Project Background(1)項(xiàng)目概況(1)Project Introduction深

4、圳灣超級(jí)總部基地位于深圳市華僑城南部濱海地區(qū),是塘朗山-華僑城-深圳灣城市功能空間軸的核心區(qū)段之一。該片區(qū)南接深圳灣,與香港隔海相望,北倚華僑城內(nèi)湖濕地,西鄰沙河高爾夫球場(chǎng),東至華僑城歡樂海岸;城市軌道2號(hào)線、9號(hào)線、11號(hào)線(機(jī)場(chǎng)快線)等在該片區(qū)交匯,使該片區(qū)成為環(huán)深圳灣地區(qū)自然景觀條件得天獨(dú)厚、城市門戶形象突出、未來城市綜合開發(fā)價(jià)值極高的區(qū)域。Located in the southern coastal area of Shenzhen OCT, Shenzhen Bay Super Headquarters Base is a core segment of the Tanglang

5、Mountain- OCT- Shenzhen Bay urban functional space axis. It adjoins Shenzhen Bay on the south, overlooking Hong Kong across the sea, with the inner lake wetland of OCT on the north, Sand River golf course on the west, and OCT Harbor on the east. Urban subway Line 2, 9 and 11 (airport express line) i

6、ntersect here, making this a high value of integrated urban development area in the future with unique natural landscape resources and prominent urban gateway.為實(shí)現(xiàn)構(gòu)建粵港澳大灣區(qū)世界級(jí)城市群巔峰之地的發(fā)展目標(biāo),按照市委市政府對(duì)該片區(qū)高品質(zhì)、高標(biāo)準(zhǔn)開展規(guī)劃、設(shè)計(jì)、建設(shè)和管理的要求,建立統(tǒng)籌協(xié)調(diào)、形成合力、強(qiáng)力推進(jìn)的規(guī)建管一體化體制機(jī)制,加強(qiáng)指揮決策領(lǐng)導(dǎo)管理,深圳市政府特此成立了深圳灣超級(jí)總部基地開發(fā)建設(shè)指揮部(以下簡稱“深超總指揮部”)

7、作為統(tǒng)籌協(xié)調(diào)單位,設(shè)立深圳灣超級(jí)總部基地開發(fā)建設(shè)指揮部辦公室(以下簡稱“深超總辦公室”)處理具體日常事務(wù),并確定深圳市投資控股有限公司(以下簡稱“市投控公司”)作為深圳灣超級(jí)總部基地片區(qū)的統(tǒng)籌開發(fā)運(yùn)營實(shí)施主體。With a vision to create a pinnacle of world-class urban cluster in Guangdong-Hong Kong-Macao Greater Bay Area, in accordance with the requirements from Shenzhen Municipal Party Committee and the

8、Municipal Government for high-quality, high-standard planning, design, construction and management on this area, a systematic integration of planning, construction and management was established to strengthen decision-making and leadership by Shenzhen Municipal Government through the founding of the

9、 Shenzhen Bay Super Base Headquarters (hereinafter referred to as the SSBH) as the overall management and coordination entity , the Shenzhen Bay Super Base Headquarters Office (hereinafter referred to as the SSBHO) as the deputy entity for in-depth management, and the appointment of Shenzhen Investm

10、ent Holdings Co., Ltd. ( hereinafter referred to as the SIHC) as the development and management entity for Shenzhen Bay Super Headquarters Base area. 本片區(qū)設(shè)有城市設(shè)計(jì)優(yōu)化、片區(qū)綜合交通提升規(guī)劃與交通詳細(xì)規(guī)劃、片區(qū)統(tǒng)籌開發(fā)建設(shè)與運(yùn)營、智慧城市研究、地下空間及市政工程規(guī)劃、中央綠軸景觀規(guī)劃等專項(xiàng)研究工作。目前城市設(shè)計(jì)優(yōu)化與片區(qū)綜合交通提升規(guī)劃與交通詳細(xì)規(guī)劃已于2018年開展并將完成最終成果。其他專項(xiàng)正同步進(jìn)行國際咨詢或招標(biāo)工作,片區(qū)統(tǒng)籌開發(fā)建設(shè)與運(yùn)

11、營國際咨詢中標(biāo)單位將與其它專項(xiàng)研究團(tuán)隊(duì)協(xié)同工作。This area is composed by special research programs: urban design optimization, comprehensive regional transportation improvement planning and detailed transportation planning, overall regional development and operation, smart cities study, underground space and municipal proj

12、ects planning, central green axis landscape planning and etc. Urban design optimization and comprehensive regional transportation improvement planning and detailed transportation planning have started in 2018, while other special research programs are open for international consultation and bidding.

