投融資模式論文：BOT投融資模式在我國體育場館的應(yīng)用研究【中文摘要】BOT(Build-Operate-Transfer)投融資模式作為一種常見的投融資模式在國內(nèi)外基礎(chǔ)設(shè)施建設(shè)中應(yīng)用較廣,其理論研究成果比較突出,已形成一套較成熟的理論。把BOT投融資模式在我國基礎(chǔ)設(shè)施中成功經(jīng)驗(yàn)移植到我國體育場館建設(shè)中,有較好的理論基礎(chǔ)。我國體育場館建設(shè)中運(yùn)用BOT投融資模式也已有新的嘗試,總結(jié)其經(jīng)驗(yàn)將理論與實(shí)踐相結(jié)合,對于今后我國體育場館的投融資的發(fā)展具有較強(qiáng)的現(xiàn)實(shí)意義。本文通過文獻(xiàn)資料法、邏輯分析法、SWOT分析法、案例分析法和專家訪談法對BOT投融資模式在我國體育場館中的應(yīng)用進(jìn)行了研究,分析了我國體育場館運(yùn)用BOT投融資模式的背景、存在的問題及運(yùn)用BOT投融資模式建設(shè)場館與后期運(yùn)營的關(guān)系。得出以下結(jié)論:1、BOT投融資模式是以未來經(jīng)營權(quán)作為投資回報(bào)來籌集建設(shè)資金的模式,是緩解當(dāng)前國家投資不足的一種有效補(bǔ)充,是拓展體育投融資渠道的有益嘗試,契合我國體育事業(yè)產(chǎn)業(yè)化、社會化的發(fā)展方向,同時(shí)是體育體制改革的體現(xiàn)。通過SWOT分析,證明我國體育場館適合引進(jìn)BOT投融資模式。2、北京五棵松文化體育中心是中國歷史上第一個(gè)完全由企業(yè)投資的大型體育場館,是一次前所未有的嘗試,既減輕了政府的負(fù)擔(dān),也給企業(yè)創(chuàng)造了機(jī)會。證實(shí)了BOT模式應(yīng)用于我國體育場館的可行性。3、BOT投融資模式應(yīng)用于我國體育場館時(shí)間不長,尚無系統(tǒng)的理論支持,實(shí)踐操作中也存在一些問題,尤其在其運(yùn)營過程中,尚未形成成熟的運(yùn)營管理機(jī)制。4、目前,我國尚未形成完善的BOT模式進(jìn)行投融資的法律法規(guī),只有一些國家部委和省級政府中有少許有關(guān)BOT的規(guī)定,BOT模式的實(shí)施缺乏法律支持。5、BOT投融資模式項(xiàng)生命周期較長,項(xiàng)目進(jìn)行期間易出現(xiàn)變化,要在變化中總結(jié)經(jīng)驗(yàn),提高應(yīng)對變化的能力,逐漸走出一條適合中國國情的體育場館BOT投融資模式。【英文摘要】Build-Operate-Translation as a common mode of investment and financing has been applied in building of infrastructure at home and abroad widely. Prominent research on Build-Operate-Translation has formed a more mature theoretical system. BOT mode could be transplanted into the construction of Chinese stadiums for its adequate theory in infrastructure. Recently, there also have been new attempts (Build-Operate-Translation) on Chinese stadiums. Combination the theoretical with practical experience can be useful and meaningful for the development of investment and financing mode in Chinese stadiums in the future.The author studied the application of Build-Operate-Transfer investment and financing mode in Chinese stadiums through literary analysis, logical analysis, SWOT analysis, example analysis and expert interviews methods in the in the paper, analyzed advantages and disadvantages of the utilizing of BOT mode in Chinese stadiums, also analyzed the problems in BOT pattern and summarized the relation between stadiumsoperation. The following conclusions:1. BOT financing mode is a mode of raising funds for construction which could own the right to operate as a future investment returns. It is an effective supplement to alleviate the lack of current states investment, is a useful attempt to expand sportsinvestment and financing channels, fits the industrialization of Chinese sports industry, guides the direction of social development. At the same time it is the embodiment of the reform of Chinese sportssystem. It proved that BOT financing mode is fit for Chinese venues through SWOT analysis.2. Beijing Wukesong Cultural and Sports Center is the first stadium invested by enterprise completely in China until now. The unprecedented attempt not only reduces the burden on the government, but also created opportunities for enterprises. It is confirmed that BOT mode can be applied to our sports venues.3. It is not a long time BOT financing mode used in our Chinese stadium, there is no theoretical supporting system, but there are some problems in practical operation. It has not formed a sophisticated operation and management mechanism in the operational process.4. China has not formed a complete system of law on BOT financing mode. Just some local governments made several rules in their own fields. There is no theoretical supporting system in the operational process.5. The BOT project usually has a long life cycle. There are prone to many changes during its operation.
