FOREWORD

1.本維護(hù)保養(yǎng)計劃系根據(jù)1974年SOLAS公約第II-2章規(guī)則14及第川章規(guī)

則20和海事委員會通報第850號制訂。

Thismaintenanceandinspectionplanwasdevelopedaccordingtothe

requirementofReg.11-2/14andReg.lll/20ofSOLAS1974andMSC

Circular850.

2.三副或船長指派的駕駛員應(yīng)負(fù)責(zé)保管本計劃，以便供主管當(dāng)局檢查。

The3/0ordeckofficerassignedbythemastertakesfullresponsibilityof

keepingtheplanreadilyavailableforauthorityinspection.

3.三副或船長指派的駕駛員應(yīng)負(fù)責(zé)本計劃所描述的按時逐項檢查LSA及FFA

的狀況與功能，但有些項目涉及機(jī)器操作，則應(yīng)隨同三管輪或輪機(jī)長指派的

輪機(jī)員一齊完成。如發(fā)現(xiàn)有任何疑問或異常，則應(yīng)請大副或輪機(jī)長采取進(jìn)一

步行動。任何船員無法處理的缺陷，應(yīng)報告公司(ISM辦公室)，以安排岸修

或更新裝備，更換到期或受損/破舊/磨損/失效的裝備。

4.不適用本船的項目應(yīng)適當(dāng)標(biāo)注“N.A.”。

5.記錄本計劃，船名、航次、日期應(yīng)在適當(dāng)欄目記錄，且所須資料應(yīng)在空白處

記載。

6.用如下縮寫字母填寫相關(guān)記錄表格：

7.每完成檢查表應(yīng)由檢查人員在表格底部簽字。

1目的

Purpose

本規(guī)則的目的在于保持與監(jiān)控船舶防火安全措施的有效性。為此，應(yīng)符合下列功

能要求：

Thepurposeofthisregulationistomaintainandmonitortheeffectivenessof

thefiresafetymeasurestheshipisprovidedwith.Forthispurpose,the

followingfunctionalrequirementsshallbemet:

.1防火系統(tǒng)及滅火系統(tǒng)及其裝置應(yīng)進(jìn)行維護(hù)保養(yǎng)，保持完好并隨時可用；

Fireprotectionsystemsandfire-fightingsystemsandappliancesshallbe

maintainedreadyforuse;

.2防火系統(tǒng)及滅火系統(tǒng)和裝置應(yīng)予適當(dāng)測試、檢查。

Fireprotectionsystemsandfire-fightingsystemsandappliancesshallbe

properlytestedandinspected.

2一般要求

Generalrequirements

船舶在營運期間的任何時候，應(yīng)符合第1.1款的要求。船舶非營運期間系指：

Atalltimeswhiletheshipisinservice,therequirementsofparagraph1.1shall

becompliedwith.Ashipisnotinservicewhen:

.1船舶正在修理期間或停航(錨泊或在港)或在干船塢；

Itisinforrepairsorlay-up(eitheratanchororinport)orindry-dock;

.2船東或其代表聲明船舶停止?fàn)I運；

Itisdeclarednotinservicebytheownerortheowner'srepresentative;

2.1操作準(zhǔn)備

2.1.1下列防火系統(tǒng)應(yīng)保持在完好狀態(tài)，以確保在發(fā)生火災(zāi)時發(fā)揮其性能作用：

.1結(jié)構(gòu)防火，包括仿火分隔及其開口和貫穿件的防護(hù)；

2.1.2滅火系統(tǒng)和裝置應(yīng)保持良好的工作狀態(tài)，隨時可供使用。已用完的手提式

滅火器應(yīng)立即填充或以等效裝置替代。

2.2維護(hù)保養(yǎng)、測試和檢查

2.2.1維護(hù)保養(yǎng)、測試和檢查的實施應(yīng)根據(jù)本組織制定的指南，并考慮和確保滅

火系統(tǒng)和裝置的可靠性

Maintenance,testingandinspectionsshallbecarriedoutbasedonthe

guidelinesdevelopedbytheOrganizationandinamannerhavingdue

regardtoensuringthereliabilityoffire-fightingsystemsandappliances.

2.2.2維護(hù)保養(yǎng)計劃應(yīng)保存在船上，并應(yīng)在主管機(jī)關(guān)要求時出示，供其檢查。

Themaintenanceplanshallbekeptonboardtheshipandshallbe

availableforinspectionwheneverrequiredbytheAdministration.

