6、規(guī)定的優(yōu)良標(biāo)準(zhǔn)的要求，消除不合格項(xiàng)，實(shí)現(xiàn)機(jī)組高水平投產(chǎn)。As a guide documentary for all stages of unit startup and commissioning, the procedure is focused on insurance of safety and quality in different commissioning stages, in which major commissioning items shall meet the requirements with defects eliminated, and thus handing

7、 over a unit to the Owner that is able to operate stably, efficiently and reliably.啟動(dòng)調(diào)試是火電基本建設(shè)工程的一個(gè)關(guān)鍵階段，設(shè)計(jì)、設(shè)備、安裝等方面可能存在的問(wèn)題將在此階段暴露出來(lái)并獲得解決；同時(shí)，啟動(dòng)調(diào)試又是一個(gè)多單位協(xié)作的系統(tǒng)工程。因此，各參建單位應(yīng)當(dāng)在啟動(dòng)驗(yàn)收委員會(huì)（試運(yùn)指揮部）的統(tǒng)一領(lǐng)導(dǎo)和協(xié)調(diào)指揮下，團(tuán)結(jié)協(xié)作，安全、優(yōu)質(zhì)、高效地完成機(jī)組啟動(dòng)調(diào)試工作。本調(diào)試大綱是針對(duì)工程總體而編制的，適用于BALCO擴(kuò)建4300MW電站工程四臺(tái)機(jī)組的啟動(dòng)調(diào)試過(guò)程，調(diào)試單位及各參建單位必須遵守本調(diào)試大綱，若實(shí)施中需作必要的修

8、改時(shí)，需經(jīng)試運(yùn)指揮部總指揮批準(zhǔn)。Unit startup and commissioning is a critical phase of coal-fired unit project. Latent and potential defects in design, manufacturing, and installation will be discovered and rectified in commissioning. Moreover, commissioning is also a system engineering involving multiple working pa

9、rties. Therefore, close cooperation between all the parties under the unified direction of the Commissioning Headquarters (CH) is essential for the unit to be commissioned on schedule, in good condition. The master guidelines is drafted based on the specific conditions of BALCO Expansion Project 430

10、0MW Thermal Power Plant. Commissioning team and other participating parties shall follow this master plan. Modifications or amendments if necessary shall be subject to the approval of the Commissioning Headquarters. 本調(diào)試大綱由試運(yùn)指揮部組織審查、批準(zhǔn)后生效。The master plan is subject to the review of the Commissioning

11、Headquarters before put into force. 2工程概況Project profile印度鋁業(yè)有限公司（以下簡(jiǎn)稱“BALCO”）計(jì)劃在Chattisgarh邦Korba鎮(zhèn)建設(shè)一座燃煤發(fā)電廠。Bharat Aluminum Company Limited（hereinafter refer to “BALCO”） planned to develop an Thermal Power Plant using pulverized coal as the main fuel in korba town in the state of Chattisgarh, India.

12、印度鋁業(yè)有限公司已建成4 臺(tái)135MW 機(jī)組作為自備電廠，本期建設(shè)4 臺(tái)300MW 亞臨界燃煤機(jī)組。Four units with 135MW capacity have been built as the Captive Power Plant and four coal fired subcritical units with 300MW capacity will be built at this phase.山東電力基本建設(shè)總公司(以下簡(jiǎn)稱“承包商”)于2007年8月20日獲得了項(xiàng)目EPC總承包合同，并將以EPC方式完成電站設(shè)計(jì)、采購(gòu)、供貨、運(yùn)輸、安裝、調(diào)試和性能驗(yàn)收試驗(yàn)工作。SEPC

14、責(zé)本工程的調(diào)試總體協(xié)調(diào)，調(diào)試進(jìn)度計(jì)劃編制,調(diào)試安全、質(zhì)量、進(jìn)度控制。The manager of Commissioning Team shall take the responsibility of overall coordination, preparation of test and trial run schedules, and supervision of commissioning quality and progress, and safety.3.1.2 自分部試運(yùn)開(kāi)始，任何輔機(jī)試運(yùn)必須在DCS上操作且相關(guān)保護(hù)系統(tǒng)投入，以確保輔機(jī)試運(yùn)的安全。From system tria

15、l operation, each auxiliary plant shall be operated on DCS with associated protections in service to ensure safety operation.3.1.3 機(jī)組調(diào)試過(guò)程中，所有保護(hù)、聯(lián)鎖完成試驗(yàn)后，必須進(jìn)行驗(yàn)收。On completion of testing of each protection/interlock item, all working parties shall confirm and accept the results. 3.1.4 每個(gè)系統(tǒng)試運(yùn)前必須進(jìn)行安全、質(zhì)量的

