Introduction

TheUnitedNationsOfficeforSouth-SouthCooperation(UNOSSC),hostedbyUNDPsince1974,wasestablishedbytheUNGeneralAssemblywithamandatetoadvocateandcoordinateSouth-SouthandtriangularcooperationonaglobalandUNsystem-widebasis.UNOSSCreceivespolicydirectivesandguidancefromtheGeneralAssemblyandthroughitssubsidiarybody,theHigh-levelCommitteeonSouth-SouthCooperation.

UNOSSCestablishedafull-fledgedglobalprojectwithsupportfromtheGovernmentofChinatofacilitateSouth-Southandtriangularcooperationatthecitylevel.TheprojectisentitledSouth-SouthandTriangularCooperationamongMaritimeContinentalSilkRoadCitiesforSustainableDevelopment(alsocommonlyknownastheCitiesProject).TheCitiesProjectbuildsnetworkstobringtogethercities,institutionsandexperts,andfacilitatesSouth-Southandtriangularcooperationandknowledgeexchangesamongcities.Thematicfocusesincludesustainabletourism,heritagepreservation,cross-border

e-commerce,digitalinnovation,youthentrepreneurship,disasterriskreduction,publichealth,environmentalprotectionandclimateaction,agriculturevaluechain,genderequalityandpublicservice.

Heritagesupportsenvironmentalquality,livelihoods,economicgrowth,socialcohesion,equality,andinclusiveness.Itliesatthecentreofsustainablehumandevelopment.In2021,theCitiesProjectlaunchedtheSouth-SouthCitiesClusteronSustainableTourism,HeritageProtection&CreativeEconomy.ThisisanonlineCommunityofPracticeforsharingknowledgeandexperience,promotinghorizontalcooperationamongdevelopingcitiesintheglobalsouth,andconnectinglocalpractitionerswithUNspecializedagenciesandinstitutions.

InpartnershipwithUNESCOin2023,theCitiesProjectreleasedthereportExperiencesandPracticesonInclusiveSustainableTourisminCitiesandLocalitiesintheContextofSouth-SouthandTriangularCooperation,highlightingmultiplecasesofheritageprotection,particularlyfrom

MexicoandChina.

Inthiscontext,togetherwiththeWorldHeritageInstituteofTrainingandResearchforAsiaandthePacificRegion(WHITRAP)undertheauspicesofUNESCOandHumanSettlements(ajournalco-sponsoredbytheMinistryofHousingandUrban-RuralDevelopmentofChinaandUN-Habitat),theCitiesProjectisnowpresentingthereportHeritageConservationinChineseCities:GoodPracticesandExperiencesintheContextofSouth-SouthCooperation.Thisreportpresents12Chineselocalexamplesofcreativeheritageeducationandconservation,introducesreplicablesolutionsandinnovativeapproachesthatcanbeeasilyappliedinothercontexts,andfosterspotentialpartnershipsamongdevelopingcountriestopromotesustainableheritageprotectionandconservation.

SELECTIONCRITERIA

ExamplesofexperiencesinheritageconservationinthecontextofSouth-Southcooperationshouldmeetthefollowingcriteria:

?Embracingscienceandtechnology:Innovativelyusemodernortraditionalscienceandtechnologytoadvanceheritageeducationconcepts,methods,andapproaches,sothatheritagevaluescanbebetterexplored,understood,andshared.

?Inspiringcreativity:Harnessthepowerofcreativitytoexplorenewconceptsandmethodsinlinewithlocalconditionsand

expandorstrengthenthemulti-dimensionalinteractionbetweenpeopleandheritage.

?Empoweringdevelopment:Unlockthemulti-dimensionalpotentialoflocalinnovativedevelopmentandempowerthesustainableeconomic,social,andculturaldevelopmentofheritagesites.

?Socialinclusion:Supportinnovationsthatpromoteinteractionandintegrationamongcommunitiesandgroupsaswellasinclusivesocialdevelopment.

?Transboundarycooperation:Throughtheinnovationofmultilateralcooperationmechanismsandmodels,activelyexploresynergistictransboundarycooperationanddevelopmentapproachesthataretrans-regionalandmulti-disciplinary,involvingmultiplestakeholders.

Thereportdetailsthreecomponentsofthecities’practicesandexperiences:volunteerism,multi-stakeholderengagement,andyouth.

