2、的界定要窄得多，它以詞源上的概念為基礎(chǔ)，也受詞源概念所限制。研究這一行為構(gòu)造的時(shí)候，必須以行為方式及行為對(duì)象兩個(gè)方面作為切入點(diǎn)。其行為方式是人為處置行為，表現(xiàn)為生產(chǎn)經(jīng)營過程中的經(jīng)濟(jì)行為。污染環(huán)境的行為對(duì)象是放射性的廢物、含傳染病病原體的廢物、有毒物質(zhì)或者其他有害物質(zhì)。有害物質(zhì);是指具備某種毒害功能，能構(gòu)成對(duì)人體健康、環(huán)境威脅的物質(zhì)，特別是難以治理、根除的特殊物質(zhì)，包括危險(xiǎn)廢物等。對(duì)污染環(huán)境行為對(duì)象界定的標(biāo)準(zhǔn)必須嚴(yán)格以環(huán)境保護(hù)法律的規(guī)定為限，不能隨意擴(kuò)大解釋行為對(duì)象的范圍。污染環(huán)境行為與投放危險(xiǎn)物質(zhì)行為的界限于前行為以違背社會(huì)管理秩序?yàn)榍疤?，后行為則危害公共安全。雖然污染環(huán)境行為與危險(xiǎn)物品肇事行