13、 The bid-winning firm on overall development and operation international consultant will work together with all the special research program teams.(2)項(xiàng)目歷程(2)Course of Planning2001年原深圳市規(guī)劃局開展了華僑城南填海區(qū)詳細(xì)藍(lán)圖編制工作,十?dāng)?shù)年內(nèi)對(duì)華僑城南填海區(qū)進(jìn)行了持續(xù)的城市設(shè)計(jì)方案修改工作,從原有單一的“濱海城市住區(qū)”(2001年)到復(fù)合的“濱海文化商務(wù)中心”(2004年)再到“超級(jí)總部基地”(2007年),從單純的城

14、市空間設(shè)計(jì)發(fā)展到城市生活方式的引導(dǎo)。In 2001, the former Urban Planning Bureau of Shenzhen conducted the editing on Detailed Blueprint of the Reclamation Area in the South of OCT. By offering dynamic tracing service, the former Urban Planning Bureau of Shenzhen has been reviewing and revising their urban design plans

15、in their service period in the past 10 plus years. The positioning has been revised from the original simplex “coastal urban residential area”(in 2001) to the mixed-use “coastal cultural and commercial center”(in 2004) and finally to the “super headquarters base”(in 2007), witnessing changes from si

16、mple urban spatial design to the concept of leading urban life style. It thus laid a solid foundation for the social objectives and spatial structure of urban design.圖1規(guī)劃歷程Fig.1 Course of Planning2011年原深圳市規(guī)劃和國土資源委員會(huì)重新啟動(dòng)了對(duì)該地區(qū)的規(guī)劃設(shè)計(jì)研究工作,開展了深圳灣超級(jí)總部基地控制性詳細(xì)規(guī)劃。作為深圳未來城市建設(shè)的實(shí)驗(yàn)展示性地區(qū),建議將生態(tài)低碳城市構(gòu)想、數(shù)字城市技術(shù)等新科技綜合融入深

17、圳灣填海區(qū),與后海中心區(qū)形成良性互動(dòng)。該規(guī)劃于2014年3月14日,獲深圳市政府五屆一百零五次常務(wù)會(huì)議原則通過。In 2011, the former Shenzhen Urban Planning, Land and Resources Commission restarted the planning and design of the area and conducted the Regulatory Detailed Plan of Shenzhen Bay Super Headquarters Base. It proposes to incorporate ecological a

18、nd low-carbon city concept, digital city technology and other new technologies into Shenzhen Bay Reclamation Area, which serves as an experimental demonstration area for future urban development of Shenzhen, for positive interactions with Houhai Central District. The regulatory detailed plan was app

19、roved on March 14, 2014 in the 105th session of the 5th Standing Meeting of the Shenzhen Municipal Government.圖2深圳灣超級(jí)總部基地控制性詳細(xì)規(guī)劃2014版Fig.2 Regulatory Detailed Plan of Shenzhen Bay Super Headquarters Base (2014)2013年和2014年,在當(dāng)時(shí)的規(guī)劃研究成果基礎(chǔ)上,原深圳市規(guī)劃和國土資源委員會(huì)開展了深圳灣超級(jí)總部基地國際工作坊和超級(jí)總部核心區(qū)概念方案的國際競(jìng)賽,集思廣益提出了極富想象力及創(chuàng)造

20、性的未來城市建設(shè)概念,也使得本片區(qū)的公眾關(guān)注度及國際知名度進(jìn)一步提升。2018年,為了對(duì)該片區(qū)提出更具創(chuàng)意與國際視野的深化、優(yōu)化設(shè)計(jì)工作,深超總辦公室開展了深圳灣超級(jí)總部基地城市設(shè)計(jì)優(yōu)化、片區(qū)綜合交通提升規(guī)劃與交通詳細(xì)規(guī)劃兩項(xiàng)國際咨詢活動(dòng),對(duì)片區(qū)的布局結(jié)構(gòu)、開發(fā)強(qiáng)度、功能構(gòu)成、公共空間、建筑風(fēng)貌、生態(tài)景觀、城市天際線、綜合交通、地面道路、地下道路、軌道規(guī)劃等內(nèi)容進(jìn)行系統(tǒng)性設(shè)計(jì),指導(dǎo)片區(qū)高質(zhì)高效、科學(xué)有序的開發(fā)建設(shè)和運(yùn)營管理。In 2013 and 2014, based on the existing results of planning and research at that time,

21、 the former Shenzhen Urban Planning, Land and Resources Commission organized the Shenzhen Bay Super Headquarters Base International Workshop and an international competition on the conceptual plan of the core area of Shenzhen Bay Super Headquarters Base. These activities helped solicit ideas from al