Volunteerismfosterscivilization,drivessocialprogress,andimprovessocialharmony.Six

casesinthisreportmobilizevolunteerstoimplementtheirprojects.Atypicalexampleis4+5+N:MiningandMetallurgyIndustrialHeritageProtectionVolunteerServiceModel,inwhichvolunteersfromschoolsandthepublicaremobilizedandorganizedtodisseminateandexplaintheuniversalvalueofminingandmetallurgyindustrialheritage,ultimately,learning,creating,andcontributingtotheircommunity.

Multi-stakeholderparticipationinheritageconservationrequirespartnerstocollaborateinaninclusivedecision-makingenvironmentforasharedfuture.Eightcasesinthisreportengagewithmultiplestakeholderstoleverageresources,includingadministration,management,expertise,financing,andoperation.Forexample,inStoriesofShanghaiArchitecture,“anallianceofover60organizations–includingbuildingowners,constructionenterprises,cultural,businessandtourism-relatedenterprises,scientificresearchinstitutions,culturalinstitutionsandmuseums,socialorganizations,andnewmediaplatforms–hasbeenestablished,tojointly

promotetheproject’sinnovativedevelopment.”Theprojectsuccessfullyevokespublicemotionalresonancesviaculturalmeans,encouragingparticipationinpreservingandinheritingurbanheritage.

Inavideomessagetolaunchthe2023ProgressReportonYouth,Mr.AntonioGuterres,Secretary-GeneraloftheUnitedNations,saidhecontinuestobeinspiredbyyoungpeople’sideasandenergy.“YougivemehopethatwecanputtheworldbackontracktowardsachievingtheSustainableDevelopmentGoals.”1

Thisreportpresentstencasesthatengageyouthparticipationinhistoricallearning,sharingconservationknowledge,andreplicatingheritagevaluesathomeandabroad.OnecaseisAFour-in-OneDigitalMemoryTalentTrainingInitiativeof“Platform-Research-Teaching-Practice”.Inthisproject,studentsfromRenminUniversityselectaspecificculturalheritagesiteundertheculturalframeworkof“BeijingMemory”,gathercultural

heritageresources,andbuildwebsites.Thisapproachhasencouragedandsupportedstudentstoincubateinnovativeculturalheritageinitiativesandapplywhattheyhavelearnedinpreservation,development,andtransmissioninabroadercontext.

ForSouth-Southandtriangularcooperation,asforalldevelopingcountries,fosteringindividualandcollectiveself-relianceiscrucial.Thisisdonebyenhancingcreativecapacitythroughknowledgesharingandexchangingexperiencestoidentifyandanalysedevelopmentissuesandformulatesolutionsbyutilizinglocalresourcestoaddresschallenges.

South-Southcooperationisnotasubstitutefor,butratheracomplementto,North-Southcooperation.2Asawhole,developingcountriessharemanythingsincommon,includingheritageconservation.Theparallelexperienceofheritageconservationinonedevelopingcountryismeaningfultoothersbecauseoftheirsimilarhistoricalbackgrounds.Thesuccessfuldevelopmentsolutionsorlessonslearnedinonedevelopingcountryarepracticalreferencesfortheothers.

ThisreportaimstoinspirecitiesoftheGlobal

Southtofindideasandsolutionsforsustainableheritageconservationthroughcity-to-citycooperation.Thepracticesinthisreportfindvalueinengagingmultiplestakeholderstoidentifyandmobilizelocalresources,includingvolunteerlabourpowerandfinancialresourcesandmaterials.Heritageconservationcanonlybesustainablebyengagingyouthandlocalvolunteergroups,whobringcreativityandvitalitytoheritageprotection.

platformdevelopment,research,teachingandpracticetoaddresschallengesinpreservingandtransmittingculturalheritageacrossgenerations.Challengessuchasculturallossduetoglobalization,lackofinterestamongyoungergenerationsandalackoftalentedindividualscapableofeffectivelypreservingandtransmittingculturalheritagearebeingtackledbythisinitiative.TheBeijingMemoryDigitalPlatformwasbuilttoreproduce,protectanddisseminateBeijing'shistoricalandculturalheritageusingdigitaltechnologytools.

CONTEXTANDCHALLENGES

In2013,RenminUniversityofChina’sSchoolofInformationResourceManagementlaunchedtheinnovative“Four-in-OneDigitalMemoryTalentTrainingInitiative”.Thisinitiativeintegrates

TheFour-in-OneInitiativeisparticipatoryandinvolvesvariouspartners,includingexperts,students,culturalheritageinstitutionsandthepublic.Expertsfromdifferentschoolsanddisciplinesleadinitiatives,givelectures,guidestudentsandfurtherdeveloptheknowledgebaseoftheirrespectivefields.Studentsattendclasses,participateinorhostinitiativesandmastertheskillsofdigitalprotection,representationanddisseminationofcultural

culturalheritagepreservationandpromotion.TheinitiativeteamiscomprisedofexpertsfromdifferentschoolsanddisciplinesatRenminUniversityofChina,includingInformationResourceManagement,History,ComputerScienceandTechnology,Art,JournalismandCommunications.Studentsfromdifferentcollegesandmajorsattendclasses,participateinprojectsandmasterskillsinculturalheritagedigitalprotection,representationanddissemination.