2.2.3維護(hù)保養(yǎng)計劃至少應(yīng)包括下列防火系統(tǒng)和滅火系統(tǒng)和裝置：

3維護(hù)保養(yǎng)

應(yīng)備有符合規(guī)則36規(guī)定的船上救生設(shè)備維護(hù)保養(yǎng)須知，并相應(yīng)地進(jìn)行維

護(hù)保養(yǎng)。

Instructionsforon-boardmaintenanceoflife-savingappliances

complyingwiththerequirementsofregulation36shallbeprovidedand

maintenanceshallbecarriedoutaccordingly.

主管機(jī)關(guān)

TheAdministrationmayaccept,inlieuoftheinstructionsrequiredby

paragraph3.1,ashipboardplannedmaintenancesprogrammewhich

includestherequirementsofregulation36.

4吊艇索的保養(yǎng)

Maintenanceoffalls

4.1降落所用的吊艇索由于變質(zhì)而需要換新或不超過5年的時間間隔（取較早

者），均予以換新。

Fallsusedinlaunchingshallberenewedwhennecessarydueto

deteriorationofthefallsoratintervalsofnotmorethanfiveyears,

whicheveristheearlier.

4.2主管機(jī)關(guān)可接受上述4.1要求的“兩端調(diào)頭”的替代方式，定期檢查吊艇

索，任何時候由于變質(zhì)需要換新或不超過4年的時間間隔（取較早者），予

以換新。

TheAdministrationmayacceptinlieuoftheuendforending"requiredin

5備件與修理設(shè)備

Sparesandrepairequipment

救生設(shè)備及其易損壞或易消耗而需要定期更換的部件，應(yīng)配有備件及修理設(shè)備。

Sparesandrepairequipmentshallbeprovidedforlife-savingappliancesand

theircomponentswhicharesubjecttoexcessivewearorconsumptionand

needtobereplacedregularly.

6每周檢查

Weeklyinspection

每周應(yīng)進(jìn)行下列試臉和檢查：

Thefollowingtestsandinspectionsshallcarriedoutweekly:

.1所有救生艇筏、救助艇及降落設(shè)備應(yīng)進(jìn)行目視檢查，以確保其立即可用；

Allsurvivalcraft,rescueboatsandlaunchingappliancesshallbevisually

inspectedtoensurethattheyarereadyforuse;

.2只要周圍環(huán)境溫度高于啟動和運轉(zhuǎn)發(fā)動機(jī)股要求的最低溫度，所有救生艇

和救助艇的發(fā)動機(jī)均應(yīng)進(jìn)行不少于3分鐘的運轉(zhuǎn)試驗。運轉(zhuǎn)期間，應(yīng)證實齒

輪箱和齒輪箱傳動系統(tǒng)運行正常。如安裝在救助艇上的舷外發(fā)動機(jī)由于其特

殊性在螺旋槳沒有浸沒的情況下不允許運轉(zhuǎn)3分鐘，則其運轉(zhuǎn)應(yīng)按照制造商

的手冊規(guī)定的時間運轉(zhuǎn)。特殊情況下，對于1986年7月1日以前建造的船

舶，主管機(jī)關(guān)可免除此要求；

Allenginesinlifeboatsandrescueboatsshallberunforatotalperiodof

notlessthan3minprovidedtheambienttemperatureisabovethe

minimumtemperaturerequiredforstartingandrunningtheengine.During

thisperiodoftime,itshouldbedemonstratedthatthegearboxandgear

boxtrainareengagingsatisfactorily.Ifthespecialcharacteristicsofan

outboardmotorfittedtoarescueboatwouldnotallowittoberunother

thanwithitspropellersubmergedforaperiodof3min,itshouldberunfor

suchperiodasprescribedinthemanufacturer'shandbook,Inspecial

casestheAdministrationmaywaivethisrequirementforshipsconstructed

before1July1986;

.3作為每周檢查的一部分，所有救生艇(自由降落救生艇除外)應(yīng)該從它的堆

放位置盡可能的向舷外移動來證明釋放裝置的能否滿意工作。這種做法是在救生

會上不載人，氣象和海況允許的情況下進(jìn)行，每周救生艇這種釋放工作還應(yīng)該記

bemovedfromtheirstowedpositiontotheextentnecessarytodemonstrate

satisfactoryoperationofthelaunchingappliances.Thisistobedownwithout

anypersononboardthelifeboatandonlyifweatherandseaconditionsalow.

