道路交通及車輛安全管理

根據(jù)中國目前的道路交通狀況，人員出行、貨物過程中還存在著很高的，但是中奧的管理層相信道路交通、人員的安全也是業(yè)務(wù)目標(biāo)的一個(gè)重要組成部分，而且只要通過不懈地努力，事故是可以避免的。Althoughahighlevelofriskexistswithmovementsofpeople,goodsandproductsbyroadsinChina,OtisChinaLimited(OCL)Managementbelievesthatroadtransportsafetyisasimportantasotherbusinessobjectivesandthatroadaccidentsareavoidable.Toestablishtherequirementforthemotorvehicleoperation,non-motorvehicleandpedestriantransportontheroadduringcompanybusinessandwayto/fromworktoavoidtheincidents本程序適用于中奧所有員工，及所有商業(yè)行為的車輛，包括或租賃的車輛，或是私人車輛但ApplytoallemployeesinOTISchinaandallmotorvehiclesusedforcompanybusinesspurposesorleasedbyOTISforthe 車輛管理VehicleManagement公司車輛采購和租賃管理部門應(yīng)確保所有自有和租賃的機(jī)動(dòng)車滿足當(dāng)?shù)叵嚓P(guān)的法律和要求并配備適當(dāng)?shù)模喝鐨饽?、ABS防抱死裝置和車用消防設(shè)備及所有座位均配有安全帶。如果不能滿足上述條件應(yīng)選擇其他租車公司Purchasedepartmentandvehiclemanagementdepartmentshouldassurethatallmotorvehiclesleased,rentedand/orownedbyOCLshouldmeetallapplicablelocallawandregulationswithappropriatesafetyrelatedequipmentanddevice,suchasairbags,ABSbrakingsystem,seatbeltforallseatsandfireextinguishers.公司車輛管理部門應(yīng)定期審核公司購置、租賃的車輛的安全性；檢查相應(yīng)駕駛員的資格。OCLvehiclemanagementdepartmentshouldconducttheassessmenttothevehiclesleased,rentedand/orownedbyOCL,andshouldcarriedtheinspectiontolicenseofdriversastoassignedthecompanybusiness.公司車輛和租賃的車輛必須按規(guī)定進(jìn)行與年檢。車輛管理部門負(fù)責(zé)實(shí)施并保存所有車輛的年檢記錄。Allvehiclesleased,rentedand/orownedbyOCLshouldcarryannualinspectionandmaintained.Thevehiclemanagementdepartmentwillkeepalltheannualinspectionrecordforallvehicles. 駕駛員都必須遵守國家、地方的法律和及UTC相關(guān)的機(jī)動(dòng)車駕駛及道路交通方面的要求。AlldiversdrivingforcompanybusinessespurposemustcomplywithallrelevantChineseregulatoryrequirementsandUTC/WHQrelatedstandardsforroadtransportationsafety.公司的車輛管理部門應(yīng)定期評(píng)估所有的機(jī)動(dòng)車駕駛員的資格。是否具有駕駛員資格證。VehiclemanagementdepartmentofOTISshouldcarrytheassessmenttoverifyallthedriverswhooperatecompanyownedand/orleasedvehiclesarequalifiedtodoso.所有用于公司業(yè)務(wù)的車輛駕駛員在行車過程中必須系安全帶。但是在行車過程中使用、車載、無線耳機(jī)、對(duì)講機(jī)或其他類型的通訊設(shè)備。Allthedriversshouldusetheteatbeltsduringthedriving.Butusingofhand-heldmobilephone,hand-freeunits,two-wayradios,orothercommunicationequipmentbydriversisprohibitedwhiledriving.盡量避免夜間行車，并避免在沒有照明的鄉(xiāng)間行使。Nightdrivingoncompanybusinessisstronglydiscouragedandinparticularinunlitrural所有駕駛員在長途行車時(shí)，應(yīng)每駕駛2個(gè)小時(shí)休息一下。公司單人開車超過4個(gè)小時(shí)以上。Alldriversmusttakebreakifcontinuouslydrivingformorethan2hours,andaremotallowedtodriveforlongdistance(morethan4hours)forsingletrip.公司嚴(yán)格駕駛員酒后駕車Employeesdonotoperateanymotorvehicleforcompanybusinesspurposeswhileundertheinfluenceofalcoholorcontrolledsubstances駕駛員在每天開始行車前應(yīng)檢查各個(gè)儀表是否正常、車胎胎壓和剎車性能，以確保安全行車。Alldriversmustcheckallthecarmeters,tirepressureandbrakesystembeforedrivingeveryday.所有乘車出行的員工，也都必須系安全帶，不論是乘坐轎車還是出租車，也不分前排還是后排均需要系緊安全帶。如果發(fā)現(xiàn)駕駛員沒有系安全帶，應(yīng)該強(qiáng)烈要求其按要求進(jìn)行駕駛。Allemployeestravelingincarsandlightvehicles(includingtaxis)oncompanybusinessmustwearseatbeltsinbothfrontandrearseats,wherefitted,andshallseektopositivelyinfluencedriverperformance.非機(jī)動(dòng)車和行人安全Non-motorvehicleandPedestrian員工出差需要乘坐城際省際大巴車時(shí)，應(yīng)堅(jiān)決不搭乘非客運(yùn)車，超員車及車輛狀況不安全的車輛及農(nóng)用車Nottotakeashuttlebuswithoutlicensed,overcrowdedandunsafeconditionwhiletakeabusinesstripcrossthecityorprovince.選擇自行車和電動(dòng)自行車出行的員工應(yīng)遵守非機(jī)動(dòng)車和行人的交通：Compliancetothefollowingtransportregulatorywhiletakesabicycleandelectrical 在機(jī)動(dòng)車道的道行Rideinthenon-drive電動(dòng)自行車的車速控制在16公里/小時(shí)以Ridetheelectricalbicyclewithin16員工行走在上下班的途中時(shí)Pedestriangothesidewalkandifthereisnosidewalk,mustrelyonroadside.Crossthroughtheroadwayandrailwaybarrierisprohibited.過路口時(shí)必須走人行橫道（斑馬線），隨意橫穿馬路Walkingonthezebracrossing,crossthestreetis遇到紅燈或通行的交通標(biāo)志時(shí)，不要強(qiáng)行通過，應(yīng)等綠燈放行后通行Followthetraffic事故上報(bào)和IncidentReportand 中奧所有員工、合作方員工和第員工發(fā)生交通事故和機(jī)動(dòng)車事故，應(yīng)立即上報(bào)部門的監(jiān)督/經(jīng)理。并積極進(jìn)行事故或配合當(dāng)?shù)夭块T進(jìn)行事故，查明根本原因，并整改行動(dòng)。AlltheincidentinvolvinginjurytoOTISemployees,subcontractorsorthethirdpartymustbereportedtothelinemanagementassoonaspracticable.Aninvestigationmustbeconductedorassisttothetraffic/policyagencyfortheincidentinvestigation.培訓(xùn)和交流Trainingand機(jī)動(dòng)車駕駛員應(yīng)接每年按當(dāng)?shù)氐囊筮M(jìn)行年度的培訓(xùn)Allemployeeswhooperateanymotorvehicleforcompanybusinesspurposesarereceivedrelatedtrainingannuallyaccordingthelocallawandregulatoryrequirements。