16、檢查驗(yàn)收，單機(jī)試運(yùn)不合格不得進(jìn)入分系統(tǒng)調(diào)試，分系統(tǒng)試運(yùn)不合格不得進(jìn)入整套調(diào)試，以確保機(jī)組調(diào)試質(zhì)量達(dá)到設(shè)計(jì)要求。Safety and quality inspection shall be conducted before each system is put into trial run. System trial run cannot be started if any component in the system has not passed individual testing. Similarly, overall unit startup cannot be commenced i

17、f any auxiliary system fails to pass trial operation. Only in this manner the unit can be commissioned successfully, fulfilling overall design requirements.3.1.5 分系統(tǒng)或整套試驗(yàn)前，各項(xiàng)基本條件必須滿足。All requirements specified in procedures shall be satisfied before trial operation of all subsystems and startup of o

18、verall unit.3.2調(diào)試分階段任務(wù)簡(jiǎn)述 Description of activities in each stage of commissioning3.2.1分系統(tǒng)調(diào)試任務(wù) Tasks in subsystem trial run分部試運(yùn)是電力建設(shè)施工的一個(gè)重要環(huán)節(jié)，是對(duì)電力設(shè)備制造、設(shè)計(jì)、安裝質(zhì)量的動(dòng)態(tài)考核和檢驗(yàn)，是機(jī)組能否順利進(jìn)行整套啟動(dòng)試運(yùn)和順利投產(chǎn)并迅速形成生產(chǎn)能力的關(guān)鍵工序。分系統(tǒng)調(diào)試工作作為分部試運(yùn)工作的組成部分，在本工程中的主要任務(wù)是：完成機(jī)組全部系統(tǒng)的試運(yùn)、DCS軟件恢復(fù)、廠用系統(tǒng)帶電、鍋爐冷態(tài)通風(fēng)試驗(yàn)、機(jī)組化學(xué)清洗、鍋爐點(diǎn)火吹管等工作。Subsystem tri

19、al operation are a crucial phase to power plant construction. They are intended to dynamically check and test all the pieces of equipment in the aspects of manufacturing, design and installation, thus ensuring the success of overall unit startup and commissioning. Individual system trial operation i

20、s part of the construction tests, and is intended to perform tasks such as trial operation of all systems, DCS software installation, auxiliary power system energizing, boiler cold draft test, chemical-cleaning, boiler light up and steam blowing. 3.2.2機(jī)組整套啟動(dòng)試運(yùn)前準(zhǔn)備工作 Preparations prior to integral uni

21、t startup本階段的主要任務(wù)是組織機(jī)組分系統(tǒng)調(diào)試后的缺陷封閉檢查、機(jī)組整套啟動(dòng)試運(yùn)計(jì)劃制定、機(jī)組整套啟動(dòng)試運(yùn)前質(zhì)量監(jiān)督檢查、機(jī)組整套啟動(dòng)試運(yùn)應(yīng)具備條件檢查確認(rèn)、召開(kāi)啟動(dòng)驗(yàn)收委員會(huì)會(huì)議、審議試運(yùn)指揮部有關(guān)機(jī)組整套啟動(dòng)準(zhǔn)備工作報(bào)告、協(xié)調(diào)整套啟動(dòng)的外部條件、決定機(jī)組整套啟動(dòng)的時(shí)間和相關(guān)事宜。Major tasks covered in this stage are:1) organizing to check all defects have been eliminated after subsystems trial run2) drafting of unit integral start

23、ns for unit integral startup7) determining when the integral unit startup commences and other issues. 3.2.3機(jī)組空負(fù)荷試運(yùn)調(diào)試任務(wù) Commissioning tasks in no-load trial operation of the unit機(jī)組整套啟動(dòng)調(diào)試是機(jī)、電、爐、熱、化各專業(yè)聯(lián)合運(yùn)作的一個(gè)過(guò)程，也是對(duì)設(shè)計(jì)、制造、安裝、調(diào)試質(zhì)量的最終檢驗(yàn)。Integral unit startup and trial operation is a process of joint effort

24、 of turbine, boiler, electrical, chemical and I&C teams. It is a final comprehensive test the quality for design, manufacturing, erection and commissioning.機(jī)組空負(fù)荷調(diào)試階段的主要任務(wù)是完成鍋爐冷、熱態(tài)沖洗，機(jī)組初次冷態(tài)啟動(dòng)與試驗(yàn)、機(jī)組并網(wǎng)前電氣試驗(yàn)、汽輪機(jī)超速試驗(yàn)、鍋爐蒸汽嚴(yán)密性試驗(yàn)及安全門校驗(yàn)、汽機(jī)主汽門、調(diào)門嚴(yán)密性試驗(yàn)等。Major tasks to be completed in this stage are:1) cold and

