Third i s tosolve關(guān)于促進(jìn)醫(yī)療器械產(chǎn)業(yè)發(fā)展的政策建議醫(yī)療器械產(chǎn)業(yè)的發(fā)展與國(guó)家產(chǎn)業(yè)政策密切相關(guān),好的產(chǎn)業(yè)政策將有利于醫(yī)療器械產(chǎn)業(yè)的發(fā)展和保障人體健康、生命安全。面對(duì)與國(guó)際先進(jìn)水平的差距,制定適應(yīng)我國(guó)國(guó)情的醫(yī)療器械產(chǎn)業(yè)政策,是十分迫切和必要的。一、我國(guó)醫(yī)療器械產(chǎn)業(yè)的發(fā)展機(jī)遇隨著國(guó)家經(jīng)濟(jì)實(shí)力的增強(qiáng),在 2002 年至 2004 年的短短三年中,國(guó)家僅利用國(guó)債資金投入多個(gè)醫(yī)療器械項(xiàng)目的總額達(dá) 3 億元。國(guó)家資金投入的加大對(duì)醫(yī)療器械企業(yè)來(lái)說(shuō)是難得的機(jī)遇。 目前, 在全國(guó) 17.5 萬(wàn)家醫(yī)療衛(wèi)生機(jī)構(gòu)現(xiàn)有的醫(yī)療儀器和設(shè)備

12、中,15% 左右是 20 世紀(jì) 70 年代前后的產(chǎn)品,大量設(shè)備急需更新?lián)Q代。而且醫(yī)療衛(wèi)生機(jī)構(gòu)逐年增多,他們需要新購(gòu)置大量?jī)x器和設(shè)備,這為本土醫(yī)療器械生產(chǎn)企業(yè)提供了巨大的市場(chǎng)空間。隨著醫(yī)療體制改革的不斷深入,我國(guó)農(nóng)村基層醫(yī)療機(jī)構(gòu)及社區(qū)衛(wèi)生服務(wù)機(jī)構(gòu)對(duì)國(guó)產(chǎn)醫(yī)療設(shè)備的需求會(huì)大大增加。從國(guó)外的發(fā)展經(jīng)驗(yàn)來(lái)看,醫(yī)療器械與藥品是醫(yī)學(xué)服務(wù)的兩大工具,國(guó)際上兩者的銷售比例是1 : 1.9,發(fā)達(dá)國(guó)家為 1 : 1 。但在我國(guó)這一比例卻很小,約為1 : 10,這表明我國(guó)醫(yī)療器械產(chǎn)業(yè)具有巨大的發(fā)展?jié)撃?,市?chǎng)容量極大。同時(shí),由于具有良好的性價(jià)比優(yōu)勢(shì),國(guó)產(chǎn)醫(yī)療器械在國(guó)際市場(chǎng)上也受到越來(lái)越多客戶的青睞。中國(guó)醫(yī)療器械行業(yè)面臨著

26、住機(jī)遇搶占國(guó)內(nèi)外市場(chǎng),對(duì)多數(shù)企業(yè)來(lái)說(shuō)尚有不少困惑。這種困惑是多方面的。首先是行業(yè)整體水平較低,國(guó)產(chǎn)高端產(chǎn)品較少,企業(yè)研發(fā)投入不足,專業(yè)人才缺乏,市場(chǎng)不甚規(guī)范,成果轉(zhuǎn)化困難。其次是相關(guān)法律法規(guī)不完善,政府管理效率低,從而影響企業(yè)的研發(fā)和生產(chǎn)。目前中國(guó)仍然存在政府多部門(mén)參與企業(yè)監(jiān)督管理的情況。交叉管理影響企業(yè)的正常運(yùn)作。另外,產(chǎn)品注冊(cè)周期太長(zhǎng),也不利于企業(yè)創(chuàng)新工作。第三是國(guó)產(chǎn)設(shè)備難享受應(yīng)有的國(guó)民待遇。目前一些大醫(yī)院在進(jìn)口大型機(jī)器時(shí)打著“教學(xué)和科研用”的幌子,不但能免 6% 左右的進(jìn)口關(guān)稅,而且還免17% 左右的增值稅,這既壓制了中國(guó)民族產(chǎn)業(yè)的發(fā)展,又破壞中國(guó)醫(yī)療市場(chǎng)的總體競(jìng)爭(zhēng)環(huán)境。此外,在招標(biāo)采購(gòu)