22、l walks of life to refine and detail the design in terms of creativity and international vision. In these activities, imaginative and creative construction concepts of future cities were proposed which helped boost the public attention to and international reputation of this area.In 2018, Open Call

23、for Urban Design Optimization of Shenzhen Bay Super Headquarters Base and Comprehensive Transportation Improvement Planning and Detailed Transportation Planning were hosted by the SSBHO to systematically design of the layout structure, development strength, functional composition, public space, arch

24、itectural style, ecological landscape, city skyline, integrated transportation, ground-level roads, underground roads, urban railway planning are required to strengthen lean planning control of spatial form and guide orderly development and construction of the area. 目前,上述兩項(xiàng)國際咨詢正進(jìn)行優(yōu)化整合,計(jì)劃于6月底形成最終成果。A

26、rs Base.(3)現(xiàn)狀條件(3)Existing Site Conditions深圳灣超級(jí)總部基地位于深圳灣北面,華僑城地區(qū)南部,是塘朗山-華僑城-深圳灣城市功能空間軸的核心城市功能區(qū)段之一。深圳灣由西至東布局了蛇口地區(qū)、西部通道口岸、后海中心區(qū)、高新區(qū)和華僑城地區(qū)。根據(jù)最新深圳市城市總體規(guī)劃,環(huán)深圳灣地區(qū)將成為粵港澳大灣區(qū)最重要的城市地區(qū)之一,成為激發(fā)深圳躋身全球一流城市的能量起點(diǎn)。Located in the north of Shenzhen Bay and in the south of OCT, Shenzhen Bay Super Headquarters Base is a

27、core segment of the Tanglang Mountain-OCT-Shenzhen Bay urban functional space axis. Shekou area, West Corridor port, Houhai Central District, High-Tech Zone and OCT area are included in the layout of Shenzhen Bay from the west to the east. According to the latest master plan of Shenzhen, Shenzhen Ba

28、y rim will become one of the most crucial urban area in the Guangdong-Hong Kong-Macao Greater Bay Area, and a base powering Shenzhens efforts to be a first-tier city in the world.目前,按照深圳市委市政府的工作部署,深圳灣超級(jí)總部基地已進(jìn)入加速建設(shè)實(shí)施階段,除早期聯(lián)泰返還用地項(xiàng)目、地鐵上蓋投融資項(xiàng)目(深灣匯云中心)外,近年來已出讓了中信證券、招商銀行、天音通信、碳云智能、恒力、中國電子、中興通訊、神州數(shù)碼、萬科、恒大和

29、歐加通信11個(gè)項(xiàng)目,已出讓土地面積約共41.2公頃,上述用地已占到規(guī)劃總用地的35%左右。Currently, according to the work deployment of the Shenzhen Municipal CPC Committee and the Municipal Government, Shenzhen Bay Super Headquarters Base has ushered in a stage of accelerated construction. Besides the early land return project of Liantai Gro

30、up and the investment and financing project located above the subway station (Shenzhen Bay Huiyun Center), a total land area of 41.2 hectares has been assigned to eleven projects in recent years, including Citic Securities, China Merchants Bank, Telling Telecommunication, iCarbonX, Hengli Group, Chi

32、布局及運(yùn)營管理研究,推廣宣傳研究等,系統(tǒng)設(shè)計(jì)實(shí)施路徑,指導(dǎo)片區(qū)高質(zhì)高效、科學(xué)有序地開發(fā)建設(shè)和運(yùn)營管理。International Consultation for Overall Planning,Development and Operation of Shenzhen Bay Super Headquarters Base is future-oriented and open for global participation. With a vision of creating a masterpiece of world-class urban cluster in the Guang

33、dong-Hong Kong-Macao Greater Bay Area, it requests participants to distinctively define the strategic goals and functions of the area through macroscopic environment analysis, global cases benchmarking, and to guide the effective and scientific development and operation management of the area throug

34、h cultural and economic development planning, development and operation patterns research, spatial layout and operation management research, marketing and promotion research, systematic design and construction methods. 工作范圍. Work Scope本次國際咨詢的核心研究范圍為:濱海大道、深灣一路、深灣五路、白石三道、白石路所圍合的區(qū)域,用地面積117公頃。The core s

36、地的規(guī)劃設(shè)計(jì)情況,與片區(qū)其他專項(xiàng)研究團(tuán)隊(duì)協(xié)同工作,充分對(duì)接,提出片區(qū)開發(fā)建設(shè)及運(yùn)營的綜合解決方案。具體工作應(yīng)包括但不限于以下內(nèi)容:The participants of this international consultation should work with other special research teams and propose wholistic and integrated solutions for overall planning, development and operation of this area, based on the current land us