TheFour-in-OneInitiativeoffersacoursetitledtheTheoryandMethodsofDigitalMemoryConstructiontoteachrelevantknowledgeandtechniques.Itprovidesfundingandtrainingforstudentstodeveloptheirownculturalheritagedigitizationinitiativesandshowcasetheirfindingsatinternationalconferences.Throughtheseefforts,theinitiativeispromotingthepreservationandtransmissionofculturalheritageandcontributingtotheSustainableDevelopmentGoals(SDGs),includingSDG4(QualityEducation),SDG9(Industry,

methods,theoriesandtoolsofdigitalmemoryandresearchonculturalheritagetopicswhileconductingin-depthfieldworkonculturalheritagesites.UsingtheBeijingMemoryDigitalPlatform,theycanselectaspecificaspectofculturalheritageundertheBeijingMemoryculturalframework,collectculturalheritageresourcesandbuildwebsites.TheinitiativehaseffectivelyencouragedandsupportedstudentstoincubateinnovativeculturalheritageprojectsandapplywhattheyhavelearnedintheFour-in-OneInitiativetopreserve,developandtransmitculturalheritageinabroadercontext.

RESULTSANDLESSONSLEARNED

TheFour-in-OneInitiativehasachievedseveralsignificantoutcomes,includingbuildingahigh-standarddigitalheritageplatform,producingmulti-dimensionaldigitalculturalheritageproducts,developingaseriesofhigh-qualitycoursesandfosteringdigitalculturalheritagetalent.

TheFour-in-OneInitiativecreatesaneweducationalformatthatenablesstudentstolearnaboutBeijing'sculturalheritageresourcesandactivelyexplorethepreservation,developmentandtransmissionmethodsofBeijing'shistoricalandculturalheritage.Studentsmasterthe

thatcanbetransferredandreplicatedinothercountries,especiallythosefacingsimilarchallengesinpreservingandpromotingtheirculturalheritage.Theinitiativehascreatedseveralcoursesthatcanbeexemplaryinpromotingthedevelopmentofdigitalculturalheritageeducation,includingTheoryandMethodsofDigitalMemoryConstruction,IntroductiontoDigitalHumanities,DigitalCulturalHeritage,andDigitalOrganizationofResources.Bysharingthisexperienceandknowledge,othercountriescanlearnfromtheFour-in-OneInitiative’ssuccessanddeveloptheirowndigitalculturalheritageinitiatives.

Guanqiao,anancienttowninsouthernFujian,boastsalonghistoryandrichculturalheritage.In2012,QianjinStreetandLixinStreetinGuanqiaoTownweredesignatedasimmovableculturalrelics.3ThetotallengthofGuanqiaoQianjinStreetandLixinStreetisabout1000

andarcadedcityblocks4inMinnanurbanareasinGuanqiaofacethreesignificantchallenges.First,someculturalrelicsandbuildingshavebeendemolished.ResidentswhowereimpactedweredissatisfiedandappealedtotheCulturalRelicsDepartment.Thedemolitionworkwasimmediatelystoppedandisnowinastateofstagnation.Second,thethreesoutherntownsrepresentedadministrativelybyGuanqiaoTownarethemostactiveareasintheNan'ancountyeconomy.LixinQianjinStreetisthecorehistoricalareaofGuanqiaoTown,withhugeeconomicpressureonitslandandurgentdemandforurbandevelopment.Thisrequiresgoodplanningandaddressingareasofpotentialconflictbeforetheyarise.Third,therearemanyproblemsintheLixinQianjinDistrict,suchasdangerousbuildings,firehazards,dirtyanddisorderlyenvironmentsaswellaslackoffacilities,allofwhichurgentlyneedtobeimproved.

