2、l Organization for Standardization (ISO)General The OSH Program is part of CONTRACTORs quality management which describes the project organisation as well as contains all the procedures, instructions, specifications to steer the project execution. The purpose of the OSH Program is to defi

3、ne the OSH project organisation and the OSH performance criteria following CONTRACTORs “Integrated Management Manual for quality, health, safety and environment at ThyssenKrupp Industrial Solutions”. It comprises the OSH objectives and requirements transformed into observable and auditable parameter

4、s and procedures, customised to the Project adapting COMPANYs OSH requirements and procedures as stated by the CONTRACTThe OSH Program The first issue mainly determines the basic OSH requirements for the site. Additional supportive procedures/instructions will be implemented in the course of the pro

5、ject as required by the sequences of construction and subsequent commissioning works. The OSH Program is preliminary and subject to approval by COMPANY, if necessary.2.3 Corporate PolicyCONTRACTOR recognises OSH as a fundamental mission and expresses his commitment in the Quality, Health and Safety

6、Policy which is part of Contractors Integrated Management Manual and consistent with the ThyssenKrupp OSH policy. Both will be available to all concerned. (see next page)OSH personnel within the SUB-CONTRACTOR Site Organization: 1 OSH Manager (fulltime) Appointed by SUB-CONTRACTOR · Minimum 1 O

7、SH Supervisor (fulltime) Appointed by SUB-CONTRACTOR (Only where the workforce employed is below 50 worker may a Safety Supervisor be a responsible with other duties in addition to that of Safety Representative) · Site OSH Officer Appointed by each SUB-CONTRACTOR depending on the number of empl

8、oyees at the construction site according to the table below: Note: · OSH Site Personnel shall have ability to speak and understand ENGLISH. · Minimum one Safety Representative must be on site at all times (day shift / night shift) during the execution of the works. SUBCONTRACTOR's Site

9、 Representatives/Managers are responsible for OSH of their own activity, personnel and property on site assigned to their scope of work. They shall also be responsible for compliance with all local statutes, rules, regulations and orders applicable to the conduct of the Work and for ensuring that CO

10、NTRACTORs OSH requirements, as referenced above, are read, understood and implemented throughout the duration of the Contract.Subcontractors shall submit their own OSH Program, complying with this OSH Program and all COMPANY requirements as per section 2.5 (table), for approval prior start of work t

11、o CONTRACTOR. Where applicable, method statements shall be submitted to CONTRACTOR for comments. Method statement related to works performed in commissioning or live facilities and/or critical activities shall be prepared in advance in close co-ordination with CONTRACTOR. Subcontractors, in addition

12、 to working according to their own approved standards, shall meet the requirements of CONTRACTORs OSH Program. SUBCONTRACTOR's Construction Site Manager shall be supported by an OSH team composed by OSH Supervisors and OSH Officers assigned to the construction areas. Lacks of agreement shall be

13、reported to the Site Manager for resolution. SUBCONTRACTOR's Site Representatives/Managers are responsible for OSH of their own activity, personnel and property on site assigned to their scope of work. They shall also be responsible for compliance with all local statutes, rules, regulations and

14、orders applicable to the conduct of the Work and for ensuring that CONTRACTORs OSH requirements, as referenced above, are read, understood and implemented throughout the duration of the Contract.3.3.2 SUBCONTRACTOR's OSH Responsibility The SUBCONTRACTOR shall have in place, dedicated health and

15、safety management systems that ensure that appropriate standards of health, safety and environment are maintained. SUBCONTRACTOR shall implement policies, procedures and an appropriate culture to meet the following core requirements: · A senior person is designated with the responsibility for O

16、SH; · Roles and responsibilities regarding OSH are clearly defined throughout the SUBCONTRACTOR organisation; · The SUBCONTRACTOR has access to appropriate levels of expert health and safety advice; · Appropriate systems and processes are in place, together with the allocation of adeq

17、uate resources to identify and address the risks associated with the delivery of the products and services by its employees, Subcontractors, further sub-contractors and any other third parties; · The health and safety training needs of its employees, Subcontractors and further subcontractors ar

18、e assessed and the appropriate level of training delivered to ensure that all persons are trained to perform their tasks in a safe manner; · OSH performance is continually monitored and reviewed through programmes of inspections, testing and audits; and · The regular submission of OSH data

19、 to CONTRACTOR, attendance at meetings and participation in audits as required by CONTRACTOR acting reasonably. 20、ble for compliance with all local statutes, rules and regulations applicable to the conduct of the Work and for ensuring that CONTRACTORs OSH requirements, as referenced above, are read, understood and implemented throughout the duration of the Contract. These OSH Plans shall include all the pertinent OSH topics as stated by COMPANY and CONTRACTO

24、R. Each SUBCONTRACTOR shall assign an OSH Supervisor/Officer to participate in the implementation of the OSH Committee activities. SUBCONTRACTORs OSH Officers will specifically participate in the Safety Pool Meetings.5.5 Competent / Qualified Person Designations Definition of Competent Person: An in

25、dividual who by experience and training is knowledgeable of the work activity and all potential hazards and safe work practices related to this activity. A list shall be prepared, and forwarded to the Site OSH Manager, of competent persons for the major activities associated with the work of every S

26、UBCONTRACTOR. In particular, the list shall include: · excavation · scaffolding · rigging · hot tapping tie-ins · permit receiver Also a list of qualified/specialised persons shall be drafted including: · welders · hot tapping tie-ins welders · cranes and lift

27、ing equipment operators · mechanical equipment operators · electricians · ionising equipment operators (if applicable) 5.6 Conduct Personal behaviour must be exemplary for all employees and shall not offend the normal code of conduct established by National laws, good moral habits and

28、 CONTRACTORs rules.