Theweeklymovingofthelifeboatsisalsotoberecordedinthelogbook.

.4在安全設(shè)備年度檢驗期間，救生筏和救助艇的釋放裝置應(yīng)該進(jìn)行徹底的檢

查，并在徹底檢查后，在救生筏和救助艇不乘載人的情況下，要進(jìn)行動態(tài)絞車剎

車實驗，并且驗船師在現(xiàn)場。

Thelaunchingappliancesforsurvivalcraftandrescueboatsaretobesubject

toathoroughexamination,annuallyduringthesafetyequipmentsurvey.After

thethoroughexamination,adynamicwinchbraketest,withthesurvivalcraftor

rescueboatempty(v/ithoutpersononboard)istobeperformed,aclass

surveyoristowitnesstheexaminationandbraketest.

.5救生艇負(fù)荷釋放裝置在安全設(shè)備年度檢驗期間，要進(jìn)行徹底檢查，驗船師在

現(xiàn)場要進(jìn)行操作試驗。

Lifeboaton-loadreleasegearistobesubjecttoathoroughexamination,

annuallyduringthesafetyequipmentsurvey.Aftertheexamination,thelifeboat

.6通用應(yīng)急報警系統(tǒng)應(yīng)進(jìn)行試臉。

7月度檢查

Monthlyinspections

月度檢查應(yīng)使用規(guī)則36.1規(guī)定的檢查表，檢查救生設(shè)備包括救生艇裝備，以確

保其完整無缺并處于良好狀態(tài)。檢查報告應(yīng)記入航海日志

Inspectionofthelife-savingappliances,includinglifeboatequipment,shallbe

carriedoutmonthlyusingthechecklistrequiredbyregulation36.1toensure

thattheyarecompleteandingoodorder.Areportoftheinspectionshallbe

enteredinthelog-book.

8氣脹式救生筏、氣脹式救生衣、海上撤離系統(tǒng)與充氣式救助艇的檢修

Servicingofinflatableliferafts,inflatablelifejackets,marineevacuation

systems,andinflatedrescueboats.

8.1每一氣脹式救生筏、氣脹式救生衣、海上撤離系統(tǒng)應(yīng)予以檢修：

Everyinflatableliferaft,inflatablelifejacket,andmarineevacuation

systemshallbeserviced:

.1間隔不超過12個月，任何情況下如不切實際，主觀機(jī)關(guān)可展期到17個月；

Atintervalsnotexceeding12months,providedwhereinanycasethisis

impracticable,theAdministrationmayextendthisperiodto17months;

.2在經(jīng)認(rèn)可的檢修站進(jìn)行檢修，該檢修站應(yīng)勝任檢修工作，備有適當(dāng)?shù)臋z修

設(shè)施，并僅雇傭接受過適當(dāng)培訓(xùn)的人員。

Atanapprovedservicingstationwhichiscompetenttoservicethem,

8.2海上撤離系統(tǒng)的輪換展開

除了或連同上述8.1所要求的海上撤離系統(tǒng)檢修間隔外，每一海上撤離系統(tǒng)還應(yīng)

以主管機(jī)關(guān)同意的間隔從船上展開，但每一系統(tǒng)每6年至少展開一次。

requiredbyparagraph8.1,eachmarineevacuationsystemshouldbe

deployedfromthe

8.3主管機(jī)關(guān)依照規(guī)則4認(rèn)可的新型氣脹式救生筏布置，在下列條件下允許檢

修期展期：

AnAdministrationwhichapprovesnewandnovelinflatableliferaft

arrangementspursuanttoregulation4mayallowforextendedservice

intervalsonthefollowingconditions:

在檢修期間隔展期內(nèi)，按試驗程序的要求，已證實新型氣脹式救生筏布置保

持相同標(biāo)準(zhǔn)。

Thenewandnovelliferaftarrangementhasprovedtomaintainthesane

standard,asrequiredbytestingprocedure,duringextendedservice

intervals.

救生筏系統(tǒng)依據(jù)8.1.1的要求應(yīng)由有資格的人員在船上檢查。

Theliferaftsystemshallbecheckedonboardbycertifiedpersonnel

accordingtoparagraph8.1.1.

8.3.3不超過5年間隔的檢修應(yīng)按本組織的建議案實施。

Serviceatintervalsnotexceeding5yearsshallbecarriedoutin

accordingwiththerecommendationsoftheOrganization.