PROJECTANDSTRATEGIES

TheUrbanandRuralCulturalHeritageResearchCentre(HRC)attheEastChinaUniversityofScienceandTechnologyiscommittedtoprotectinghistoricalandculturalheritageinsouthernFujianandmaintainingthesystematicvalueofurbanculturalrelicarcadeblocks.Itspurposeistobetterrealizetheintegrityofheritageprotectionandusesthe“Five-in-OneProtectionandRevitalizationPath”asawaytoimplementsustainabledevelopmentinheritageprotection.Themodelisreplicableandcanbeadoptedforthepreservationofarcadeblocksinothertownsinthefuture.TheFive-in-Onemodeliscomprisedofthefollowing.

HRCcollaborateswithlocalgovernmentdepartments,historicalandculturalresearchprofessionals,chorographyeditingteamsandlocalelitesandexperts.Throughmultipleroundsofplanning,experimentationandpractice,thisprojecthasgraduallyestablishedtheprioritiesofthehistoricalandculturalcommunity,includingoverallprotection,definingancientroadsandtowns,andfosteringco-prosperitybetweenstreetsandtownsordistricts.Thisaimstoemphasizenotonlythecomprehensiveprotectionofbuildingsandhistoricalelementsbutalsoofstreetscapes.Thesystematicprotectionoftraditionalstreetandalleypatternsisapproachedfromtheperspectivesofinterfaceandspace,withparticularemphasisonproposingzoningprotectionandrevitalizationmeasuresfortheHengjiearea,LixinareaandQianjinarea,whichrepresenttheculturalexpressionofvariousperiods.Thisformsacomprehensiveprotectionandrevitalizationframeworkcomprisingcorenodes,historicalcorridorsandevolvingareas.

Management:Analysesmanagementmechanisms,policymeasuresandresourceallocationthroughresearchontheorganization,planning,implementationandevaluationofprotectionandrevitalizationwork.Itsummarizesthevalueofpoliciesandmanagementresources.

History:Studiesthebiographiesandhistoricalandculturalevolutionofarcadeblockstorestoretheirhistoricalbackgroundandculturalmeaning,providinganhistoricalbasisandculturalcontextforvalueanalysis.

Economics:Analyseseconomicvalueanddevelopmentpotentialbyresearchingrelevanteconomicdata,marketdemand,tourismresourcesandotheraspectsandproposescorrespondingeconomicevaluationandbenefitanalysis.

Byestablishingananalyticsystem,theuniquevalueofoldarcadestreetscanbefurtherexplored,layingasolidfoundationforthesubsequentprotectionandactivationmechanismsandplans.

continuouslydeepentheimpactassessmentofprotectionforculturalrelicsinvariousprojectsandpromotetheimprovementofcoordinatedplansfortheirsafetyanddesign.Publicparticipationshouldbeencouragedtogatherfeedbackfromcommunityresidents,localgovernments,constructionunits,overseasChineseandcommunityplanners.Thishelpstodynamicallyaddresstheconflictsbetweenurbandevelopmentandheritageprotection.Intheimplementationofthisproject,theeffectiveoperationofthismechanismhasresultedintheorderlydevelopmentoftheeminentdomainforthedevelopmentoftheLixinandQianjinblocks.Livelihoodprojects,suchasthereconstructionofmunicipalroadsinHengjieandthereconstructionandexpansionofGuanqiaoCentralPrimarySchool,havealsoenteredtheconstructionstage,providingasustainablepathtoaddressthecontradictionbetweenurbanrenewalandtheprotectionofculturalrelics.

Oneactionplan

HRCprovidestherelevantauthoritiesandcitizensofarcadeblockswithsystematicprotectionandrevitalizationguidelines,includingrenovationofbuildingsalongthestreet,guidanceontherepairofkeybuildings,andmicro-updatesonthequalityofthecommunitylivingenvironment.Theprojectconductedanevaluationofthepreservationofover240buildingfacades,dividedintofourcategories:culturalrelics,traditionalbuildings,generalbuildings,andnewlybuiltbuildings.Itproposedcorrespondingprotectionandrenovationmeasures,exploredvariousmethodsforprotectinghistoricallandscapes,andprovidedsuggestionsforrevitalizationandutilizationbasedonactualdevelopmentneeds.Italsosortedout124componentsforfacaderenovationofbuildingsalongthestreet,providingareferenceforupdatingproposedprotectionandrepairplansfor38keybuildings.Thesecomponentsrangefromdailymaintenanceandprotectivereinforcementtocomponentrepairandreplacement.

Amicroupdatedesignschemeforthequalityofthecommunitylivingenvironmentwasproposedforeightprimarynodesandmultiplesecondarynodes.Withthehelpofresearchoncurrentproblemsandresidents’needs,functionaloptimizationanalysiswascarriedout,andkey
