45、中心的社會大格局中，文化產(chǎn)業(yè)逐步從邊緣走向中心，當(dāng)今被稱為 “朝陽產(chǎn)業(yè)” 的文化產(chǎn)業(yè)，在社會經(jīng)濟(jì)和人們的生活層面上空前活躍，地位也日漸提高。黨的十六大把發(fā)展文化產(chǎn)業(yè)提高到了時代新發(fā)展的一個嶄新高度，既迎合了世界各國文化發(fā)展上流，也成為中國文化產(chǎn)業(yè)發(fā)展的必然趨勢。一、對發(fā)展文化產(chǎn)業(yè)的再認(rèn)識從社會觀念看， 目前， 文化作為一種新興產(chǎn)業(yè)還未扎根。有些人把發(fā)展文化產(chǎn)業(yè)看成是文化部門的事， 與已無關(guān)； 有些人將文化看成是思想政治和消遣娛樂工具，沒有全面深刻地認(rèn)識文化事業(yè)的性質(zhì)、 地位和對發(fā)展經(jīng)濟(jì)所起的重要作用，沒有用經(jīng)濟(jì)的辦法、 產(chǎn)業(yè)的方式、遵循文藝發(fā)展的規(guī)律來興辦文化產(chǎn)業(yè)。對此，筆者認(rèn)為有必要對發(fā)展文
