1、張家港市國(guó)家衛(wèi)生城市逾期復(fù)審專題匯報(bào)材料之八病媒生物防制工作匯報(bào)張家港市城鄉(xiāng)環(huán)境衛(wèi)生指導(dǎo)中心年四月張家港市地處東經(jīng)120 21 57" 720 52 '北緯31 43 12" -32 02 z位于長(zhǎng)江下游南岸，北濱長(zhǎng)江，南近太湖。全市總面積998.48 平方公里，其中陸地面積為 785.55 平方公里，屬北亞熱帶南部濕潤(rùn)性氣候區(qū)，氣候溫和，雨水充沛，很適合鼠、蟑、蚊、蠅等病媒生物繁衍生息。我市病媒生物防制工作在市委、市政府的正確領(lǐng)導(dǎo)下，在全市人民的積極參與下，取得了一系列優(yōu)異成績(jī)。1988 年被評(píng)為蘇州市滅鼠先進(jìn)城市，1990 年被評(píng)為蘇州市滅蟑先進(jìn)城市，1993

2、年被評(píng)為蘇州市滅蠅先進(jìn)城市，1995 年被評(píng)為滅蚊先進(jìn)城市。2005 年順利通過(guò)了蘇州市組織的滅鼠、滅蟑先進(jìn)城市復(fù)檢考核， 2006 年順利通過(guò)了滅蠅、滅蚊先進(jìn)城市復(fù)檢考核。2010 年 11 月，我市又通過(guò)了江蘇省愛(ài)衛(wèi)辦組織的滅鼠、滅蟑先進(jìn)城市考核驗(yàn)收。我們始終將病媒生物防制工作作為鞏固國(guó)家衛(wèi)生城市、國(guó)家衛(wèi)生鎮(zhèn)和省級(jí)衛(wèi)生村創(chuàng)建成果的重要內(nèi)容常抓不懈。近幾年著力在城鄉(xiāng)一體化落實(shí)和提升上下功夫，進(jìn)一步拓展了創(chuàng)建內(nèi)涵，使我市防制工作呈現(xiàn)了規(guī)范化、制度化、科學(xué)化的良性運(yùn)行態(tài)勢(shì)，始終有效地控制住了相關(guān)病媒生物密度，為保障人民群眾身體健康，對(duì)提升我市衛(wèi)生文明形象起到了重要的作用?，F(xiàn)將近幾年來(lái)我市病媒生物

3、防制工作匯報(bào)如下：一、病媒生物防制組織網(wǎng)絡(luò)得到了進(jìn)一步得到了完善市城鄉(xiāng)環(huán)境衛(wèi)生指導(dǎo)中心作為病媒生物防制工作的協(xié)調(diào)管理機(jī)構(gòu)，加大了聯(lián)系溝通力度，充分發(fā)揮相關(guān)部門(mén)的作用。市疾病預(yù)防控制中心作為病媒生物防制的業(yè)務(wù)指導(dǎo)部門(mén)，定期開(kāi)展對(duì)市區(qū)各街道、社區(qū)、單位人員的培訓(xùn)，每年定期舉辦一期 500 余人參加的培訓(xùn)；楊舍地區(qū)愛(ài)衛(wèi)辦作為市區(qū)病媒生物防制工作具體ocusing onways and means of improvi ng andupgra(stations) andthe Townshi p ofgrid a ccountabilitymeding w ork,furtherdevel opmen

I - 1ofimportant initiatives t o caught,speedupadva nce i ndustry Park, ef fective管理機(jī)構(gòu)，加強(qiáng)對(duì)所屬單位的監(jiān)督檢查；市容環(huán)境管理處消殺服務(wù)所作為市區(qū)防制工作的職能部門(mén)，現(xiàn)有專職人員10 名，具體負(fù)責(zé)病媒生物密度監(jiān)測(cè)及有關(guān)單位的病媒生物防制工作，督導(dǎo)各單位防制工作的落實(shí)；各街道、各單位還有專兼職除害員560 余名，具體負(fù)責(zé)各自的防制工作，初步形成了工作層層落實(shí)、部門(mén)密切配合、上下聯(lián)動(dòng)、

15、齊抓共管的良好局面，防制網(wǎng)絡(luò)形成了橫向到邊、縱向到底的格局。二、病媒生物防制工作得到了進(jìn)一步加強(qiáng)為切實(shí)保證對(duì)病媒生物的消殺效果，我們狠抓關(guān)鍵環(huán)節(jié)，突出重點(diǎn)，綜合防制，標(biāo)本兼治，切實(shí)提高了病媒生物防制工作效果。1 狠抓環(huán)境治理。我們始終把環(huán)境整治作為病媒生物防制指標(biāo)達(dá)標(biāo)的一項(xiàng)治本之策，堅(jiān)持城市建設(shè)與環(huán)衛(wèi)基礎(chǔ)設(shè)施建設(shè)協(xié)調(diào)發(fā)展，狠抓環(huán)境綜合治理。一是 持續(xù)開(kāi)展環(huán)境綜合整治。近年來(lái)我市累計(jì)投入近30 億元用于實(shí)施大氣污染防治三年行動(dòng)計(jì)劃、鄉(xiāng)鎮(zhèn)污水管網(wǎng)建設(shè)三年規(guī)劃、化工行業(yè)整治三年計(jì)劃的環(huán)?！?333 ”工程，全市生態(tài)環(huán)境質(zhì)量得到明顯改善。城區(qū)綠化覆蓋率達(dá)到 45.5% ，人均公共綠地達(dá)13.3 平米。

