminationanddisenfranchisementthatnegativelyimpactclimateaction.
Assuch,NBSAPsandNDCshaveauniquetwinnedroleinaddressingsocialandeconomicinequalitiesaspartofachievingbiodiversityandclimategoals.Transformingthebarriersforandrecognizingthedistinctdifferentiatedsocio-economicneedsofdiversewomen,IndigenousPeoplesandlocalcommunities,suchashealthcare,educationandsustainablelivelihoods,arecoretorealizingtheirrights–aswellascontributingtoanenablingenvironmentfortheirenvironmentalstewardshipandclimateaction,whicharenecessarytorealizingtheobjectivesoftheConventionsandcountry-drivenpriorities.

Guidingprinciples
Commonguidingprinciplesforgenderequalityandsocialinclusion
includeahumanrights-basedapproach,gender-responsiveness,and
inclusiveparticipation.BothRioConventionsemphasizetheimportanceofempoweringwomen,marginalizedgroups,andIndigenouscommunities
throughcapacitybuilding,intersectionalpolicies,andensuringaccountabilitythroughmonitoringandreportingmechanisms.
Theseframeworksaligngenderequalityandsocialinclusionwithbroadergoalsofsustainabledevelopmentandenvironmentalstewardship.For
theNDCs,theLimaworkprogrammeongender(LWPG)anditsGender
ActionPlan(GAP)guidetheworkonintegratinggenderconsiderations
intotheworkofParties.TheNBSAPsareguidedbytheKunming-MontrealGlobalBiodiversityFrameworkanditsGenderPlanofActionforgender
considerations.
Stakeholderengagement
BothNDCsandNBSAPsencouragetheuseof‘whole-of-government’
and‘whole-of-society’approaches,andanactiveinvolvementofwomen,youth,IndigenousPeoples,localcommunities,andotherpeoplein
vulnerablesituationsinenvironmentalpolicy,planning,implementation,
andmonitoringprocesses,ensuringtheirknowledgeandprioritiesshapebothclimateandbiodiversitystrategies.
Gender-responsiveandinclusivepolicy
Gender-responsiveandinclusiveapproachesarerequiredinadaptationandmitigationstrategiesandbiodiversityactions,includingequitable
accesstoresources,climate/biodiversityfinancemechanisms,and
supportingwomen’s,IndigenousPeoples’,andlocalcommunities’rolesinconservationandclimateefforts.
Capacity-building
NDCsandNBSAPscanincludecapacity-buildingandtrainingmeasures
focusedonenhancingwomen’sleadershipanddirectparticipationinbiodiversityand/ornaturalresourcesmanagementandconversation,climateadaptation,mitigationandresilience.Suchmeasurescan
strengthenequitableaccesstotrainingandinformation.
Monitoringandreporting
NBSAPsandNDCsencouragethecollectionanduseofdisaggregated
dataandindicators(bygender,age,ethnicity,etc.)totrackprogressandimpactongenderequalityandsocialinclusioninclimateandbiodiversityactions.

ThroughtheClimatePromisePledgetoImpactProgramme,asofApril12024,110of120ClimatePromise-supportedcountriesandterritoriessubmittedenhancedNDCs,withimprovedintegrationofgender.Promisingly,106integratedgenderequalityconsiderations,upfrom53intheinitialroundofNDCs.7ManyClimatePromise-supportedcountriesareincreasinglyembeddinggenderequality,aswellassocialinclusionconsiderations,amongprioritiesandrelatedactionsintheirNDCs.Amongstthepositivesignsofchange,forexample,33enhancedNDCsrecognizetheequalparticipationofwomeninclimatedecision-making,asopposedtojust2NDCsinthefirstgeneration.8Similarily,25enhancedNDCsrecognizewomenasagentsofchange,asopposedto7firstgenerationNDCs.9Nonetheless,thereisstillroomforimprovement.
WhenlookingatreferencestoIndigenousPeoplesinNDCs,thishasalsoincreased,from37firstsubmissionsto
49secondorenhancedsubmissions.10
AlthoughthereisgrowingrecognitionforandinclusionofIndigenousPeoplesinNDCs,theimplementationofrights-basedapproachesisstilllargelyabsent.Manycountries'NDCsmentionIndigenousPeopleswithoutestablishingconcretemechanismsfortheirinvolvementorprotectionoftheirrights.MoresignificanteffortsareneededtoensurethattherightsandcontributionsofdiverseIndigenouswomenandmenaremeaningfullyintegratedintoclimategovernance.Indigenouswomeninparticularoftenfacecompoundedchallengesduetoentrenchedgenderedsocialnormsandpowerdynamicsthatlimittheiragencyanddecision-makingpowerwithintheircommunitiesandinbroaderclimatepolicies.TheirmarginalizationcanleadtotheinadequateandineffectiveintegrationofIndigenousPeoples'knowledge,alongwiththeirvaluablecontributions.11
AreviewofNBSAPsfrom1993to2016revealedthatoverhalf–56percent–mentionedwomenorgender,12astrongsignalofcountries’recognitionofwomen’suniquerolesasnaturalresourcemanagersandtheirdifferentiatedneeds.However,justfourpercentcharacterizedwomenasagentsofchange.Morerecently,countriespreparingtheirSixthNationalReportstotheCBDidentifiedlackofgenderdataasthemainchallengetopreparingagenderresponsiveNBSAP.13ThesegapshelptoillustratethetypesofchallengescountriesmayfaceinrealizingthegendertargetsoftheKunming-MontrealGlobalBiodiversityFrameworkanditsGenderPlanofAction.
ThemonitoringframeworkfortheKunming-MontrealGlobalBiodiversityFrameworkidentifiesawiderangeofindicatorsforitsTarget23,(EnsureGenderEqualityandaGender-ResponsiveApproachforBiodiversityAction).Theseincludebutarenotlimitedto:theproportionofseatsheldbywomeninnationalandlocalgovernments,nationalimplementationofthegenderplanofaction,andsecurelandtenurerightsbysexandtypeoftenure.Similarly,forTarget22,(EnsureParticipationinDecision-MakingandAccesstoJusticeandInformationRelatedtoBiodiversityforall)theindicatorsincludelandtenuresecurity,representationinnationalinstitutions,andsystemstrackinggenderequality,focusingoninclusivedecision-makingandgovernanceequity.
UndertheCBDandUNFCCCrespectively,countriesareinvitedtoupdateandenhancetheirNBSAPsandNDCs–offeringaprimeopportunitytorevisitchronicgapsandconsiderintegratedactionsthatdeliveracrossmultiplegoalsandprocesses.Figure2showshowtheseupdatespresentatimelyopportunitywhileBox2looksatUNDP’scommitmentsandprogrammestosupporttheseprocesses.