27、中也常提出“進(jìn)口設(shè)備”而把民族產(chǎn)業(yè)排除在外。這都是對(duì)民族產(chǎn)業(yè)的一種歧視。目前醫(yī)療機(jī)構(gòu)不合理的招標(biāo)采購(gòu)政策很容易把國(guó)內(nèi)一些原創(chuàng)高科技設(shè)備拒之門(mén)外。第四是進(jìn)入國(guó)際市場(chǎng)不易。醫(yī)療器械進(jìn)入國(guó)際市場(chǎng)不是件簡(jiǎn)單的事,特別是一些中小企業(yè)急需引導(dǎo)。目前我國(guó)的認(rèn)證體系得不到有關(guān)國(guó)外政府的認(rèn)可,造成我國(guó)生產(chǎn)企業(yè)出口需要重新注冊(cè),既增加了成本,又降低了效率。最后是自主知識(shí)產(chǎn)權(quán)保護(hù)制度不甚完善,造成市場(chǎng)秩序亂,不利于企業(yè)的創(chuàng)新研發(fā)工作。out city created,a ndcaremasses life,focuswork,i n-dept hinvestigation,moreout bouti quemast

38、如何發(fā)展我市醫(yī)療器械產(chǎn)業(yè),提出我們的建議:1 、從資金及人才等方面加大投入力度現(xiàn)代高科技醫(yī)療器械產(chǎn)品的研究開(kāi)發(fā)必然需要大量的資金支持, 如在美國(guó),對(duì)醫(yī)療器械的研發(fā)投入/銷售額的比率排在本國(guó)各行業(yè)的第二位,上個(gè)世紀(jì)末一直在10% 左右。 高比率高額度研發(fā)投入的直接效果是產(chǎn)品換代周期縮短,創(chuàng)新產(chǎn)品上市加快。隨著國(guó)家經(jīng)濟(jì)實(shí)力的增強(qiáng),政府及有關(guān)部門(mén)應(yīng)設(shè)立多種類型的科研或開(kāi)發(fā)資助項(xiàng)目,增強(qiáng)對(duì)醫(yī)療器械相關(guān)課題的支持力度。同時(shí),要加大人才的培養(yǎng)和引進(jìn)力度,出臺(tái)政策獎(jiǎng)勵(lì)優(yōu)秀科技人員,資助引進(jìn)學(xué)科帶頭人等高級(jí)技術(shù)人才。2 、搭建公共技術(shù)平臺(tái),協(xié)調(diào)醫(yī)療器械研發(fā)中的重大問(wèn)題。新產(chǎn)品開(kāi)發(fā)是行業(yè)發(fā)展的動(dòng)力。醫(yī)療器械行業(yè)

Third i s tosolve多學(xué)科交叉、知識(shí)密集、資金密集的高技術(shù)產(chǎn)業(yè)。在目前狀況下,國(guó)內(nèi)單個(gè)企業(yè)無(wú)論是從資金

49、上還是技術(shù)上,都難以完成大規(guī)模研發(fā)。因此,需要搭建公共技術(shù)平臺(tái),協(xié)調(diào)醫(yī)療器械研發(fā)中的重大問(wèn)題。建議市政府及有關(guān)部門(mén)能為此創(chuàng)造一定的條件,并在財(cái)政資金給以支持。3、政府的招標(biāo)采購(gòu)應(yīng)向本土產(chǎn)品傾斜據(jù)了解,在歐洲一些國(guó)家,政府采購(gòu)醫(yī)療器械時(shí),同等技術(shù)水平產(chǎn)品中,本土產(chǎn)品即使比進(jìn)口產(chǎn)品價(jià)格更高,但只要不高出10, 政府仍然會(huì)選擇本土產(chǎn)品,因?yàn)檎少?gòu)花的是納稅人的錢(qián),應(yīng)該用來(lái)扶持本土企業(yè)。我市醫(yī)療機(jī)構(gòu)的招標(biāo)采購(gòu),也應(yīng)考慮本地企業(yè)的產(chǎn)品,在性能、價(jià)格、質(zhì)量同等的情況下盡量向本地產(chǎn)品傾斜。這方面,政府應(yīng)有相應(yīng)措施。4、合理定價(jià),維護(hù)市場(chǎng)經(jīng)濟(jì)正常發(fā)展合理定價(jià)對(duì)于維護(hù)產(chǎn)業(yè)利益、刺激新產(chǎn)品進(jìn)入有著重要意義。這里