16、 二是 加強(qiáng)衛(wèi)生基礎(chǔ)設(shè)施建設(shè)。市鎮(zhèn)兩級(jí)用于農(nóng)村改廁補(bǔ)貼的資金累計(jì)達(dá)430 萬(wàn)元，全市衛(wèi)生戶廁普及率達(dá)99.8% 。 。三年來(lái)，全市農(nóng)村共新建垃圾收集房7407 座、農(nóng)村公共廁所133 座，采購(gòu)并投入使用的封閉式自裝自卸垃圾清運(yùn)車113 輛，市財(cái)政按照30% 的比例投入專項(xiàng)補(bǔ)貼金額達(dá)3000 余萬(wàn)元。對(duì)減少病媒生物孳生起到了積極的重要作用。2 狠抓專兼職除害專管員隊(duì)伍建設(shè)。病媒防制工作是一個(gè)系統(tǒng)工程，必須發(fā)揮廣大人民群眾的力量。充分發(fā)揮各單位專兼職除害專管員的橋梁紐帶作用，對(duì)擴(kuò)大病媒生物防制工作廣度和深度有著十分重要意義。市城鄉(xiāng)環(huán)境衛(wèi)生指導(dǎo)中心、疾控中心不定期對(duì)全市各部門(mén)、各單位專兼職除害專管員

24、kin r uralareas and "fivendgrass-rootssuchas schools,病媒生物防制管理是個(gè)系統(tǒng)工程，必須遵循其科學(xué)性開(kāi)展工作，必須對(duì)病媒 生物的生態(tài)習(xí)性、季節(jié)消長(zhǎng)等因素充分考慮， 進(jìn)而采取相應(yīng)管理組織方法、 技術(shù) 防制措施，才能取得比較好的效果。根據(jù)病媒生物的消長(zhǎng)規(guī)律，特別是在某一病媒生物繁衍高峰前夕，適時(shí)進(jìn)行突擊性消殺工作，能取到事半功倍作用，這是我們這幾年通過(guò)國(guó)家衛(wèi)生城市復(fù)查 所得出的經(jīng)驗(yàn)。為此我們?nèi)嬉?guī)劃，主要抓好了以下3個(gè)突擊性工作：一是周密 部署好每年春、秋兩季化學(xué)滅鼠工作。此項(xiàng)工作城鄉(xiāng)聯(lián)動(dòng)，統(tǒng)一時(shí)間、統(tǒng)一藥物、 統(tǒng)一標(biāo)準(zhǔn)、統(tǒng)一方法、統(tǒng)一

25、培訓(xùn)。每年春冬滅鼠藥使用約10000公斤，同時(shí)還利用物理方法：鼠籠、鼠夾2萬(wàn)多只，做到藥械并舉，使市區(qū)鼠密度總體上控制 在不足危害程度；二是每年4月份愛(ài)國(guó)衛(wèi)生月。此月氣溫回升，是蚊蠅的第一個(gè) 繁殖季節(jié)高峰，我們動(dòng)員全社會(huì)力量，全方位進(jìn)行環(huán)境整治清理，使蚊蠅孳生場(chǎng)所得到進(jìn)一步控制；三是每年適時(shí)開(kāi)展2次滅蚊滅蠅突擊周活動(dòng)：在蚊蠅繁殖高 峰季節(jié)，由楊舍地區(qū)愛(ài)衛(wèi)會(huì)牽頭，市區(qū)各單位、各街道、各居民按照要求統(tǒng)一行 動(dòng)，市區(qū)投放捕蠅籠約2.5萬(wàn)只，各類消殺藥物約3.5噸，進(jìn)一步控制了蚊蠅密 度。長(zhǎng)效管理工作的落實(shí)是病媒生物防制工作的一個(gè)十分重要的環(huán)節(jié)。 在近幾年 的強(qiáng)化病媒生物防制長(zhǎng)效管理工作中主要體現(xiàn)在以

