1、專業(yè)好文檔電大農(nóng)村行政管理專業(yè)社會實習報告2011年秋 農(nóng)村行政管理 章程一、 實習的目的和意義暑假期間，我就社會主義新農(nóng)村建設的問題做了一番調(diào)查，在這十多天的調(diào)查中，我了解了現(xiàn)在農(nóng)村中出現(xiàn)的很多問題，我采訪了一些農(nóng)戶和村干部，我對農(nóng)村中的一些問題有了自己的看法和見解。 二、實習任務 了解農(nóng)村中的一些問題三、實習時間2013年7月1日至2013年9月30日，共60天四、實習地點 重慶市黔江區(qū)水市鄉(xiāng)水市村五、實習內(nèi)容首先就是農(nóng)村中的教育問題。因為從三年前農(nóng)村中就開始執(zhí)行兩免一補政策,即對國家扶貧開發(fā)工作重點縣農(nóng)村義務教育段家庭貧困學生實施“兩免一補”(免費提供教科書，免收雜費，逐步補助寄宿生生活

2、費)，這又一項惠及廣大農(nóng)民的好政策。而且落實的比較到位.副村支書楊民堂說: 為了響應中央號召，我們村為中小學免費發(fā)放教科書和免雜費主要表現(xiàn)在兩個方面。1.擴大我省“國家扶貧開發(fā)工作重點縣”農(nóng)村義務教育階段貧困家庭學生免費發(fā)放教科書資助范圍，向貧困家庭學生免費提供教科書，同時免除雜費?！皟擅狻睒藴蕿椋盒W每生每期80元，初中130元，特教95元。按照“一費制”標準，除中央財政負擔的免費教科書資金外，其余資金由省、市兩級財政各負擔一半.2補助貧困寄宿生生活費。在“兩免”資助范圍內(nèi)，對貧困寄宿生在校住宿期間補助生活費，每生每天補助1元。補助貧困寄宿生生活費政策可逐步落實，2005年受資助面要達到貧困

3、寄宿生的80，2006年達到100，所需經(jīng)費由縣級財政負擔。老百姓都說這是一件好事啊。這是關系到子孫后代的利國利民的大事。老百姓確實感受到了黨的溫暖。 第二個老百姓比較關注的就是免交農(nóng)業(yè)稅?；始Z國稅，古已有之。直到今天，“交公糧”一詞，仍是中國農(nóng)民的口頭禪。在過去幾十年中，我國以犧牲農(nóng)民收入、農(nóng)村發(fā)展的代價進行了城市工業(yè)化建設，導致城鄉(xiāng)收入差距越拉越大。在經(jīng)濟增長的“大蛋糕”中，占人口總數(shù)絕大多數(shù)的農(nóng)民不僅沒有得到相應的好處，反而在某些方面還遭受著嚴重的“不公”。比如在稅制方面，城市和農(nóng)村一直實行的是“雙軌制”，廣大農(nóng)民的稅負長期高于城市居民。目前，我國是世界上唯一專門面向農(nóng)民征收農(nóng)業(yè)稅的國家

4、，總稅率達百分之八點四。隨著城鄉(xiāng)貧富差距的拉大，全面取消農(nóng)業(yè)稅已是大勢所趨，不可阻擋。取消農(nóng)業(yè)稅，還在于它破除了對農(nóng)民的不平等待遇。人民群眾對這項民心工程感到非常高興。 村民孫豐毅告訴我，他家有4口人，耕種3畝地、70株橄欖，還做些生意，年收入2萬元左右。他說：“現(xiàn)在農(nóng)民享受這么多優(yōu)惠政策，充分體現(xiàn)了黨和政府的親民、愛民。我們對黨和政府的農(nóng)村政策由衷地擁護！”村黨支部書記告訴我，從2003年起，村民們免交“三提五統(tǒng)”，去年又免交種糧耕地農(nóng)業(yè)稅，今年起全面免交農(nóng)業(yè)稅，全村農(nóng)民每年減輕負擔38萬元，基本達到“零負擔”。農(nóng)民生產(chǎn)積極性得到極大提高，2011年，全村人均收入達3100元。這對我村的發(fā)展

5、有著重要的意義。 四、實習體會 但是農(nóng)村中依然有很多問題存在，例如農(nóng)民的就醫(yī)問題。農(nóng)民就醫(yī)是關系到人民的切身利益的問題。我認為應當趕快解決這一問題。，農(nóng)民就醫(yī)難主要表現(xiàn)在很多家庭看不起病，還有很多家庭因病致貧，或者因病返貧。對此，各級政府也做了很大的工作和努力，也確實加大了對農(nóng)村醫(yī)療衛(wèi)生事業(yè)的投入。但就目前的情況來看，我們還應該注意以下幾個方面：第一、要進一步加強鄉(xiāng)鎮(zhèn)衛(wèi)生院建設，定好位，找準位置，使其真正起到初級醫(yī)療衛(wèi)生保健的功能；第二、要建立農(nóng)民看病的統(tǒng)籌制度，對于一些特困患者，政府應該考慮解決部分款項，減免他們的就醫(yī)負擔，幫助他們度過難關；第三、要進一步改善農(nóng)村醫(yī)療條件、提高農(nóng)村醫(yī)療水平，

6、可以選派一些有培養(yǎng)前途的高考分數(shù)較低的高中畢業(yè)生送醫(yī)學院校進行培養(yǎng)，入學前與他們簽定合同，畢業(yè)后回農(nóng)村基層衛(wèi)生院工作。有條件的縣、市醫(yī)院還可以定期為農(nóng)村培養(yǎng)實用性醫(yī)療人才，進一步充實農(nóng)村醫(yī)療隊伍；第四、要增強責任感，進一步關注農(nóng)民兄弟的身體健康，有條件、有優(yōu)勢的醫(yī)院和醫(yī)護人員應該充分發(fā)揮自身優(yōu)勢，廣泛地開展各種有利于農(nóng)民就醫(yī)的活動。 這就是我在這次社會時間中的調(diào)查所得，農(nóng)村中還存在很多問題，政府應該盡快解決，決不能姑息。這次的社會實踐我的收獲很大，我常常被有思想、有遠見、有決策的農(nóng)民所感動，更被他們的勤勞、樸實的品質(zhì)所折服。感受也很多 。我也感受到了農(nóng)民的樸素和勤勞。總之，通過這次社會實踐，我