25、 hot flushing of boiler;2) initial cold unit startup and tests;3) electrical tests prior to generator synchronization;4) turbine overspeed tests,5) boiler steam tightness test and safety valves setting;6) turbine MSVs and CVs tightness test.3.2.4機(jī)組帶負(fù)荷試運(yùn)調(diào)試任務(wù) Tasks in on-load trial run of unit 機(jī)組帶負(fù)荷試驗(yàn)

26、的目的，在于通過(guò)各項(xiàng)試驗(yàn)，考驗(yàn)機(jī)組額定工況下，穩(wěn)定運(yùn)行的能力，并通過(guò)優(yōu)化組合運(yùn)行參數(shù)和燃燒初調(diào)整等各項(xiàng)調(diào)整試驗(yàn)，使機(jī)組具備一個(gè)較經(jīng)濟(jì)、穩(wěn)定的運(yùn)行工況。In this stage, various tests are performed to examine whether the unit is able to run stably under the rated conditions, and through optimization of operational parameters and adjustment, to determine a stable and efficient o

27、perational condition for the unit.機(jī)組帶負(fù)荷調(diào)試的主要任務(wù)是發(fā)現(xiàn)和解決設(shè)備和系統(tǒng)動(dòng)態(tài)運(yùn)轉(zhuǎn)過(guò)程中的問(wèn)題，消除由于各種原因造成的設(shè)備和系統(tǒng)缺陷，使所有設(shè)備、系統(tǒng)達(dá)到設(shè)計(jì)的額定工況和出力，進(jìn)行制粉系統(tǒng)調(diào)整試驗(yàn)、鍋爐燃燒初調(diào)整試驗(yàn)、低負(fù)荷斷油試驗(yàn)、SCS設(shè)備及程控投用試驗(yàn)、MCS 熱控自動(dòng)裝置投用試驗(yàn)、MCS 協(xié)調(diào)控制負(fù)荷變動(dòng)試驗(yàn)、廠用電切換試驗(yàn)、真空嚴(yán)密性試驗(yàn)、甩負(fù)荷試驗(yàn)、RUNBACK試驗(yàn)等。The purpose of on-load testing and adjustment of the unit is to discover and solve any

28、potential defects and/or difficulties and to make the systems and equipment to attain design conditions and output. In this stage, some testing and adjustment shall be conducted as follows: 1) adjustment for coal pulverizing system;2) initial adjustment for boiler combustion;3) oil cut-off on low lo

29、ad4) SCS initial operation5) MCS initial operation6) load change test in CCS mode7) changeover of auxiliary power source8) vacuum tightness test9) load rejection test10) Runback of unit3.2.5機(jī)組滿負(fù)荷試運(yùn)調(diào)試任務(wù)Full-load trial run of unit機(jī)組滿負(fù)荷整套試運(yùn)主要任務(wù)是機(jī)組再次啟動(dòng)并網(wǎng)后逐漸投入所有系統(tǒng)、熱工儀表、保護(hù)、自動(dòng)等。當(dāng)鍋爐投電除塵、斷油、吹灰系統(tǒng)投用正常，汽機(jī)投高加，熱控

30、儀表正常投入、汽水品質(zhì)合格、機(jī)組負(fù)荷300MW 時(shí)，進(jìn)入14天可靠性運(yùn)行。In full-load trial operation, the unit is restarted and brought into parallel operation with the power grid, with all the systems, I&C, protections, automatic controllers and others put into operation in succession. When ESP and soot-blowers are working steadily,

31、 oil cut-off succeeds, HP feed heaters were put in and most I&C are working normally, water and steam measure up to the standards, and the unit is running at 300MW steadily, the 14-day reliability operation will begin.3.2.6機(jī)組14天可靠性運(yùn)行14-day Reliability Operation完成機(jī)組帶負(fù)荷試運(yùn)后，如果需要停機(jī)檢修，則停機(jī)檢修完成后。再次啟動(dòng)機(jī)組使機(jī)組負(fù)

32、荷達(dá)到300MW ； 投入機(jī)組的連鎖保護(hù)和儀表；投入機(jī)組的自動(dòng)控制系統(tǒng)。使機(jī)組完成14天的可靠性運(yùn)行。After completion of unit on-load trial operation, the unit will be shut down for defects repair if necessary, then restarted and loaded up to 300MW, with the protections, interlocks, instruments, and automatic control systems put in service.