26、下 6個(gè)方面：一是垃圾處理密 閉化。市區(qū)嚴(yán)格落實(shí)垃圾封閉式管理：即垃圾（單位或居民）垃圾收集房垃圾中轉(zhuǎn)站垃圾填埋場(chǎng)。短幾阡來(lái)隨著市民生活水平不斷提高、城區(qū)不斷擴(kuò)大，垃圾收集難度也越來(lái)越大，但市政府將此項(xiàng)工 作作為民心工程，增加投資，改善垃圾運(yùn)行條件，使市區(qū)垃圾處理運(yùn)轉(zhuǎn)正常；二 是農(nóng)貿(mào)市場(chǎng)雞鴨加工銷售點(diǎn)實(shí)行水沖式、蔬菜實(shí)行凈菜上市；三是屠宰場(chǎng)、飼養(yǎng) 場(chǎng)、皮毛收購(gòu)站統(tǒng)一遷移至城郊，相對(duì)集中管理；四是因菜集中加工管理；五是 防制設(shè)施與市政建設(shè)同步考慮，我市在下水道、害井等設(shè)計(jì)時(shí)充分考慮了防鼠設(shè) 施，更有利于我們的病媒生物防制工作。六是擴(kuò)大防制輻射防護(hù)區(qū)域，隨著城鄉(xiāng)一體化建設(shè)大步推進(jìn)，市區(qū)面積逐年遞增

Ply gongqngu, a mas roos -a s scools,3 optimization park e nvironme nt的管理方法，輔以相應(yīng)的技術(shù)措施，始終使我們的病媒生物密度較好地控制在較低水平。四、病媒生物防制機(jī)制得到了進(jìn)一步保障市城鄉(xiāng)環(huán)境衛(wèi)生指導(dǎo)中心每年對(duì)全年病媒生物防制工作進(jìn)行部署，同時(shí)綜合經(jīng)濟(jì)、 環(huán)境等因素進(jìn)一步完善修改相關(guān)工作方案，提高工作規(guī)范化、制度化水平。規(guī)范科學(xué)的管理又促進(jìn)了我市整個(gè)病媒生物防制水平的提高。近幾年的防制工作， 主要通過(guò)以下7 個(gè)方面機(jī)制

33、來(lái)得以保障。一是 專題考核機(jī)制：楊舍地區(qū)愛(ài)衛(wèi)辦每季對(duì)市區(qū)各系統(tǒng)、各部門(mén)、各單位進(jìn)行衛(wèi)生綜合考核，為此在每季考核時(shí)將病媒生物防制指標(biāo)達(dá)標(biāo)內(nèi)容納入其檢查內(nèi)容，此內(nèi)容與單位雙文明單位掛溝，通過(guò)此專題考核，引起系統(tǒng)、部門(mén)、單位主要負(fù)責(zé)人來(lái)關(guān)注、重視防制工作；二是監(jiān)督檢查機(jī)制：市衛(wèi)生監(jiān)督所代表國(guó)家衛(wèi)生行政部門(mén)承擔(dān)公共場(chǎng)所、食品飲食行業(yè)衛(wèi)生監(jiān)督工作，其防制設(shè)施到位本身也是這些公共場(chǎng)所、食品飲食行業(yè)衛(wèi)生單位必須要達(dá)到的標(biāo)準(zhǔn)，因此衛(wèi)生監(jiān)督部門(mén)無(wú)論是在許可準(zhǔn)入時(shí)還是經(jīng)常性監(jiān)督時(shí)，都將防制工作作為監(jiān)督內(nèi)容，達(dá)不到要求的，責(zé)令其限期改進(jìn)，強(qiáng)制的法制監(jiān)督促進(jìn)了病媒生物防制工作規(guī)范化；三是 日常監(jiān)測(cè)機(jī)制：楊舍地區(qū)消殺服

34、務(wù)站作為市區(qū)的病媒生物害密度監(jiān)測(cè)機(jī)構(gòu)，在市疾控中心指導(dǎo)下，按照國(guó)家衛(wèi)生城市相關(guān)標(biāo)準(zhǔn)和江蘇省衛(wèi)生廳、江蘇省愛(ài)國(guó)衛(wèi)生運(yùn)動(dòng)委員會(huì)關(guān)于病媒生物密度監(jiān)測(cè)方案對(duì)市區(qū)鼠、蠅、蚊、蟑螂等病媒生物密度系統(tǒng)地、定向地、有代表性地進(jìn)行監(jiān)測(cè)， 及時(shí)將監(jiān)測(cè)結(jié)果反饋給有關(guān)管理部門(mén)，加予分析，對(duì)于超過(guò)規(guī)定指標(biāo)的區(qū)域、單位進(jìn)行綜合分析，采取有效措施，及時(shí)控制超標(biāo)；四是 公開(kāi)舉報(bào)機(jī)制：為有效控制病媒生物密度，近幾年來(lái)根據(jù)市區(qū)特點(diǎn)，推行舉報(bào)制度，舉報(bào)電話向市民公布，凡某一地區(qū)、某一單位有病媒生物危害或騷擾市民正常生產(chǎn)和生活的，及時(shí)向市容環(huán)境管理處消殺服務(wù)所舉報(bào)，市容環(huán)境管理處消殺服務(wù)站及時(shí)派員進(jìn)行調(diào)查處理，直至其消除危害或干擾；
