13、iondrawings.Wehavereceivedtechnicalapprovalform,willbeissuedtotheper2第1章引言1.1項(xiàng)目背景是我國(guó)的重點(diǎn)林區(qū)，也是倍受關(guān)注的重點(diǎn)火險(xiǎn)區(qū)，森林防火任務(wù)十分繁重。森林防火指揮部經(jīng)過(guò)多年的不懈努力，在信息化建設(shè)方面打下了堅(jiān)實(shí)的基礎(chǔ)，其中森林防火地理信息系統(tǒng)已經(jīng)在實(shí)際工作中發(fā)揮了重要作用。隨著信息技術(shù)的迅猛發(fā)展和越來(lái)越高的森林防火工作要求，現(xiàn)有的系統(tǒng)功能已經(jīng)滿(mǎn)足不了實(shí)際工作需要，新時(shí)期的森林防火工作需要建立一套更加完善的森林防火輔助決策支持系統(tǒng)，因此，急需對(duì)原有的軟件進(jìn)行整體系統(tǒng)升級(jí)。要將“3S'技術(shù)（遙感技術(shù)RS地理信息系

14、統(tǒng)GIS、全球定位系統(tǒng)GPS）口網(wǎng)絡(luò)技術(shù)、通訊技術(shù)進(jìn)行有機(jī)地整合，為各級(jí)森林防火指揮部提供日常林火管理和撲火指揮信息化的輔助決策工具，提高森林防火工作信息化和現(xiàn)代化水平。該系統(tǒng)的建成將實(shí)現(xiàn)林火信息及森林防火業(yè)務(wù)中的各類(lèi)空間屬性和特征屬性的結(jié)合,提高了林火信息定位查詢(xún)、檢索的效率;當(dāng)發(fā)生森林火災(zāi)時(shí)，能夠?qū)崿F(xiàn)森林火災(zāi)的快速定位，及時(shí)了解詳實(shí)的火場(chǎng)及其周?chē)牡乩砗唾Y源要素，制定合理的撲救方案，實(shí)現(xiàn)撲救力量的最優(yōu)配置，提高撲救效率，把森林火災(zāi)造成的損失盡可能地減少到最低限度，進(jìn)而提高森林防火工作的管理水平，使森林防火工作從傳統(tǒng)的經(jīng)驗(yàn)型的定性管理轉(zhuǎn)化為標(biāo)準(zhǔn)化、規(guī)范化的定量管理，提高森林防火管理的效率和現(xiàn)

15、代化水平，從而使森林防火工作更加科學(xué)性、合理性，使森林防火工作邁上一個(gè)更新的臺(tái)階。1.2總體目標(biāo)要將衛(wèi)星遙感（RS）、衛(wèi)星定位（GPS）、地理信息系統(tǒng)（GIS）等3s技術(shù)進(jìn)行集成，創(chuàng)建基于地理信息系統(tǒng)（GIS）為平臺(tái)的，集地理信息、森林資源信息、防火管理專(zhuān)題信息和跟蹤、監(jiān)控、定位、調(diào)度指揮為一體的，具有信息化、智能化的“森林撲火輔助決策指揮系統(tǒng)”。該系統(tǒng)能夠查詢(xún)自然狀況、社會(huì)狀況、林業(yè)狀況等綜合信息;查詢(xún)森林防火各類(lèi)專(zhuān)題信息;撲火指揮過(guò)程中查詢(xún)地形、3第頁(yè)共13頁(yè)地貌、交通、水系、設(shè)施等相關(guān)信息，進(jìn)行火場(chǎng)定位、火情態(tài)勢(shì)標(biāo)繪，跟蹤和監(jiān)控?fù)浠痍?duì)伍動(dòng)態(tài)，提供輔助撲火方案。各級(jí)森林防火指揮部在進(jìn)行撲火

16、指揮時(shí)，能夠迅速得到信息化、智能化的輔助決策支持。整體系統(tǒng)用戶(hù)界面采取的界面更加友好，操作簡(jiǎn)便。十二個(gè)子系統(tǒng):綜合信息查詢(xún)系統(tǒng)、森林防火專(zhuān)題信息查詢(xún)與管理系統(tǒng)、林火預(yù)測(cè)預(yù)報(bào)系統(tǒng)、衛(wèi)星林火監(jiān)測(cè)管理系統(tǒng)、撲火調(diào)度指揮系統(tǒng)、撲火隊(duì)伍跟蹤系統(tǒng)、三維電子沙盤(pán)系統(tǒng)、阻隔帶管理系統(tǒng)、火災(zāi)檔案管理系統(tǒng)、火情推演和模擬系統(tǒng)、航空護(hù)林調(diào)度系統(tǒng)、信息發(fā)布系統(tǒng)。各子系統(tǒng)集成后將更加具有針對(duì)性和適用性，操作員根據(jù)具體工作需要選擇進(jìn)入相應(yīng)的子系統(tǒng)，操作簡(jiǎn)便靈活，每項(xiàng)功能都立足于撲火調(diào)度指揮的實(shí)戰(zhàn)應(yīng)用。1.3開(kāi)發(fā)原則本方案的設(shè)計(jì)和實(shí)施將遵循以下原則:1） 實(shí)用性與可靠性原則設(shè)計(jì)簡(jiǎn)單、方便、友好的用戶(hù)界面，使用戶(hù)易理解、易學(xué)
