PurposeThe present Procedures are formulated for the purpose of strengthening the work for inspectio

15、n and quarantine of inward heavy containers, regulating the administration on inspection and quarantine of inward heavy containers, and ensuring the quality of the work for inspection and quarantine of inward heavy containers, as well as strictly preventing the transmission of epidemic situation and

16、 poisonous and harmful substances into the territory.2. Scope of ApplicationThe present Procedures prescribe the work of application for inspection of inward heavy containers, quarantine checking, quarantine disposal and discharge and the supervision and administration thereof, and are applicable to

17、 the inspection and quarantine on inward heavy containers in ocean shipping.3. Accepting Application for InspectionBefore any container is shipped to a port, the carrier, consignor of goods or its agent (hereinafter referred to as the applicant) shall fill in the Form of Application for Inspect

20、ion of Outward/Inward Containers or the Form of Application for Inward Cargos (containers carrying cargo subject to legal inspection and quarantine) to apply for inspection to the inspection and quarantine organ, or may apply for inspection through electronic data interchange.After receiving the app

21、lication for inspection of inward containers, the inspection and quarantine personnel shall examine the Form of Application for Inspection of Outward/Inward Containers or the Form of Application for Inspection of Inward Cargos submitted by the applicant, and the attached materials, electronic inform

22、ation on application for inspection, and examine the conditions of the port for loading and unloading the containers, and whether the containers come from any epidemic area, the quantity and the kinds of cargos loaded, conditions on the packaging materials, and whether any sanitary disposal measures

23、 have been taken before the containers enter into the territory, and etc.The materials of application for inspection submitted by an applicant shall be complete and comply with the requirements, and the inspection and quarantine personnel who receive the application for inspection shall accept the a

24、pplication for inspection. 5. Determining the Quantity and the Serial Number of Containers for Spot CheckFor heavy containers under application for inspection, the inspection and quarantine institution shall determine the quantity and serial number of the containers for spot check. The quantity of t

25、he containers opened for quarantine checking shall be no lower than 5% of the quantity of the batch of containers under inspection and quarantine. If the inward containers have any of the following circumstances, the quantity for checking on them shall be increased:a. being likely to be polluted by

26、pathogenic microbes or is suspected of being contagious;b. coming from epidemic areas; orc. being likely to have disguised any medical media.The inspection and quarantine institution shall, after determining the quantity and serial number of the containers for spot check, notify the applicant to transfer the containers to the des
