3、3 .背景/Background：規(guī)章對延伸跨水飛行所需的設(shè)備做出了相應(yīng)規(guī)定。特下發(fā)此 TA 明確各公司飛機(jī)延伸跨水飛行救生設(shè)備和機(jī)載無線電通信設(shè)備的配備要求及管理辦法。There are different equipment requirements about extended overwater operation in Regulations. This TA is ied to clarify the company requirements and management about floaion and radio equipments.正文/Text：一、救生設(shè)備的要求/ F

4、loaion Equipments Requirement救生衣和救生船配備原則/ Life vests and rafts requirement：根據(jù) CCAR-121-R4 的規(guī)定，距最近海岸線的水平距離超過 50 海里（93 公里）即定義為延伸跨水飛行。只有執(zhí)行延伸跨水飛行的飛機(jī)才需要配備救生衣和救生船。Definition of extended overwater operation in CCAR-121: Flight over water moren 50 nautical(93 kilometers) from the nearest shore.Life vests an

5、d rafts should be equipped on aircraft performing extended overwater operation.救生船的放行標(biāo)準(zhǔn)/ Raft dispatch requirement：CCAR-25R3 25.1415 關(guān)于水上迫降設(shè)備的要求：除非備有足夠容量的多余救生船，否則在額定容量最大的一只救生船一旦損失時，其余救生船的浮力和超額裝載容量，必須能容納機(jī)上全部乘員（旅客和機(jī)組）。Ditching equipment requirement in CCAR-25R3 25.1415:Unless exs rafts of enough capac

8、 44/55.二、機(jī)載無線電通信設(shè)備的要求/ Radio Equipment Requirement根據(jù) CCAR-91R2 第 91.411 的要求，當(dāng)飛機(jī)在水上飛行時需要確保在飛行中任何時間至少可與一個地面站建立雙向通信聯(lián)系。為滿足此要求，按不同的航路情況有以下三種機(jī)載無線電通信設(shè)備最低配備要求：Per the requirement of CCAR-91R2 section 91.411, aircraft should establish the two-way communicationwith one ground s ion east within any time durin

14、d onesystem.三、執(zhí)行延伸跨水飛行的管理辦法/ Management of extended overwater operation：運(yùn)行控制部在論證新開航線時，需將延伸跨水航線信息及時通知給 PPD 值班席。若新航線屬于本 TA 正文第二、3）條所述的航線，需要特別注明相應(yīng)信息。Operation control department should report the new extended overwater routes to PPD. 15、 根據(jù)新航線論證或相關(guān)部門通知，求證后建立并更新延伸跨水飛行航線。在安排或調(diào)配航班時，對于 TA 正文第二、3）條所述的航線，只能安排第二、3）條所列飛機(jī)執(zhí)行航班，(如機(jī)隊飛機(jī)不滿足第二、 3）條要求，則不能執(zhí)行該航線)；對于其他延伸跨水航線，只能從“附表”中選擇飛機(jī)執(zhí)行航班。安排飛機(jī)執(zhí)行延伸跨水飛行時，PPD 需按照下述工卡提前確定救生衣和救生船備件。執(zhí)行延伸跨水航班前，需執(zhí)行下述工卡安裝救生衣和救生船；執(zhí)行延伸跨水航班后，如果下一航班不是延伸跨水航班，需執(zhí)行下述工卡拆下救生衣和救生船。特殊情況，PPD 需臨時通知運(yùn)行控制部對應(yīng)飛機(jī)救生衣和救生船的安裝狀態(tài)。PPD should establ

19、型的載重和平衡數(shù)據(jù)。Operation control department should prepare the weight and balance data for two different configurations of installation and removal of life vests and rafts.除了“附表”特殊說明和 PPD 臨時通知的特殊情況以外，凡是執(zhí)行延伸跨水飛行航班的飛機(jī)即 視為安裝了救生船和救生衣；凡是執(zhí)行非延伸跨水航班的飛機(jī)均視為沒有安裝救生設(shè)備，運(yùn)行控制部各相關(guān)按照此原則，選用相應(yīng)飛機(jī)對應(yīng)的重量數(shù)據(jù)。Except the notes in a