8.4充氣式救助艇的所有修理和維護(hù)保養(yǎng)應(yīng)按照制造商的說明書進(jìn)行。應(yīng)急

修理可在船上進(jìn)行，但永久性修理應(yīng)在經(jīng)認(rèn)可的檢修站進(jìn)行。

Allrepairsandmaintenanceofinflatedrescueboatsshallbecarriedout

inaccordancewiththemanufacturer^inspections.Emergencyrepairs

maybecarriedoutonboardtheship;however,permanentrepairsshall

beeffectedatanapprovedservicingstation.

8.5主管機(jī)關(guān)按8.3的要求準(zhǔn)予救生筏檢修期展期，則應(yīng)依據(jù)第I章規(guī)則5(6)

將行動通知本組織。

AnAdministrationwhichpermitsextensionofliferaftserviceintervals

inaccordancewithparagraph8.3shallnotifytheOrganizationofsuch

actioninaccordancewithregulationl/5(6).

9靜水力釋放器的定期檢修

Periodicservicingofhydrostaticreleaseunits

除可自行調(diào)換的靜水力釋放器外，靜水力釋放器應(yīng)予以檢修：

Hydrostaticreleaseunits,otherthandisposablehydrostaticreleaseunits,shall

beserviced:

.1間隔不超過12個月，任何情況下如不切實際，主管機(jī)關(guān)可展期到17個月；

Atintervalsnotexceeding12months,providedwhereinanycasethisis

impracticable,theAdministrationmayextendthisperiodto17months;

.2在檢修站進(jìn)行檢修，該檢修站應(yīng)勝任檢修該裝置，備有適當(dāng)?shù)臋z修設(shè)施，

并僅展傭接受過適當(dāng)培訓(xùn)的人員。

10存放位置的標(biāo)記

Markingofstowagelocations

存放救生設(shè)備的容器、支架、擱架及其它類似裝置的存放位置，應(yīng)按本組織建議

的符號加以標(biāo)記，表明該裝置存放該處的用途。如該位置存放一個以上的設(shè)備，

則應(yīng)標(biāo)明其數(shù)量。

Containers,brackets,racks,andothersimilarstowagelocationsforlife-saving

equipmentshallbemarkedwithsymbolsinaccordancewiththe,

recommendationsoftheorganization,includingthedevicesstowedinthat

locationforthatpurpose.Ifmorethanonedeviceisstowedinthatlocation,the

numberofdevicesshallalsobeindicated.

1.用錘子敲碎遙控釋放箱子上的玻璃，取需鑰匙打開閥門，自動釋放二氧化碳警報并關(guān)閉

機(jī)艙風(fēng)機(jī)、燃油泵、鍋爐供油泵、鼓風(fēng)機(jī)等。

警告：C02超重氣體，進(jìn)入C02間前需要徹底通風(fēng)?；馂?zāi)撲滅后任何人重新進(jìn)入這個區(qū)域必

須穿戴呼吸設(shè)備，直到確認(rèn)氧氣含量是正常的。

3.維護(hù)保養(yǎng)：

（2）每季度檢查：C02鋼瓶與操作鋼索的緊固是否牢固；

（3）每年檢查:裝置目視檢查正常;控制閥檢查;管路用空氣吹通;

（4）每五年:控制閥解體，內(nèi)部檢查.

（三）.移動式泡沫發(fā)生器

1.設(shè)備說明：

配備：1套及其泡沫液20L

位置：集控室門口

2.操作須知：

（1）將皮龍一端接到消防栓上;

B.拿起噴射管對佳火源基部

C.用力壓下手柄及連桿，釋放二氧化碳

注意事項:A滅火時，手要按住噴射管的隔熱部分，以免凍傷。

B釋放時要站在上風(fēng)側(cè)。

2.9L手提泡沫火火器（水基型）

1）設(shè)備說明：

配備：20（發(fā)證FI期:

2）操作：

A.拔出安全銷

B.將滅火器倒置并搖動滅火器，同時將滅火器的噴嘴對準(zhǔn)火源將泡沫噴灑在著火面上

C.火場處如有電源，應(yīng)先切斷電源再進(jìn)行滅火。

注意事項:適用于撲滅初起的油類，固體類小火，但不能用于帶電電器設(shè)備的火災(zāi)。

3.5KG手提干粉滅火器：

A.拔出安全銷

B.拿起噴射嘴對準(zhǔn)火源基部
